This paper examines the role and importance of the territorial dimension of EU Cohesion Policy, during its five programming phases (1989‑2020), by relating this implementation process with several territorial elements, and by assessing their constant changes, namely in three main components and related elements: (i) the 'policy strategy' designed to include an integrated territorial perspective; (ii) the 'policy impacts' in territorial development and territorial cohesion, together with the use of territorial impact assessment procedures; and (iii) the focus on one or several 'territorial scales', specifically through the support to multilevel‑governance, territorial cooperation, and place‑based strategies. Paradoxically, despite the continuous attempts to detach EU Cohesion Policy from its initial goals of promoting a more cohesive Europe into a more neoliberalist paradigm type of 'investment Policy', our analysis showed that the territorial dimension is still very much anchored with this Policy, and even gaining importance in several territorial related elements, such as the support to territorial cooperation and governance processes, and the use of territorial impact assessment procedures.

The adoption of the new multiannual financial framework for the period 2021-2027 is one of the most important questions in the EU nowadays. It always belongs to the most difficult and time-consuming decisions the member states have to make. Such a decision should represent several interest like the net contributor and net beneficiary states' aims, the willingness of the European Commission and the European Parliament to make the cooperation among the countries deeper and to extend the cooperation to new policy areas too. The EU's long term multiannual financial framework (MFF) influences and somehow defines the next years' yearly budget and the benefits the member states can receive from the common budget of the EU as well. The main spending numbers represents the importance of the different policy areas as the EU provides resources for the topics which will be in focus in the next seven years. The decision about the new MMF is more complicated than the earlier ones. As a result of the Brexit there will be a gap in the common budget. As at the beginning of the MFF negotiations the way and the exact date of the Brexit was not clear the whole process became less transparent and predictable. On the other hand, the EU planes to provide significantly more money to new priorities and goals like border security, competitiveness or foreign policy. It means that the two traditional beneficiary policy areas' (the CAP and the Cohesion spending) share should decrease within the common budget. This study examines the effects of this decrease on the CAP 2nd pillar, rural development.

The agricultural and rural development policies of the European Union come/came across constant changes, becoming one of the newest stages of structural and economic problems the joining of the new member states. A new process has been initiated with Agenda 2000 and Agenda 2000+ in the Union due to which the establishment of the so called multifunctional agricultural model became a priority for the EU15 and later on the EU25. This model, separating agrarian and rural development introducing a two pillar finance system, wishes to react on the European challenges of the new millennium on the fields of agriculture and rural development. It is a basic need of Hungary to acquire as fast as possible the methods of the Union in order to receive regional grants, create adequate institutional background, projects and programmes involving more actively the rural population into the accomplishment of development plans.

; This paper puts health questions within the context of national development and industrial policy. It follows the idea of structuralist, Marxist and Schumpeterian approaches, in which industry and innovations form determining factors for the dynamism in capitalist economies and relative positions within the world economy. All countries that have developed and started to compete under better conditions with advanced countries have had an association between strong industry and an endogenous knowledge, learning and innovation base. However, in the field of health, this vision presents problems because business interests move according to the economic logic of profit rather than to meet health needs. The notion of the health-industrial complex is an attempt to provide a theoretical reference that enables linkage between two distinct types of logic: health and economic development. This study has sought to show, on the basis of foreign trade data, how disregard for the logic of health policy development has led to a situation of economic vulnerability in this sector, which may limit the objectives of universality, equality and comprehensiveness. Within this context, a cognitive and political break with these antagonistic visions that put health needs on one side and industrial needs on the other is proposed. A country that aims to reach a condition of development and independence requires strong innovative industries and an inclusive and universal health system, at the same time.

Based on Hegel's Phenomenology of Spirit, Alexandre Kojève produces a theory of an "anthropogenesis" that allocates the constitution of self-consciousness in a markedly historical and social field centered on the "dialectic of the master and the slave". More than this, it emerges in a domaine seized by the conflictuality of such a central operator of socialization, namely the desire, which is always, in the last case, a desire for recognition. Aware of this idea and on the path of the development of an imaginary's theory, Lacan was pursuing the necessity to reallocate certain points of the Freudian constitution's theory of the ego. He was aiming to bypass Freud's supposed "biologism" (especially in his theory of the "death drive") by emphasizing the fundamental dependence of the other's figure on the process of "hominization", in which "aggressiveness" plays an inherent role. If the projects of Kojève and Lacan present undeniable convergences, it is necessary, however, to better understand them, as well as to establish the uniqueness of their distances, inflections and objectives.

