Le succès culturel de la Corée du Sud est une preuve : la culture n'est plus un domaine exclusif des puissances traditionnelles dans la conquête d'influence. Elle constitue également un moyen que les pays émergents et en développement utilisent pour atteindre leurs objectifs. Pour évaluer ces diplomaties culturelles, l'Institute for Cultural Diplomacy (ICD) et Nation Brand Index (NBI) ont proposé des paramètres qualitatifs et quantitatifs. Le Vietnam déploie cette politique au service de son développement socio-économique. Il se sert également de sa participation dans des organisations internationales dont l'Organisation internationale de la Francophonie comme levier de sa diplomatie culturelle.

Geneva is the symbol of a continuing placing between the possible and the desirable. To tend towards a pacified world is its objective. Before reaching this objective, would it be necessary to legislate the rules of warfare, in other words: to "humanize" warfare? The fact that the seat of oldest and most important humanitarian organization, the International Committee of the Red Cross, is located at avenue de la paix (Peace Street), is a symbol and a response regarding the attempt to conciliate between two complementary policies: searching for peace, and the regulation/humanization of armed conflicts. The article studies two contradictory ideas, constructed in parallel starting at the age of Enlightenment: 1) pacification through law and the creation of international organizations, and 2) humanization of the war, and examines their development around the two world wars, with the construction of the United Nations and its strategic center in Geneva, the base of numerous international conferences relating to disarmament and the ending of conflicts. As for humanitarian actions, they have become a means of peace strategy with increasing integration into Chapter VII of the UN Chart. Symbolically, Geneva is the place where the focus on these two ideals is of its highest level; peace and humanitarian action, sometimes contradictory, sometimes complementary, the balance of which at last seems to tend toward the latter, thus given reason to Henry Dunant. Avec une population de 1.4 million d'habitants et un territoire de 45 000 kilomètres carrés, l'Estonie dispose d'un répertoire d'action diplomatique limité dans le système européen et sur la scène globale. Néanmoins, le pays a développé une grande capacité à faire passer ses messages, même informellement, à travers ce qu'on appelle le marketing national (nation branding), en particulier dans un certain nombre de secteurs. Cet article examine la capacité de l'Estonie à construire un récit national et à le promouvoir au niveau international, avec des messages basés sur la cuisine nationale, la culture, l'environnement des affaires et l'accent porté sur sa capacité à développer un système de e-gouvernance unique au monde. Ces messages permettent de s'engager avec une diplomatie du branding pour emmener à une série de transformations qui, prises en charge seulement par l'État, se seraient produites plus lentement. ; With a population of 1.4 million residents and a territory of 45,000 square kilometers, Estonia has a limited sphere of diplomatic action in the European system and on the world stage. The country has nevertheless developed a marked ability to get its message across, even informally, through the use of what is known as "nation branding," or national marketing, especially in certain sectors. This article examines Estonia's ability to construct a national myth and to promote it internationally, making use of messages about the national cuisine, culture, and business environment, with an emphasis on the country's development of a truly unique approach to e-government. These messages allow for an engagement with a form of branding diplomacy that drives a series of transformations that would have occurred much more slowly if they had only been managed by the government.
