This article analyses the evolution of European rural regional economies and the Community's public regional policies, with a view to drawing lessons for other areas of the world, especially Latin America. After presenting relative size data for the EU regions based on population, territory, employment and income, the article analyses the key economic and social trends in these areas, together with the underlying explanatory factors. The main conclusion is that the economic development of the rural regions of the EU is much more due to the overall national economic development issues, than to rural development policies. Therefore, the way to achieve rural development is by means of a good overall economic development policy, and national policies are more determining than EU-wide policies in the overall economic development of the EU member states. The article finishes with a summary of the lessons to be learnt from EU rural development policy, which suggest the need for radical policy change based on a reduction in the agricultural component coupled with an increase in the territorial and environmental components. ; Este artículo analiza la evolución de la economía regional rural europea y las políticas regionales públicas comunitarias, con el fin de aportar lecciones a otras áreas del mundo, especialmente Latinoamérica. Después de presentar datos relativos al tamaño de población, territorio, empleo e ingresos de las regiones europeas, el artículo analiza las tendencias clave económicas y sociales de estas áreas, junto con los factores explicativos. La principal conclusión es que el desarrollo económico de las regiones rurales de la UE es mayor debido en mayor medida a el desarrollo económico nacional que a las políticas de desarrollo rural. Además, la vía para conseguir desarrollo rural es a través de buenas políticas de desarrollo económico generales. El artículo finaliza con un resume de los aspectos a aprender de la política de desarrollo rural de la UE, sugiriendo la necesidad de un cambio radical de esta basándose en la reducción del componente agrícola unido a un incremento de los componentes territoriales y ambientales.

In this article, we analyze the implementation of gender mainstreaming in the European Union (EU) through the study of 'resistance' to gender equality initiatives in EU research policy. Contributing to feminist institutionalist theories, we identify resistance to gender initiatives within the Directorate General Research and Innovation, showing that there have been obstacles to an effective implementation of gender mainstreaming in the European Commission's 6th Framework Programme (FP6). We argue that the encountered resistances reveal tensions between the European Commission's official mandate of mainstreaming gender equality into all policies and its actual implementation, which results in the 'filtering out' of transformative gender equality goals

The paper analyses the development of the EU energy policy since the beginning of the European integration and argues that the eastern enlargement and two gas crises in 2006 and 2009 have crucially impacted its evolution. Originally, the ES/EU dealt primarily with the formation and liberalisation of internal energy market, however after 2004 the focus has shifted towards issues of energy security and external energy relations in general. The paper uses the spillover concept to analyse the development of the EU energy policy. It argues that the development of internal energy market was caused by a spillover from internal market as such, while the progress in the area of energy policy after the eastern enlargement was an outcome of efforts to achieve energy security; efforts that resulted in further spillover effects in areas such as diversification, external energy relations or efficiency. The paper thus claims that common European energy policy in its internal and external dimensions started to evolve gradually after the Eastern enlargement.

The article reveals the importance of the legal institution in the urban planning structure in the Russian Federation, using the methods of content analysis and deductive and inductive approaches. In connection with the creation of a new public-legal entity for Russia, the federal territory "Sirius", a comparative analysis was carried out, as a result of which it is evident that the territories of the federal capital were identified as optimal in terms of the success of development, the economic achievement of which is due, among other things, to novel progress, generally based on the acquisition by the public authorities of the federal territory of special rights over parcels within federal territories. Considering that one of the objectives of the creation of the federal territory "Sirius" is a complex sustainable and innovative socioeconomic development of the territory and, in addition, with the factor of lack of legal certainty, the authors conclude that the need to use a new conceptual apparatus of elements of planning structure in the regulation of urban planning activities of the territory is justified. federal, which are defined and ascribed in the general regulatory system.
Este artículo analiza el desarrollo reciente de la política cultural en Malta en el contexto de la membresía de la Universidad de Malta en la red SEA-EU. The purpose of this article was to identify the characteristics of the development of Ukraine's social policy in the context of integration into EU standards. The historical method was used to perform analysis of documentary sources in the temporal context and to investigate the genesis of the introduction of social policy and trends towards its further development with Europe. The legal method was also used to investigate Ukrainian and EU legislation and its application in the social field, in order to investigate its gaps, as well as its influence on integration processes. By way of conclusion, it was determined that the processes of European integration and, more precisely, the adaptation of Ukrainian legislation to EU standards in the social field played an important role in the development of the country's social policy. At the same time, there were differences in terminological approaches to key categories of the legislative systems of Ukraine and the EU, as well as in separate areas of social policy.
