El inicio de relaciones diplomáticas de Venezuela con el continente africano se remonta a mediados del siglo XX. Sin embargo, dicha temática no ha sido objeto de interés por parte de la historiografía venezolana dedicada a esta área del conocimiento histórico. En tal sentido, nos hemos propuesto analizar los vínculos venezolano-africanos para el período 1979-1999, pretendiendo realizar una valoración crítica en los últimos cuatro períodos presidenciales correspondientes a la denominada democracia representativa. Para ello, nos valdremos de un conjunto de fuentes documentales y bibliohemerográficas publicadas por las distintas dependencias oficiales del Estado venezolano y de recientes contribuciones sobre el particular. ; The onset of Venezuela's diplomatic relations with Africa goes back to the mid-twentieth century. However, this matter has not been a focus of interest from the Venezuelan historiography devoted to this area of historical knowledge. In this regard, we analyze the Venezuelan-African relations for the period 1979-1999, with a critical assessment of the last four presidential terms corresponding to the socalled representative democracy. Venezuela fue unos de los 13 países latinoamericanos que votó a favor de la resolución 181 (1947) de la Organización de las Naciones Unidas que dividió el Mandato Británico de Palestina en dos Estados, uno judío y otro árabe. Contrario al discurso oficial reciente, las relaciones diplomáticas de Venezuela con China datan del año 1943. Desde entonces y hasta 1974, nuestro país sostuvo vínculos con la República de China (nacionalista), la cual debió trasladar su gobierno desde territorio continental hasta la isla de Taiwán (Taipéi), como consecuencia del triunfo de la revolución comunista de Mao y la proclamación de la República Popular China en 1949. El objetivo fundamental de este trabajo es analizar el proceso histórico que nos vincula a la nación asiática, con énfasis en la voluntad de acción política y de los incipientes intercambios económicos. ; Contrary to recent official discourse, Venezuela 's diplomatic relations with China date back to 1943. From then until 1974, our country held ties with the Republic of China (Nationalist), which had to move his government from the mainland to the island of Taiwan (Taipei), following the triumph of the communist revolution of Mao and the proclamation of the People's Republic of China in 1949. Las relaciones Venezuela – China datan de 1943. Desde entonces, y hasta 1974, situamos la primera etapa de diálogos con China continental, que luego tendrá su epicentro en Taiwán dado el triunfo de la revolución comunista y el traslado "provisional" del gobierno nacionalista a Taipéi (1949). Con el ingreso de la República Popular China a la ONU (1971), así como su acercamiento a los EEUU, la mayoría de países latinoamericanos rompieron con Taiwán y normalizaron sus relaciones con Pekín. En el caso venezolano, esto ocurrió el 28 de junio de 1974; así, nuestro objetivo en este artículo es analizar esta segunda etapa de las relaciones sino-venezolanas. ; Venezuela - China relations date from 1943. Since then until 1974, we place the first stage of dialogues with mainland China, which will then have its epicenter in Taiwan given the triumph of the communist revolution and the "provisional" transfer of the nationalist government to Taipei (1949). With the entry of the People's Republic of China to the UN (1971), as well as its rapprochement with the US, most Latin American countries broke with Taiwan and normalized their relations with Beijing. En los años 70 del siglo pasado, se dan importantes pasos en el establecimiento de relaciones diplomáticas entre Venezuela y naciones del continente africano. This essay studies the reasons and context of the establishment of diplomatic ties between Hungary and Nicaragua, and the first steps in these bilateral relations in the early 1980s, in the years of the "Little Cold War". Special emphasis is given to the opening of the respective embassies, official visits and Hungarian aid delivered to Nicaragua. The Hungarian motivation was primarily political and ideological, stimulated both by Socialist convictions and the ideals of solidarity and by the necessity of adjusting within the Socialist bloc and help the foreign policy of the Soviet Union. The goals of Nicaragua to intensify links with Hungary were more of economic nature, stemming from the necessity to secure the survival of the system and keep the country going. ; Este ensayo estudia los motivos y el contexto del establecimiento de los nexos diplomáticos húngaro-nicaragüenses y los primeros pasos de dichas relaciones en la primera mitad de la década de los 1980, en el período de la "pequeña guerra fría", con un enfoque sobre la apertura de las respectivas embajadas, las visitas oficiales y el auxilio húngaro enviado a Nicaragua. La motivación húngara fue primordialmente político-ideológica, estimulada tanto por las propias convicciones socialistas y los ideales de la solidaridad, como por la necesidad de ajustarse dentro del campo socialista y apoyar la política exterior soviética. El objetivo nicaragüense para estrechar los lazos con Hungría fue más bien económico, empujado por la necesidad de asegurar la supervivencia del sistema y sacar al país adelante.

