The study investigates genesis of the European Union Social Policy and the changes in common social issue over the years. The European Union is not only economic and monetary integration, it is also unify the activities in the social areas. Integration endeavors are not only based on the European Union further enlargement to new members, but also are based on adoption of new regulations on social issues, with the need to enforce them by the Member States. EU regulations only of an economic nature, without social guidelines may lead to incomplete and unstable functioning of the European Union and Single European Market. Over the past decade, the process of European integration has intensified and included more issues and life areas, therefore the position of social policy has strengthen consistently. The increasing globalization and regionalization of economic and social life causes more important role for international institutions such as the European Union, in solving various social matters. European countries are more acutely affected by problems such as high unemployment, poverty, social exclusion and the progressive aging of the population. Consequently cooperation at EU level can lead to stop these processes and can find ways to eliminate the negative effects that appeared among the citizens of Europe.

In the first part the hypotheses resulting from three theories of integration of different range (liberal intergovernmentalism, fusion theory, and deliberative supranationalism) are presented. The second part consists of the verification of those hypotheses, based on an empirical study conducted by the Author in 2013 in the period between January and June. The survey included Polish officials attending the meetings of committees and was followed by interviews.The thesis of the article is based on the assumption that the majority of decisions of the Council and the Commission are actually made in apolitical preparatory bodies. Both "bargaining" and "problem solving" attitudes, representing both political and apolitical models of EU decision making, are present at this level. Theoretically, the most appropriate attitude is the combination of the liberal intergovernmentalism, the fusion theory, and the deliberative supranationalism. Those approaches can serve as general theories of integration and can be used to explain other elements of EU functioning.

International community has worked on the new development agenda since 2010. The new development agenda will replace the MDGs from 1 January 2016. EU activity in this area is coming clearly both from the organization's ambition, wanting to play the role of a "global player" and the importance of global development policy objectives for the EU's development cooperation. Not coincidentally, the European Union announced the 2015 European Year of Development (EYD). In the modern world the expansion of the semantic field of security takes place, which is the reason for the existence of a number of risks, with a very wide dimension. In addition to traditional natural hazards and existing threats to civilization, there is a new one that is closely related to the implementation of modern technologies, information systems, and communication systems. They are a sign of the times and an inevitable consequence of progress. At the same time society (especially informed civil society) requires more and more of their country, demanding ever higher levels of security and protection to enable its further development. Providing such protection requires considerable strengths and resources, and the intersectoral cooperation of public and private subjects. Developing international contacts and extensive cooperation in this dimension is necessary, but existing forms of security protection are limited to the territory of one state and cannot fulfill these tasks. The fight against terrorism is also a question of access to information about people traveling regularly or prolonging their stay in other states. In the face of these processes we should look for new solutions and undertake such activity, with a scale corresponding to the scale of risk. The cooperation of various entities – understood as combining expertise, manpower and resources – while engaging modern technology, seems to be most appropriate. ; We współczesnym świecie następuje stałe rozszerzanie się zakresu znaczeniowego bezpieczeństwa, czego powodem jest istnienie wielu zagrożeń, mających bardzo szeroki wymiar. Obok tradycyjnych zagrożeń naturalnych i dotychczasowych zagrożeń o charakterze cywilizacyjnym pojawiają się wciąż nowe, które mają ścisły związek z wdrażaniem nowoczesnych technologii, systemów informatycznych, systemów komunikacji. Są one znakiem czasu i nieuchronną konsekwencją postępu. Jednocześnie społeczeństwo (zwłaszcza informacyjne społeczeństwo obywatelskie) wymaga coraz więcej od swojego państwa, żąda coraz wyższego poziomu zabezpieczenia i ochrony, umożliwiającego mu dalszy rozwój. Zapewnienie takiej ochrony wymaga zaangażowania znacznych sił i środków oraz międzysektorowej współpracy podmiotów publicznych i prywatnych. Rozwijanie kontaktów międzynarodowych i szeroko zakrojonej współpracy w tym wymiarze powoduje, że dotychczasowe formy ochrony bezpieczeństwa ograniczone do terytorium jednego państwa przestają spełniać swoje zadania. Nie należy zapominać, że warunkiem ograniczania oddziaływania przedstawionych zagrożeń bezpieczeństwa jest reakcja na ich źródła. Walką z terroryzmem jest również kwestia dostępu do informacji o osobach podróżujących regularnie lub przedłużających pobyt w państwach. W obliczu tych procesów należy poszukiwać nowych rozwiązań i podejmować takie działania, których skala będzie odpowiadała skali zagrożeń. Współpraca różnych podmiotów – rozumiana jako łączenie wiedzy, sił i środków – przy jednoczesnym zaangażowaniu nowoczesnych technologii, wydaje się być najodpowiedniejsza.
