Rural development in the EU ; Desarrollo rural en la UE
This article analyses the evolution of European rural regional economies and the Community's public regional policies, with a view to drawing lessons for other areas of the world, especially Latin America. After presenting relative size data for the EU regions based on population, territory, employment and income, the article analyses the key economic and social trends in these areas, together with the underlying explanatory factors. The main conclusion is that the economic development of the rural regions of the EU is much more due to the overall national economic development issues, than to rural development policies. Therefore, the way to achieve rural development is by means of a good overall economic development policy, and national policies are more determining than EU-wide policies in the overall economic development of the EU member states. The article finishes with a summary of the lessons to be learnt from EU rural development policy, which suggest the need for radical policy change based on a reduction in the agricultural component coupled with an increase in the territorial and environmental components. ; Este artículo analiza la evolución de la economía regional rural europea y las políticas regionales públicas comunitarias, con el fin de aportar lecciones a otras áreas del mundo, especialmente Latinoamérica. Después de presentar datos relativos al tamaño de población, territorio, empleo e ingresos de las regiones europeas, el artículo analiza las tendencias clave económicas y sociales de estas áreas, junto con los factores explicativos. La principal conclusión es que el desarrollo económico de las regiones rurales de la UE es mayor debido en mayor medida a el desarrollo económico nacional que a las políticas de desarrollo rural. Además, la vía para conseguir desarrollo rural es a través de buenas políticas de desarrollo económico generales. El artículo finaliza con un resume de los aspectos a aprender de la política de desarrollo rural de la UE, sugiriendo la necesidad de un cambio radical de esta basándose en la reducción del componente agrícola unido a un incremento de los componentes territoriales y ambientales.

In this article, we analyze the implementation of gender mainstreaming in the European Union (EU) through the study of 'resistance' to gender equality initiatives in EU research policy. Contributing to feminist institutionalist theories, we identify resistance to gender initiatives within the Directorate General Research and Innovation, showing that there have been obstacles to an effective implementation of gender mainstreaming in the European Commission's 6th Framework Programme (FP6). We argue that the encountered resistances reveal tensions between the European Commission's official mandate of mainstreaming gender equality into all policies and its actual implementation, which results in the 'filtering out' of transformative gender equality goals

The article reveals the importance of the legal institution in the urban planning structure in the Russian Federation, using the methods of content analysis and deductive and inductive approaches. In connection with the creation of a new public-legal entity for Russia, the federal territory "Sirius", a comparative analysis was carried out, as a result of which it is evident that the territories of the federal capital were identified as optimal in terms of the success of development, the economic achievement of which is due, among other things, to novel progress, generally based on the acquisition by the public authorities of the federal territory of special rights over parcels within federal territories. Considering that one of the objectives of the creation of the federal territory "Sirius" is a complex sustainable and innovative socioeconomic development of the territory and, in addition, with the factor of lack of legal certainty, the authors conclude that the need to use a new conceptual apparatus of elements of planning structure in the regulation of urban planning activities of the territory is justified. federal, which are defined and ascribed in the general regulatory system.

Este artículo analiza el desarrollo reciente de la política cultural en Malta en el contexto de la membresía de la Universidad de Malta en la red SEA-EU. La parte introductoria de la narrativa se relaciona estrechamente con los preparativos para unirse a la Unión Europea en 2004 que incluyeron la creación de varias instituciones de gobernanza y financiación, las relacionadas con la Capital Europea de la Cultura en 2018 y el impacto de COVID-19 en la práctica cultural y comunidades creativas. Formation of Social Ukraine's Policy on the Principles of Social Governance in EU Countries

The purpose of this article was to identify the characteristics of the development of Ukraine's social policy in the context of integration into EU standards. The historical method was used to perform analysis of documentary sources in the temporal context and to investigate the genesis of the introduction of social policy and trends towards its further development with Europe. The legal method was also used to investigate Ukrainian and EU legislation and its application in the social field, in order to investigate its gaps, as well as its influence on integration processes. By way of conclusion, it was determined that the processes of European integration and, more precisely, the adaptation of Ukrainian legislation to EU standards in the social field played an important role in the development of the country's social policy. At the same time, there were differences in terminological approaches to key categories of the legislative systems of Ukraine and the EU, as well as in separate areas of social policy.
Costs and fairness of forest carbon sequestration in EU climate policy
Large emissions of greenhouse gases are expected to cause major environmental problems in the future. European policy makers have therefore declared that they aim to implement cost-efficient and fair policies to reduce carbon emissions. The purpose of this paper is to assess whether the cost of the EU policies for 2020 can be reduced through the inclusion of carbon sequestration as and abatement option while also equity is improved. The assessment is done by numerical calculations using a chance-constrained partial equilibrium model of the EU Emissions Trading Scheme and national effort-sharing targets, where forest sequestration is introduced as an uncertain abatement option. Fairness is evaluated by calculation of Gini-coefficients for six equity criteria to policy outcomes. The estimated Gini-coefficients range between 0.11 and 0.32 for the current policy, between 0.16 and 0.66 if sequestration is included and treated as certain, and between 0.19 and 0.38 when uncertainty about sequestration is taken into account and policy-makers wish to meet targets with at least 90 percent probability. The results show that fairness is reduced when sequestration is included and that the impact is larger when sequestration is treated as certain.

La cooperación al desarrollo española en la UE ; Spanish development cooperation in the EU
Este artículo presenta en perspectiva histórica la experiencia del autor como alto funcionario en la Comisión Europea a temas ligados a la cooperación al desarrollo de la Unión Europea, tema al cual el autor había previamente contribuido con experiencias y reflexiones provenientes de una trayectoria académica en la Universidad de Barcelona, pero también en organismos privados y públicos, tanto catalanes como españoles e internacionales. Se aborda en particular la contribución de los funcionarios españoles a la elaboración de una perspectiva de cooperación al desarrollo como un proceso interactivo entre sociedades y no exclusivamente entre Estados. El artículo concluye sobre la transformación y expansión de la cooperación al desarrollo europea desde una perspectiva de exportación de un modelo social de desarrollo a otro de orden más estrictamente mercantil y con un cambio paralelo desde una perspectiva intergubernamental a otra más supranacional. El artículo también expone el impacto directo de la integración europea sobre la institucionalización de la cooperación al desarrollo en España, demostrando que gran parte de esa relevancia está directamente ligada a la integración europea. ; In this article the author introduces in historical perspective his experience as former high civil servant of the European Commission in topics related to the Development Cooperation of the European Union. The author had previously worked in such topics both as scholar and practitioner in the University of Barcelona and in public and private institutions in Catalonia, Spain and international organisations. He deals in particular with the contribution made by Spanish civil servants to the creation of a new perspective on development cooperation as an interactive process between societies and not exclusively between states. The article concludes on the transformation and expansion of eu development cooperation from the promotion of social model of development to another more strictly based on economic values which also changed from inter-governmental to a more integrated supranational policy. The article also elaborates on the direct impact of European integration on the institutionalisation of Spanish Development Cooperation, as a clear example of a direct influence of participation of the country to European integration.
