Discusses a recent practical experience of reconfiguring a logistics system in Europe. Begins by outlining the changing market boundaries and asserts that, whilst the trend is towards global manufacturing and a simplification of the supply chain and standardization of products, conflicts are arising with customers who want more tailor‐made products. In the light of this changing environment and new challenges, the paper looks at the company Energizer, the European arm of Eveready Battery. Suggests a number of recommendations for re‐engineering the supply chain of the company and outlines how this has affected the organisational structure.

A review article on books by: James Ferguson, The Anti-Politics Machine: 'Development', Depoliticization and Bureaucratic Power in Lesotho (Cambridge: Cambridge U Press, 1990); & Doug Porter, Bryant Allen, & Gaye Thompson, Development in Practice: Paved with Good Intentions (London & New York: Routledge, 1991 [see listings in IRPSPPD No. 28]). Ferguson examines the development discourse & functioning of communities that need aid, through a case study of a development project in central Lesotho involving livestock development, agricultural improvement, & administrative change. Ferguson suggests that development planners do not devise their development solutions through conceptually neutral evaluation of a country's development problems, but instead, construe problems so that they fit the solutions of the standard development discourse of the right technology, modern infrastructure, & control orientation. The Thaba Tseka project in Lesotho illustrates the dynamic; it failed because the assumptions on which it was based were erroneous. Porter, Allen, & Thompson, writing from within the development industry, describe the experience of the Margarini Settlement Project in Kenya. Porter et al describe & critique the control orientation of the Margarani & other projects, calling it the "antithesis of good development practice.". I. Shagrir
