This research is premised on two theoretical constructs: that maps do not objectively depict space and that traditional cartography produces a geopolitical narrative. The research aim is to investigate geopolitical influence in modern, digital representations of space, and vice versa. In 1996 U.S. Geological Survey (USGS) developed a global digital terrain model GTOPO30 with the location resolution of 30" (approximately 1 km at the Equator). Despite the coarse resolution and limited attributes GTOPO30 has been applied a lot for different hydrological, climatological, geomorphologic and military use on a regional, continental and a global level. ; U.S. Geological Survey (USGS) razvio je 1996. globalni digitalni model terena GTOPO30 s položajnom rezolucijom od 30" (približno 1 km na ekvatoru). Unatoč gruboj rezoluciji i ograničenim atributima GTOPO30 se mnogo primjenjivao za razne hidrološke, klimatološke, geomorfološke i vojne primjene na regionalnoj, kontinentalnoj i globalnoj razini.
Koji se motiv krije u pozadini skupe i obvezatne tranzicije u smjeru digitalne zemaljske televizije u državi s nekoliko kanala koji pokrivaju cjelokupan teritorij, a svi su u vlasništvu javnog medijskog servisa? Ovaj rad nastoji dati dubinski uvid u začetke te tranzicije i njezin širi zamah prema digitalizaciji Doordarshana, indijskog javnog medijskog servisa. Oslanjajući se na institucionalne pristupe koji pomažu razjasniti zašto određeni interesi imaju prioritet u odnosu na druge, ovaj članak razotkriva što se zapravo krije iza službenog objašnjenjenja prelaska na digitalno emitiranje u Indiji. Autori zaključuju kako će za marginalizirane društvene skupine, za koje je Doordarshan jedini pristupačan pružatelj TV usluga, ta obvezatna tranzicija predstavljati najveći izazov. Osim toga, prelazak na digitalni zemaljski prijem signala nije vođen javnim interesom koji uključuje unapređenje kvalitete sadržaja, što bi za Doordarshan mogao biti ključni mehanizam pridobivanja gledateljstva izgubljenog zbog privatnih satelitskih kanala. ; In a country with few channels occupying the terrestrial space – all of which are owned by the public broadcaster – what is the rationale behind the expensive and mandatory transition to digital terrestrial television? This paper undertakes a hard look at the incorporation of this transition in the wider moves towards digitalization by Doordarshan, India's public broadcaster. Drawing on approaches in institutionalism that aid unraveling why certain interests get prioritized over others, the paper unmasks the official reasoning justifying the digital switchover in India. The paper infers that the marginal sections of society, for whom Doordarshan is the sole affordable TV outlet, will be the most challenged by this mandatory transition. Moreover, the move to terrestrial digital broadcasting is not guided by public interest values like enhancing diverse content, which could be the key mechanism for Doordarshan to regain the viewership it has lost to private satellite channels.
Nova platforma Europass-a (https://europa.eu/europass/hr) od srpnja 2020. godine dostupna je kao besplatni online instrument za prikazivanje postignutih ishoda učenja, planiranje ili pripremu karijere u Europi, te služi kao potpora građanima Europske unije kako bi lakše prolazili kroz svoj profesionalni razvoj. Kroz platformu Europass-a korisnici mogu izraditi svoj profil, jednostavno pretraživati različite mogućnosti za učenje ili zapošljavanje diljem Europe, primati individualne prijedloge obrazovnih programa ili poslova koji odgovaraju njihovom profilu i interesima, izrađivati, uređivati i pohranjivati životopise, motivacijska pisma i prijave za posao, pohranjivati digitalne vjerodajnice, dijeliti svoj profil s poslodavcima, obrazovnim ustanovama ili karijernim savjetnicima, te koristiti brojne druge usluge. Od navedenih mogućnosti korištenja platforme Europass-a posebno se ističu Europske digitalne vjerodajnice za učenje (Europass Digital Credentials for learning, EDC), odnosno digitalne datoteke koje pojedincima dodjeljuje odgovarajuće obrazovne ustanova, primjerice sveučilišta, kako bi se potvrdio i pružio dokaz o postignutim ishodima učenja. Europske digitalne vjerodajnice za učenje mogu se koristiti za postignuća kroz sve oblike učenja, formalna, neformalna i informalna. Digitalne vjerodajnice imaju jednaku pravnu vrijednost kao potvrde, diplome i druge vjerodajnice u papirnatom obliku, a visokoškolskim ustanovama omogućuju besplatno i sigurno izdavanje. Platforma Europass-a omogućuje sigurnu pohranu i dijeljenje digitalnih vjerodajnica. Besplatnim i sigurnim sustavom Europskih digitalnih vjerodajnica za učenje upravlja Europska komisija. Ideja o uključivanju Sveučilišta u Splitu u procese razvoja i provedbe platforme za Europske digitalne vjerodajnice za učenje javila se u vrijeme jasnog interesa rektora, prof. dr. sc. Dragana Ljutića, i njegovih suradnika za jačanje internacionalizacije, relevantnosti i kvalitete studijskih programa i znanstvenih istraživanja. U suradnji s partnerskim sveučilištima Europskog sveučilišta mora (European University of the Seas, SEA-EU), razvijene su projektne aktivnosti za testiranje i provedbu za neformalna i informalna učenja, kao i za dodjelu diploma stečenih kroz sveučilišne preddiplomske, diplomske