Para comprender las transformaciones que vienen produciendo las tecnologías digitales en las sociedades se necesita recurrir a un análisis profundo de los modos en que el hombre interactúa con otros hombres. Pero lo que lo diferencia de otros es que ahora el conocimiento actúa sobre sí mismo generando más conocimiento. A medida que se genera un nuevo conocimiento y se desarrollan nuevas habilidades, el gestor debe perfeccionar sus saberes, la capacitación debe ser continua. Necesitamos desarrollar la capacidad de asociación, de saber qué tipo de cualificaciones resultan imprescindibles para las tareas que tenemos que hacer, dónde buscarlas, cómo aprenderlas y cómo incorporarlas al mundo laboral. AbstractThis article discusses citizenship in the age of new media using Denmark as a critical case study. It argues for the importance of considering cultural as well as political aspects of citizenship, and for the inclusion of emotions and belonging as well as rational political acts. There are strong relationships between the experience and practice of citizenship, and it is demonstrated that intensive media use and experience/practice of citizenship are highly interrelated: eager media users are also the most active and confident citizens. To a certain extent new media tend to reinforce existing behavior patterns and attitudes: those feeling engaged are those who use ICTs most widely, and new media provide them with yet another platform for practicing citizenship. It is also shown, however, that there is a segment of new media users who prefer online cultural and social activities to offline ones. As this segment grows, one might expect an expanded number of active citizens, mobilized by the new media themselves.

El presente informe de investigación parte de la conferencia impartida el 18/03/2009 en la II edición del "Simposio: Las sociedades ante el reto digital", en el marco de la Cátedra Europa de la Universidad del Norte. ; Este trabajo aborda algunas cuestiones trascendentales que plantean las Tecnologías de la Información y la Comunicación (TIC) en relación con los derechos de la persona. Un aspecto fundamental es la necesidad de explotar las posibilidades de las TIC para profundizar en la democracia y mejorar las relaciones de los ciudadanos con las administraciones públicas a través de la participación pública por medios electrónicos. A partir de ahí, se analiza el surgimiento de un auténtico derecho a relacionarse con las administraciones públicas por medios electrónicos, y la necesidad de que este derecho, ya incluido en España en las Cartas de derechos de algunas Comunidades Autónomas y en la normativa de la Unión Europea, adquiera el carácter de derecho fundamental a nivel constitucional. A debate consisting of a main article on the paradigm of information and communication technologies for development, the so-called ICT4D-paradigm, stating that access to ICT can promote development, leading to a decrease in global socio-economic inequality. The author underlines the parallel with former modernisation paradigms, and the fact that basic market and power structures are ignored. In the first of two responding articles the authors point out possibilities in ICT interaction and participation, thus enabling developing countries to respond actively, not merely passive. Furthermore they plead for further investment in researching the positive impact ICT can have on social change and development. As part of its Global Policy Initiative, Consultative Group to Assist the Poor (CGAP) partnered with the Superintendence of Banks, Insurance and AFPs of Peru in late 2008, with the purpose of enhancing the understanding of the issues and trends in consumer relations when financial services are delivered through branchless banking, particularly through agents, which are used in ever increasing scale in Peru. The product was this joint report. Three other countries with relevant experience in branchless banking (Kenya, Brazil and India) participated in a similar exercise at approximately the same time. As in the case of Peru, the exercise gave an opportunity for regulators of each jurisdiction to look at their regulatory and institutional framework for protecting branchless banking users, evaluate their regulatory and supervisory actions, and identify areas for improvements. A forthcoming CGAP focus note complements the effort, by making an overall evaluation of the lessons learned in these countries and drawing on the knowledge from other pioneer countries such as South Africa, Mexico, Colombia and the Philippines. The focus note will point out and address priority areas of concern and possible regulatory and policy options to address them. The first part of the report outlines the financial inclusion efforts currently being undertaken by the Superintendence. The following section summarizes the most important points of the legal and regulatory framework for financial consumer protection, pointing out any specificity of branchless banking. The third part describes the branchless banking business in Peru and describes the issues and problems identified in the relationship between branchless banking clients and providers, and the supervisory and enforcement implications. The last section draws conclusions and makes recommendations for achieving a balance between openness to innovation and protection in a branchless banking environment.

