Sistem nacionalnih računa (SNR) nastao je i više puta unapreĎivan na meĎunarodnom nivou sa ciljem da omogući, izmeĎu ostalog, što potpuniju osnovu za analizu ekonomske politike. Polazeći od činjenice da će se u Srbiji nakon pribliţavanja standardima Evropske unije izraĎivati celokupan SNR, što trenutno nije slučaj, i od teze holandskog autora Bosa da će vlade sve manje koristiti SNR, u radu je ispitano koju ulogu nacionalni računi trenutno imaju u analizi ekonomske politike. Cilj istraţivanja je bio da se utvrde načini unapreĎenja upotrebe nacionalnih računa u Srbiji nakon njegove dopune, po oblastima upotrebe. Korišćenjem postojećih podataka, intervjua i kvantitativne analize, to jest ekonometrijske analize vremenskih serija, utvrĎeno je da se u tri oblasti upotrebe SNR, analizi putem indikatora, analizi tokova sredstava i makroekonometrijskom modeliranju, moţe ostvariti napredak već i sada, a posebno nakon dopune statističke produkcije. Posebno je vaţno da će biti moguće unaprediti makroekonometrijsko modeliranje u Srbiji, što je pokazano na primeru funkcije potrošnje. Komparativna analiza imovinskog efekta u Srbiji, Sloveniji, Češkoj i Holandiji pokazala je da varijabla stambene imovine nije značajna u funkciji potrošnje u Srbiji jer ne dominiraju hipoteke u svojinskoj strukturi stambenog fonda i nema finansijskih inovacija kao u razvijenim zemljama. SNR i njegovo stalno unapreĎivanje je potreban ali ne i dovoljan uslov dobre ekonomske politike. SNRje bio dovoljno razvijen za analizu za potrebe voĎenja ekonomske politike u sprečavanju neravnoteţa koje su u poslednjoj krizi imale udela, ali je tek analiza podataka nacionalnih računa eks-post omogućila unapreĎenje analize putem indikatora i standarda na osnovu kojih se mogu sprečiti neki budući mehurovi i neravnoteţe. ; The System of National Accounts (SNA) was designed and has been improved several times on the international level with the aim to provide the best possible complete basis for the economic policy analysis. Starting from the fact that after the transition to the standards of the European Union in Serbia the whole system of national accounts will be compiled, which currently is not the case, and from the thesis of the Dutch author Bos that SNA will be less used by the governments, in this dissertation the current role of the SNA in economic policy analysis has been analyzed. The aim of the research was to establish the ways of improvement in different areas of the use of SNA in Serbia, after its completion. By using the existing data, interview and quantitative i.e. econometric analysis of the time series, it has been concluded that in three areas of the use of SNA - indicator analysis, flow of funds analysis and macroeconometric modeling, the improvement is possible even now, and especially after the completion of statistical production. It is especially important that it will be possible to improve the macroeconomic modeling in Serbia, which has been shown on the example of consumption function. The comparative analysis of the wealth effect in Serbia, Slovenia, Czech Republic and the Netherlands has shown that the housing wealth variable is not significant in consumption function in Serbia, because mortgages are not dominant in the ownership structure of the housing wealth, and there are no financial innovations present, as it is the case in the developed countries. The SNA and its constant improvement is a necessary but not sufficient condition for a good economic policy. The SNA has been developed enough for the economic policy analysis to prevent imbalances which took part in the last crisis, but only the ex post analysis of the SNA data has enabled improvement of the indicator analysis and standards as the basis which may prevent future bubbles and imbalances.
As a democratic and economically developed country, whose interests are not any different from those of Western democratic states, the Republic of Croatia may be a decisive factor in the future processes of stabilization in the region. It occupies a very important place in the regional geopolitical structures and might influence the future development of the neighbouring countries and regions, especially through the continuation of democratic transition and the improvement of the relations with its neighbours. Hence the importance of its policies. Its future geopolitical initiatives regarding the stabilization and security of the region can be viewed in relation to their importance within global and regional geopolitical structures, to its participation in the processes of the fragmentation of South-East Europe, and to its geographical, cultural/religious, and historical/geopolitical environment. Centralna hipoteza koja se kroz ovaj rad analizirala jeste da li municipalne obveznice mogu biti instrument lokalnog ekonomskog razvoja. Ovo pitanje je od velikog značaja imajući u vidu da u procesu pridruživanja Srbije Evropskoj Uniji, lokalna samouprava će imati puno obaveza u svojoj nadležnosti, a vrednost projekata koje bi lokalne samouprave na putu ka Evropskoj Uniji trebale da finansiraju (samostalno ili u saradnji sa donatorima, centralnim nivoom vlasti, privatnim sektorom.) se procenjuje na između 3 i 5 milijardi evra. Dosadašnji pristup finansiranju investicionih projekata svakako neće biti dovoljan da se izađe u susret gore pomenutim zahtevima, pa je i glavna tema ovog rada šta lokalne samouprave treba da učine da bi kvalitativno unapredile proces finansiranja investicionih projekata u njihovoj nadležnosti. Sa nekih 15% budžetske potrošnje na lokalnom nivou, Srbija spada u red srednje decentralizovanih zemalja (prosek za OECD članice je 21%), ali po drugom pokazatelju, broju zaposlenih na lokalnom nivou, Srbija spada u grupu izrazito centralizovanih zemalja sveta (16% državne administracije je zaposleno na lokalnom nivou, a 84% na centralnom nivou). Uvođenjem programske klasifikacije budžeta kao obaveznog dela odluke o budžetu za 2015. godinu, stvorili su se uslovi za povećanje transparentnosti rada lokalne samouprave u Srbiji, a samim tim i za povećanje njenih nadležnosti i njene samostalnosti. Za bolju i efikasniju lokalnu vlast direktan izbor gradonačelnika (predsednika opštine) čini se kao dobro rešenje. Ovaj model lokalne vlasti se uspešno primenjuje i u razvijenim zemljama sveta i u zemljama u regionu, a i Srbija ga je imala u periodu od 2002. do 2007. godine. Srbija spada u red relativno samostalnih lokalnih samouprava koje samostalno ubiraju oko 30% svojih prihoda (izvorni prihodi), dok ustupljeni prihodi čine još oko 50% njihovih budžeta. Kako bi se napravili dalji koraci u jačanju samostalnosti lokalne samouprave u Srbiji, neki prihodi bi mogli da iz kategorije ustupljenih pređu u kategoriju izvornih prihoda (porez na prenos apsolutnih prava i porez na nasleđe i poklon, kao i porez na dohodak građana), ili da iz kategorije prihoda centralne vlasti pređu u nadležnost lokalne samouprave (porez na dobit preduzeća). Efikasnost lokalne samouprave u procesu planiranja i izvršenja budžeta i investicija ima dosta prostora za unapređenje, a slična situacija je i sa zaduživanjem. ; The central hypothesis that the author in this paper tried to confirm is whether municipal bonds can be an instrument for local economic development. This issue is of great importance given the fact that the process of joining the Serbia to European Union, the local governments will have a lot of obligations under their jurisdiction, and the value of projects that local governments should finance (independently or in cooperation with donors, central level of government, the private sector .) on the path towards the European Union is estimated on 3 to 5 billion euros. The current approach to financing