i poslijediplomske studije. Kroz aktivnosti Europskog sveučilišta mora, Europske digitalne vjerodajnice za učenje povezuju se s drugim europskim inicijativama u visokom obrazovanju, kao što su osiguravanje kvalitete i automatsko priznavanje visokoškolskih kvalifikacija i dijela studiranja. Prednosti Europskih digitalnih vjerodajnica za učenje proizlaze iz brzog i pouzdanog izdavanja diploma i drugih vjerodajnica, njihovog pregleda, pohrane i dijeljenja s poslodavcima i drugim pojedincima i institucijama. Glavna prednost za sva sveučilišta, pa tako i za Sveučilište u Splitu, povezana je s potencijalnim povezivanjem s mjerljivim pokazateljima provedbe osiguravanja kvalitete u Europskom prostoru visokog obrazovanja, tj. povezivanjem s Bazom podataka rezultata vanjskog osiguravanja kvalitete (DEQAR). Visokoškolskim ustanovama, posebno sveučilištima u okviru Europskih sveučilišta mora, Europske digitalne vjerodajnice za učenje donose niz prednosti koje se mogu koristiti za olakšavanje mobilnosti studenata, izgradnji fleksibilnijeg učenja usmjerenog na studente, poticanju cjeloživotnog učenja, stvaranju snažnijih veza s poduzetnicima i izgradnji boljih veza između obrazovanja, istraživanja i inovacija. Tijekom 2021. godine, Sveučilište u Splitu uspješno je dodijelilo nekoliko stotina pojedinačnih Europskih digitalnih vjerodajnica za sudjelovanja u nekoliko neformalnih i informalnih aktivnosti, čime je postalo prvo visokoškolsko učilište koje je uspješno koristilo platformu Europass-a za dodjelu Europskih digitalnih vjerodajnica za učenje. ; The new Europass platform (https://europa.eu/europass/en) is available as a free online tool from July 2020 for documenting learning outcomes, planning and career preparation in Europe, and serves to support the citizens of the European Union in managing their professional development. Through the Europass platform, users can create their own profile, easily search for different learning or employment opportunities across Europe, receive proposals for educational programmes or jobs that match their profile and interests, create, edit, and store CVs, cover letters and job applications, store digital credentials, share their profile with employers, educational institutions, or career counsellors, and use many other services. Among the mentioned possibilities of using the Europass platform, European digital learning credentials stand out (Europass Digital Credentials for learning, EDC), i.e., digital files assigned to individuals by appropriate educational institutions, such as universities, to validate and provide evidence of learning outcomes. Europass digital learning credentials can be used for achievements in all forms of learning, formal, non-formal and informal. Digital credentials have the same legal value as certificates, diplomas and other credentials in paper form, and allow higher education institutions to issue them free and securely. The Europass platform enables secure storage and sharing of digital credentials. The free and secure Europass Digital Learning Credentials system is managed by the European Commission. The idea of involving the University of Split in the processes of development and implementation of the platform for Europass digital learning credentials arose at a time of a strong interest of the Rector, prof. Dragan Ljutić, PhD, and his associates in strengthening the internationalization, relevance and quality of study programmes and scientific research. In collaboration with the partner universities of the European University of the Sea (European University of the Seas, SEA-EU) the project activities for testing and implementation for non-formal and informal learning have been developed, as well as for the award of diplomas obtained in university undergraduate, graduate, and postgraduate study programmes. Through the activities of the European University of the Sea, European digital learning credentials are linked to other European initiatives in higher education, such as quality assurance and automatic recognition of higher education qualifications and periods of study. The benefits of European digital learning credentials stem from the rapid and reliable issuing diplomas and other credentials, their review, storage and sharing with employers and other individuals and institutions. The main advantage for all universities, including the University of Split, is related to the potential association with measurable indicators of quality assurance implementation in the European Higher Education Area, i.e., connection with the External Quality Assurance Results Database (DEQAR). For higher education institutions, especially the European Maritime Universities, the Europass Digital Credentials for Learning bring many benefits that can be used to facilitate student mobility, build more flexible student-centred learning, foster lifelong learning, build stronger links with entrepreneurs, and build better links between education, research, and innovation. During 2021 the University of Split successfully issued several hundred Europass Digital Credentials to participants in several informal and informal activities, making it the first higher education institution to successfully use the Europass platform to issue Europass Digital Credentials for Learning.
