Introduction/purpose: The article should specify the network signaling type Q-SIG, which is standardized especially for implementation in digital telecommunication networks of integrated services (ISDN), emphasizing the possibility of its further application in the Private Telecommunications Network of Integrated Services of the Serbian Armed Forces (PISN of SAF), i.e. in the Private Automatic Telephone Network of the Serbian Armed Forces (PATN of SAF). Methods: An analysis of the existing standards was performed: ECMA355 and ECMA-336 and a synthesis of the possibilities of their application in the PATN of SAF. Results: The procedure for the application of Q-SIG is processed in a situation when the peripheral parts of the PISN of SAF, which operate on the principle of transmission and circuit switching by TDM (Time Division Multiplexing), are connected via a central Core network with the IP (Internet Protocol), which operates on the principle of packet transmission and switching with the SIP (Session Initiation Protocol). A method of the application of the tunneling of encapsulated Q-SIG messages through the IP network, defined by ECMA-355 Standard, has been developed. The necessary functions for mapping the transmission of tunneled signaling messages Q-SIG and mapping voice (and other audio) information to media streams during VoIP (Voice over IP) communication through that network, which are defined by ECMA-336 Standard, are described. Conclusion: The application of ECMA-355 and ECMA-336 Standards is a new solution in the PATN of SAF with the use of the IP network to connect the IP PINX using the Q-SIG tunneling procedures and mapping functions for their transmission and transmission of audio signals. This then opens up a whole range of new possibilities that, with the growth of the Core network and their application, will rapidly contribute to the creation of a broad Telecommunication information system backbone for the implementation of real-time multimedia communications and the transition to Unified Communications (UC).

PurposeThe purpose of this paper is to demonstrate the consequences of coronavirus disease 2019 (COVID-19) into crime-fighting and present new criminal landscapes in the Western Balkans Six (WB6) (Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro and Serbia) at the beginning of the pandemic crisis.Design/methodology/approachThe paper builds on the content analysis of legal acts, strategic documents, academic articles, media reporting, official documents, four semi-structured interviews with civil society organisations, two consultations with police officers and two consultations with civil society organisations.FindingsIn the first nine weeks of the spread of COVID-19, the WB6 experienced a small rise in the price of marijuana. The same applied to stimulant drugs like ecstasy and amphetamines. However, very little heroin was available. Prices of protective face masks, disinfectants and medicinal alcohol skyrocketed due to attempts at price gouging. There were cases of scams using mobile and digital technologies, as well as burglaries of newspaper or cigarette kiosks, shops, pharmacies and exchange offices. It was difficult to determine whether the smuggling of and trafficking in human beings experienced a decline or increase. No cases of sexual exploitation for providing online services were noted, although the number of calls made to organisations that assist in the area of human trafficking increased. People with drug and alcohol problems, persons living with HIV, those susceptible to stress, citizens with mental health problems, pensioners, the poor, the homeless and recently released prisoners were the biggest potential victims of crime at the onset of the crisis brought by the pandemic.Research limitations/implicationsThe research findings are limited to specific forms of crime (illicit drug trade, economic crime, fraud, scams, theft, smuggling of and trafficking in human beings) in the WB6 and based on findings from four interviews and four consultations, together with available secondary data.Originality/valueThis is the first overview of criminal activities occurring in the WB6 during the COVID-19 pandemic crisis.