investment projects will certainly not be sufficient to meet the above mentioned requirements and the main theme of this paper is what local governments should do to qualitatively improve the process of financing investment projects in their jurisdiction. With around 15% of budget spending at the local level, Serbia is categorized as middle decentralized country (the average for OECD member states is 21%), but according to the second indicator, the number of employees at the local level, Serbia belongs to the group of highly centralized countries in the world (16% of the state administration is employed at the local level, and 84% at the central level). With the introduction of a program classification of the budget as a mandatory part of the Budget decision for 2015, conditions for increase of the transparency of local selfgovernment in Serbia were created, providing the conditions for increase of local selfgovernment authority and independence. For better and more effective local government, the direct election of the mayor (municipal president) seems like a good solution. This model of local government is successfully applied in developed countries and countries in the region, while Serbia had this set up from 2002 to 2007. Serbia is one of the countries with relatively autonomous local governments that independently collect about 30% of its revenues (original/own revenues), while shared revenues are about 50% of their budgets. In order to make further steps in the process of strengthening the autonomy of local selfgovernments in Serbia, some revenues could be transferred from the category of shared into the category of own revenues (tax on transfer of absolute rights and taxes on inheritance and gifts, as well as personal income tax), or from the category of central government revenues to the jurisdiction of local self-governments (corporate income tax).
Пољопривреда са производњом хране је једна од најважнијих стратешких грана привреде која има за циљ производњу и снабдевање становништва квалитетном и безбедном храном. Oрганскa пољопривредa и производњa хране датира са почетка 20. века када се због прекомерне, неконтролисане и нестручне употребе хемијских средстава у производњи хране јавила потреба за алтернативним поступцима. Према дефиницији, коју даје Codex alimentarius oрганска пољопривреда је холистички систем управљања производњом хране, којим се избегава употреба вештачких ђубрива, пестицида и генетски модификованих организама, смањује загађење ваздуха, земљишта и воде, и оптимизује здравље и продуктивност биљака, животиња и људи. Заснива се на четири принципа: принцип здравља, екологије, правичности и бриге. Органска производња са једне стране обезбеђује јавна добра, која доприносе заштити животне средине и добробити животиња, а са друге доприноси развоју сеоских подручја (Регулатива ЕC 834/2007). Површине под органском производњом у Републици Српској у 2019.години су износиле око 560 ha (обрадива површина, ливаде, пашњаци), односно само 0,06 % од укупне обрадиве површине. Број сертификованих произвођача хране у Републици Српскоj варира из године у годину, али се креће до 50. Циљ рада је да се укаже на значај органске производње и могућност пласирања хране на тржишту Европске уније и других развијених земаља. Биће описано која висококвалитетна храна се органски производи у Републици Српској, сертификација производње, законска и подзаконска регулатива која се примењује, као и подстицајне мере које су значајне да би се органска производња унапредила у Републици Српској. ; Agriculture accompanied by food production is one of the most important strategic branches of the economy, it has the production and supply of quality and a safe food. The idea of organic agriculture and food production dates back to the 20th century, when due to excessive, uncontrolled and unprofessional use of chemicals in food production, appeared a need of an alternative procedures. Organic farming is an integrated system of high quality food production based on the highest environmental practices that are socially accepted and economically profitable. According to the definition given by the Codex alimentarius, organic agriculture is a holistic food production management system that avoids the use of fertilizers, pesticides and genetically modified organisms, reduces air, soil and water pollution, and optimizes the health and productivity of independent plant, animal and human communities. It is based on four principles: the principle of health, ecology, fairness and care. Organic production, on the one hand provides public goods, which contributes to the protection of the environment and animal welfare, and on the other hand contributes to the development of rural areas (EC Regulation 834/2007). Areas under organic production in the Republic of Srpska in 2019 amounted to about 560 ha (arable land, meadows, pastures), which is only 0.06% of the total arable land. The number of certified food producers in the Republic of Srpska varies from year to year, but ranges up to 50. The aim of this paper is to point out the importance of organic production and the possibility of placing food at the market of the European Union and other developed countries. It will be described which high-quality food is organically produced in the Republic of Srpska, production certification, applicable laws and regulations, as well as incentive measures that are important to improve organic production in the Republic of Srpska.
In this paper, we tried to analyze the consequences of the transitional process in the societies of the South-West Balkan, primarily on the example of Serbia. The indicators that we have found by the research clearly speak in favor of the fact that the transition is the cause of peripheralization of these societies. Citizens who entered the transitional processes with hope - imagining them as the accomplishment of the best European values - soon were convinced that the transition is only another manner to place these countries in the position to be exploited by multinational capital and developed, 'old' member of the EU, as well as to serve for squaring accounts in geopolitical games of the creators of the 'new world order'. In the case of the countries of the Western Balkan, the transition had the characteristic that, among other things, it was performed in conditions of political violence: destruction of the joint state of Yugoslavia, civil and religious war in Croatia and Bosnia and Herzegovina, aggression of NATO to the Federal Republic of Yugoslavia, destabilization of Serbia through the attempt of Kosovo secession, etc., therefore, in the conditions that were extremely antihistorical. While the Europe was uniting, the Balkan was disintegrating. At least two out of the three 'ideas that conquered the world' (Mandelbaum) have been violated: the peace and the democracy. Free market in the conditions when there was no peace and regarding democratically insufficiently consolidated societies could not bring their progress, but on the contrary, as we established, only regression. That is the reason why the destroyed and collided South-Balkan societies, contrary to the European vow of their political elites, are today de facto much further from the European aspirations than they were quarter of the century ago. With their policy, the countries of the West have contributed to De- Europeanization of the South-West Balkan and strengthening of the Euroscepticism with citizens of those countries that still have not joined the EU, like Serbia. In fact, the citizens of Serbia can hardly recognize in the policy of the EU those values that have been usually considered European and which we mentioned at the beginning of this paper.