Autori predlažu rješenje za pohranu tekućeg digitalnoga gradiva upravnih ustanova, uz osiguranje njegove autentičnosti, koje se temelji na komponenti državnog oblaka i komponenti ulančanih blokova (engl. blockchain). Takvo rješenje mogle bi koristiti upravne ustanove koje nemaju svoje sustave za upravljanje gradivom, a ono bi se moglo, na temelju dijeljenja iste platforme i funkcija, nadograditi državnim digitalnim arhivom, koji bi tada trebao imati funkciju očuvanja digitalnoga gradiva i njegove autentičnosti. Razvojem komponente ulančanih blokova koja je distribuirana na učesnike sustava (ustanove) i, konačno, razvojem predloženog sustava od povjerenja kao cjeline, ojačavaju se kapaciteti i vjerodostojnost svih upravnih ustanova koje koriste predloženi koncept sustava. Sustav se može nadograditi državnim digitalnim arhivom za arhivski dio digitalnoga gradiva upravnih (i drugih) ustanova. ; This article proposes a conceptual solution for the cloud-based electronic recordkeeping system for Croatian governmental institutions. The solution could provide maintenance of authentic records for a large group of Croatian governmental institutions and the preservation of their archived materials. The proposed solution can also be the foundation for the national digital archives, which Croatia certainly needs. The absence of the national digital archives today resembles the nonexistence of the national archives made of brick and concrete. In their proposal, the authors rely on a cloud solution, governed by the state for the reasons of storing large amounts of material more economically, and a blockchain solution controlled by the institutions-participants which can support the important archival aspects of the preserved digital records over time. What does it mean to store and archive authentic current and archival materials? What would be the consequences of this practice for the institutions themselves? Trust in institutions through the trust in their founders cannot be the foundation for the "places of authentication" (loca credibilia, trustworthy institutions) or the similar convention in the contemporary world. The quality of functions, processes and their digital recordkeeping systems and archives should be the cornerstone of this convention of confidence in institutions nowadays. In the first part of the article, the authors decompose the complex, tautological and fractally created notions of trustworthiness, reliability, and authenticity of the institutions, their systems and archives, and their records. The results of this deconstruction are operational concepts of the authenticity of records and trustworthiness of systems, archives, and institutions. These deconstructed concepts are now suitable for the construction of electronic records management systems and digital archives. The preservation of the digital records, especially those which are digitally signed, and maintenance of their authenticity, represent the challenge for contemporary administrative and archival practice. The second part of the article deals with the archival concept of preservation and the problem of certificates issued only for a limited duration. In the third part of the article, the authors focus on the available technologies, and in the fourth part of the article, the authors deal with the possible case study suggestion and the reference project management framework for one of the possible solutions. The fifth part of the article brings the discussion and reasoning for this endeavour. Comparing this cloud-based solution with a variety of in-house developed projects, it would take less investment per institution, the entire network would have a standardised level of protection of digital materials, the sustainability would be higher, and the transfers of materials to the national archives would be better prepared. The authors offer the conclusion and the further research directions in the last part of the article. The government and its institutions should have their administrative (business) processes streamlined and maintained, as well as their processes with current and archival records. There are many governmental institutions in Croatia which do not have this kind of controls in place and a system based on the proposed concept would help them catch up with the developed world. Finally, the development of the system and the digital archives according to the proposed conceptual solution should significantly contribute to the proper recordkeeping practice and public's trust in the governmental institutions.