AbstractInternet and Communication Technology/electrical and electronic equipment (ICT/EEE) form the bedrock of today's knowledge economy. This increasingly interconnected web of products, processes, services, and infrastructure is often invisible to the user, as are the resource costs behind them. This ecosystem of machine-to-machine and cyber-physical-system technologies has a myriad of (in)direct impacts on the lithosphere, biosphere, atmosphere, and hydrosphere. As key determinants of tomorrow's digital world, academic institutions are critical sites for exploring ways to mitigate and/or eliminate negative impacts. This Report is a self-deliberation provoked by the questionHow do we create more resilient and healthier computer science departments: living laboratories for teaching and learning about resource-constrained computing, computation, and communication?Our response for University College London (UCL) Computer Science is to reflect on how, when, and where resources—energy, (raw) materials including water, space, and time—are consumed by the building (place), its occupants (people), and their activities (pedagogy). This perspective and attendant first-of-its-kind assessment outlines a roadmap and proposes high-level principles to aid our efforts, describing challenges and difficulties hindering quantification of the Department's resource footprint. Qualitatively, we find a need to rematerialise the ICT/EEE ecosystem: to reveal the full costs of the seemingly intangible information society by interrogating the entire life history of paraphernalia from smartphones through servers to underground/undersea cables; another approach is demonstrating the corporeality of commonplace phrases and Nature-inspired terms such as artificial intelligence, social media, Big Data, smart cities/farming, the Internet, the Cloud, and the Web. We sketch routes to realising three interlinked aims: cap annual power consumption and greenhouse gas emissions, become a zero waste institution, and rejuvenate and (re)integrate the natural and built environments.

One of the features of films compared to other cultural products is the possibility of their use for advertising and information activities and influence on the formation of needs and audience preferences, as well as different patterns of consumer behavior. The urgency of this scientific problem is that the sale of cinema products today is impossible without a marketing system. The application of different marketing strategies depending on the specific tasks allows a differentiated approach to each project and achieve the goals both from the standpoint of contribution to the development of culture and in terms of obtaining economic effects from the film industry. The main purpose of the study is to substantiate and determine the features of the use of marketing tools in the film industry. The study of marketing services for film production was carried out in accordance with the logical structure of the concept of "7P" (product, promotion, location, price, staff, physical environment, and the process of providing services). Recommendations for the marketing of services in the film industry: first, the choice of methods for watching movies depends on the type of media environment (traditional, digital), secondly, the choice of ways to obtain movies depending on their genre and subject, thirdly, in order to effective promotion of content and perception of the film identified the basic requirements for its trailer. The article proves that the marketing of services in the film industry is aimed not only at meeting the socio-cultural needs of the population but also at the commercialization of the industry, ensuring audience access to films, as well as creating market conditions for its sustainable development. The research materials are the basis for further research on current issues of modern film practice, integration of film production and film consumption.

The article aims to identify the stages of development of informational democracy in Ukraine and analyze the current state of Ukraine's entry the world informational space. The study identifies the following stages: the first stage (1991-1997) – the emergence of informational democracy; the main feature of which is the pluralization of the media, which created the conditions for the occurrence of informational democracy; the second stage (1998-2004) is characterized by informatization of various spheres of vital activity of society and institutions of governance, the beginning of the development of e-democracy and laying the foundations for a technocratic model of informational democracy; the third stage of the development of Ukraine's informational democracy (2005-2009) laid the foundation for the development of digital, network and TVdemocracy; the partnership relations between the government and civil society are developing, which prompts the emergence of a procedural and advisory model of e-democracy, and the fourth stage (2010-2013) – being in conditions close to authoritarian the technocratic and procedural models were found, when problems with an advisory model were found; in addition there was an external threat of military and increased informational intervention. Since 2014, the fifth stage has begun, and as it is incomplete now, its review has not also been completed. In order to solve the problems, a comprehensive approach has been used to identify the trends and patterns of informational democracy. Structural functionalism treats the subject as a system with its structural components, each of which performs its functions. The methodologically important principle of structural and functional analysis is the consideration in a single integrity of the functions and dysfunctions of the institutes. This analysis helped to study the current state of democratic institutions. The political and system analysis provided an opportunity to comprehensively explore the political space as a system of communicative ties.

