Diplomacy and Administration.
At first glance, diplomacy seems yet another branch of administration. However, diplomats and administrators live in very different spheres, foreign to each other, often meeting but never coinciding. Administration is installed in hierarchical, closed and stable System, whereas diplomacy acts in a contractual and open System. This basic différence engenders many others which may affect as well the differences in functioning between the administrator and the diplomat or which may affect their psychology. These important différences should not hide the necessary complementarity between diplomacy and administrations.

Economie Diplomacy.
Any diplomacy has an économie component. But some administrations don't accept easily that this diplomacy be exercised by a member of the foreign service. Even if they are intellectually well equipped and politically supported, diplomats must learn to find their own field. Generally speaking, économie diplomacy covers three areas : bilateral diplomacy, mainly concerning the countries which receive loans to finance imports from France ; functional diplomacy, which covers sectors deemed important either because of French industrial and technological capacities, or because they are needed to provision vital sectors, or because of spécifie international régulations ; multilatéral diplomacy which tends to become more and more prevailing, with the globalization and liberalization of exchanges and the growing intégration of national économies in some of the planet's régions.

Natural Disasters and Diplomacy, by Eric Lepointe
Projected by the mass media in the international news, some major disasters are utilized for economical or political purposes. For the most disadvantaged countries, it is a mean to rouse the compassion of those countries that can support them. For the rich countries, it is an opportunity to spread their generous strength, and when they are themselves in a situation of weakness, to exalt national values. Disasters can also strike in crisis situations and serve as an excuse to diplomatical initiatives, in order to modify the events. In particular, two strong earthquakes, one in the Soviet Union in 1988, and the other one in Iran, in 1990, have illustrated this « diplomacy of disaster ». This way of reading international relations is an usefull part of classical analysis.

Depuis le milieu de la décennie 70, on assiste au Japon à une influence croissante du monde des affaires sur la politique. Les entreprises tendent à se placer en première ligne sur la scène tant nationale qu'internationale. Au niveau des cercles dirigeants, les rôles semblent avoir été échangés : la bureaucratie adopte de plus en plus un profil bas, c'est le cas du MITI, qui a perdu beaucoup de son prestige au profit de son discret homologue des Télécommunica- lions qui gère les industries de pointe. Enfin, il faut s'attendre à un changement de style dans la façon dont le patronat conduit sa diplomatie : les négociations bilatérales tendent à faire place aux négociations multilatérales, leurs contenus ne se limitent plus aux seules questions économiques mais vont vers une résolution plus globale des problèmes. Enfin la tendance récente de la diplomatie patronale semble offrir une plus grande place à une diplomatie plus personnalisée.

'Die südafrikanische Politik der stillen Diplomatie gegenüber Mugabe stößt in Südafrika und im Westen gleichermaßen auf heftige Kritik. Da Südafrika bei der Lösung des Simbabwekonflikts allgemein eine Schlüsselrolle zugeschrieben wird, mehren sich die Stimmen, die eine Kehrtwende in Mbekis Simbabwepolitik fordern. Der Artikel untersucht die Gründe für die südafrikanische Politik der stillen Diplomatie. Er widerspricht dabei der landläufigen Meinung, dass die stille Diplomatie auf alte ideologische Verbundenheit zurückführend ist. Statt einer Ausnahmeerscheinung wird sie vielmehr als der Tradition und den allgemeinen Zielen der südafrikanischen Außenpolitik entsprechend dargestellt. Obwohl die stille Diplomatie die Krise bislang nicht zu lösen vermochte, wird sie dennoch als die für Südafrika beste Option angesehen, da sie das potentielle Risiko einer noch tieferen Krise vermindert. Angesichts dieser Sichtweise müssen externe Aufforderungen an Mbeki, seine Politik zu ändern, ungehört verhallen.' (Autorenreferat)

Nur selten rücken Probleme der interkulturellen Kommunikation (im Folgenden: IKK) so massiv in den Blickpunkt der Weltöffentlichkeit wie im April 2001. Zur Erinnerung: Am 1. April kam es über dem südchinesischen Meer zur Kollision eines amerikanischen Spionageflugzeuges mit einem chinesischen Abfangjäger. Der chinesische Kampfjet stürzte ab und der Pilot kam dabei ums Leben. Das amerikanische Flugzeug musste auf einer chinesischen Insel notlanden, Maschine und Besatzung waren damit in chinesischen Händen. Der chinesische Ministerpräsident Jiang Zemin knüpfte die Herausgabe an eine Bedingung: er forderte vom amerikanischen Präsidenten eine Entschuldigung für den Zwischenfall. Präsident Bush konnte jedoch kein Verschulden der amerikanischen Crew oder der Regierung erkennen und äußerte "nur" sein Bedauern über den Zwischenfall. Dies genügte der chinesischen Seite nicht und so entwickelte sich in interkulturellem Kontext ein diplomatisches Tauziehen um die Sprechhandlung "Entschuldigung".