With the start of the Spanish civil war various war fronts opened fronts opened in the world that went beyond those in the homeland. Many of these fronts were stronger than weapons, and changing or amending legislation of a country was a very complicated task. This paper aims to show the struggle of the Spanish ambassador in Washington to obtain the repeal of the United States Neutrality Act that prevented the purchase of arms for the Republican government. This is don examining many Spanish and American sources, that provide an overview of the conflict from the perspectives of Ambassador De los Rios and the Roosevelt administration. ; Con el inicio de la guerra civil española se abrieron en el mundo diversos frentes de batalla que iban más allá de los que se producían en territorio patrio. Muchos de estos frentes eran más fuertes que las armas, y cambiar o modificar la legislación de un país era una tarea muy complicada. Este trabajo pretende mostrar la lucha que llevó a cabo el embajador de España en Washington para derogar la Ley de Neutralidad estadounidense que impedía la compra de armas para el gobierno republicano. Para ello se examinan fuentes tantos españolas como norteamericanas que aportarán una visión global del conflicto desde la perspectiva del embajador De los Ríos y de la administración Roosevelt.

El comienzo de las relaciones diplomáticas entre España y la República Dominicana se vio afectado por las dificultades derivadas de la compleja situación política interna dominicana. La coyuntura internacional había comenzado a cambiar y ya no era posible confiar la defensa de Cuba y Puerto Rico tan sólo a la acción combinada de Francia y Gran Bretaña, como único medio de obstaculizar el expansionismo estadounidense en las Antillas. Por ello, el gobierno español siguió adelante con su plan de establecer relaciones diplomáticas con la República Dominicana, asunto que estimaba imprescindible para ejercer una influencia directa sobre el ejecutivo de Santo Domingo. ; The start of diplomatic relations between Spain and the Dominican Republic was affected by the difficulties arising from the complexity of Dominican internal political situation. The international situation had begun to change and was no longer possible to entrust the defense of Cuba and Puerto Rico solely to the combined action of Great Britain and France, as the only means of impeding the expansionism of United States in the Antilles. Therefore, the Spanish government continued its plan to establish diplomatic relations with the Dominican Republic, as it was essential for exerting a direct influence on the executive of Santo Domingo.

The credentialing ceremony is a clear example of the broad research pipeline offered by diplomatic relations between states for the investigation of ceremonies and protocols. We approach the study of this ceremonial in Spain, which reaches our days in an unusual and anachronistic way. To do this, we will look for its origins, evolution and treatment from the analysis of palatial labels, the development of the Spanish monarchy and the legal and normative regulation within the framework of international relations. In our analysis, we can see a branching of interconnected topics such as history, law, politics, institutions, etc. Therefore, the idea arises of creating an interdisciplinary network that allows us to minimize efforts in the achievement of the proposed objectives; and at the same time, help us achieve a general, comparative and detailed view of the accreditation ceremony on the international scene. ; La ceremonia de presentación de cartas credenciales constituye un claro ejemplo del amplio canal de investigación que ofrecen las relaciones diplomáticas entre estados, para la investigación del ceremonial y protocolo. Nos acercamos al estudio de este ceremonial en España, que llega hasta nuestros días de forma inusual y anacrónica. Para ello buscaremos sus orígenes, evolución y tratamiento desde el análisis de las etiquetas palaciegas, del desarrollo de la monarquía española, y de la regulación jurídica-normativa en el marco de las relaciones internacionales.
