The signature of the Political Dialogue and Cooperation Agreement between the European Union and Cuba in 2016 was a landmark in the international stage. This paper examines, from the institutional-historical viewpoint and the empirical method, the way in which the use of the EU's structural diplomacy and of the political dialogue with Cuba created the New EU-Cuba Political Model, in 2016. By analyzing the data collected in interviews with EU bureaucrats, the paper shows how structural diplomacy and political dialogue on an equal basis have proven to be more efficient than traditional diplomacy and interference in the EU's relation with Cuba. Likewise, it shows that direct diplomacy can be replicated in the relationship of the EU with Latin America, in the framework of the Brexit. ; La firma del Acuerdo Diálogo Político y Cooperación Unión Europea-Cuba de 2016 marcó un hito en la escena internacional. El artículo analiza, desde el enfoque institucional-histórico y empírico, cómo la diplomacia estructural de la Unión y el diálogo político con Cuba crearon en 2016 el "Nuevo Modelo Político UE-Cuba". Al analizar las entrevistas realizadas a funcionarios de la Unión, el artículo demuestra cómo la diplomacia estructural y el diálogo político en igualdad de condiciones han resultado ser más efectivos que la diplomacia tradicional y que la injerencia de la Unión en su relación con Cuba. Y cómo la diplomacia directa puede ser replicada en la relación de la Unión con Latinoamérica en el marco del Brexit.

La cultura, entendida como pilar para el desarrollo de los Estados, además de un motor de crecimiento es una forma de vincularse con otras naciones. En este sentido, el arte materializa la cultura a través de sus lenguajes. De ellos, el escénico es el que mejor populariza la identidad cultural de quienes habitan el Río de la Plata hacia el exterior. El objetivo principal de esta ponencia es analizar la circulación teatral entre la Ciudad de Buenos Aires y Montevideo. El objetivo secundario, mensurar esa circulación para poder cuantificarla. Se propone abordar la problemática circunscribiendo el análisis a 2010-2017 puesto que es el período en que se produjo la profundización ideológica en ambos países de gobiernos de centroizquierda y parte del cambio de gobiernos. De este modo, se podrá observar, a través de la obtención de indicadores y el análisis de contenido de algunos tratados y acuerdos puntuales que se han suscripto entre los Estados así como la circulación teatral en términos cuantitativos. De esta manera, al comprender la circulación de teatro y la diplomacia cultural como variables, se procura relevar si en la práctica se genera el ámbito propicio para poder concebir una diplomacia cultural conjunta entre ambas ciudades. Asimismo, se espera analizar la incidencia de la denominada diplomacia cultural en la circulación teatral entre ambas ciudades. Profesionalmente, se observan casos de estudio interesantes, como la Movida Teatral de las dos Orillas o el Corredor Latinoamericano de Teatro, como ejemplos de esta acción cultural. No obstante, queda por ver en qué medida las políticas culturales de los gobiernos locales incentivan este tipo de prácticas. Por lo tanto, se busca encontrar el vínculo entre praxis y relaciones interculturales a una pequeña escala (ciudad-ciudad) para analizarlas. ; Culture understood as a pillar for the development of states, as well as a growth engine, is a way of linking with other nations. In this sense, art materializes culture through its languages. Of these, the scenic is the one that best popularizes the cultural identity of those who inhabit the Río de la Plata abroad. The main objective of this paper is to analyze the theatrical circulation between the City of Buenos Aires and Montevideo. The secondary objective, to measure that circulation to be able to quantify it.It is proposed to address the problem circumscribing the analysis to 2010-2017 since it is the period in which the ideological deepening took place in both countriesof centre-left governments and part of the change of governments. In this way, it will be possible to observe, through the obtaining of indicators and the analysis of the content of some treaties and specific agreements that have been signed between the States as well as the theatrical circulation in quantitative terms.In this way, when understanding the circulation of theatre and cultural diplomacy as variables, it is sought to highlight whether in practice the enabling environment is generated to be able to conceive joint cultural diplomacy between both cities. Likewise, it is expected to analyze the incidence of the so-called cultural diplomacy in the theatrical circulation between