In this paper, we consider the relationship between the entrepreneurial state and the crisis (caused by economic and non-economic reasons and vice versa). Thus, it is about the interactive attitude of the entrepreneurial state in resolving the crisis and the impact of the crisis on the further development of new economic competencies and competencies of the state in the economy. The entrepreneurial state is seen as an entrepreneur and one of the most important economic actors, which accepts long-term investment risks, bearing in mind the broader picture and the common good. The development of new technologies and new technology companies in the United States and other developed countries has been possible, thanks to the investment of the American entrepreneurial state and its agencies. We start from the assumption that the American crisis, in 2008. caused by high debts, the private sector, not the US public debt, which today is enormously high and skyrocketing. At the heart of this consideration is the thesis that the classical economic theory of non-interference of the state in economic life, which stands aside in the recent era of the development of global capitalism, does not hold water. On the contrary, it turns out that government risky investment in the long run is the basis of a modern economy in which the private sector can develop only on the premises of this huge investment in the development of modern new technologies. Most innovation today and research institutes in the United States are due to the investments of the American state. The paper discusses the impact of the crisis on the understanding of the entrepreneurial state and its role in innovation, the role of new technologies and innovations in economic growth, entrepreneurial state and risks, entrepreneurial state and knowledge economy, entrepreneurial state in "pushing" versus "pulling" the green industrial revolution and the cost of investment, innovation, and development of the American entrepreneurial state. ; U ovom radu razmatramo odnos preduzetničke države i krize (izazvane ekonomskim i neekonomskim razlozima i vice versa). Dakle, riječ je o interaktivnom odnosu preduzetničke države u rješavanju krize i uticaju krize na dalji razvoj novih ekonomskih ingerencija i nadležnosti države u ekonomiji. Preduzetnička država se posmatra kao preduzetnik i jedan od važnijih ekonomskih aktera, koji prihvata rizike ulaganja na dugi rok, imajući na umu širu sliku i opšte dobro. Razvoj novih tehnologija i novih tehnoloških kompanija u SAD i drugim razvijenim zemljama bio je moguć zahvaljujući investiranju američke preduzetničke države i njenih agencija. Polazimo od pretpostavke da su američku krizu 2008. godine izazvali visoki dugovi privatnog sektora, a ne javni dug SAD, koji je danas enormno visok i vrtoglavo raste. U osnovi ovog razmatranja stoji teza da klasična ekonomska teorija o nemiješanju države u privredni život, koja stoji po strani u najnovije doba razvoja globalnog kapitalizma, ne drži vodu. Naprotiv, pokazuje se da je državno rizično investiranje na dugi rok u osnovi savremene ekonomije u kome privatni sektor može da se razvija samo na premisama tog golemog ulaganja u razvoj modernih novih tehnologija. Većina inovacija danas i istraživačkih instituta u SAD duguje ulaganjima američke države. U radu razmatramo uticaj krize na shvatanje preduzetničke države i njene uloge u inovacijama, ulogu novih tehnologija i inovacija u privrednom rastu, preduzetničku državu i rizike, preduzetničku državu i ekonomiju znanja, preduzetničku državu u "guranju" nasuprot "podbadanju" zelene industrijske revolucije, koristi i cijene investiranja, inovacije i razvoj američke preduzetničke države.
Comparative politics is a political science discipline which has in its evolution continuously reflected the developments in the field of international politics. The author outlines the genesis of this discipline, which boomed in the 1950s with the framework of American politology. He first defines this discipline and the goes on to give an account of the evolution of the fundamental research principle, the expansion of the subject matter and the importance of the key concepts that delineate this academic discipline (political power, political system, politic regime). The author analyses the role of comparative politics in the context of other disciplines of political sciences as well as its applicative potentials. As analysis of the history of this discipline he points to the connection between shift of the interest and the focus in practical politics and the thematically specialized subdisciplines within comparative politological research. In the conclusion, the author points out the importance and the applicatory value of discipline for Croatia (as a country in the process of democratic transition) regarding the comparative analysis of the experiences of developed democracies and countries in transition. Предмет рада је утицај миграција из држава западне Азије и северне Африке на Србију, у контексту њене позиције и односа са суседним државама са којима сачињава За- падно-балканску руту, као и са Европском унијом. Циљ рада је сагледавање и анализа утицаја Европске уније на преобликовање поступака и мера спровођених у области управљања миграцијама током трајања мигрантске "кри- зе". Полазећи од теоријског приступа о различитим меха- низмима ширења утицаја ЕУ на државе кандидате, а на основу квалитативне анализе садржаја, основни налази рада упућују на то да кандидатура Србије за чланство у Унији представља важан подстицај за развој националних политика и пракси према мигрантима. Уводни део про- праћен је теоријским разматрањима о дифузији политика и вредности Европске уније. Следе опис и анализа односа Србије са осталим државама Западно-балканске руте и са Европском унијом. ; The paper is focused on migration trends from the MENA region and their impact on Serbia, from the point of view of Serbia's positions and relations with the neighbouring countries along the Western Balkan route, and also with the European Union. Serbia's aspirations towards joining the EU have arguably presented the most important impetus for the development of national policies and practices towards migrants during the migration "crisis". The paper deploys the theoretical framework developed by Tanja A. Börzel and Thomas Risse on mechanisms of diffusion in "usage" by the European Union. The suggested mechanisms of diffusion can be divided in the following way: coercion, manipulation of utility calculations, socialization, persuasion and emulation. The author of the paper scrutinizes each of the mentioned in order to describe and analyze the extent of the transformative power of the European Union regarding Serbia's policies and practices during the migration "crisis". This work analyses the relation between democracy and political participation, the typology and model of political participation, the findings of the research of political participation in the world (S. Verba, N. H. Nie, 1972; S. H. Barnes, M. Kaase, 1 979; and others), and the research of the same phenomenon on a sample of Croatian students. This analysis has shown that today all the elements necessary for a more comprehensive theory of political participation are in place. This theory would enable a more systematic and standardized investigation of this phenomenon in the national and the international context. The article also shows how the non- conventional participation is gaining ground while the conventional is gradually levelling out. Significant are the results of the analysis of the etiology of political participation, particularly the relation between the standard SES model and the model of value orientations (left-right materialism, materialism-postrnaterialism, etc.). The analysis of the model of participation of Croatian students has shown that the model of protest behaviour/potential' has a more complex etiology than other models, such as conventional participation and voting in parliamentary elections. Thus, for the "protest potential" it is necessary to possess a developed civic competence, a critical attitude towards the government's performance, a liberal arts education, etc., while for the conventional participation it is central to have a higher level of political interest. Significant differences between the Croatian students and those from other European countries can