Abstract
This paper explores the power of images vis-à-vis the practice and theory of international law, with a focus on rules of customary international law, i. e. the unwritten general rules of international law, that apply to all states (as well as to non-state actors falling within their scope of application), irrespective of specific acceptance. As Sherwin writes: "We are awash in images." States, international organizations (IOs), non-governmental organizations (NGOs), insurgents, terrorists and other groups of individuals of all sort, are in the news and our movies, on our TV screens, newspapers, internet and social media. Modern technologies, visual digital technologies, in particular, have a profound impact on the means and speed of communications across the globe and immensely facilitate the task of seeking information of all sort. In international law, images are a means for spreading knowledge about the practice of states and other actors. As with law in general, images are also found to be a valuable resource in explicating the rules of international law. They aid and clarify the analysis of international law and the determination of the existence and content of rules of customary international law. In contemporary international settings, however, modern technologies of visual representation are also a means for influencing the development of international law, i. e. the existence and content of international norms. Moreover, looking at implementation, at no time in history has there been more information available to governments and the public about violations of international norms (particularly, but not exclusively human rights violations): more and more these violations are documented through images. Yet, international law doctrines have failed so far to comprehensively assess the power of images, beyond that of a toolkit for thick cultural description – the power of narrative – and analysis. The present essay offers a contribution in this direction.

"Modern societies have massively invested in technologies that enforce safety, such as sensors, satellites, CCTV cameras, body scans, data mining and profiling software. In recent decades, digital technologies and communication media have pushed local systems of private control and public safe-guarding into transnational spaces of monitoring and surveillance. Surprisingly, the troubles with, and the costs of, deficiencies, accidents, data crimes, terroristic acts or catastrophic events, have not been reduced. On the contrary, the objective scope of risk and the subjective sense of insecurity seem to have increased. The contribution provides an answer to the question of why increasing technologies of safety does not automatically lead to an increased safety. As far as the social practices and processes of designing and instituting new technologies are concerned, this contribution argues further that a) the belief in 'ruly technology' b) the under-estimation of unplanned interferences in highly complex systems, and c) the neglect of human interagency within constellations of distributed agency can be made responsible for the perverse effects under certain conditions. Concerning the practices and institutions of securing social life, it is further argued that the ambiguity of what is called 'safety' or 'security', namely to care or to control, gives rise to a) an overwhelming material diversity of securing activities, b) a social fragmentation of interested actors and specialized views and c) a temporal and cultural variability of the scale of tolerable risk and of dangers that could and should be avoided. To conclude, the author gives some maxims and hints to politicians, researchers, designers, and managers of security systems on how to cope with the demonstrated paradoxes. They underline the openness of constellations and the experimental adaptation between diverse systems, instead of building perfectly pre-planned and closed systems. They prefer reflexive interactions and translations between different cultures of security, instead of unifying formalization and strong coupling." (author's abstract)

PurposeThe purpose of this paper is to understand the behavior diversities that exist among young millennials' subgroups in ways they seek health-related information.Design/methodology/approachThe authors ran several sets of analyses on the 2012–2014 US Program for the International Assessment of Adult Competencies (PIAAC) Data using Stata. The population was stratified into four specific subgroups based on their gender, ethnicity—blacks, Hispanics and whites—immigration status, college status—whether they were enrolled in a program of study at the time of the survey. The outcome variables were sources of health information including print (books/magazines/brochures), traditional media (Radio/TV), internet, family/friends/co-workers and health professionals. The independent variables were gender, ethnicity, educational status and immigration status. The authors utilized the appropriate sample weight derived by Organization for Economic Cooperation and Development so the findings can be generalized to the populations. The analysis included several descriptive statistics andχ2test of independence.FindingsDespite similarities, young adults' health seeking behavior is complex influenced by gender, ethnicity, immigration status and education. The results indicated that while the internet is the primary source of health-related information for all young adults, there are subtle differences in utilizing other available resources. For example while more educated young adults seek help from their family members, the less educated peers use the media to obtain health-related information. Ethnicity has also an effect on young adults' information seeking behavior. The number of Hispanics and blacks that obtain their information from traditional media is significantly higher than their white counterparts.Research limitations/implicationsThis study has several limitations. First, the authors did not consider the effect of young adults' digital literacy skills, problem solving skills and numeracy skills on their health seeking approach. Including these cognitive skills could reveal key information about young adults approach to information seeking that is not apparent by race, ethnicity and gender only. Another limitation of this study is the lack of the ability to claim causation, PIAAC data are designed strictly for cross-sectional analysis.Practical implicationsAlthough, behaviors often do not change simply by presenting information, trying to change behavior without improving individuals' understanding of the issue by providing accurate information is likely to fail. Providing standardized health-related information sources that are accessible to all is vitally important. The results indicate that while the majority of young adults use the internet as their primary source of information only a few percentage of young adults seek information from health professional. Consequently, there is a need for an easily accessible and standardized online health-related source of information.Social implicationsHealthcare facilities and health related industries have the resources and the ability to develop a reliable infrastructure that could potentially provide reliable information that is easy to understand and navigate for adults with a variety of literacy and skills to use. Perhaps adopting the Universal Design for Learning approach and providing information that is accessible to a variety of individuals regardless of their education, learning skills and language skills. Flexible learning resources provided within a standard infrastructure accessible to all can help individuals find trustworthy and consistent information that they can trust.Originality/valueDespite the unique characteristics of the millennials and the profound change in the way young adults seek information, there is a paucity of research on the ways young adults seek health-related information. Most existing literature is based on locally developed surveys and convenient sampling with limited reliability and validity information. Consequently making a sweeping statement based on their findings is considered as hasty generalization. The PIAAC, on the other hand, is a nationally representative data, extensively examined for its validity and reliability.