both cities. Professionally, interesting case studies are observed, suchas the Theatrical Move of the Two Banks or the Latin American Theater Corridor, as examples of this cultural action. However, it remains to be seen to what extent the cultural policies of local governments encourage this type of practice. The agreement between Cuba and the United States in late December 2014 where the resumption of relations between the two countries was agreed, after more than fifty years of interruption shows, a historic change and a reciprocal opportunity. This article analyzes the bilateral relations in political-historical terms and then review the events leading up to the agreement given that this involved a complex negotiation and effort of a number of heterogeneous actors. Between this different actors, the article highlights the performance of Pope Francisco who enabled the agreement and acted as a bridge builder between Obama and Raúl Castro. Finally, we introduce and analize the still controversial issues between them. ; El acuerdo celebrado entre Cuba y Estados Unidos en el último diciembre de 2014 por el que se acordó la reanudación de las relaciones entre ambos países, después de más de cincuenta años de interrupción, demuestra un cambio histórico y una oportunidad recíproca. El presente artículo hace un recorrido por las relaciones bilaterales en clave histórico-política para luego revisar los hechos que desembocaron en el acuerdo, teniendo en cuenta que este implicó una negociación compleja y el esfuerzo de una serie de actores heterogéneos. Entre los distintos actores, el artículo destaca la actuación del papa Francisco como posibilitador del acuerdo y constructor del puente del diálogo entre Obama y Raúl Castro. Finalmente se introduce y reflexiona acerca de los puntos aún controversiales para el avance de las relaciones bilaterales.
Many authors have ventured to define defense diplomacy; however, this term does not have a sufficiently consolidated consensus to offer a unified definition. Nevertheless, defense diplomacy has proven to strengthen the actions of multilateral and bilateral diplomacy of nations, with objectives that seek to ensure the peaceful resolution of conflicts. Based on this, military diplomacy can be understood as a fundamental, necessary, and practical tool, given its particularities evidenced in its development and structuring within the foreign policy of States. Through the case analysis of the breakdown of diplomatic relations between Colombia and Ecuador in 2008, this article demonstrates the relevance of diplomacy exercised by defense institutions to maintain the flow of information and ensure peaceful conflict resolution. This paper aims to highlight the validity of defense diplomacy as an efficient tool within the foreign relations of nations in the contemporary context through the historiographic study of the evolution of the concept and its applications in current international relations events. In conclusion, it is possible to observe the actions of defense diplomacy in the daily relations of allied nations, in crisis events, or as a sign of the close level of trust between countries, establishing insoluble and immovable mechanisms that are strategic in moments of greater tension to guarantee the international maxim of peace. ; Varios autores se han aventurado a dar definiciones de diplomacia de defensa; sin embargo, este término no cuenta con un consenso lo suficientemente consolidado para ofrecer una definición unificada. Poverty reduction and access to better conditions of wellbeing, including recognition of rights, are persisting challenges in developing countries and their populations. In recent years, the terms of regionalism in South America have been redefined to embrace new objectives and practices beyond economic integration. Since the inception of the Union of South American Nations (UNASUR), health became a 'locus for integration', creating a new framework for formal integration in this policy area. The significance of regional health governance has, therefore, to be seen in the process of region-building but also as new practices projected externally through 'regional health diplomacy'. From this perspective, the region can be considered both as a 'space for policy practice' and as an 'actor'. This paper explores UNASUR's health diplomacy policies and politics within the region and vis-à-vis external actors in relation to access to medicine and rights to health. It is argued that new policies and the negotiation of regional health policies are redefining what region is and is for, and the synergies between regionalism and social development. ; La lucha contra la pobreza y el acceso a mejores