be observed regarding the role of value orientations in explaining political participation. Urban shrinkage is a process that many European countries have been facing in recent decades. It had started in highly developed regions at the time of deindustrialisation, but since the 1990s, this process has also affected Central, Eastern and South-eastern Europe, with different patterns and dynamics of urban shrinkage. The political and economic crisis in Serbia during the 1990s, as well as the transition from a centrally governed and urban-based industrialisation to a neoliberal market economy, has brought significant changes in the development of cities, which faced declining demographic and economic vitality. This paper is focused on the analysis of the intensity and dynamics of demographic and economic aspects of urban shrinkage in Serbia and on classification of cities according to the different phases of urban shrinkage. Typological classification was performed using the K-means clustering algorithm. The cluster analysis is based on the use of relevant demographic and socio-economic indicators, for the period from 2002 to 2011. After identifying cities that recorded an increase in total population and relatively stable economic development, three types of shrinking cities were determined according to the intensity of demographic and economic shrinkage - cities with low, medium and high shrinkage intensity. The analysis of the main patterns and factors that influenced the different levels of urban shrinkage enabled a better understanding of this phenomenon in Serbia. The results indicate the heterogeneity of urban space due to different levels of demographic and economic shrinkage, thus it can serve as a starting point for future research of uneven urban development in Serbia. ; Опадање градова (енг. urban shrinkage) је процес са којим се последњих деценија суочавају многе земље у Европи и свету. When researching multiculturalism and the process of Europeanisation in Serbia and countries of the region, one must first examine the status of multiculturality and multiculturalism, from the normative framework to states' policies which decidedly determine the nature and functioning of a political community. Starting from the fact that the context, nature and structure of a political community determines the essence of rights and freedoms stipulated by the constitution and laws, as well as that a synergy of good laws and sound policies enables an effective policy of multiculturality, integration and interlacing of cultures of diverse national communities in a society, the proclaimed multiculturalism was studied in this paper, with a view to ascertain whether such constitutional and legislative framework and policies exist, and if they did, whether there was concerted action between them. The key finding was that the states of the region support a civil state in principle, that they are exclusively or predominantly nationally legitimised by the highest legislative acts and that the factual state is marked by various national cultural identities that are not integrated into the model of plural citizenship. The paper shows that there is a lack of political will to transform the declared support for a pluralistic civil state into public policies affirming the values of multiculturalism, as well as that there is a lack of strong institutions to support such policy. Creating civil awareness, strengthening civil values and virtues are not priorities for state institutions or media controlled by governments. Rather than that, their priority is to strengthen national identities. Hence, based on the above, we can affirm that civil states, civil values and civil identities are only at initial stages, i.e. that they are still, only occasionally, at the level of general programme orientation and set aims. The necessary ingredient for their firm establishment is a consolidated democracy and acceptance of universal values of developed democracies, such as the rule of law and protection of human rights and freedoms.
Američka administracija zainteresovala se još pedesetih i šezdesetih godina prošlog veka za zemlje severne Afrike, kada su one stekle nezavisnost. Krajem Hladnog rata, američki zvaničnici pozvali su sve severnoafričke zemlje da se uključe u proces globalizacije svetske ekonomije, a posle događaja iz septembra 2001. godine u Sjedinjenim Američkim Državama, njihovi istraživački centri počeli su ozbiljnije da proučavaju islamske pokrete unutar i izvan islamskog sveta. Predmet istraživanja ove doktorske disertacije je određivanje američkih spoljno-političkih interesa i vrednosti prema islamskim pokretima na severu Afrike na početku XXI veka. Naučni cilj ovog istraživanja je naučno objašnjenje američke spoljne politike prema islamskim pokretima, posebno uzroka promene u američkoj spoljnoj politici i njen budući pravac kretanja prema političkim partijama i pokretima, nakon revolucija arapskog proleća i dolaska ovih islamskih partija na vlast u Tunisu, Egiptu i Libiji. To podrazumeva naučnu deskripciju i klasifikaciju značajnih islamskih pokreta na severu Afrike s naglaskom na njihov uticaj na američku spoljnu politiku. Društveni cilj ove teze je da ponudi naučno zasnovane osnove za razvoj odgovarajuće američke spoljne politike prema islamskim pokretima, uključujući i ulogu nezavisnih istraživačkih centara kao i sredstava informisanja u kreiranju američke spoljne politike. Najveću primenu u ovoj disertaciji imale su statistička i komparativna metoda, kao i analiza sadržaja dokumenata kao metoda prikupljanja podataka. Rezultat, odnosno naučni doprinos doktorske disertacije zasniva se na dva bitna činioca. Prvo, ova tema nije razvijena u naučno delo u našoj i savremenoj naučnoj literaturi, dakle radi se o originalnoj doktorskoj disertaciji. I drugo, zbog naučnog cilja odnosno naučnog objašnjenja američke spoljne politike prema islamskim pokretima, kao i njihovoj klasifikaciji. Društveni značaj i očekivani rezultati odnose se na sprovođenje američkih spoljno-političkih interesa i vrednosti, i proučavanja uticaja međunarodnog terorizma i radikalnih islamskih pokreta na američku spoljnu politiku, posebno u procesu globalizacije. ; The American administration has shown interest during the 1950-1960's for the North Africa countries, after their independence. By the end of the Cold War, the US officials has invited all North African countries to engage in the process of globalization of the world economy, and after the events during September 2001 in the USA, their research centers has begun more serious to study the Islamic movements inside and outside the Islamic world. The subject of this doctoral thesis is to determine US foreign policy interests and values towards the Islamic movements in the North of Africa at the beginning of the XXI century. The scientific objective of this research is the scientific explanation of US foreign policy towards the Islamic movements, particularly the causes of changes in US foreign policy and their trends towards political parties and movements, after the Arab spring revolutions and the arrival of these Islamic parties to power in Tunisia, Egypt and Libya. It includes scientific description and classification of the significant Islamic movements in the North of Africa, with an emphasis on their impact on US foreign policy. The social objective of this thesis is to offer science-based foundation for developing the appropriate US foreign policy towards the Islamic movements, including the role of independent research centers and the media in the creation of American foreign policy. The most used methods in this doctoral thesis were statistical and comparative methods, as well the content analysis for collecting the data. The result, ie scientific contribution of this doctoral thesis is based on two important factors. First, this theme has not been developed as scientific work in our and modern literature, so this is an original doctoral thesis. And second, because of the scientific explanation of American foreign policy towards the Islamic movements, as well as their classification. The social significance and expected results relates to the implementation of US foreign policy interests and values, and studying the impact of international terrorism and radical Islamic movements towards American foreign policy, especially during the process of globalization.