Research on the aspirations of people with intellectual disabilities documents the importance of alternative zones of inclusion where they can assert their own definitions of ability and normality. This stands in contrast to assumptions concerning technology and disability that position technology as 'normalizing' the disabled body. This paper reports on the role of a digital music jamming tool in providing access to creative practice by people with intellectual disabilities. The tool contributed to the development of a spatio-temporal zone to enable aesthetic agency within and beyond the contexts of deinstitutionalized care. The research identifies the interactions between tools, individuals and groups that facilitated participants' agency in shaping the form of musical practice. Furthermore, we document the properties of emergent interaction − supported by a tool oriented to enabling music improvisation − as potentially resisting assumptions regarding normalization.

El presente trabajo pretende abordar tomando como base los ejes: igualdad jurídica, educación y acceso a la tecnología, el Rol del Proyecto de Extensión, Investigación y Enseñanza Universitaria "Flor de Ceibo", en el proceso de concientización de los derechos ciudadanos y la democratización de los problemas sociales. El planteo radica principalmente en que la información a la que accede la población, mas particularmente las familias objetivo del proyecto, a través de la tecnología incluida por el Estado con la promoción del "Plan Ceibal", constituye una forma de nivelar las desigualdades en materia de educación, información y por consecuencia el acceso a las vías judiciales y extrajudiciales de solución de las conflictos y/o demandas sociales. Se problematiza el modelo de aprendizaje "One Laptop Per Child", adoptado por el Estado a través de su plan estatal, analizándose sus debilidades y fortalezas dentro de los núcleos familiares. Se adjetiviza como fundamental los espacios de intervención creados por Flor de Ceibo, en el que estudiantes y docentes universitarios trabajan en y con sus comunidades en todo el territorio nacional y con diferentes estratos sociales. Se plantea asimismo, la significancia del trabajo interdisciplinario y su impacto jurídico - social, en el que utilizando como "excusa" la aplicación de la latop XO, se logra trascender los objetivos de disminución de la brecha digital y apropiación tecnológica, para alcanzar uno aún mayor cual es, la verdadera inclusión social, creando la Universidad un diálogo permanente con todos los involucrados y adoptando un compromiso estrecho con su comunidad.

La sanción de la nueva Ley de Servicios de Comunicación Audiovisual en Argentina (L. de S. C. A.), generó un nuevo mapa del campo de la producción de contenidos. Esta redistribuye las licencias de radio y televisión en tres partes iguales entre el sector privado con fines de lucro, el sector público y el sector privado sin fines de lucro. Esto implica la inclusión de nuevos actores encargados de producir. Dicha ley transforma estructuralmente la política de comunicación en Argentina, considerando que la ley hasta entonces vigente (Ley de Radiodifusión) había sido aprobada veinticinco años atrás por la dictadura militar. In October 2009, the Bolivarian Republic of Venezuela adopted the ISDB-Tb (Integrated Services Digital Broadcasting - Terrestrial Built On), released by Japan, with some improvement made by Brazil, as Digital Terrestrial Television (DTT) to be deployment in Venezuela. After standard choice, has been start the route towards the solution of transcendental aspects of legal and technical nature to enable the provision of digital terrestrial television service harmonized with the goals of true social inclusion and democratization of information in the nation. In this regard, this paper proposes ideas for a pilot plan that lays the foundation and technical requirements for the deployment of digital terrestrial television service in the territory of the Bolivarian Republic of Venezuela, according to the parameters and considerations set out in the ISDB-Tb and in close accordance with the Constitution, laws and other regulations. It addresses issues such as the mode of transmission (HDTV, SDTV, "One-seg"), distribution of the spectrum (UHF for digital), analog to digital transition, service implementation and incentives for deployment implementation DTT Venezuela. ; En octubre 2009, la República Bolivariana de Venezuela adoptó el estándar ISDB-Tb (Integrated Services Digital Broadcasting – Terrestrial Built On), de origen japonés, y con las mejoras introducidas por Brasil, como base para el sistema de Televisión Digital Terrestre (TDT) en Venezuela. En tal sentido, en el presente artículo se proponen ideas para un plan piloto que establece las bases y requerimientos técnicos para el despliegue del servicio de Televisión Digital Terrestre en el territorio de la República Bolivariana de Venezuela; de acuerdo a los parámetros y consideraciones establecidas en el estándar ISDB-Tb y en estrecha concordancia con la Constitución Nacional, las leyes y demás normativas vigentes. Se abordan asuntos, tales como: la modalidad de transmisión (HDTV, SDTV, "One-seg"), distribución del espectro (UHF para la tecnología digital), transición analógico-digital, implementación del servicio e incentivos para el despliegue de la TDT en Venezuela.