Internet se u ranijim fazama svog nastanka koristio u specifične svrhe poput razmjene informacija unutar velikih poduzeća ili državnih ustanova. Proširenjem dostupnosti krajnjim korisnicima povećavao se i broj informacija koje su se na internetu mogle pronaći. Kako bi korisnici mogli brzo i jednostavno pronaći za njih relevantnu informaciju koriste se tražilice. Korištenjem tražilica u prvi plan vlasnici web stranica stavljaju optimizaciju za tražilice, što je ujedno i fokus ovog rada. Analizom dostupnih sekundarnih izvora podataka postavljena je teorijska osnova pojma i uloge optimizacije, kao i osnovnih dijelova i tipova optimizacije za tražilice. U sklopu empirijskog istraživanja stvoren je anketni upitnik pomoću kojeg je provedeno kvantitativno istraživanje na mikro i malim poduzećima u sjevernoj Hrvatskoj. Anketni upitnik odaslan na e-poštu stručnjaka (za digitalni marketing ili marketing općenito) 52 poduzeća, od čega je 10 stručnjaka u potpunosti odgovorilo na sva pitanja te je na njihovim odgovorima provedena statistička analiza. Cilj je rada spoznati razinu korištenja optimizacije za tražilice kod poduzeća koja posluju na sjeveru Hrvatske uključujući i upoznatost sa samim pojmom optimizacije. Temeljem dobivenih rezultata može se zaključiti kako su poduzeća većinom upoznata sa pojmom optimizacije, te istu koriste u svom poslovanju. No, iako koriste brojne faktore koji su važni za povećanje pozicije na tražilicama ipak svjesnost prednosti i uloge optimizacije u poslovanju još uvijek nije u potpunosti formirana. ; In the earlier stages of its creation, the Internet was used for specific purposes such as the exchange of information within large companies or government institutions. By expanding the availability to end users, the amount of information that could be found on the Internet also increased. In order for users to be able to quickly and easily find relevant information for them, they use search engines. By using search engines, website owners prioritize search engine optimization, which is the focus of this paper. By collecting secondary data, the theoretical basis of the concept and role of optimization was created, as well as the basic parts and types of optimization. As part of the empirical research, a survey questionnaire was created with the help of which a quantitative research was conducted on micro and small companies in northern Croatia. The questionnaire was sent to the e-mail of experts (digital marketing or marketing experts in general) of 52 companies, of which 10 experts fully answered all questions and their answers were subjected to statistical analysis presented in the paper. The aim of this paper was to get acquainted with the level of use of optimization by companies operating in the northern Croatia, including familiarity with the concept of optimization. Based on the obtained results, it can be concluded that companies are mostly familiar with the concept of optimization, which is used in their companies. However, although they use a number of factors that are important for increasing search engine rankings, yet the awareness of the benefits and role of optimization in business is still not fully formed.
The Net Generation, a generation which grew up with digital media, differ from older generations which entered the world of digital media and the Internet afterwards. The Internet itself opened new possibilities of communication and participation in the sphere of politics as well. Research was conducted among students at the Faculty of Teacher Education in Zagreb and Baltazar Zaprešić Polytechnic in order to establish the degree to which students, the so called "digital natives", use the Internet for the purposes of political information, communication, and participation. Over two thirds of participants, young voters, voted in the parliamentary elections in Croatia in 2015, and in order to obtain information on political matters, they prefer using the Internet, but also use television to almost the same extent. According to the research results, the majority of the participants are ready to express their political opinions over the Internet. Half of the participants in no way show readiness to engage in political life by joining a political party, and a very small percentage of them are ready to take part in protest gatherings. In the segment of political participation, members of the Net Generation do not show a statistically significant difference when compared to older students of a non-teacher education polytechnic. ; Net-generaciji, generaciji koja je odrasla s digitalnim medijima, pripisuju se značajke koje ih razlikuju od pripadnika starijih generacija koja su u svijet digitalnih medija i interneta ušle naknadno. Internet je pak otvorio nove mogućnosti komunikacije i participacije i u sferi politike. Među studentima Učiteljskog fakulteta u Zagrebu i Veleučilišta Baltazar Zaprešić provedeno je istraživanje s ciljem utvrđivanja u kojoj se mjeri studenti, tzv. "digitalni urođenici", koriste internetom s ciljem političke informiranosti, političke komunikacije i participacije. Nešto više od dvije trećine ispitanika, mladih birača, glasovalo je na parlamentarnim izborima u Hrvatskoj 2015. godine. Oni preferiraju internet kako bi se informirali o političkim zbivanjima, ali u gotovo istoj mjeri preferiraju i televiziju. Prema rezultatima istraživanja, ispitanici su u najvećem broju spremni iskazati svoje političko mišljenje putem interneta, polovina ispitanika nikako ne pokazuje spremnost da se angažiraju kao članovi političke stranke, a u vrlo malom postotku spremni su sudjelovati u protestnim okupljanjima. Pripadnici net-generacije u segmentu političke participacije ne pokazuju statistički značajnu razliku u usporedbi sa studentima neučiteljskog fakulteta starije životne dobi.
