Discute a questão das identidades internacionais e realça o caráter da América Latina como um contraconceito assimétrico à auto-imagem dos Estados Unidos. Resenha o desenvolvimento histórico das identidades americana, latino-americana e sul-americana do Brasil e discute as particularidades dessas identidades, em especial a ênfase no caráter sul-americano, presente desde 1993, com a proposta de criação de uma Área de Livre Comércio de América do Sul, das Reuniões de Presidentes da América do Sul e do lançamento da Comunidade Sul-Americana de Nações. This paper analyses Brazilian multilateral commercial diplomacy first in the General Agreement on Tariffs and Trade (GATT) between 1947 and 1994, then in the World Trade Organization (WTO) between 1995 and 1999. Participation in the GATT and the WTO has traditionally occupied an important position in the Brazilian agenda, but not always for the same reasons. The historical section is followed by an appraisal of Brazilian long-term multilateral commercial diplomacy in the GATT and the WTO, and in the final section the way ahead is pointed out. The increase in the flow of Brazilians heading abroad, whether for tourism or emigration, coupled with the greater similarity of purposes of the consular and diplomatic agendas, have led the Cardoso administration to reformulate its foreign policy approach. In order to provide greater protection and assistance to Brazilian citizens abroad, the foreign office is involved in around ten projects, the goal of which is to direct consular activities towards the needs and aspirations of the Brazilian communities in foreign states, in a more democratic manner. This paper analyses the relationship between bargaining outcomes in seventeen units regarding the manufacturing sector in Rio Grande do Sul, and change in the relevant economic environment from 1979 to 1995. Theories on the determinants of bargaining outcomes are discussed in order to provide a basis for hypothesizing about the specific case. Statistical outcomes suggest that collective bargaining have been basically influenced by unemployment, manufacturing relative prices, the stabilization policies starting in 1986, and, specifically for negotiated minimum wages, change in the official rates of minimum wages.