Recent developments in European media policy have given priority to the notion that all citizens need to be digitally literate to fully participate in the emerging Information Society. Media literacy or digital literacy, it is argued, will be required to able to exercise informed choices, understand the nature of content and services and take advantage of the full range of opportunities offered by new communications technologies. Further, being media literate, citizens will be better able to protect themselves and their families from harmful or offensive material. The inclusion of media literacy within the Audiovisual Media Services Directive (Commission of the European Communities 2007), Europe's main instrument of media policy, and the requirement that the European Commission will be required to report on levels of media literacy across the EU25 is an indication of the significance attached to it at a political level. Commentators have noted that the new emphasis on media literacy in public policy represents a significant shift of responsibility from collective forms of regulation and control, represented by legislation and regulatory control at member state level, to the individual who is now deemed responsible and assumed to be capable of making informed choices in matters of communication and social interaction in today's mediated environment (Livingstone, Lunt et al. 2007; Penman and Turnbull 2007). The ideal subject of digital literacy appears to represent a form of ethical individualism in which the source of moral values and principles, and the basis of ethical evaluation is the individual (Lukes 1973). The collective norms and standards that operated in the 'old' media world, whether involving filtering of content or requirements for transparency and fairness, it might be argued, no longer apply or can no longer be imposed. This policy turn raises a number of pressing questions. As the internet and online technologies become embedded in everyday life, vulnerable subjects such as children, young people and their families who tend to be in the vanguard of new media adoption, are exposed to a range of good and bad experiences, risks and opportunities, for which they may be unprepared. The traditional institutional supports of education, regulation and trusted information sources such as public broadcasting have less influence in a more fragmented public sphere and individuals may be required to rely on more tacit forms of knowledge to inform ethical conduct. This paper will examine what ethical individualism in the context of digital literacy might mean. Through a discourse analysis of policy formulations in European Commission, UNESCO and Council of Europe documents, the paper presents a typology of subject positions and asks whether the apparent ethical individualism is in fact what is intended. It examines the practical ethical situations which citizens and consumers now face and contributes to an ongoing policy discussion on the future of regulation in a converged media environment. Video poker machines, a former symbol of fraud and gambling in Brazil, are now being converted into computer-based educational tools for Brazilian public primary schools and also for governmental and non-governmental institutions dealing with communities of poverty and social exclusion, in an attempt to reduce poverty risks (decrease money spent on gambling) and promote social inclusion (increase access and motivation to education). Thousands of illegal gambling machines are seized by federal authorities, in Brazil, every year, and usually destroyed at the end of the criminal apprehension process. This paper describes a project developed by the University of Southern Santa Catarina, Brazil, responsible for the conversion process of gambling machines, and the social inclusion opportunities derived from it. All project members worked on a volunteer basis, seeking to promote social inclusion of Brazilian young boys and girls, namely through digital inclusion. So far, the project has been able to convert over 200 gambling machines and install them in over 40 public primary schools, thus directly benefiting more than 12,000 schoolchildren. The initial motivation behind this project was technology based, however the different options arising from the conversion process of the gambling machines have also motivated a rather innovative and unique experience in allowing schoolchildren and young people with special (educational) needs to access to computer-based pedagogical applications. The availability of these converted machines also helps to place Information and Communication Technologies (ICT) in the very daily educational environment of these children and youngsters, thus serving social and cultural inclusion aspects, by establishing a dialogue with the community and their technological expectations, and also directly contributing to their digital literacy.