Regulacija ili samoregulacija internetskih medija jedna je od ključnih dilema za suvremene digitalne medije i njihovu politiku djelovanja. To uključuje nove digitalno posredovane gatekeepere kao što su društveni mediji. Privatna pravila posrednika, poput "uvjeta korištenja" i politike sadržaja, u velikoj mjeri definiraju njihovo funkcioniranje i mogu se smatrati samoregulativnim mehanizmom. Internetski se posrednici sve više pozivaju da se uključe u izradu pravila korištenja i donošenje odluka o sadržaju. U ovom radu autori se fokusiraju na Twitter kao na jedan od najvećih i najznačajnijih internetskih izvora vijesti. Uvjeti korištenja i ostali dokumenti Twittera analiziraju se kao alati samoregulacije i kao kontekst unutar kojeg individualni korisnici i masovni mediji funkcioniraju, odnosno moraju funkcionirati u suvremenom digitalnom okruženju. Autori također promatraju kako je Twitter primijenio taj samoregulativni okvir u dva važna slučaja. ; The regulation or self-regulation of online media is one of the key dilemmas of contemporary digital media and policy environment. This includes the new digital intermediary gatekeepers such as social media. The private rules of intermediaries, such as their 'terms of service' and content policies, importantly define their functioning and are sometimes thought of as self-regulatory mechanisms. Online intermediaries are increasingly being called upon to engage in codes of conduct or decisions about content. We focus on Twitter as one of the largest and most relevant new gatekeepers because of its use as source of news. The terms and other documents of Twitter are analysed as tools of self-regulation, and as the context within which the individual users and mass media (must) function in today's digital environment. We also look at how Twitter has applied this framework in two high profile cases.
U ovom se radu istražuje mogu li "građanske tehnologije" (tehnologije koje potiču aktivno građanstvo) na efikasan način razvijati političku učinkovitost građana i mijenjati njihovu percepciju odgovornosti vlade. Anketirani su korisnici "građanskih tehnologija" na mrežnim stranicama iz SAD-a, UK-a, Kenije i Južnoafričke Republike. Temeljno je pitanje bilo jesu li određene građanske akcije nadzora, koje je moguće provesti putem tih mrežnih stranica, utjecale na promjenu mišljenja građana o tome reagiraju li vlade na građanski nadzor. Rezultati ukazuju na poboljšanu građansku učinkovitost, kao i na povećanu percepciju odgovornosti vlade. Između korisnika "građanskih tehnologija" koji dolaze iz proučavanih zemalja uočene su značajne demografske razlike koje su povezane sa širokim spektrom načina na koje građani koriste informacijske i komunikacijske tehnologije (IKT). Ipak, svima im je zajedničko povjerenje u učinkovitost tih tehnologija. Rezultati upućuju na to da objavljivanje i građanski nadzor vladinih informacija putem "građanskih tehnologija" povećavaju osjećaj vanjske učinkovitosti i percepciju odgovornosti vlade, kako u razvijenim zemljama tako i u zemljama u razvoju. ; This article examines whether civic technologies deliver an effective technique for developing the political efficacy of citizens and altering their perceived accountability of governments. Employing a survey-based methodology, a quantitative analysis was performed on the users of civic technology sites in the USA, UK, Kenya and South Africa. The primary question posed is whether the specific citizen monitoring actions facilitated by these sites cause a related effect in altering the extent to which citizens believe that governments are responsive to citizen-audit. The results indicate an enhancement in citizen efficacy and perceptions of government accountability. Notable differences detected in the user demographics between the countries studied demonstrate a wide spectrum of citizen usage; however, with common confidence displayed by respondents in the efficacy of the ICT. The findings indicate that the publication and citizen-audit of government information through civic technologies in developed and developing countries increases feelings of external efficacy and perceived government accountability.