The paper presents the implementation phases of EU funds illustrated by the example of Rural Development Programme for 2014–2020. The author emphasizes the role of authorities and institutions, both the European Union and member states which are responsible for programming EU funds for rural development. The paper indicates the most relevant events and documents necessary to organize financial support from the European Agricultural Fund for Rural Development in Poland. Furthermore, it focuses on the programming of EAFRD assistance in the form of the RDP, which is implemented in Poland in the form of a single programme, together with the presentation of the allocation of funds and their changes between the initial and the final programme. The analysis of the implementation of the RDP 2014–2020 is complemented by a management area in which the division of competencies between institutions is diversified. The article also highlights problems and negligence in the implementation of selected RDP actions, whose total budget in the financial perspective of 2014–2020 in Poland is 13.5 billion zlotys. ; Artykuł omawia etapy projektowania i wdrażania funduszy europejskich na przykładzie Programu Rozwoju Obszarów Wiejskich na lata 2014–2020. Przedstawia odpowiedzialne za programowanie środków na rozwój obszarów wiejskich organy i instytucje po stronie Unii Europejskiej, jak i państwa członkowskiego. Wskazuje na najważniejsze wydarzenia i dokumenty niezbędne do uruchomienia pomocy finansowej ze środków Europejskiego Funduszu Rolnego na rzecz Rozwoju Obszarów Wiejskich. Koncentruje się na programowaniu pomocy z EFRROW w postaci PROW, który w Polsce realizowany jest jako jednolity program, wraz z przedstawieniem alokacji środków oraz jej zmian pomiędzy wstępnym a finalnym projektem programu. Analiza wdrażania PROW 2014–2020 uzupełniona jest o obszar zarządzania, w którym podział kompetencji pomiędzy instytucjami i organami państwa jest zróżnicowany. Artykuł wskazuje również na problemy i zaniedbania we wdrażaniu wybranych działań PROW, którego całkowity budżet w perspektywie finansowej 2014–2020w Polsce wynosi 13,5mld PLN.
The article is an attempt to organize considerations of animal protection within the framework of the new EU development strategy. The European Green Deal is a comprehensive strategy to transform the EU into a modern resource-efficient and competitive economy, which takes into account all dimensions of sustainable development, including animal protection. Member States are required to develop and implement strategic plans approved by the European Commission to implement the new strategy. The article is of a scientific and research character. The author put forward research hypotheses and tried to prove them within the framework of the conducted analysis. First, the coronavirus crisis highlighted the importance of a robust and resilient food system and the interconnectedness of animal health, supply chains, and public health. Second, with sustainability as a cornerstone of the EU's functioning, undesirable interplay can also be observed with respect to biodiversity, climate change, and other environmental issues. Climate change can affect the emergence of new diseases, the prevalence of existing diseases and the geographical distribution of pathogens and vectors, including those that affect wildlife. Thirdly, in order to ensure high animal and public health standards and rational development of agriculture, legislative solutions at the EU level should be put in place which would contribute to the completion of the internal market and to preventing the spread of communicable diseases. This legislation should also ensure, as far as possible, that the existing animal health status of the EU is maintained and promoted. The results of the study are original and innovative, which makes them a valuable source of knowledge. ; Artykuł jest próbą uporządkowania rozważań dotyczących ochrony zwierząt w ramach nowej strategii rozwoju Unii Europejskiej (UE). Europejski Zielony Ład jest kompleksową strategią mającą na celu przekształcenie UE w nowoczesną zasobooszczędną i konkurencyjną gospodarkę, która uwzględnia wszystkie wymiary zrównoważonego rozwoju, w tym ochronę zwierząt. Państwa członkowskie zobowiązane zostały do opracowania oraz wdrożenia zatwierdzonych przez Komisję Europejską planów strategicznych, które będą umożliwiały realizacje nowej strategii. Artykuł ma charakter naukowo-badawczy. Autorka postawiła hipotezy badawcze i podjęła próbę ich udowodnienia w ramach prowadzonej analizy. Po pierwsze, kryzys związany z koronawirusem uwydatnił znaczenie solidnego i odpornego systemu żywnościowego oraz wzajemne powiązanie między zdrowiem zwierząt, łańcuchami dostaw a zdrowiem publicznym. Po drugie, w sytuacji gdy podstawą funkcjonowania UE ma być zrównoważony rozwój, można również zaobserwować niepożądane wzajemnie oddziałujące na siebie skutki w odniesieniu do bioróżnorodności, zmiany klimatu i innych kwestii związanych ze środowiskiem. Zmiana klimatu może wpływać na pojawianie się nowych chorób, częstość występowania chorób już istniejących oraz na rozmieszczenie geograficzne czynników chorobotwórczych i wektorów, w tym takich, które oddziałują na dziką faunę i florę. Po trzecie, w celu zapewnienia wysokich norm dotyczących zdrowia zwierząt i zdrowia publicznego oraz racjonalnego rozwoju rolnictwa należy wprowadzić rozwiązania prawne na poziomie UE, które mogą przyczynić się do urzeczywistnienia rynku wewnętrznego oraz do zapobiegania rozprzestrzenianiu się chorób zakaźnych. Przepisy te powinny również zapewniać, w możliwie największym stopniu, zachowanie istniejącego statusu zdrowotnego zwierząt w UE, a także wspieranie poprawy tego statusu. Wyniki przeprowadzonych badań mają charakter oryginalny i nowatorski, co powoduje, że stanowią cenne źródło wiedzy.