condiciones de vida, incluido el reconocimiento de derechos, son desafíos persistentes que afectan de manera desproporcionada a los países en desarrollo y sus poblaciones más vulnerables. Resumen Este artículo se acerca a una figura, aunque de algún modo principal, un tanto descuidada por la historia de la historiografía en la Argentina y en Latinoamérica: la del cordobés Ramón J. Cárcano (1860-1946). Se está en presencia de un historiador liberal que suelda su intervención intelectual y política con una tradición historiográfica fundada en Buenos Aires, mixturando a su vez esa práctica, por cierto constante y sistemática, en los tiempos e instancias de un derrotero clásico, propio de un miembro destacado de la elite política del reformismo liberal, que ubica a la historia en la médula de su disputa por el poder. El examen propuesto documenta e interpreta el esfuerzo de síntesis historiográfica resuelto por Cárcano, concreción que proyecta el territorio historiográfico al plano de la historia diplomática y política y está dispuesto a indagar, fundamentalmente, las vinculaciones entre Argentina y Brasil durante gran parte del siglo XIX. Asimismo, se busca arribar a la conceptualización que el mismo intelectual efectuara sobre la Historia y sobre su propia labor historiográfica en el contexto argentino con sus respectivos referentes, recuperando luego las voces de sus críticos para acceder al lugar ocupado por el cordobés en distintos planos del panorama intelectual e historiográfico de la Argentina y de Brasil desde finales del siglo XIX hasta casi finalizados los años treinta. Abstract This article approaches a figure, albeit somehow principal, rather overlooked by the history of historiography in Argentina: that of the Cordobese Ramón J. Cárcano (1860-1946). One is in front of a liberal historian that welds his intellectual and political intervention into a historiographic tradition founded in Buenos Aires, mixing simultaneously that practice, incidentally constant and systematic, in the times and moments of a classic course characteristic of an outstanding member of the political elite of liberal reformism, placing history in the heart of the power dispute. The analysis proposed documents and interprets the effort of historiographic synthesis resolved by Cárcano, a realisation that projects the historiographic territory onto the plane of diplomatic and poltical history, and is ready to investigate, fundamentally, the links between Argentina and Brazil during a great part of the 19th century. Likewise, the intention is to arrive at the conceptualisation which the intellectual himself would make about History and his own historiography work in the Argentinian context with its respective references, retrieving later on his critics' voices, to access the position of the Cordobese in the different levels of the intellectual and historiographic panorama in Argentina and Brazil from the end of the 19th century to the late thirties. The questions that give body to the interview were developed within the 'Nucleo NaturalezaCultura'. Our interests were linked to the discussion of the nature-culture pair, as it is currently being discussed in an anthropology interested in the so-called 'ontological turn'. In this context, Bruno Latour's work constitutes an indisputable turning point when considering the political, ecological and 'cosmopolitical' consequences of this 'turn'. Defender of a symmetrical anthropology, he has not only taken care of 're-assembling the social' through his notion of 'collectives', but he has managed to 'symmetrize' the anthropologies of the 'margins' (indigenous ethnology, among them) with that anthropology practiced in the centres, among the 'modern' ones. Thus, for example, while ethnologists were dedicated to investigate the distinction nature-culture in the Amazon as defined by indigenous cosmologies, he himself was dedicated to understanding how this binarism was manufactured in scientific laboratories, within our modern cosmology. In this interview, carried out in his Medialab de Sciences Po, in Paris, he covers part of his career and gives us some details of his project that allow us to continue reviving those current discussions that, faced with the 'ecological emergencies' embodied in Gaïa, place 'diplomacy' as a 'cosmopolitical' device. ; Las preguntas que dan cuerpo a la entrevista se gestaron en el seno del 'Núcleo NaturalezaCultura'. The accelerated process of internationalisation initiated in the 20th century changed the relations among states and the traditional diplomatic models —monopolised by governments—, making it possible the appearance of alternative formulas in which other actors started to share prominence in