A boa nutrição é o sustentáculo do bem-estar humano. ; Supplementary Online Materials ix Acknowledgments x Abbreviations xii Executive summary xiii Chapter 1 ntroduction 2 Chapter 2 Nutrition Is Central to Sustainable Development 7 Chapter 3 Progress toward the World Health Assembly Nutrition Targets Is Too Slow1 5 Chapter 4 The Coexistence of Different Forms of Malnutrition Is the "New Normal" 22 Chapter 5 The Coverage of Nutrition-Specific Interventions Needs to Improve 29 Chapter 6 Interventions Addressing the Underlying Determinants of Nutrition Status Are Important, but They Need to Be More Nutrition sensitive 38 Chapter 7 The Enabling Environment Is Improving, but Not Quickly Enough 47 Chapter 8 The Need to Strengthen Accountability in Nutrition 56 Chapter 9 What Are the Priorities for Investment in Improved Nutrition Data? 67 Chapter 10 Key Messages and Recommendations 71 Appendix 1 The Nutrition Country Profile: A Tool for Action 75 Appendix 2 Which Countries Are on Course to Meet Several WHA Targets? 77 Appendix 3 Which Countries Are on Course for Which WHA Targets? 79 Appendix 4 Donor Spending on Nutrition-Specific and Nutrition-Sensitive Interventions and Programs 84 Appendix 5 How Accountable Is the Global Nutrition Report? 86 Appendix 6 Availability of Data for Nutrition Country Profile Indicators 88 Notes 91 References 95 PANELS Panel 11 Types of Nutrition Investment, Lawrence Haddad 4 Panel 21 Nutrition and the Sustainable Development Goals—No Room for Complacency, Michael Anderson 11 Panel 22 Some New Data from India: What If?, Lawrence Haddad, Komal Bhatia, and Kamilla Eriksen 12 Panel 23 How Did Maharashtra Cut Child Stunting?, Lawrence Haddad 13 Panel 24 Can Improving the Underlying Determinants of Nutrition Help Meet the WHA Targets?, Lisa Smith and Lawrence Haddad 14 Panel 41 Malnutrition in the United States and United Kingdom, Jessica Fanzo 25 Panel 42 Regional Drivers of Malnutrition in Indonesia, Endang Achadi with acknowledgment to Sudarno Sumarto and Taufik Hidayat 26 Panel 43 Compiling District-Level Nutrition Data in India, Purnima Menon and Shruthi Cyriac 27 Panel 44 Targeting Minority Groups at Risk in the United States, Jennifer Requejo and Joel Gittelsohn 28 Panel 51 Measuring Coverage of Programs to Treat Severe Acute Malnutrition, Jose Luis Alvarez 37 Panel 61 Trends in Dietary Quality among Adults in the United States, Daniel Wang and Walter Willett 41 Panel 62 How Did Bangladesh Reduce Stunting So Rapidly?, Derek Headey 43 Panel 63 Using an Agricultural Platform in Burkina Faso to Improve Nutrition during the First 1,000 Days, Deanna Kelly Olney, Andrew Dillon, Abdoulaye Pedehombga, Marcellin Ouédraogo, and Marie Ruel 45 Panel 71 Is There a Better Way to Track Nutrition Spending? 48 Panel 72 Tracking Financial Allocations to Nutrition: Guatemala's Experience, Jesús Bulux, Otto Velasquez, Cecibel Juárez, Carla Guillén, and Fernando Arriola 49 Panel 73 A Tool for Assessing Government Progress on Creating Healthy Food Environments, Boyd Swinburn 51 Panel 74 Engaging Food and Beverage Companies through the Access to Nutrition Index, Inge Kauer 52 Panel 75 How Brazil Cut Child Stunting and Improved Breastfeeding Practices, Jennifer Requejo 54 Panel 81 Scaling Up Nutrition through Business, Jonathan Tench 61 Panel 82 How Civil Society Organizations Build Commitment to Nutrition, Claire Blanchard 62 Panel 83 Building Civil Society's Capacity to Push for Policies on Obesity and Noncommunicable Diseases, Corinna Hawkes 63 Panel 84 Can Community Monitoring Enhance Accountability for Nutrition?, Nick Nisbett and Dolf te Lintelo 64 Panel 85 National Evaluation Platforms: Potential for Nutrition, Jennifer Bryce and colleagues 65 Panel 86 The State of African Nutrition Data for Accountability and Learning, Carl Lachat, Joyce Kinabo, Eunice Nago, Annamarie Kruger, and Patrick Kolsteren 66 ; PR ; IFPRI1; CRP4; B Promoting healthy food systems ; DGO; A4NH; PHND ; CGIAR Research Program on Agriculture for Nutrition and Health (A4NH)

Mass migration, as it appears in the 21st century, is one of the greatest challenges of our globalized world. The unanswered questions of European Union (EU) immigration policy that emerged over the past few decades have become more pressing than ever. One of these urgent questions is: how can we provide for a developing European economy in an era of demographic decline in a way that it is based on the opportunities opened up by legally regulated forms of migration. A second question is: how can the EU ensure the safety of the newly arriving people in need and, at the same time, keep away illegal migrants and eliminate criminal activities related to migration. The European Union is destined to spread the principles of peace and unconditional respect for human rights not only within its own borders, but also on a global scale, when engaging in international affairs. In addition to observing human rights, however, the EU must also take into account all security considerations that are pertinent in guaranteeing the free movement of its citizens within the Member States.