S razvojem tehnologije i ulaskom u globalno doba dolazi do potrebe za izmjenama i unutar knjižnica kao stupova društva. Knjižnice su s izmjenama u informacijskoj, komunikacijskoj i prije svega u tehnološkoj sferi zahtijevale brzu prilagodbu novu načinu rada. Digitalizacija knjižnične građe koja se obrađuje u radu dugotrajan je i financijski i stručno zahtjevan proces koji treba doprinijeti poboljšanju rada knjižnica, pomoći korisnicima, poboljšati informacijsko opismenjavanje te potaknuti niz drugih čimbenika. Znanstvena zajednica, ali i šira društvena zajednica, s procesom digitalizacije imala bi veći pristup informacijama, a time i mogućnost usvajanja većega znanja. Da bismo govorili o procesu digitalizacije i njegovim prednostima, moramo prvo razlikovati pojmove poput digitalne knjižnice, hibridne knjižnice i elektroničke knjižnice, što ovaj rad i prikazuje. Bez potpora vlada, međunarodnih organizacija i raznih drugih pokrovitelja knjižnice ne mogu postati spoj kulture, obrazovanja, znanosti i cjelokupnoga razvoja. Kroz pregled povijesnoga nastanka i razvoja digitalnih knjižnica možemo uočiti da su najvećim dijelom digitalizirana djela prije 20. stoljeća, a jedan od uzroka tomu je autorsko pravo koje onemogućava digitalizaciju djela 20. i 21. stoljeća bez autorova pristanka. Rad navodi niz prednosti digitalizacije knjižnične građe od očuvanja intelektualnoga sadržaja, smanjivanja mehaničkoga oštećenja, uštede prostora, povećanja dostupnosti građe, učestalosti korištenja građe itd. Da bi se građa digitalizirala, autori prema nizu različitih stručnjaka navode koji su to elementi koje treba uzeti u obzir prilikom postupka digitalizacije. Djela siročad, djela bez autora, najveći su problem u procesu digitalizacije i procesu stvaranja digitalnih knjižnica. Direktiva koja je donesena na razini Europske unije vezana za ova djela još uvijek nije usvojena iako bi doprinijela postupku digitalizacije i dostupnosti takvih djela. Dio rada govori i o pojmu e-knjige, njezinu nastanku, definiranju, prednostima, ali i nedostatcima te formalnim i intelektualnim obilježjima e-knjige. Istraživački dio rada govori o trima velikim projektima digitalizacije na svjetskoj razini: o projektu Gutenberg, Million Book i Google Books. Kroz ove projekte započeo je velik projekt masovne digitalizacije knjižnične građe. Motiv ovih projekata bio je omogućavanje dostupnosti građe i informacija korisnicima. ; With the technological development and having entered the global age we are faced with a need to change the libraries too, libraries as the pillars of the society. Considering the changes in the information, communication and above all technological sphere there was a need for the libraries for a quick adjustment to the new ways of working. Digitalization of library archives, which is discussed in this paper, is a long and financially and professionally engaging process that is supposed to contribute to the efficiency of the libraries, help the users, advance information knowledge and prompt a number of other factors. Through the digitalization process the scientific community, as well as society as a whole, would have a larger information access, meaning possibility of acquiring more knowledge. In order to speak of the digitalization process and its advantages, we should first differenciate between the terms like digital library, hybrid library and electronic library, which this paper offers an overview of. Without the help of governments, international organizations and various other sponsors libraries cannot become an important factor in culture, education, science and overal development. Looking through the overview of historical development of the digital libraries, we can notice that it is mostly 20th ct. works that are digitalized. One of the reasons is the copyright that prevents digitalization of the 20th and 21st ct. works without the author's consent. The paper enumerates a number of advantages of the digitalization of library archives like intelectual content protection, smaller mechanical damages, space saving, larger access to the materials, frequency of usage of the archives,etc. According to a number of experts, the authors of this paper state the elements that should be taken into consideration in order to digitalize the archives. Orphan works, works without an author, are the largest problem in the digitalization process and the process of making digital libraries. A directive made at the level of EU is still not implemented although it would contribute to the digitalization process and availability of such works. A part of this paper is also about the term e-book, its etymology, definition, advantages and disadvantages, as well as about formal and intelectual properties of an e-book. The reseach part of the paper focuses onto three large digitalization processes in the world: Gutenberg project, Million Book and Google Books. These projects initiated the project of mass digitalization of the library archives. The motiv of these projects was to enable the users to have access to the archives and information.
