This paper examines the role and importance of the territorial dimension of EU Cohesion Policy, during its five programming phases (1989‑2020), by relating this implementation process with several territorial elements, and by assessing their constant changes, namely in three main components and related elements: (i) the 'policy strategy' designed to include an integrated territorial perspective; (ii) the 'policy impacts' in territorial development and territorial cohesion, together with the use of territorial impact assessment procedures; and (iii) the focus on one or several 'territorial scales', specifically through the support to multilevel‑governance, territorial cooperation, and place‑based strategies. Paradoxically, despite the continuous attempts to detach EU Cohesion Policy from its initial goals of promoting a more cohesive Europe into a more neoliberalist paradigm type of 'investment Policy', our analysis showed that the territorial dimension is still very much anchored with this Policy, and even gaining importance in several territorial related elements, such as the support to territorial cooperation and governance processes, and the use of territorial impact assessment procedures.
O artigo situa a questão da saúde no contexto do desenvolvimento nacional e da política industrial. Tomou-se a idéia de corte estruturalista, marxista e schumpeteriano, onde a indústria e as inovações constituem os elementos determinantes do dinamismo das economias capitalistas e de sua posição relativa na economia mundial. Todos os países que se desenvolveram e passaram a competir em melhores condições com os países avançados associaram uma indústria forte com uma base endógena de conhecimento, de aprendizado e de inovação. Todavia, na área da saúde essa visão é problemática, uma vez que os interesses empresariais se movem pela lógica econômica do lucro e não para o atendimento das necessidades da saúde. A noção de complexo industrial da saúde constitui uma tentativa e fornecer um referencial teórico que permita articular duas lógicas distintas: a sanitária e a do desenvolvimento econômico. O trabalho procurou mostrar, com base em dados de comércio exterior, como a desconsideração da lógica do desenvolvimento nas políticas de saúde levou a uma situação de vulnerabilidade econômica do setor que pode limitar os objetivos de universalidade, eqüidade e integralidade. Nesse contexto, propõe-se uma ruptura cognitiva e política com as visões antagônicas que colocam, de um lado, as necessidades da saúde e, de outro, da indústria. Um país que pretende chegar a uma condição de desenvolvimento e de independência requer, ao mesmo tempo, indústrias fortes e inovadoras, e um sistema de saúde inclusivo e universal. ; This paper puts health questions within the context of national development and industrial policy. It follows the idea of structuralist, Marxist and Schumpeterian approaches, in which industry and innovations form determining factors for the dynamism in capitalist economies and relative positions within the world economy. All countries that have developed and started to compete under better conditions with advanced countries have had an association between strong industry and an endogenous knowledge, learning and innovation base. However, in the field of health, this vision presents problems because business interests move according to the economic logic of profit rather than to meet health needs. The notion of the health-industrial complex is an attempt to provide a theoretical reference that enables linkage between two distinct types of logic: health and economic development. This study has sought to show, on the basis of foreign trade data, how disregard for the logic of health policy development has led to a situation of economic vulnerability in this sector, which may limit the objectives of universality, equality and comprehensiveness. Within this context, a cognitive and political break with these antagonistic visions that put health needs on one side and industrial needs on the other is proposed. A country that aims to reach a condition of development and independence requires strong innovative industries and an inclusive and universal health system, at the same time.

In order to accomplish these objectives of Africa's Agenda 2063, a ten-year implementation plan was developed. The aim of this article is to identify the priorities of research on culture in the early 21st century within the framework of the European Union (EU). In order to do so, we have extracted the priorities of European programmes and public policy from the main political documents dealing with culture. The EU's funding opportunities have then been identified by analysing the European programmes which provide funds for research on culture and some examples of projects which are already being funded by the EU are also provided. The analysis of both kinds of bibliographic sources makes it possible to deduce what challenges researchers face in the field of culture in the EU. The results of this compared analysis show that new thematic areas form fields of culture in which there are some research niches. Although this article will focus on these new thematic areas, the analysis shows that internalisation and networking, as well as knowledge transfer, are also among the main research priorities according to the main political documents. Consequently, research projects tackling these issues are expected to become of key importance for researchers and will be more likely to find funding through EU programmes in the coming years. ; O objetivo deste artigo é identificar quais são as prioridades da pesquisa sobre a cultura no início do século XXI, no âmbito da União Europeia. Para conseguir isto, as prioridades dos programas Europeus e as políticas públicas são extraídas dos principais documentos políticos relacionados com a cultura. São analisados os programas europeus que financiam projetos culturais e também são fornecidos alguns exemplos de projetos já financiados. The aim of the article is to present, based on theoretical studies of integration, the evolution of this process in Latin America and, most recently, in South America. Based on these studies, the goal is to analyze the role played by Brazil in the process, which defines as priorities of its foreign policy a regional and global framework for its international action that is based on both cooperation and power projection.The research has been conducted based on theories of integration, an historical background on Latin American integration and in Brazilian foreign policy, through its contemporary agenda. The answer was based on a comparative agenda and in a bibliographical critical analysis of the research material.The main findings of the paper point out that Latin American integration has specific features linked to the economic, political and stragetic realities of the continent that show the limitations of some theories applied to the European process, also that it depends on Brazilian foreign policy actions, that still sees the region as instrumental to its interests. So, Brazil sometimes fail to fulfill some requisites of integration that are essential to sustain its projects. Therefore, there is a cycle of enlargement and deepening of regional integration process in this political space that point out to the need of a more sustained compromise of Brazilian foreign policy towards these projects. If Brazil continues not to sustain these projects, they will lose momentum and significance once more, increasing power asymmetries in the region.
