The article deals with deterrence of terrorism. The aim is to assess validity of a proposition that it is possible to deter terrorist groups, but there are some specifics in comparison to the deterrence of states. First, we determine deterrence threats which can be applied in relation to terrorist groups and discuss possible restraints of their application in practice. This is followed by an analysis of whether deterrence can be applied against all types of terrorist groups without distinction, where we develop a model of classification of terrorist groups according to the goals which they pursue. So far, the topic of deterrence of terrorism has not been discussed in detail in the Czech academic texts. This article thus seeks to fill this lacuna and highlight the benefits of applying deterrence strategy to the terrorist groups.

Importantly, Gray also explains the inherent difficulties in applying deterrence & strategy, & cautions those who have equated deterrence with the threat of the use of nuclear weapons. In the end, deterrence is psychological & based on clear, culturally oriented, & strategically appropriate communications between "deterer" & "deteree." Die Zukunft der Abschreckung

'Während des Kalten Krieges stand die Strategie der Abschreckung im Zentrum der sicherheitspolitischen Debatte. Heute erscheint sie vielen Beobachtern und Politikern als eine Strategie zur Lösung der Sicherheitsprobleme von gestern. Diese Studie behandelt die Konzepte und Funktionen der Abschreckung unter den gegenwärtigen Bedingungen des internationalen Systems. Sie untersucht die Möglichkeiten und Grenzen ihrer Anwendung auf die so genannten neuen Hauptbedrohungen anhand typischer Konfliktfälle und Gewaltakteure, die heute die internationalen Beziehungen prägen: Verbreitung von Massenvernichtungswaffen, internationaler Terrorismus und innerstaatliche Konflikte. Die Studie kommt zu dem Ergebnis, dass Abschreckung auch künftig im Repertoire der Sicherheitspolitik ein nützliches Instrument bleibt und durchaus wirksam gegen viele der neuen Gefährdungen eingesetzt werden kann, um Gewaltanwendung zu vermeiden, zu begrenzen oder zu beenden. Die nukleare Abschreckung ist zwar weitgehend aus der öffentlichen Wahrnehmung verschwunden, spielt aber in den Sicherheitskonzepten der Atomwaffenstaaten weiterhin eine bedeutende und im regionalen Kontext eine zunehmende Rolle. Auch der Terrorismus ist nicht immun gegen eine Abschreckung, die dieser Form der Kriegführung den Erfolg versagt. Bürgerkriege zählen dagegen zu den schwierigsten Gefährdungen der Sicherheit im 21. Jahrhundert und sind mit den Mitteln der Abschreckung allein nicht zu bewältigen. Insgesamt gilt, dass Abschreckung mit anderen Mitteln und Methoden der Sicherheitspolitik kombiniert werden muss, um größtmögliche Wirkung zu erzielen.' (Autorenreferat)

The Lithuanian deterrence strategy is about making use of military threats to prevent other actors from taking particular actions. There are two major components that determine the success or failure of the Lithuanian deterrence strategy: the military's capabilities to carry out its threat against potential aggressors, and the will to do so. Special attention in this article will be given to the effectiveness of extended deterrence. It provides estimation on the sufficiency of Lithuanian capabilities to provide effective deterrence and recommends a potential direction for their use to strengthen deterrence. This article will discern current Lithuanian deterrence potential and possibilities to improve it using military, economic, as well as political means and other measures.
