<div><p><em>In the contemporary picture there is conjoint consensus amongst all the policy makers from across the sphere that devoid of ICT and digital inclusion; the growth of an individual is stalled. Specially in developing economy like India, where poverty eradication and employment generation are foremost objectives; digital inclusion is a must. Considering factors like lack of infrastructure, primary education and availability affordable technologies and others, the strategic intervention and collaborative efforts by government and non-government organizations is indispensable. </em></p><p><em>Present study provides an analysis of secondary data in order to investigate the current status of digital inclusion and digital divide of Indian population. Further it also illustrates the strategies to eradicate the digital divide and cites example from successful digital inclusion campaigns from other parts of world. </em></p></div>

Towards full digital inclusion: the ENTELIS manifesto against the digital divide

Purpose
The purpose of this paper is to present the work of the European Network for Technology Enhanced Learning in an Inclusive Society project, which addresses the challenges of the digital divide for people with disabilities of all ages.
Design/methodology/approach
The project employs a number of activities and approaches which involve people with disabilities and other stakeholders, in order collect scientific knowledge, views, suggestions and experiences that will help in bridging the digital divide. These include literature review and qualitative methodologies of data collection, such as interviews with stakeholders, focus groups and living labs.
Findings
The benefits of (assistive) technology in the lives of people with disabilities are highly appreciated. However, a number of barriers, including lack of digital skills are identified. Thus the development of (assistive) technology competencies programmes is suggested. In addition, there is evidence of the need to further involve all stakeholders and increase awareness.
Social implications
The most important implication of the project is the production of the manifesto against the digital divide. With this document the project consortium justifies for action on raising awareness regarding the rights of persons with disabilities of all ages to be digitally included.
Originality/value
The value of the project lies upon the publication of the manifesto against the digital divide, which has already been endorsed by a number of organisations in Europe and elsewhere, with the aspiration of influencing policy makers and practitioners to collaborate in order to bridge the digital divide.

This paper draws upon the capability approach and critical pedagogy to analyse the value of using Problem-posing Education, a participatory action research method, in a digital inclusion initiative in Brazil. First it the capability approach and explains why using critical pedagogy is a valuable way to deal with issues of power, collective conscientisation and adaptive preference. Freire's pedagogy is then presented and conscientisation is explained as a process of raising critical awareness and praxis. The case study, presents empirical work conducted in Campinas, together with a NGO named CDI, which offers free internet access and basic ICT skills using a Freire's inspired methodology. Findings are then explained and discussed using the theoretical framework. This paper concludes that there is great value in using Freire's critical pedagogy for digital inclusion, but that further research is necessary to identify less resource intense solutions that can provide students with both conscientisation and skills.

Increasing broadband adoption among members of underserved populations remains a high priority among policymakers, advocates, corporations, and affected communities. But questions about the risks entailed in the flow of personal information are beginning to surface and shine light on the tension between broadband's benefits and harms. This article examines broadband adoption programs at community-based and public institutions in the United States in order to understand the ways in which privacy and surveillance issues emerge and are engaged in these settings. While adults who enroll in introductory digital literacy classes and access the Internet at public terminals feel optimistic about broadband "opportunities," they encounter "privacy-poor, surveillance-rich" broadband. Users experience myriad anxieties, while having few meaningful options to meet their concerns.
