The study of socio-political attitudes of the Don Cossacks in the early 1920s is of large importance for understanding the socio-political processes in the south of Russia at that time. After the Soviet power was established in the Don region, relations of mutual distrust formed between the Cossacks and the new power. The Soviet authorities viewed the Cossacks as a potentially counter-revolutionary force, though actual economic collapse and repressions from the state authorities considerably undermined the counter-revolutionary enthusiasm and brought social apathy among the Cossacks. Generally the sociopolitical attitudes of the Don Cossacks in 1920- 1922 can be described as follows. These were sporadic acts of disloyalty provoked primarily by the economic crisis and general social disruption in Cossack villages. By 1923 the situation had gradually changed. The economic growth contributed to a more positive attitude among Cossacks and peasants. The strengthening of the Soviet power, along with the policy of attention to peasants' and Cossacks' needs, made the Cossacks more loyal. They gradually got involved in the process of Soviet construction, took part in organization of the use of land, in elections to Soviet bodies, and so on. The article reveals the Don Cossacks' attitudes in 1920-1924 and determines their causes, characteristics and changes under various factors.

The current project of the resources security system the modern Russian Armed Forces is characterized by radical modifications in the sphere of a train the reserves for their mobilization. In the frames of this called direction more than eighty years medical service reserve's officers training stage is completed in all higher medical schools. The article examines the combat use of missiles in the Caucasus in the XIX century. The attention is paid to the history of rocket weapons, its evolution and adaptation to the regional terms of warfare. As materials there were used the special literature, scientific publications, dissertations as well as memoirs and works of combatants-the participants of military operations in the Caucasus. Traditional for research of this kind, the principles of historicism, objectivity, and chronological, probabilistic-statistical and comparative methods are the methodological basis of the article. The chronological method allowed authors to consider the history of the formation and development of rocket weapons in retrospect. The comparative method was used to study the effectiveness of volley fire. In conclusion, the authors state that the missile has undergone a complex process of its formation and development in the XIX century. The missile systems and the tactics of the use of missile weapons were modified; the improvements were made in various types of missiles. The running of military developments was carried out on the theaters of military operations, and the Caucasus was remained the main of which in the first half of the XIX century. The former volume precedes the discussion of the Reformation, and the latter complements and deepens it. In the presented scientific article, the authors consider legal terminology and term creation in the process of preparing normative legal acts in the Kyrgyz Republic. According to the authors, the definitions of a legal term must adequately reflect the essence and content of the defined concept, each normative concept must be assigned its own and strictly unambiguous term, once and for all given to the branches of the law using the corresponding concept. In order to effectively implement this task, transformations are required in the area of improving the knowledge system of legislative technology and, above all, strict compliance with the requirements it has provided for: streamlining and harmonizing terminology — using special legal tools designed to prepare normative legal acts. The qualitative optimization of the normative prescription and the effective use of normative legal terminology in the texts of legal acts is considered in legal science and practice as an integral part of the improvement of legislation.

Рассматривается вопрос о создании образа Бельгии как «жертвы германской агрессии» во время Первой мировой войны. Данный образ был одним из средств воздействия на сознание британцев и побуждения их к вступлению в вооруженные силы Соединенного Королевства, чтобы бороться с Германией как с «внешней угрозой». Для оправдания собственных действий по вынужденному применению вооруженной силы и предотвращению агрессии, вызванной интервенцией немецких войск на территорию Бельгии, в британской периодической печати получил распространение сюжет об «ее изнасиловании». В современной исторической науке, особенно британской, этот вопрос широко изучается. Однако ученые-историки при его исследовании не учитывают всеобъемлющий характер этого агитационного сюжета. Поэтому автор ставит целью рассмотреть сюжет об «изнасиловании Бельгии» в контексте развития «образа жертвы» в британской пропаганде периода Первой мировой войны. Основная задача заключается в выявлении особенностей его влияния на процесс формирования целостного образа Германии как «внешнего врага». Проведенное исследование позволяет сделать вывод, что сформированный в период военного конфликта образ Бельгии как «жертвы германской агрессии» в пропаганде носил всеобъемлющий характер. В результате сложившийся целостный сюжет об «ее изнасиловании» стал одним из основных пропагандистских сюжетов на протяжении Первой мировой войны. ; The article deals with the development of the image of Belgium as a "victim of German aggression" during the First World War. This image was one of the means of influencing the British consciousness and urging them to join the armed forces of the United Kingdom in order to fight Germany as an "external threat". To justify their own actions on the forced use of armed force and to prevent aggression caused by the intervention of the German troops in Belgium, the British periodical published a story about "its rape". In modern historical science, especially British, this issue is widely studied. However, historians in his study did not take into account the comprehensive nature of this campaign story. Therefore, the author aims to consider the plot of the "rape of Belgium" in the context of the development of the "victim image" in the British propaganda of the First World War. The main task is to identify the features of its influence on the process of forming a holistic image of Germany as an "external enemy". The study conducted allows us to conclude that the image of Belgium formed as a "victim of German aggression" in propaganda formed during the military conflict was comprehensive. As a result, the established holistic storyline about "its rape" became one of the main propaganda stories during the First World War.

The preprint systematizes information on measures to support the birth rate in the Russian Federation, acting at the regional level. The main attention is paid to measures provided at the birth of a third child, which include regional maternity capital, monthly allowances for families with three or more children, and the provision of land plots to large families. Changes in the regional system of measures to support families with three or more children from 2011 to 2019 are considered.