international affairs with the executive branch. Thus, the foreign action undertaken by Parliaments caused the birth of the so-called 'parliamentary diplomacy', complex and dynamic system that served to relaunch the defence of the nation's interests, to consolidate international law and to strengthen cultural and commercial bonds between countries. Spain joined this new form of diplomacy during the transition to democracy and, specifically, during the constituent legislature (1977–1979), when the Cortes took an active part in the implementation of normalization and integration politics that should leave behind the isolation of the preceding period of dictatorship. Starting from the analysis of parliamentary archive documents, this article studies the main lines of action that dominated the beginnings of parliamentary diplomacy in Spain and its effects over the international activity displayed by the state as a whole. ; El proceso acelerado de internacionalización iniciado en el siglo XX modificó las relaciones entre Estados y los modelos diplomáticos tradicionales —monopolizados por los Gobiernos—, posibilitando la aparición de fórmulas alternativas en las que otros actores comenzaron a compartir con el Ejecutivo el protagonismo en el ámbito de la política internacional. Así, la acción exterior emprendida por los Parlamentos dio lugar al nacimiento de la denominada «diplomacia parlamentaria », sistema complejo y dinámico que sirvió para relanzar la defensa de los intereses de las naciones, consolidar el derecho internacional y fortalecer la colaboración cultural y comercial entre países. Partiendo del análisis de la documentación archivística parlamentaria, este artículo estudia las principales líneas de acción que definieron los inicios de la diplomacia parlamentaria en España y sus efectos en el conjunto de la actividad internacional desplegada por el Estado.The accelerated process of internationalisation initiated in the 20th century changed the relations among states and the traditional diplomatic models —monopolised by governments—, making it possible the appearance of alternative formulas in which other actors started to share prominence in international affairs with the executive branch. Thus, the foreign action undertaken by Parliaments caused the birth of the so-called 'parliamentary diplomacy', complex and dynamic system that served to relaunch the defence of the nation's interests, to consolidate international law and to strengthen cultural and commercial bonds between countries. Spain joined this new form of diplomacy during the transition to democracy and, specifically, during the constituent legislature (1977–1979), when the Cortes took an active part in the implementation of normalization and integration politics that should leave behind the isolation of the preceding period of dictatorship. Starting from the analysis of parliamentary archive documents, this article studies the main lines of action that dominated the beginnings of parliamentary diplomacy in Spain and its effects over the international activity displayed by the state as a whole.
This article, through the analysis of the Chilean press during the months before and after the Japanese attack on Pearl Harbour, sheds light on how Japanese was perceived, identifying changes and continuities. Likewise, it is important to understand the different mechanisms of Public Diplomacy deployed by Japan during the period, during which there were nourished exchanges between the two countries. Although the positions are diverse, it is possible to glimpse a change in certain notions, but maintaining the vision of a modern country and that in certain points shared many elements with Chile. In this way, it is also inserts Chile within the Second World War, problematizing the role that public opinion played, in relation to one of the Axis powers, within the politics of this country. ; Este artículo, mediante el análisis de la prensa chilena durante los meses anteriores y posteriores al ataque japonés en Pearl Harbor (1941), da luces acerca de cómo se percibía lo japonés, identificando cambios y continuidades. Así mismo, resulta importante comprender los diferentes mecanismos de diplomacia pública desplegados por el Japón durante el periodo, en el cual hubo nutridos intercambios entre ambos países. Si bien las posturas son diversas, es posible vislumbrar un cambio en ciertas nociones, pero manteniendo la visión de un país moderno y que en ciertos puntos compartía muchos elementos con Chile. De esta manera, se emplaza a Chile dentro de la Segunda Guerra Mundial, problematizando el papel que la opinión pública jugó, en relación con una de las potencias del Eje, dentro de la política local.