Od 1990. godine, čitav region Istočne i Jugoistočne Evrope počeo je sa transformacijom svojih ekonomija iz centralno planskog sistema u tržišni, što se označava pojmom tranzicija. Postavka istraživačke studije je sagledavanje stanja sektora poljoprivrede Republike Srbije i Bosne i Hercegovine, koji su prošli kroz proces ekonomske tranzicije. Ideja tranzicije privrede, odnosno poljoprivrede je rast proizvodnje i BDP, povećanje efikasnosti i ostvarivanje boljih proizvodno-ekonomskih performansi. Cilj istraživanja je utvrditi da li je i u kojoj meri tranzicija poljoprivrede dovela do njenog razvoja, koji su propusti napravljeni i kakve mere agrarne politike kreirati u funkciji daljeg razvoja poljoprivrede i ruralnih područja. U izvođenju vrednosnih sudova i kritičkih zapažanja celokupnog procesa tranzicije agrosektora korišćene su određene naučne metode poput naučnog studiranja, indikatori, grafički metod, statistički metod, deskriptivna analiza i sinteza, komparatvini metod i drugi naučni metodi. Strategija poljoprivredne tranzicije u bivšim socijalističkim zemljama imala je za cilj poboljšanje efikasnosti i produktivnosti poljoprivrede zamenom institucionalnih i organizacionih karakteristika komandne ekonomije sa atributima pozajmljenim iz prakse tržišne ekonomije. Transformacija od kolektivne do efikasnije individualizovane poljoprivrede (privatizacija), koja će ostvarivati veći nivo prihoda je krajnji cilj. Tranziciju poljoprivrede prati nepovoljna vlasnička struktura i niska produktivnost, neefikasnost agrarne politike, spor razvoj institucija podrške, neadekvatan zakonodavni okvir i neuspešna privatizacija. Proces privatizacije obeležen je sa mnogo kontroverzi i zloupotreba, pa je i to imalo negativan odraz na ukupne efekte. Pored nabrojanog, efekti tranzicije poljoprivrede se ogledaju i u smanjenom obimu investicija, padu stočarske proizvodnje, spoljnotrgovinska razmena uglavnom sirovina i proizvoda niskog stepena finalizacije, depopulaciji sela, nepovoljnoj agrarnoj strukturi, malim pomacima na planu podiznja konkurentnosti i produktivnosti i nekonzistentnoj agrarnoj politici. Ni poljoprivredno zadrugarstvo nije revitalizovano, a kamoli ostvarilo neki značajan uspeh, tim pre, jer nije vraćeno poljuljano poverenje u zadružni oblik organizovanja, niti su zadružni principi usvojeni. Prelazak na tržišnu ekonomiju ostavio je Srbiju i Bosnu i Hercegovinu daleko iza najuspešnijih zemalja Centralne i Istočne Evrope. BiH zaostaje po mnogim pitanjima vezanim za strukturne reforme, koje su pratile ekonomsku tranziciju zemalja u regionu. U Republici Srbiji je stanje nešto bolje, ali svakako ispod očekivanja i s velikim kašnjenjima, pa su samim tim pozitivni efekti značajno slabiji. Stanje u BiH u posttranzicionom periodu je takvo da nedostaje institucionalna podrška i podsticajne mere agrarne politike na svim nivoima, počev od države preko kantona i opština, a tržišne reforme poljoprivrednog sektora nailaze na probleme i zastoje. Tranzicija poljoprivrede u BiH nije donela očekivane efekte, s obzirom da nije modernizovana, niti je zasnovana na efikasnosti, konkurentnosti, intenzivnosti i tržišnosti. Nešto bolja situacija je u Republici Srbiji, ali svakako nije razvijen sektor poljoprivrede, niti su u potpunosti ostvareni zacrtani ciljevi tranzicije. ; Since 1990, the entire region of Eastern and Southeastern Europe has begun to transform its economies from the central planning system to the marketplace, which is referred to as the concept of transition. The research study setting is to look at the state of the agriculture sector of the Republic of Serbia and Bosnia and Herzegovina, which went through the process of economic transition. The idea of a transition of the economy, that is agriculture, is the growth of production and GDP, increasing efficiency and achieving better productioneconomic performance. The aim of the research is to determine whether and to what extent the transition of agriculture has led to its development, what omissions have been made and what measures of agrarian policy are to be created in the function of further development of agriculture and rural areas. Certain scientific methods such as scientific study, indicators, graphic method, statistical method, descriptive analysis and synthesis, comparative methods and other scientific methods have been used in performing value judgments and critical observations of the whole process of transition of agrosectors. The agricultural transition strategy in the former socialist countries aimed to improve the efficiency and productivity of agriculture by replacing the institutional and organizational characteristics of the command economy with attributes borrowed from the practice of a market economy. Transformation from collective to more efficient individualized agriculture (privatization), which will achieve higher level of income is the ultimate goal. The transition to agriculture is accompanied by an unfavorable ownership structure and low productivity, inefficiency of agrarian policy, slow development of support institutions, inadequate legislative framework and unsuccessful privatization. The privatization process was marked with a lot of controversy and abuse, which also had a negative impact on the overall effects. In addition to the above, the effects of agriculture transition are reflected in the reduced volume of investments, the decline in livestock production, the foreign trade of mostly raw materials and products of low level of finalization, depopulation of the village, unfavorable agrarian structure, small shifts in raising competitiveness and productivity and inconsistent agricultural policy. Even agricultural cooperatives were not revitalized, let alone achieved some significant success, the sooner because no shattered confidence in the cooperative form of organization was returned, nor cooperative principles were adopted. The transition to the market economy left Serbia and Bosnia and Herzegovina far behind the most successful countries in Central and Eastern Europe. Bosnia and Herzegovina lags behind many issues related to structural reforms, which have followed the economic transition of countries in the region. In the Republic of Serbia, the situation is somewhat better, but certainly below expectations and with big delays, so the positive effects are significantly weaker. The situation in Bosnia and Herzegovina in the post-transition period is such that institutional support and incentive measures of agrarian policy at all levels, starting from the state through cantons and municipalities, are lacking, and market reforms of the agricultural sector are facing problems and delays. The transit of agriculture in Bosnia and Herzegovina did not produce the expected effects, as it was not modernized nor based on efficiency, competitiveness, intensity and marketability. There is a somewhat better situation in the Republic of Serbia, but the agriculture sector is certainly not developed, and the goals of transition have not been fully met.