The great effort necessary to make historical sources machine readable is a bottle neck for the application of computational methods in history. This makes their reuse for secondary analysis very important; at the same time electronic type setting as well as newly emerging OCR promise to make many more texts available for analysis than so far. As the variety of machine readable data is greater in the historical disciplines than in sociology, the data archives of sociology are only partially useful as model. At least four activities are needed to change the situation: an understanding of the data formats actually used, as well as a drive for standardizing them, organizing models for the preservation of these data for the long run and explicit training of younger researchers for the possibilities of secondary analysis. An agenda for an international workshop to address these problems is derived.

The events sector moves around 6,900 million euros a year, and provides jobs for thousands of professionals. The digitization of our era has transformed the way we communicate and, therefore, the way events are organized, presented and disseminated. On the other hand, the transformations that the communication sector has undergone in recent years highlight the training needs that the labor market demands. The digitization of content, the change in the brand-consumer relationship or the organization of events are sectors that are especially in need of new professional profiles. Events as unique spaces that offer added value transformed by the digital presence in social media, the contribution of influencers, the use of apps, the use of streaming or gamification, are some of the tools that need this update in training. The management of good digital communication in events allows, among other things, to identify experts and prescribers, create a community around the event, broadcast live activities, virtual networking, create an online debate before, during and after the event, etc. Therefore, future event organizers should have a multidisciplinary training and with very defined skills such as knowledge of new 2.0 technologies, versatility and adaptability, as well as creative and strategic capacity. In fact, not all actions communicate by themselves, they must be accompanied by quality actions and commitments. The need for new professional profiles in the different areas of communication is a reality pointed out and studied both from the institutional and academic spheres. The objective of the work presented here is to carry out a descriptive exploratory study of the degrees currently offered by these studies in Spanish universities, to check whether they respond to the training needs demanded by the sector at present. The methodological approach used to address the study presented is qualitative-quantitative, specifically using content analysis as an ideal technique in social science studies related to communication. A mixed quantitative-qualitative methodology and a content analysis are carried out as a study technique of the analyzed sample: all postgraduate and undergraduate degrees related to the Organization of Events published in RUCT (Registry of Universities, Centers and Titles). In the first term, the more formal aspects of the sample degrees are analyzed, both in master's degrees and in degrees, to establish their basic characteristics in analysis files that collected the following qualitative variables: name of the university, type of degree. Second, a content analysis of the study plans of the selected postgraduates is carried out, using the information hosted on the web pages of each university as a source of access. Among other conclusive results, the research reflects the timid bet that the Spanish university makes for training in a sector that moves a large number and jobs in Spain. Especially in the public university, since only one university offers a postgraduate degree in this area, compared to the six offered by the private university. Likewise, it is found that professional careers change according to work scenarios, and a certain lack of incorporation of emerging profiles into the evolution of the sector is observed, so a more precise interrelation between profile-task / function-specialization should be established.