Celem artykułu było wykazanie, że polityka antyrasistowska UE w latach 2000–2020 uległa zmianie, a następnie zaprezentowanie, na czym owe zmiany polegały i jaki miały charakter. Materiał badawczy stanowiły 62 dokumenty głównych instytucji UE: Komisji, Rady, Parlamentu Europejskiego. Uzyskane rezultaty badań pokazują, że główne zmiany polegały na bardziej zniuansowanym podejściu do walki z rasizmem: dostrzeżeniu różnych grup dotkniętych rasizmem, różnych sposobów doświadczania rasizmu, nowych odmian rasizmu (ekspresywnego, środowiskowego), nowych jego źródeł (politycy i partie polityczne, sztuczna inteligencja). Spośród zmian dotyczących proponowanych środków należy wymienić kładzenie większego nacisku na środki zapewniające równość substancjalną. Odnotować też trzeba wzmocnienie ochrony ofiar rasizmu. Ponadto, nastąpiło zwiększenie liczby jednostek w ramach KE odpowiedzialnych za walkę z rasizmem, a także wzrost liczby zewnętrznych struktur, które wzmacniają możliwości KE w zakresie analizy prawnej i prowadzonych polityk. Odnośnie do sposobu prowadzenia polityki antyrasistowskiej zauważalne jest zwiększenie znaczenia tzw. nowego sposobu zarządzania. Zaobserwowane zmiany nie były radykalne, lecz następowały stopniowo. Miały charakter linearny, tzn. nie oznaczały zerwania z przeszłością. Polegały na przesunięciu akcentów oraz dołożeniu kolejnego elementu, a nie ich wymianie. W związku z tym rozwój polityki antyrasistowskiej UE można scharakteryzować jako szereg działań, które nie konkurują ze sobą, ale się uzupełniają, aby zrealizować określony z góry cel. ; The aim of the article was to show that the EU's anti-racism policy changed in the years 2000–2020, and then to present what these changes consisted of and what their nature was. The research material consisted of 62 documents of the main EU institutions: the Commission, the Council, and the European Parliament. The obtained research results show that the main changes consisted in a more nuanced approach to the fight against racism: noticing different groups affected by racism, different ways of experiencing racism, new types of racism (expressive, environmental), new sources (politicians and political parties, artificial intelligence). Among the changes to the proposed measures, one should mention the greater emphasis on measures ensuring substantive equality. It should also be noted that the protection of victims of racism has been strengthened. In addition, there has been an increase in the number of units within the European Commission responsible for combating racism, as well as an increase in the number of external structures that strengthen the capabilities of the European Commission in the field of legal analysis and policies. With regard to the manner of conducting anti-racist policy, the importance of the so-called a new governance. The observed changes were not radical but occurred gradually. They were linear, i.e. they did not signify a break with the past. They consisted in shifting the accents and adding another element, not replacing them. Accordingly, the development of the EU's anti-racist policy can be characterized as a series of activities that do not compete with each other, but complement each other in order to achieve a predetermined goal.