U posljednjih nekoliko godina brazilske gradske vlasti pokrenule su portale s otvorenim podacima. Njihove inicijative pojavljuju se u trenutku kada se počinje primjenjivati Zakon o transparentnosti, koji propisuje rokove za usvajanje i primjenu mjera usmjerenih na povećanje transparentnosti vlasti, kao što su "portali transparentnosti", ali propisuje i sankcije za neprihvaćanje i neprovođenje tih mjera. U skladu s tim u ovom se radu istražuje hoće li gradovi koji imaju portale s višim indeksom digitalne transparentnosti (engl. Digital Transparency Index, DTI) imati i najkvalitetnije inicijative za otvaranje podataka. Kako bi se ostvarili ti ciljevi, službeni portali i inicijative za otvaranje podataka vrednuju se uz pomoć metode koju predlaže Paula Amorim (2012) i uz uvjete koje ističu Open Knowledge Foundation (OKF, 2011) i Tim Berners-Lee (2010). Rezultati ukazuju na to da ne postoji izravna veza između indeksa digitalne transparentnosti i kvalitete inicijativa za otvaranje podataka u pet istraživanih gradova. Rasprava o rezultatima ukazuje na nepostojanje precizne javne politike o digitalnoj demokraciji koja bi u isto vrijeme promicala ne samo vladine podatke nego i transparentnost podataka. ; In the last few years, Brazilian municipal governments have launched their open data web portals. These initiatives have been taking place as part of the implementation of the Transparency Act, which sets forth deadlines and punishments concerning the adoption and performance of steps that focus on government transparency, such as the presence of transparency portals. Accordingly, this paper aims to check whether municipalities that keep portals with higher a Digital Transparency Index (DTI) will also prove to have the strongest open data initiatives. In order to achieve this goal we assess the official portals and open data initiatives in five Brazilian capitals by using the methodologies proposed by Paula Amorim (2012), and the prerequisites pointed out by the Open Knowledge Foundation (OKF, 2011), and Tim Berners-Lee (2010). The results indicate that there is no direct relationship between the Digital Transparency Index and the strength of open data actions in each municipality. The discussion of the results points to the absence of a concise public policy on digital democracy that is able to promote transparency and government data simultaneously.
Predmet istraživanja diplomskog rada je jedinstveno tržište Europske unije. Cilj istraživanja je prikupiti podatke o jedinstvenom tržištu Europske unije na osnovu kojih će se iznijeti zaključak o utjecaju pandemije COVID-19, utjecaju BREXITA na jedinstveno tržište Europske unije te istražiti očekivanja za budućnost u vidu Digitalnog jedinstvenog tržišta Europske unije kroz Projekt EU4Digital Initiative. Nakon uvoda, metodologije istraživanja te navedenih izvora podataka definiraju se temeljne značajke Europske unije. Objašnjen je proces pristupanja Europskoj uniji te detaljnije razrađene situacije između država članica, država kandidatkinja i država potencijalnih kandidatkinja sa Europskom unijom. Nakon razrade osnovnih informacija o Europskoj uniji, prikazan je proces ulaska Republike Hrvatske u Europsku uniju te ekonomski učinci ostvareni ulaskom u Zajednicu. Ekonomski učinci promatrani su na osnovi uvoza, izvoza, nezaposlenosti, bruto domaćeg proizvoda i bruto domaćeg proizvoda po glavi stanovnika. Detaljno su objašnjenje "Četiri slobode" u okviru strategije jedinstvenog tržišta Europske unije, odnosno sloboda kretanja robe, sloboda kretanja kapitala, sloboda osnivanja i pružanja usluga, sloboda kretanja osoba. Osim suradnje država članica Europske unije na jedinstvenom tržištu, pobliže je prikazana i suradnja sa Istočnoeuropskim zemljama, poznato kao Istočno partnerstvo. Donesen je program za jedinstveno tržište Europske unije za razdoblje 2021. – 2027,. koji posjeduje šest temeljnih ciljeva u navedenom periodu. Brexit i Covid-19 najveće su promjene koje su se dogodile na području Europske unije od 2020. godine, a prethodno je suočena sa promjenama u digitalnoj tehnologiji. Ovaj rad bavi se analizom mogućnosti uporabe društvenih mreža kao alata za promidžbu vojnih