El presente trabajo de graduación tiene como objetivo general, indagar sobre las razones por las cuales no se han apropiado las Tecnologías para la Información y la Comunicación en la práctica pedagógica de una institución educativa oficial de Colombia, problema que es general en este sector, a pesar de la disponibilidad de recursos tecnológicos, de las políticas educativas públicas que promueven la inclusión de las Tecnologías para la Información y la Comunicación. Lo que evidencia que la actividad docente está sustentada en un currículo que no es pertinente, no inclusivo y descontextualizado. Se seleccionó el área de Humanidades pues tiene como objetivo desarrollar las competencias comunicativas, ya que en la actualidad los estudiantes deben manejar adecuadamente los códigos tecnológicos, sin desconocer que las competencias comunicativas son transversales e interdisciplinares y no pueden ser de compromiso exclusivo de una sola área. Para ello se planteó una investigación de corte cualitativo en la cual un grupo de docentes y estudiantes, además de participar en el estudio, formulan una estrategia para comenzar a dar solución al problema, con acciones que involucran a los directivos de la institución, a los docentes y a los estudiantes. Los datos se recogen a través de entrevistas, planeación y observación de clases, inventario de recursos tecnológicos y revisión del currículo. Igualmente el análisis de los resultados se hace en forma participativa como un paso importante para sensibilizar a directivos y docentes sobre la urgencia de implementar estas tecnologías en la práctica educativa. Para validar los resultados se diseñó y aplicó una encuesta online dirigida a 24 docentes de tres de instituciones educativas también oficiales, la cual arrojó resultados similares a los de este estudio en el cual se encontró que la razón principal por la cual los docentes no están utilizando estas tecnologías es por falta de alfabetización digital, la cual es también necesidad de los estudiantes. Otro hallazgo importante tiene que ver con el concepto de los docentes ya que no las consideran necesarias, que promueven el sedentarismo y no fomentan la creatividad, otros por su parte por el hecho de no ser competentes para manejarlas, se sienten inseguros. Con lo anterior se pone de manifiesto la urgencia de procesos de alfabetización digital y el desarrollo de la competencia mediática tanto en docentes como estudiantes, los cuales no pueden ser de responsabilidad exclusiva de los gobiernos sino también de las directivas de las instituciones y de los docentes mismos, como una manera de ofrecer una educación acorde con las necesidades del medio y transformadora de la realidad. ; Instituto Tecnológico y de Estudios Superiores de Monterrey ITESM ; 1. This shows that the teaching activity is supported by a curriculum that is not relevant, not inclusive and decontextualized. The Humanities area was selected because its objective is to develop communicative competences, since currently students must adequately handle technological codes, without ignoring that communicative competences are transversal and interdisciplinary and cannot be exclusively committed to a single area. . For this, a qualitative research was proposed in which a group of teachers and students, in addition to participating in the study, formulate a strategy to begin to solve the problem, with actions that involve the directors of the institution, the teachers and students. Data is collected through interviews, class planning and observation, inventory of technology resources, and review of the curriculum. Likewise, the analysis of the results is done in a participatory way as an important step to sensitize managers and teachers about the urgency of implementing these technologies in educational practice. To validate the results, an online survey was designed and applied to 24 teachers from three also official educational institutions, which yielded results similar to those of this study in which it was found that the main reason why teachers are not using These technologies are due to the lack of digital literacy, which is also a need for students. Another important finding has to do with the concept of teachers since they do not consider them necessary, they promote sedentary lifestyle and do not promote creativity, others for their part, due to the fact of not being competent to handle them, feel insecure. This highlights the urgency of digital literacy processes and the development of media competence in both teachers and students, which cannot be the exclusive responsibility of governments but also of the directives of institutions and teachers. themselves, as a way of offering an education in accordance with the needs of the environment and transforming reality.

U sing a nonexperimental design , the researchers explored the effect of captioning as part of the writing process of individuals who are d/Deaf and hard of hearing. Sixty-nine d/Deaf and hard of hearing middle school students composed responses to four writing-to-learn activities in a word processor. Two compositions were revised and published with software that displayed texts as captions to digital images; two compositions were revised with a word processor and published on paper. Analysis showed increases in content-area vocabulary, text length, and inclusion of main ideas and details for texts revised in the captioning software. Given the nonexperimental design, it is not possible to determine the extent to which the results could be attributed to captioned revisions.
