Executive council Thirty-Fourth Ordinary Session 07 - 08 February 2019 Addis Ababa, Ethiopia ; In the framework of the long-term vision encapsulated in Agenda 2063 the African Union's (AU) Assembly of Heads of State and Government adopted a Common African Position on Humanitarian Effectiveness (CAP) and called for a ten year period of transformation to strengthen humanitarian action on the continent (Decision 604 (XXVI)). The CAP defines Africa's new humanitarian architecture, which includes the creation of the African Humanitarian Agency as a vehicle for Africa's humanitarian action. The new humanitarian architecture also emphasizes addressing root causes and achieving durable solutions, as well as bolstering the capacity of States and other stakeholders to tackle the challenges of forced displacement on the continent

The purpose of this article is to discuss the actions of social movements, particularly the Brazilian black movement, and Afro-Peruvian social movements in Peru targeting anti-racist education. Attention is drawn to the contemporary discussion about race and anti-racism in the production of knowledge and in the public educational policies in Brazil and in Peru. In addition to an approach to the use of ethnic-racial categories in census contexts in both countries. A comprehensive way of addressing the issue starts with thinking about the dimensions involved in the phenomenon subject to measurement and how they are operationalized by the State and by society. This work is based on the theoretical perspective of contemporary authors covering ethnic-racial relations and educational inequalities. In methodological terms, Teun Van Dijk´s critical analysis of discourse is utilized. The first part presents a discussion about the social construction of race under the standards of domination and power. The second part proposes a discussion about ethnic-racial categories in the census contexts of the Brazilian and the Peruvian societies. It is understood that such categories may be culturally and politically elaborated drawing from complex historical processes. The third part addresses reflections on the emergence of some anti-racist education in the contemporary societies with an emphasis on Brazil and Peru. The article concludes with the idea that it is essential to dialogue with alternatives that have been formulated by the black social movements, especially in the Brazilian and Peruvian societies, which raise questions regarding the production and dissemination of the Eurocentric knowledge, unveiling racism and taking power relations, especially those occurring in the educational realm, into consideration. ; Este artigo tem como objetivo discutir ações de movimentos sociais, em particular do movimento negro brasileiro, e movimentos sociais afroperuanos no Peru visando uma educação antirracista. Procura-se chamar a atenção sobre a discussão contemporânea que aborda raça e antirracismo na produção de conhecimento e nas políticas públicas educacionais no Brasil e Peru, além de uma aproximação do uso de categorias étnico-raciais em contextos censitários destes países. Um modo abrangente de abordar a questão inicia-se por pensar quais as dimensões implicadas no fenômeno sujeito a mensuração, e como as mesmas seriam operacionalizadas pelo Estado e sociedade. Este trabalho fundamenta-se na perspectiva teórica de autores contemporâneos sobre relações étnico-raciais e desigualdades educacionais. No campo metodológico utiliza-se a proposta da análise crítica do discurso, de Teun Van Dijk. A primeira parte apresenta uma discussão sobre a construção social da raça nos padrões de dominação e poder. Na segunda parte propõe-se uma discussão sobre categorias étnico-raciais nos contextos censitários da sociedade brasileira e peruana. Apreende-se que tais categorias podem ser cultural e politicamente elaboradas a partir de processos históricos complexos. A terceira parte aborda reflexões sobre a emergência de uma educação antirracista nas sociedades contemporâneas com ênfase para o Brasil e Peru. Conclui-se que é fundamental dialogar com alternativas que têm sido formuladas pelos movimentos sociais negros, em particular nas sociedades brasileira e peruana, que questionam a produção e disseminação do conhecimento eurocêntrico, desvelando o racismo, e considerando as relações de poder, em especial no âmbito educacional.

The text presents the participation conceptions that have been developing in institutionalized social practices of education present in studies published in Education & Society (E&S) journal. The adopted theoretical references questions the relationship between individual and society in modernity proposed by liberal theories and the criticism to them carried out by Marx and Mészáros, informing the contradictions and challenges posed by participatory processes in contemporary world. Studies show the displacement of social and political participation idea, as effective control of decision-makers by the subjects of labor, to the participation idea as a "management technique" of public services.

