Dans l'historiographie récente sur la diplomatie culturelle, on assiste à une profusion de concepts pour rendre compte des dispositifs de projection nationale et de contacts culturels. Plus particulièrement, ceux de diplomatie culturelle et la diplomatie publique sont employés sans qu'il soit toujours aisé de voir ce qui les rapproche et ce qui les éloigne. Cette contribution historicise ces notions qui connaissent une histoire parallèle débutant avec les impérialismes de la fin du XIX e siècle. Elles ne sont toutefois pas le monopole des grandes puissances. En comparant les traditions historiographiques anglo-saxonnes et francophones, on s'aperçoit que les écoles historiques ont été peu enclines à s'emprunter réciproquement les concepts de diplomatie culturelle et diplomatie publique. Enfin, l'article s'interroge sur l'utilisation de ces concepts en fonction du contexte historique afin qu'ils conservent leur opérabilité.

One of my first engagements was in favor of freedoms in Chile, the era of General Pinochet and Salvador Allende. Attaches to human rights, I am committed to this fight. Can I bring my stone, modest, to the fight against apartheid. First as activist, then as actor. Between 1984 and 1986, when I was Prime Minister, France was in the vanguard of this struggle, even if it was somewhat forgotten today. At the time, we had a fight us with some of our allies, including Margaret Thatcher was going up to pretend that apartheid 'possible to prevent blacks kill each other!' I remember in particular a conversation with her, at 10 Downing Street: thanks to the real charm that characterized her, she tried to convince me that this fight leads by France against the South African power - we wanted an embargo on coal - was bad. I also took a position strongly, when in Poland the 'delicious' general Jaruzelski against Solidarity struggled ... Still the rights of the human person and freedoms. The above, I did not change. Diplomacy and Administration.
At first glance, diplomacy seems yet another branch of administration. However, diplomats and administrators live in very different spheres, foreign to each other, often meeting but never coinciding. Administration is installed in hierarchical, closed and stable System, whereas diplomacy acts in a contractual and open System. This basic différence engenders many others which may affect as well the differences in functioning between the administrator and the diplomat or which may affect their psychology. These important différences should not hide the necessary complementarity between diplomacy and administrations.