Predmet ovog rada jeste prikaz javno-privatnih partnerstava kao instrumenta za koji se pretpostavlja da bi, ukoliko bi se primenjivao prvenstveno na lokalnom, ali i na višim nivoima upravljanja, omoguéio vlastima u svakoj zemlji brži i kvalitetniji ekonomski razvoj društva. Iskustva moderno uređenih demokratskih društava u decentralizaciji vlasti po principima subsidijariteta i fiskalnog federalizma daju uvid u set mera i principa stvaranja dobrog poslovnog okruženja kao prim amog faktora privlačenja kapitala, a time i opšteg razvoj a države. Javno-privatna partnerstva su kao najsloženiji i najnoviji instrument podsticanja ekonomskog razvoja modemih država od posebnog značaja. Još uvek u fazi razvoja i u primeni u nekolicini najrazvijenijih demokratija, pred ovim složenim instrumentom tek leže pravi izazovi i budućnost. Stoga je cilj ovog rada prepoznavanje važnosti najsloženijeg instrumenata za podsticanje ekonomskog razvoja, a to su javno-privatna partnerstva i njihovo poznavanje u teoriji i kroz primenu u praksi. Ono je od velikog značaja sadašnjim i budućim kadrovima koji rade u javnoj upravi Srbije na svim nivoima. Naučni značaj ove teme j e u sistematskom prikazu i analizi modela javno-privatnih partnerstava. JPP su aktuelna tek od 90-ih godina, zemlje EU tek početkom 21.veka osnivaju posebna tela koja se pri vladama bave JPP, a Evropska komisija je tek 2004. izdala Zelenu knjigu o JPP, koja delimitino defunse i analizira JPP. Iz naučnog proizlazi i društveni značaj ovog rada, a to je bolje razumevanje JPP, podizanje svesti sadašnjih i buduéih kadrova u javnoj upravi o njihovom značaju i spremnosti da u predstojeéim reformama ispravno i kvalifikovano zastupaju interese društva u čije ime rade. Osim kao doprinos teoriji o javnoj upravi, ovaj rad ima veći značaj kao priručnik organima te iste uprave u poznavanju i primeni JPP kao instrumenta kojim se podstiče ekonomski razvoj. ; This paper focuses on the presentation of public-private partnerships (PPPs) as instruments which are assumed to enable faster economical development of municipalities and the country in total, for the authority of our country, if firstly applied locally, but then also on higher levels of management. The experiences of the modem democratic societies in the area of decentralization of the authority by the principles of subsidiarityand fiscal federalism, enable the insight to the set of measures and the principles of creating the good business environment as the primary factor of attracting investments, and subsequently enabling the general local development. Public-private partnerships are the most complex, and the latest instrument of special importance for encouraging the economic development of modem states. Still in the phase of development and applied in a few the most developed democracies only, this complex instrument is yet to face the real challenges and the future. Therefore the objective of this paper is recognizing the importance of the most complex instrument for encouraging the local economic development, which are the public-private partnerships and the theoretical and practical knowledge about them.This is of the most importance for current and future staff employed in the public administration of Serbia, at all levels. The scientific importance of this paper is the systematic presentation and analysis of the model of the public-private partnerships. PPPs have become more present since the 90's; at the beginning of the 21st century the EU countries have started forming special government bodiesto deal with PPPs, and the European commission has issued the Green book on PPPs only in 2004, which defines and partly analyses the PPPs. The outcome of the scientific significance of this paper is also the social one: the better understanding of the PPPs, lifting the awareness of the current and future staff employed in the public administration about their significance and competence to, in future reforms, correctly and skillfully represent the interest of the society in whose behalf they act. Beside the contribution to the theory about the local government, this paper has a greater meaning as a guide book for its administrative bodies, when addressing the issues of knowing and applying the PPPs as the instrument to encourage the economic development.