This essay intersects literature and epistemology in order to understand what it means to take "The left hand of darkness" (1969), as proposed by the author Ursula K. Le Guin, as a thought experiment. As we look at Science Fiction as a literary genre and how it relates to the notion of thought experiment, we conclude that Science Fiction authors, through the imaginary displacement they perform as they create people, worlds, political organizations, and explore the relations between subjects within these imaginary structures, also draw thought experiments that are able to deal with important aspects of the human experience.

The analysis of the confession in Foucault's work based on the comparison between Les anormaux, Mal faire, dire vrai and Les aveux de la chair shows one of the most relevant displacements in Foucault's work, which constitutes a good part of the essence of what has been called the last Foucault: the relation of the subject and the truth. An attempt will be made to account for this turn, analyzing the look at primitive Christianity of the last Foucault and the relationship of such reflection in the analysis of the hermeneutics of the self. The last reflections on the confession in Les aveux de la chair will show the meaning of the ethical inquiry of the last Foucault that reproduces the double critical and ontological character of anarcheology.

The forced displacement has become one of the subjects of greater importance and importance in the last decade for the national government, the international organisms and the representatives of the civil society. The violence and the conflict armed like contextual centers in which the forced displacement is developed let glimpse a social phenomenon whose origins, much more structural, contribute to the progressive fragmentation of the society and to its continuous impoverishment in the middle of a critical transformation. The present article is as to a contribution the understanding of the magnitude of the displacement forced in Colombia from its psycho-social, political and economic implications and the directions suggested as opposed to the development of the social interventions, mainly those that they strategically try to aim at so named socioeconomic reestablishment. From the 1990s, teachers have been provided with a considerable number of materials produced and distributed by different governments to develop a mathematics curriculum to perform as curriculum implementers and promote the mathematical reform of different teaching systems. These resources have been researching tools. However, the types of use that teachers make of them are still little explored. In this article, we present the results of a study that aimed to understand the relationship between teacher-curriculum materials in the area of mathematics education, which takes discussions about teaching competencies of curriculum design as theoretical contributions. The research analysed a research report, and meta-analysis was the methodology adopted. The results indicate that affordances and constraints qualify the materials and potentiate the agency and its displacement, both for teachers and for materials, thus imparting different interactions between these two agents of curriculum development in mathematics.

In the 1970s & 1980s, migratory flows of Portuguese & luso-Africans from old Portuguese African colonies towards to Sao Paulo were the result of the pressures of difficult & complex African & Portuguese politics. Three very different cultural experiences were in play: that of the portuguese colony, the african context, & the Brazilian character of the destination, Sao Paulo. This paper explores the migrant's complex displacement experiences, the insertion of the migrant into the new context & the conflicts of identity that this migratory process entailed. We concentrate on the recent past, which has not been extensively researched. We use a method we call 'summarized life-histories', which seemed appropriate, as we didn't know what the immigrants would tell us. We present a number of specific cases to exemplify our analysis. Through them, we can see that memories refer to events, people & places from the three continents, through the conscious & unconscious construction of multiple identities.

Due to the naturalization of the protagonism of the concept of experience in the interpretation of Theodor Adorno's dialectic, this article intends to elucidate some lines of displacement from the category of experience to the category of mediation, from the critical appropriation of this category of Hegel's thought by Adorno; because, since all experience is mediated, mediation presents itself as a condition for the realization of the experience and, for this reason, mediation is established as a privileged instance in the process of knowledge in the scope of the subject and object relationship, given that defines itself as a cause and condition for the organization of experience. Fundamentally, the proposal is to demonstrate that both Hegelian and Adornian dialectics - despite their idiosyncrasies - have in mediation their motivic aspect of determining the subjective and the objective. Therefore, the concept of mediation will be presented as a transversal and reciprocal component that, at the same time that it brings together, distinguishes the related aspects, making dialectics a procedure, within which mediation becomes a condition and fundamental for the development and the determination of the concepts circumscribed in a given context or situation. In this sense, mediation will emerge as the structuring agent of experience, a fact that justifies its priority in relation to experience, as described by Hegel.

