Der Auswärtige Dienst als Instrument der Diplomatie
In: Grundelemente der Weltpolitik: eine Einführung, S. 141-155
Am Beispiel des Auswärtigen Dienstes der Bundesrepublik Deutschland werden Funktionen, Rolle und Arbeitsweise des diplomatischen Dienstes aufgezeigt. Die wesentlichen Aufgaben des Dienstes sowie die typischen Berufsrollen und ihre Funktionen werden näher beschrieben. Weiterhin werden die organisierten Instrumen te der Diplomatie - das Außenministerium, die ständigen diplomatischen Vertreter im Ausland und persönliche Beauftragte der Exekutivspitze - vorgestellt. Abschließend wird auf die zentralen Aufgaben der Diplomaten im Empfangsstaat eingegangen. (STR)

International audience ; Disarmament for development is a concept and a proposal that has often been presented by French diplomacy. It is about limiting the financial importance of guns for the benefit of butter. Except that a second idea is added, that of development aid to the poorest countries. The main challenge is that a reduction in the military effort leads, in the very short term, to the obsolescence of the capital intended for the manufacture of weapons, a capital whose use for civilian purposes is neither adapted nor profitable in the context of a competitive market. In this context, while the diplomatic idea is interesting, its realisation poses many problems, concerning the estimation and comparison of military expenditure, the cost of disarmament, the link with development aid and the hoped-for end of the Cold War. ; Economie et Humanisme n°271 Mai-Juin 1983. Il s'agit de limiter l'importance financière accordée aux canons au bénéfice du beurre. Sauf que l'on ajoure une deuxième idée, celle de l'aide au développement des pays les plus pauvres. Le principal défi, c'est qu'une réduction de l'effort militaire conduit, à très court terme, à l'obsolescence du capital destiné à la fabrication des armes, un capital dont l'utilisation à des fins civils n'est ni adapté, ni rentable dans le cadre d'une mis en concurrence. Dans ce contexte, si l'idée diplomatique est intéressante, sa réalisation pose de nombreux problèmes, concernant l'estimation et les comparaisons des dépenses militaires, le coût du désarmement, le lien avec l'aide au développement et la fin espérée de la guerre froide.