In the modern period of the development of the Russian state the domestic legislation is being reformed actively, including the sphere of the criminal proceedings, which purpose is to protect the rights and legal interests of the persons and organizations which became victims of crimes. The article stresses that compliance of the regulations of the Code of Criminal Procedure of the Russian Federation that regulate the judicial inquiry by the public prosecutor will ensure a clear and professional execution of the power and authority on the arranging of the criminal proceedings. The role of the public prosecutor in the investigation of certain evidence in the trial is being searched. The author emphasizes the importance of the participation of the public prosecutor in the trial for making a lawful, reasonable and fair judgment. This understanding of the function of the public prosecutor in the trial conforms the constitutional provision that the recognition, observance and protection of the rights and freedoms of the person and citizen are the duty of the state. The article also emphasizes the importance of the protection of the victims' rights when the public prosecutor refuses to prosecute; of the interests of the society and the state which are protected by the law; of the persons from an unlawful and unreasonable charge, conviction, restriction of their rights and freedoms.DOI 10.14258/izvasu(2018)3-22 ; В современный период развития Российского государства активно происходит реформирование отечественного законодательства, в том числе в сфере уголовного судопроизводства, назначением которого является защита прав и законных интересов лиц и организаций, потерпевших от преступлений. В статье подчеркивается, что соблюдение государственным обвинителем положений УПК РФ, регламентирующих судебное следствие, обеспечит четкое и профессиональное выполнение полномочий по назначению уголовного судопроизводства. Рассматривается роль государственного обвинителя в исследовании некоторых доказательств в судебном следствии. Автор подчеркивает важность участия государственного обвинителя в судебном следствии для вынесения законного, обоснованного и справедливого приговора. Такое понимание функции государственного обвинителя в суде соответствует конституционному положению о том, что признание, соблюдение и защита прав и свобод человека и гражданина являются обязанностью государства. People from century to century tried to determine the degree of its independence from external circumstances. And every time he found himself in front of a fact that changed the world raises the question of freedom in new ways. All the historically important battles of the twentieth century can be reduced to a confrontation over what it means to be free. The rationalistic understanding of human life that prevailed in the previous few centuries gave rise to the illusion that the world can be well organized if its structure is properly explained. Practice has shown that not everything is so simple and a rationalistic approach that suggests considering freedom as a known necessity does not allow us to liberate and make humanity happy. The statistical laws prevailing in society give rise to so many manifestations of necessity that it sometimes occurs to us that there is nothing in social life but chance. The collapse of the Soviet Union, and the usual gap relationships and the imbalance of social and political forces have forced the Europeans to search for ways to preserve their own cultural identity. Violation of ideological balance as a result of the falling interest of people towards communism creates a situation in which only the religious consciousness can become a pillar of modern embarrassed man. However, in this circumstance, there is another side: the flight into the illusory world of thoughts, in the area of supposed freedom. Today in the beginning of the third Millennium, we have to admit that so far from the final solution to the problem of freedom as thinkers of the past centuries. ; Человек из века в век пытался определить степень своей независимости от внешних обстоятельств. Рационалистическое осмысление человеческой жизни, господствовавшее в предшествующие несколько столетий, породило иллюзию, что мир можно хорошо организовать, если правильно объяснить его устройство. Практика показала, что не все так просто и рационалистический подход, предлагающий рассматривать свободу как познанную необходимость, не позволяет освободить и осчастливить человечество. Господствующие в обществе статистические законы порождают такое множество проявлений необходимости, что порой на ум приходит мысль, что в общественной жизни нет ничего, кроме случайности. Распад Советского Союза, а вместе с ним и разрыв привычных связей и дисбаланс социально-политических сил заставили европейцев искать варианты сохранения собственной культурной идентичности. Нарушение идеологического равновесия как результат падения интереса людей к коммунизму создает ситуацию, при которой только религиозное сознание может стать опорой современному растерянному человеку. Правда, у этого обстоятельства есть и другая сторона: бегство в иллюзорный мир мыслей, в область мнимой свободы. Сегодня, в начале третьего тысячелетия, мы вынуждены признать, что столь же далеки от окончательного решения проблемы свободы, как и мыслители прошлых веков.

Sprawa "Zmowy wojskowo-faszystowskiej w RKKA": oddźwięk i konsekwencje w ZSRR i za granicą Artykuł poświęcony jest jednemu z bolesnych i mało zbadanych tematów – oddźwiękowi wywołanemu przez sprawę "Zmowy wojskowo-faszystowskiej w RKKA", zainspirowanej przez elity polityczne z Józefem Stalinem na czele. Ofiarami tego procesu było wyższe kierownictwo Armii Czerwonej, a następnie – dziesiątki tysięcy dowódców i żołnierzy. Na podstawie nieznanych dotąd źródeł z archiwów rosyjskich i niemieckich (w tym materiałów Niemieckiego Archiwum Federalnego w Koblencji i Centralnego Archiwum Federalnej Służby Bezpieczeństwa w Moskwie), dr Julia Kantor analizuje zarówno reakcję nazistowskiego przywództwa na "rozstrzelania w Moskwie" w czerwcu 1937 r., jak też obraz sytuacji wewnętrznej w Związku Radzieckim zaistniały po tych wydarzeniach. Autorka zwraca szczególną uwagą na stan moralny i psychologiczny Armii Czerwonej, przedstawiając sprawozdania o "dekadenckim" nastroju wśród żołnierzy. Also, the author presents data on the number of the repressed commanders in 1937–1938 and the materials about Stalin's political guideline, which was given to the Red Army in 1938.