This article examines the production and prominence of literature translated into English, asking how far we have come toward decentering America's literary offerings. Through analyses of the Publishers Weekly Translation Database, we find that global linguistic representation in American publishing remains low and skewed heavily toward the colonial languages of traditional cultural centers, with translations from French, Spanish, and German making up 45 percent of translations published in the United States. Books written in French tend to traverse pathways to translation that reinforce cultural hierarchies, whereas Spanish-language books get translated through different pathways that sometimes circumvent and sometimes include traditional centers. Approximately 60 percent of books translated into English are published by smaller-scale, independent presses and university-affiliated presses. At the pole of large-scale production, where the other 40 percent of translated literature is produced, there is increasing concentration among large conglomerate publishers. The recent entry of Amazon's publishing arm has also dramatically increased the production of mass-market translated fiction in the United States.
But the question remains: how and where does translated literature become known and accessible to the American reading public? To find answers, we surveyed recent initiatives by mainstream media outlets to promote global literature and translations. Using two audit methods, we assess the visibility of translated books in the New York Times Book Review between 2008 and 2021. We found that only 5 percent of New York Times Book Review items include translated books, and that translations from French, German, Spanish, and Italian account for over half of those receiving full critical reviews. We conclude our discussion by suggesting that user-generated online platforms, such as Goodreads.com or Bookriot.com, may be fruitful sites for further investigation of how translated books might gain greater visibility among American readers. This digital literary sphere is ripe ground for further work seeking to understand the possibilities for diffusion and reception of translated literature and how this might advance the decentering of the global literary field.

Abstract. The Split wildfire in July 2017, which was one of the most severe wildfires in the history of this Croatian World Heritage Site, is the focus in this study. The Split fire is a good example of a wildfire–urban interface, with unexpected fire behavior including rapid downslope spread to the coastal populated area. This study clarifies the meteorological conditions behind the fire event, those that have limited the effectiveness of firefighting operations, and the rapid escalation and expansion of the fire zones within 30 h. The Split fire propagation was first reconstructed using radio logs, interviews with firefighters and pilots involved in the intervention, eyewitness statements, digital photographs from fire detection cameras, media, and the monthly firefighting journal. Four phases of fire development have been identified. Then, weather observations and numerical simulations using an
enhanced-resolution operational model are utilized to analyze the dynamics
in each phase of the fire runs. The synoptic background of the event
includes large surface pressure gradient between the Azores anticyclone
accompanied by a cold front and a cyclone over the southeastern Balkan Peninsula. At the upper level, there was a deep shortwave trough extending from the Baltic Sea to the Adriatic Sea, which developed into a cut-off low. Such synoptic conditions have resulted in the maximum fire weather index in 2017. Combined with topography, they also locally provoke the formation of the strong northeasterly bura wind along the Adriatic coast, which has been accompanied by a low-level jet (LLJ). The bura (downslope wind), with mid- to low-level gravity-wave breaking and turbulence mixing (as in the hydraulic jump theory), also facilitated the subsidence of dry air from the upper troposphere and rapid drying at the surface. This study demonstrates that numerical guidance that indicates the
spatial and temporal occurrence of a LLJ is highly capable of explaining the Split fire evolution from the ignition potential to its extinguishment stage. Thus, in addition to the conventional fire weather indices, such products are able to improve fire weather behavior forecasting and in general more effective decision-making in fire management.