studijskih programa. Analizom situacije i društvenih mreža autor otkriva nužnost i učestalost korištenja društvenih mreža u marketinškoj komunikaciji, gdje se kao cilj postavlja oglašavanje, pogotovo kada se ciljana javnost sastoji od mladih ljudi. Nadalje, na temelju provedene analize autor naglašava iznimnu potrebu pokretanja digitalnog marketinga vojnih studijskih programa na pogodnim društvenim mrežama te predlaže i opisuje strategiju (način rada i upravljanja) tom vrstom promidžbe. Na temelju uočenog pada interesa javnosti za pridruživanje Oružanim snagama RH, s posebnim naglaskom na vojne studijske programe, uočena je važnost i nedostatci promidžbe na Hrvatskom vojnom učilištu (HVU) kao potencijalnom području napredovanja i rasta institucije. Takva situacija posljedica je neučinkovitosti sustava da prepozna važnost digitalnog marketinga te mu da potrebnu pozornost i unaprjeđenje. U jeku pandemije COVID-19 pokazala se potreba za okretanjem prema novim sferama marketinga i njihovom razvijanju unutar OSRH-a, koje se do sada nisu dovoljno razvijale – primarno misleći na društvene mreže i digitalni marketing. ; This paper deals with the analysis and research of the possibilities of using social networks as a tool for promoting military study programs. By analyzing the situation and social networks, the author reveals the necessity and frequency of using social networks in marketing communication where advertising is the goal, especially when the target public consists of young people. Furthermore, based on the analysis, the author emphasizes the strong need to launch digital marketing of military study programs on suitable social networks, proposes and describes the strategy (mode of operation and management) of this type of promotion. Based on the observed decline of public interest to join the Croatian Armed Forces (CAF), with special emphasis on military study programs, the importance, and shortcomings of promotion at the Croatian Defense Academy is noticed as a potential area for advancement and growth of the institution. This situation is a result of inefficiency of the system to recognize the importance of digital marketing and give it necessary attention and improvement. Amid the COVID-19 pandemic, there has been a need to turn to and develop new spheres of marketing within the CAF that have not been developed enough so far - primarily referring to social networks and digital marketing.
The paper deals with the protection of the private and public spheres in surveillance capitalism. Predictions on consumer behaviour or the so-called behavioural surpluses are extracted from the set of collected (big) data of users/consumers from the so-called digital footprints, which become intelligence data, commodities on the data market. In addition to predicting user behaviour, various behavioural techniques push, or nudge users in a particular desired consumer or political direction or action, or dark nudge techniques when it comes to unauthorized data collection on users in the digital sphere. Surveiling and nudging users is done in the range from caring for their health, well-being and benefits, as well as general and public well-being, to encouraging expenditure, desired behaviour or voting in the desired direction of subjects who create such incentives (corporations, political parties, governments, etc.). The subject of the paper is based on behavioural economics which has introduced behavioural techniques in the field of public policy. The author proposes conceptual model of protective and active approach in the era of surveillance capitalism in the private and public spheres. An overview of the current digital regulation in the EU is given, and the need for further development of the legislative framework that will regulate the issues of supervision and protection of privacy and user data is pointed out. ; Rad se bavi zaštitom privatne i javne sfere u nadzirućem kapitalizmu. Iz skupa prikupljenih (big data) podataka korisnika/potrošača iz tzv. digitalnih otisaka ekstrahiraju se predviđanja o ponašanju korisnika ili tzv. bihevioralni višak koja postaju izvjesnice (intelligence podaci), roba na tržištu podataka.