Pitanje mogućnosti formiranja ekološkog pokreta u Srbiji u kontekstu postsocijalistiĉke transformacije društva i procesa evrointegracija, predstavlja predmet bavljenja ove doktorske disertacije. Rad se sastoji iz tri veće celine i poglavlja u kome su izneta zakljuĉna razmatranja. U prvom delu rada, razvijeni su uporedno-istorijski, kontekstualni, konceptualni i metodološki okvir istraţivanja, kao polazne osnove za dalje analize. Kako bi mogle biti obuhvaćene sve relevantne dimenzije kompleksnog fenomena ekološkog pokreta i sloţena mreţa ĉinilaca koji utiĉu na njegov nastanak i razvoj, u istraţivanju su kombinovano korišćene razliĉite metodološke tehnike: anketno ispitivanje stavova i praksi na reprezentativnom uzorku graĊana Srbije (N=1952) i predstavnika lokalnih samouprava (N=232), polustrukturisani intervjui sa predstavnicima nevladinih organizacija (N=44), kao i dve studije sluĉaja zajednica sa izraţenim ekološkim problemima - Panĉeva i Bora. Drugi deo rada je posvećen opisu i analizi pojedinaĉnih elemenata ekološkog pokreta: ekoloških aktivista, ekoloških grupa / organizacija, ekoloških mreţa, kolektivnog identiteta i ekoloških konflikata. Na osnovu detaljne analize karakteristika osnovnih elemenata pokreta, u zakljuĉnom poglavlju drugog dela rada daje se odgovor na pitanje: da li u Srbiji postoji ekološki pokret? Osnovni istraţivaĉki nalaz je da u Srbiji nije došlo do formiranja klasiĉnog participativnog tipa ekološkog pokreta, kakav je prisutan u zemljama Zapada. TakoĊe, nema ni naznaka znaĉajnijeg prisustva elemenata transakcionog ekološkog aktivizma (pokreta), ĉiji je prisustvo zabeleţeno u zemljama Centralne Evrope. Umesto toga, svedoci smo razvoja specifiĉnog modela ekološkog kolektivnog delanja koji smo nazvali "ekološkim trećim sektorom". Naime, za razliku od participativnog i transakcionog delanja, koji imaju naglašeno politiĉku dimenziju, aktivnosti organizacija u okviru trećeg sektora su preteţno "apolitiĉne" po karakteru, usmerene na pruţanje usluga u oblastima iz kojih se, u sklopu neoliberalnih reformi, drţava povukla. Pored nerazvijenosti konfliktne (politiĉke) dimenzije, ekološki treći sektor odlikuje i atomizovano delanje profesionalnih ekoloških organizacija, koje samo izuzetno (pod spoljnim pritiscima ili podsticajima) uspostavljaju fiziĉke veze (mreţe) meĊu sobom, dok se na planu kolektivnog identiteta razvija samo kognitivna dimenzija (formalno prihvatanje odreĊenih ekoloških vrednosti i naĉela koja ĉine sastavni deo ekološkog diskursa dominantnog na Zapadu). GraĊani, po pravilu, nisu ukljuĉeni u rad ovih organizacija, izuzev kao korisnici usluga. U trećem delu rada se razmatraju razlozi usled kojih ne dolazi do razvoja participativnog i/ili transakcionog ekološkog pokreta (aktivizma). Za potrebe objašnjenja nastanka specifiĉne hibridne forme ekološkog trećeg sektora, kreiran je sintetiĉki eksplanatorni model koji kombinuje elemente razvijene u okviru razliĉitih teorijskih pristupa fenomenu društvenih pokreta. Eksplanatorna shema je formulisana na sledeći naĉin: za pokretanje kolektivnog delanja i nastanak ekološkog pokreta neophodno da prethodno budu ispunjeni sledeći uslovi: potrebno je da postoji izvesno socijalno-konstruisano nezadovoljstvo (problem) kod većeg broja pojedinaca / profesionalnih zastupniĉkih organizacija (socijalno-konstruktivistiĉka reinterpretacija klasiĉnih pristupa); zatim, grupa pojedinaca koja oseća dati problem / zalaţe se za njegovo rešavanje, mora posedovati odreĊene resurse za pokretanje i odrţavanje 5 kolektivne akcije (pristup teorije mobilizacije resursa); šire okruţenje treba da bude relativno povoljno kako bi nagovestilo mogućnost pozitivnog ishoda aktivnosti koja se ţeli realizovati (pristup strukture politiĉkih mogućnosti), a vrednosni okvir na takav naĉin podešen da usmerava na delanje predstavnike profesionalnih ekoloških organizacija i / ili neposredno ugroţenu populaciju (nezadovoljne) i (eventualno) širi krug podrţavalaca (pristup Novih društvenih pokreta). Na proces formiranja ekološkog pokreta, kroz ĉetiri neposredna faktora (socijalna-konstrukcija ekoloških rizika, dostupnost i karakteristike resursa, struktura politiĉkih mogućnosti, vrednosni sistem),indirektno deluju širi društveni procesi - postsocijalistiĉka transformacija i evropeizacija srpskog društva, kao i ĉinioci duţeg trajanja ((pred)socijalistiĉko nasleĊe). Testiranje postavljenih eksplikativnih hipoteza je pokazalo da ni jedan od uslova neophodnih za formiranje ekološkog pokreta, nije delimiĉno ili u potpunosti zadovoljen. Postojeći ekološki problemi su dominantno odreĊeni u kategorijama niskog rizika i male vaţnosti u odnosu na druga društvena pitanja, usled ĉega je i njihov podsticajni kapacitet za kolektivnu (re)akciju bitno sniţen. Pored toga, vladajuće shvatanje prema kome u ekološkoj modernizaciji leţi rešenje za gotovo sve ekološke probleme, pokazuje se kao ĉinilac koji nepovoljno utiĉe na graĊanski aktivizam, jer upućuje na pasivno išĉekivanje uvoĊenja obećanih mehanizama odrţivog razvoja. Većini graĊana na raspolaganju stoji vrlo ograniĉena koliĉina resursa, usled ĉega, u velikom broju sluĉajeva, oni odustaju od uĉešća u ekološkim akcijama. Ekološke organizacije, takoĊe, imaju poteškoća da obezbede neophodne resurse za rad, a dodatni problem predstavlja i naĉin njihove mobilizacije, usled kojeg gube samostalnost postajući zavisne od stranih izvora finansiranja. Kao posledica, ekološko delanje je atomizovano, a rivalitet i konflikti unutar ekološkog civilnog sektora, naglašeni; ekološke mreţe se teško formiraju i odrţavaju, kolektivni identitet je slab (nad njim prevagu odnose partikularni interesi), a kritiĉko delovanje ekoloških organizacija, nerazvijeno. Struktura politiĉkih mogućnosti se, uprkos postojanju relativno povoljnog zakonskog okvira, pokazuje zatvorenom prema uĉešću graĊana u donošenju odluka. GraĊani percipiraju predstavnike vlasti kao neprijemĉive za njihove potrebe, što se nepovoljno odraţava na njihovu spremnost da se organizuju i pokušaju da nametnu svoje zahteve. S druge strane, ekološke organizacije su iskljuĉene iz procesa odluĉivanja i svedene na ulogu asistenata u podizanju kapaciteta drţave za sprovoĊenje programa u oblasti zaštite ţivotne sredine. Konfliktno delanje organizacija je ograniĉeno, s jedne strane, time što ne dobijaju podršku moćnih aktera (meĊunarodne ekološke organizacije, strani donatori), a sa druge, finansijskim uslovljavanjem od strane drţavnih struktura. Karakteristike kulturološkog konteksta se, takoĊe, pokazuju nepovoljnim za razvoj ekološkog pokreta u Srbiji. Dominacija materijalistiĉkog sistema vrednosti i s njim povezano visoko vrednovanje ekonomskog razvoja, koje u senci ostavlja ekološke probleme, negativno utiĉe na ekološko aktiviranje graĊana. Ipak, uprkos preteţno materijalistiĉkoj vrednosnoj orijentaciji, graĊanima su vrlo bliske vrednosti Nove ekološke paradigme. MeĊutim, od naĉelnog prihvatanja vrednosti karakteristiĉnih za ovu paradigmu do aktivnog delanja, u kontekstu materijalne oskudice, put je dug i vrlo neizvestan. Zakljuĉno poglavlje je posvećeno rezimiranju i diskusiji empirijskih nalaza, kao i razmatranju širih implikacija nerazvijenosti ekološkog pokreta na zaštitu ţivotne sredine u Srbiji. ; he environmental movement in Serbia, in the context of post-socialist transformation and the EU integration process. The paper consists of three major parts and the concluding chapter. In the first part a comparative - historical, contextual, conceptual and methodological framework of the research is developed, as a starting point for the further analyses. In order to capture all relevant