In times of a purported refugee crisis, it is urgent to undertake a genealogy of present-day conceptions of refuge in Europe, examining how the latter articulate a colonial rationality, eliding the persistent unequal circuits of labour and subjectivity between European states and erstwhile occupied territories. The paper defends that built environment studies can contribute to this project due to their attention to the dimensions of the social space-time of refuge, relating politics, inequality, and phantasy. It recalls European colonial villagization in the mid-Twentieth-Century as a space of forced displacement that rehearses the relation of the state with the refugee subject, focusing on a revision of the extant literature on the Portuguese colonial villagization program in Mozambique. ; Em tempos de uma suposta crise de refugiados, é urgente uma genealogia das actuais concepções de refúgio na Europa, examinando como articulam uma racionalidade colonial, elidindo os persistentes circuitos desiguais de trabalho e subjectividade entre estados europeus e territórios historicamente ocupados. O artigo defende que os estudos do ambiente construído podem contribuir para este projecto devido à sua atenção às dimensões do espaço-tempo social de refúgio, relacionando política, desigualdade, e fantasia. Recorda o aldeamento colonial europeu de meados do século passado enquanto espaço de deslocamento forçado que ensaia a relação do estado com o sujeito refugiado, concentrando-se numa revisão da literatura existente sobre o programa de aldeamento colonial português em Moçambique.

Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; In April 2016, the UN Secretary-General Ban Ki-moon and the World Bank Group President Jim Yong Kim convened a High Level Panel on Water (HLPW) charged with the dual responsibility of motivating effective action; and advocating for innovation, partnerships, financing and implementation of initiatives to improve water management and sanitation service delivery, as well as build more sustainable and resilient societies and economies. To ensure the highest level of political leadership, 11 sitting Heads of State and Government, as well as a Special Advisor, were invited to lead the panel for a two-year period till March 2018. The article presents an analysis of ethnography carried out in the scene of lesbian parties that take place in Downtown São Paulo, where an eroticized funk circulates, as well as interviews with participants of the scene during the Covid_19 pandemic. The field comprehends two parties: "Sarrada no Brejo" and "Fancha", (local funk brazilian parties). Based on the notion of local musicking, as well as locality, displacement and intersectionality I analyze the ways of how funk promotes an engagement among the participants, supporting the processes of transformation and identification that configure the lesbian, fat and black bodies. Observing funk music, the performance and the localities involved, I identify in this way of musicking a set of actions that resignify stereotypes and the body considered as an abject, transforming it into a political body through fun, occupation and creation of spaces. ; O artigo apresenta análise sobre etnografia realizada na cena de festas lésbicas que ocorrem no centro da cidade de São Paulo, por onde circula o funk com teor erotizado, como também sobre entrevistas realizadas com participantes da cena durante a pandemia de Covid-19. O campo abrange duas festas: a "Sarrada no Brejo" e a "Fancha". A partir da noção de musicar local, como também de localidade, deslocamentos e interseccionalidades, analiso os modos como o funk propicia um engajamento entre as participantes, auxiliando nos processos de transformação e identificação que configuram o corpo lésbico e, também, gordo e negro. Observando o funk, a performance e as localidades envolvidas, identifico nessa forma de musicar um conjunto de ações que ressignificam estereótipos e o corpo considerado abjeto, transformando-o num corpo político por meio da diversão, ocupação e criação de espaços.

This article aims to reflect on migratory flows and the political role of the image using the war in Syria as a reference. Hamza Al-Ajweh's photograph titled "A Syrian child walks down a street past the rubble of destroyed buildings in the rebel-controlled city of Douma in the Eastern Ghouta enclave outside Damascus", taken on March 8, 2018, and published for the first time at the Los Angeles Times, will be used as a point of reference for the discussion and analysis proposed here. The complexity of displacements in this specific context of war leads us to design Syrian mobility after the beginning of the war in 2011, understanding that this complexity goes far beyond the formal definitions used by international agencies. For a closer understanding of the debate, we designed the discussion in three parts: a brief contextualization of the conflict in Syria, which began with the Arab Spring and continues until today. This socio-political contextualization serves here as a backdrop for discussing not only generic migratory categories but to help better understand people, movements and the demand for new categories and visual reflections that go beyond current perspectives. And in the last part, we will discuss how the image of the photographer Hamza Al-Ajweh helps us think about multiple political and transformative aspects of the picture. ; Este artigo visa pensar os fluxos migratórios e o papel político da imagem utilizando como referência a guerra na Síria.