ObjectivesPublic engagement is an important pilar to add new perspectives as take into consideration participants' interests in research. We aim to share the potential of Cidacs experience with data administrative linkage for creating the Social Disparities Index for Covid-19 (SDI-Covid-19).
ApproachDialogue is the core of our work. We invited policy makers, community groups and researchers based on their interest with the key themes of the project. Webinars, technical meetings, discussion groups, and individual conversations were the main methods explored to allow participants to know each other and to change experiences about social inequalities in Covid-19 pandemic. We used digital technologies to enable these interactions because of social distance measures. Website, posts on social media, guides, and minibiographies of participants were produced to share information periodically. Our engagement framework includes the following steps: inform, collect, consult, share, revise, disseminate, and evaluate.
ResultsWe added new perspectives to SDI-Covid-19 suggested by the research participants during our events and individual conversations. Policy makers indicated a new level of information to make SDI-Covid-19 more useful for them in their daily work. We also discussed and interpreted some results with representatives of community groups from black movement, and slums. Besides that, they suggested some strategies to produce more accessible messages to support the scientific dissemination of research findings to civil society. Participants validated some information from SDI-Covid-19 and shared their impressions about how it can be used to design social policies. We connected 279 researchers, policy makers and representatives of community groups on two webinars; 29 policy makers on a technical meeting; 8 representatives of community groups on a discussion group.
ConclusionsA more equitable and ethical research was possible with our engagement experience with SDI-Covid-19. The ideas added improved the quality of research, validated results, and supported dissemination. The use of linked administrative data has been recognized as useful resource for managers, community groups and researchers.

The introduction of digital technologies, the Internet and social media into human life provides new information and data sources for the study of demographic behavior. The article studies the analysis of demographic characteristics based on e-demographic data. The creation of an e-demographic system is one of the urgent issues for demographic research, the management of demographic processes and for the study of demographic behavior. The article is devoted to the analysis of demographic indicators. The article examines the existing international experience in the field of e-demography, analyzes the current state of research in the field of creating a single population register. In order to build an e-demographic system, it is proposed to integrate public registers in various fields into a single platform through a personal identification number. Demographic analyzes can be conducted information on social networks, mobile phones, banking systems, insurance companies, via traces in various search browsers. The article analyzes demographic characteristics based on e-demographic data. The experiment examined the analysis of demographic characteristics of graduates who studied abroad. Demographic analysis was conducted according to the age, sex, marital status, education level, specialty, country of study and other indicators of the graduates. K-Means model was used to divide the graduates into different clusters. According to the experience, it is possible to divide graduates who studied abroad into clusters according to their age. Thus, graduates of each cluster can be surveyed according to other demographic indicators. E-demography creates new opportunities for social research and population data monitoring. The establishment of an e-demographic system will allow for population statistics, online census monitoring, in-depth analysis of demographic processes and the study of demographic behavior. Citizens of each cluster will be able to conduct different analyzes according to income, field of work, education and other indicators. The research proposes to build an e-demographic system on the basis of a single state register. In future research, the data in the various registers will be analyzed in depth.

ABSTRACTThis artwork thesis depicts a multimedia performance, which combines several media such as photos, videos, sound recordings, installation, diagrams, charts, graphic design, and scientific journals, as well as digital cameras in performance-lecture. The creation practice borrowing the mode of a lecture combined with performance refers to "jek nebenne!" as the director's memory-recollection to start his work practice.The term "jek nebenne!" is not a standard language which means "don't mess with me!", it is used as the director's foothold in connecting a trauma in a family as a result of domestic violence which is reflected in the same experience of his mother, just like the experience of a female masseuse, brick miner, and farmworker for over thirty years in Bangkalan over the behavior of their respective husbands, as well as a shift of function from the feminine to the masculine. "Jek nebenne!" becomes some sort of creation reference which was often said by his mother, haunting him to this day and suspected to be the source of failure. Including the failure to integrate with the two performers who also experienced trauma (sexual and gender) until the show goes on. His position was leaked as a therapist to evacuate from the situation by sharing his sensitive emotion to the public; leaking of conflict concoction, exploration of body and ability, as well as performer's skill through medias mentioned above. The practice of performance-lecture focuses on psychodrama with a shift of dramaturgy from trauma to sensitive and intervening performer and the production team to show that domestic violence creates a prolonged scar. The director fears that the cruising range of his biography trauma will cause him to re-experience the vulnerability and leaving the audience with intricacy. The practice of such shift as a process of evacuation from acute trauma, as a continuation of "jek nebenne!" self-healing method for positive growth of the soul.
