This EIF Working Paper outlines the methodology underlying the new EIF SME Access to Finance (ESAF) Index. This newly developed index aims at monitoring developments in SMEs' access to financial resources in the EU and is going to be periodically updated. It fills a gap as such an index does not exist. Composite indicators can be a useful tool in the policy maker's toolbox, as they are able to summarise a complex phenomenon in one summary statistics that is straightforward to track over time, or compare between countries. However, composite indicators also have the reputation of being black boxes. Therefore, we strive for transparency by motivating all methodological considerations made throughout the construction of the ESAF Index.

Das Bellum Judaicum des Flavius Josephus gilt als Hauptquelle zum Jüdischen Krieg (66-73 n. Chr.). Josephus war selbst Augenzeuge des Krieges, da er zunächst in Galiläa als militärischer Befehlshaber tätig gewesen war und schließlich die Belagerung Jerusalems (70 n. Chr.) im Gefolge des Titus miterlebt hatte. Bei der Verfassung seines Geschichtswerkes Bellum Judaicum hat er es sich zum Ziel gesetzt, eine exakte Darstellung des Jüdischen Krieges zu verfassen und die beiden Kriegsparteien objektiv zu beurteilen. Josephus möchte mit seinem Werk auch deutlich machen, wen er für den Krieg verantwortlich macht. Während er sowohl das einfache Volk als auch die Römer als vollkommen unschuldig darstellt, spricht er die Schuld ausschließlich den jüdischen Aufständischen und deren Anführern zu. Die Frage der vorliegenden Arbeit ist, an welcher Stelle und auf welche Weise die Aufständischen im Bellum Judaicum dargestellt werden und welchen Standpunkt Josephus gegenüber ihnen einnimmt. Schließlich soll klar werden, ob Josephus seinem Objektivitäts-Anspruch gerecht wird. Die genaue Analyse des Bellum hat gezeigt, dass Josephus Berichterstattung von seiner Intention getragen wird, das einfache Volk und die Römer als unschuldig darzustellen. Um dies zu erreichen, stellt er die Aufständischen und ihre Führer als vollkommen grausam, hinterhältig, rücksichtslos, gesetzesbrecherisch und gottlos dar. So entsteht ein durchwegs negatives Bild der Rebellen. Um das Leid, welches diese dem Volk angetan haben, hervorzuheben, gibt Josephus vermutlich gewisse Ereignisse übertrieben, wenn nicht sogar unkorrekt wieder. Es lässt sich somit feststellen, dass Josephus sowohl bei der Bewertung der Aufständischen als auch der Römer seinen eigenen Standpunkt einfließen lässt. Seinen selbst auferlegten Objektivitäts-Anspruch erfüllt er daher nicht. ; Flavius Josephus Bellum Judaicum is considered to be the main source to the Jewish War (66-73 A.D.). Josephus has been an eyewitness of this war, because of his function as a military commandant in Galilee. He further witnessed the siege of Jerusalem (70 A.D.) in the wake of Titus. In his historical work Bellum Judaicum he summarizes the events and his personal experiences of the war. Thereby he set himself the goal of composing an accurate and complete representation of the Jewish War, including an objective judgement of both war parties. However, with his work Joseph also wants to emphasize whom he believes to be responsible for this war. While he claims the people and the Romans to be innocent, he assigns the guilt solely to the Jewish rebels and their leaders. The thesis of the present paper is to question where and in which way the rebels are depicted in the Bellum Judaicum and which stance Josephus takes concerning the rebels. Finally, it should be clarified whether Josephus meets his own requirements of being objective. A detailed analysis of the Bellum Judaicum has shown, that Josephus reporting is influenced by his intention of representing the people and Romans as innocent. In order to reach this goal, he depicts the rebels and their leaders as cruel, devious, merciless, lawbreaking and godless. In this way, a consistently negative image of the rebels is created. To accentuate the harm that has been done to these people, Josephus presumably exaggerates some of the events, maybe he even adulterates them. For this reason, it is ascertained, that Josephus includes his own point of view in the assessment of the rebels troops and the Roman people. This working paper elaborates on the most recent update of the EIF SME Access to Finance (ESAF) Index, a composite indicator used to monitor the state of SME external financing markets in the 27 EU countries. The current update, using the latest available data, constitutes the eight iteration of this exercise. The paper provides some background information underlying the ESAF results for 2020, which are the latest available data at the time of writing. The results capture the initial impact of COVID-19 crisis and the subsequent policy response.