dimensions of the complex phenomenon of environmental movement and the composite set of factors that influence its emergence and development, the study is using a combination of different methodological techniques: a survey of attitudes and practices based on a representative sample of Serbian citizens (N = 1952) and local government representatives (N = 232), in parallel with the semi-structured interviews with representatives of non-governmental organizations (N = 44), and the two case studies of communities with serious environmental problems – the municipalities of Pancevo and Bor. The second part contains the description and analysis of individual elements of the environmental movement: environmental activists, environmental groups / organizations, environmental networks, collective identity and environmental conflicts. Based on a detailed analysis of the characteristics of the key elements of environmental movement, the concluding chapter of this part of the paper offers an answer to the question - is there an environmental movement in Serbia? The main research finding is that participatory type of environmental movement that is typical for the Western countries has not been formed in Serbia. There are even no indications of the existence of significant elements of transactional environmental activism (movement), that is present in the countries of Central Europe. Instead, we are witnessing the development of a distinct model of collective environmental action that we have named "the third environmental sector". Different from the participative and transactional activism which have an emphasized political dimension, the nature of the activities of the third sector organizations is mostly "non-political", aimed at providing services in those areas that the state has withdrew from, in the context of neo-liberal reforms. In addition to the underdeveloped conflict/political dimension, the environmental third sector is characterized by atomized actions of professional environmental organizations, which establish physical connections (networks) among themselves only as an exception (under external pressures or incentives), while at the level of collective identity only the cognitive dimension is being developed (the formal acceptance of the environmental values and principles which form an integral part of the environmental discourse dominant in the West). Citizens, as a rule, are not included in the work of these organizations, except as users of services. In the third part, the reasons for the absence of the participatory and / or transactional environmental movement (activism) are discussed. In order to explain the emergence of the specific hybrid form of the environmental third sector, a synthetic explanatory model was established, combining elements developed within different social movement theories. The explanatory scheme has been formulated as follows: for the launch of collective action and the emergence of the environmental movement certain conditions are necessary to be met - a certain level of socially-constructed 8 dissatisfaction (problem) needs to be generated in large numbers of individuals / professional advocacy organizations (social constructivist reinterpretation of classical approaches); then, a group of individuals who perceive the problem / advocates for its solution must possess appropriate resources to initiate and sustain a collective action (the Resource Mobilization Theory approach); the wider context should be relatively favorable as to suggest the possibility of a positive outcome of the action (the Political Opportunities Structure approach); the value framework should be set up in such a way to initiate the action of professional environmental organizations and / or the directly affected population, and possibly also of a wider circle of supporters (the New Social Movements approach). Through the four direct factors (social – construction of environmental risks, the availability and characteristics of resources, the structure of political opportunities, the value system), the process of development of the environmental movement is indirectly affected by wider-scale social processes – the post-socialist transformation and Europeanization of Serbian society, as well as by the factors of longer duration ((pre-) socialist heritage).The testing of the set of explicative hypotheses showed that the necessary pre-conditions for the formation of the environmental movement in Serbia have neither been fully, nor even partially met. In comparison with other issues, the existing environmental problems are dominantly defined in the terms of low-risk and low-importance, due to which their capacities to induce collective (re)action are significantly reduced. In addition, the prevailing concept of environmental modernization, presented as a solution to almost all environmental problems, proves to be a factor that adversely affects civic activism, as it leads to passive anticipation of the promised introduction of mechanisms for sustainable development. Since the majority of citizens have access only to very limited resources, they, in many cases, tend to give up their participation in environmental actions. Environmental organizations also face difficulties in obtaining necessary resources for their operation. An additional problem lies in the way resources are being mobilized: becoming increasingly dependent on foreign funding, organizations tend to lose their autonomy. As a result, the environmental action is atomized and rivalries and conflicts within the environmental civil society accentuated; environmental networks are difficult to establish and maintain and the collective identity is weak (due to domination of particular interests); the conflictual dimension of environmental organizations remains undeveloped. Despite the relatively favorable legal framework, the structure of political opportunities seems closed to the participation of citizens in the decision-making process. Citizens perceive government representatives as unresponsive to their needs, which negatively affects their readiness to act in an organized way and to attempt to impose their demands. On the other hand, environmental organizations are excluded from the decision-making process and reduced to the assisting role in the capacity building of the state bodies for the implementation of programs in the field of environmental protection. Conflicting action of such organizations is limited, on the one hand by the lack of support from powerful actors (international environmental organizations, international donors), and on the other - by the financial preconditions imposed by the state authorities. The characteristics of the cultural context also appear to be unfavorable for the development of the environmental movement in Serbia. The dominance of the materialistic value system and the related high priority attributed to the economic 9 growth, leaves the environmental problems on the margins, thus negatively affecting the environmental activation of citizens. However, despite the predominantly materialistic value orientation, the values of the New environmental paradigm are very familiar to the citizens. Still, in the context of material insecurity, the road from the general acceptance of such values to active action towards reaching them, is long and very uncertain. The concluding chapter is devoted to summarizing and discussing the empirical findings, as well as to considerations of implications of the under-developed environmental movement to the overall state of environmental protection in Serbia.