The aim of the article is to present the extent to which the interests of the EU Member States influence the policy of the European Union in the Mediterranean region. First of all, will be analyzed the conception, implementation and effectiveness of Mediterranean policy towards the Arab Spring. In addition, it will attempt to answer the question, are these interests opposed to EU-policy or converge (and in which areas). Implemented since 1995, the EU policy in the Mediterranean region is part of the paradigm idealistic. But the interests of member states reflect the realistic paradigm and contribute to block some of the assumptions of EU policy, giving it a purely declarative character. Due to the existing differences of interests between EU Member States, the European Union as an entity is unable to take effective and coherent action towards the region of North Africa and the Middle East. The EU could be the impact of the three countries advantage – France, Britain and Germany, with the increasing role of the last one. ; Celem artykułu jest wykazanie, w jak dużym stopniu interesy państw członkowskich wpływają na politykę Unii Europejskiej w regionie śródziemnomorskim. Przede wszystkim na jej koncepcję, implementację i efektywność. Arabska wiosna stała się swoistym testem dla Unii Europejskiej i efektywnooeci jej działań na arenie międzynarodowej. Wydarzenia te, w kontekście unijnej polityki zagranicznej, unaoczniły dwie kwestie: po pierwsze, że ze względu na istniejące różnice interesów między unijnymi państwami członkowskimi, Unia Europejska jako podmiot nie jest w stanie podjąć efektywnych, spójnych działań wobec regionu Afryki Północnej i Bliskiego Wschodu, a po drugie, że w UE kształtuje się przewaga wpływu trzech państw – Francji,Wielkiej Brytanii i Niemiec, z wzrastającą rolą tego ostatniego. Interesy państw członkowskich będące odzwierciedleniem paradygmatu realistycznego przyczyniają się do blokowania niektórych założeń unijnej polityki, nadając jej charakter wyłącznie deklaratywny.

The article concerns German discussions and plans regarding the future of the European Union and its international role. The fi rst part discusses confl icts or diff erences that burden relations between EU Member States regarding refugee policy, energy policy, the euro currency and arms policy. In addition, phenomena and processes such as nationalism and populism, Brexit and separatism are emphasized. Then the global changes are presented with which the European Union is confronted: the end of Eurocentrism, the US exit from the INF treaty, the future of the nuclear agreement with Iran and the US trade war with China. The rest of the article presents briefl y reactions in Germany, which fall into the mainstream of opinion formation, as well as concepts to overcome crises and shape the role of the European Union: democratization of the EU, the EU as a social union and a new policy of relaxation. ; Artykuł dotyczy niemieckich dyskusji i planów odnośnie przyszłości Unii Europejskiej i jej roli międzynarodowej. W pierwszej części omawiane są konfl ikty względnie różnice, które obciążają stosunki między państwami członkowskimi UE, tyczące się polityki uchodźczej, polityki energetycznej, waluty euro i polityki zbrojeniowej. Ponadto akcentowane są takie zjawiska i procesy, jak nacjonalizm i populizm, Brexit i separatyzm. Następnie prezentowane są globalne zmiany, z którymi konfrontowana jest Unia Europejska: koniec eurocentryzmu, wyjście USA z traktatu INF, przyszłość porozumienia atomowego z Iranem i wojna handlowa USA z Chinami. W dalszej części artykułu przedstawiono pokrótce reakcje w Niemczech, które mieszczą się w głównym nurcie kształtowania opinii, jak również koncepcje pozwalające przezwyciężyć kryzysy i kształtować rolę Unii Europejskiej: demokratyzacja UE, UE jako unia społeczna i nowa polityka odprężania.
One of the imperative priorities of the European Union countries is the pursuit of the strategy of the social-economic development in the respect of the natural environment. The implementation of the strategy which is defined like that can be named the policy of sustainable development. It results directly from the concept of sustainable development. The aim of the considerations is notonly to identify the chances and challenges, but the justification that both intheory and especially inthe practice of life of societies, it is unjustified at present to analyse separately processes of economic, social and environmental development. These three developmental elements should be investigated altogether, because they are closely conditioned and linked toeach other. The comprehensive conceptualization of the development should also include spatial and regional factors. ; Jednym znadrzędnych priorytetów krajów Unii Europejskiej jest realizacja strategii rozwoju społeczno-gospodarczego wwarunkach poszanowania środowiska naturalnego. Realizację tak określonej strategii możemy nazwać polityką zrównoważonego rozwoju. Wynika tobezpośrednio ztreści pojęcia zrównoważony rozwój. Celem rozważań prowadzonych przez autorkę jest nie tylko zidentyfikowanie szans izagrożeń, ale także uzasadnienie, że zarówno wteorii, jak izwłaszcza wpraktyce życia społeczeństw bezpodstawne jest obecnie odrębne analizowanie przebiegu rozwoju gospodarczego, społecznego iśrodowiskowego. Te trzy elementy rozwojowe powinno się rozpatrywać łącznie, ponieważ sąone ściśle wzajemnie uwarunkowane. Kompleksowe ujęcie rozwoju powinno zawierać także czynniki przestrzenne iregionalne.