Introduction: vulnerability in child development can defined as the chance or opportunity to the child to suffer losses or delays in their development due to the influence of individual, social, and programmatic factors, which constitute adverse situations. Objective: to characterize the programmatic dimension of vulnerability in child development, according to the nurse at the Family Health Strategy Program. Methods: a qualitative exploratory study, conducted with nurses from units with the Family Health Strategy, in a city of the southern region of Brazil. Data collected by semi-structured interviews and analyzed according to the dialect hermeneutic and analytic matrix of the vulnerability of children in adverse situations for their development. Results: participants were 39 nurses, one from each health unit, who described budgetary, institutional, administrative and care factors that influence the process of health care and relate to the promotion of child development. Even acknowledging improvements in the current scenario of healthcare, they classified such factors as insufficient. Thus, the categories Fragilities in political-programmatic scenario and Gaps in the programmatic-assistance implementation, explain the vulnerability of the child health care in programmatic dimension, which characterizes a potentially injurious situation to the development. Conclusion: The nurses understand that the programmatic dimension of health care shows up as a significant cause of vulnerability in the development of the child.
O artigo enfoca, pela óptica do direito econômico, as influências das políticas econômicas privadas (basicamente do capital transnacional) e dos entes internacionais sobre as políticas econômicas públicas, especialmente as realizadas pelos Estados em desenvolvimento. Enfatiza a mutação do neoliberalismo de regulamentação para o de regulação como exigência dos poderes econômicos privados, identificando entre os seus resultados o enfraquecimento do Estado e a descrença na democracia. This paper investigates the area of monitoring and evaluation of public policies from a conceptual approach and an interpretation of its institutional development in Brazil. Therefore, we build critical analyzes from the legal and sociopolitical perspectives. Specifically, we define and discuss the political functions of monitoring and evaluation, discuss the emergence and constitution of evaluation systems in Latin America and Brazil, and reflect on the importance of evaluation in the Brazilian legal system, as well as on recent advances in Legislative Power. As main conclusions, we understand that the political use of public policy evaluation works assumes a reallocation function, that there have been institutional advances in the area, but that there are still limitations in relation to the scope of evaluative works.
The production of biofuels is strongly supported all over the world as a renewable energy source for reducing dependence on the unstable oil market. Bioethanol, the main biofuel produced in the world, is widely used to power vehicles in both the USA and Brazil, but concerns exist in both places regarding its sustainability. In Brazil, it is produced from a by product of the sugar cane industry, while in the USA it is manufactured from food crops. The production of biogas and biodiesel is growing rapidly, but neither has outpaced the production of bioethanol. The European Union (EU) is greatly interested in this issue, and in 2011 adopted an extensive strategy to reduce carbon dioxide emissions related to transport by 60% by the year 2050. In order to achieve this result, the current European transportation system must be transformed. This ambitious goal will require the implementation of complex measures including the reduction of fossil fuels in favor of renewable fuels. This program has various options regarding the development of biofuels (e. g., biogas, bioethanol and biodiesel) and their related technologies, which are still on trial (mainly regarding the bioethanol production), and must also analyze their sustainability from a social and economic standpoint. The paper discusses the use of biofuels for transport in the European setting, and shows that their sustainability may result in relevant negative social effects due mainly to the use of land for energy crops (e.g., change of food price and world food shortage). ; A produção de biocombustíveis é fortemente reconhecida em todo o mundo como uma fonte de energia renovável para reduzir a dependência do mercado instável do petróleo. Bioetanol, o principal biocombustível produzido no mundo, é largamente utilizado para a mobilidade no Brasil, e também nos EUA, mas com diferenças de sustentabilidade, porque no Brasil ele é produzido a partir de um subproduto da indústria de cana-de-açúcar, enquanto nos EUA é fabricado com culturas alimentares. Biogás e biodiesel estão crescendo rapidamente, mesmo que em um nível muito menor do que o bioetanol. A União Europeia (UE) observa este assunto com grande interesse e, há dois anos, adoptou uma ampla estratégia para reduzir em 60% as emissões de dióxido de carbono no setor de transporte, até o ano 2050. A fim de alcançar esse resultado, será necessária a transformação do atual sistema europeu de transportes. A ambiciosa meta implicará em medidas complexas, incluindo a limitação do uso de combustíveis fósseis em favor de combustíveis renováveis. Este programa abre várias possibilidades de desenvolvimento dos biocombustíveis (ou seja, biogás, bioetanol e biodiesel). Para concretizar este avanço, é preciso se desenvolver tecnologias de nova geração em fase de experimentação (principalmente para a produção de bioetanol a partir de resíduos florestais), bem como a análise da sustentabilidade econômica e social desta nova fonte de combustível. Introduction The government has an important role in ensuring the right to health by providing sustainable and quality health care, and ensuring the universality and equity of access, values that may be in question due to lack of resources. Development The health spending worsened over the years, so it became necessary to take steps towards cost containment and establishment of priorities. In Portugal the severe economic crisis imposed that these measures were implemented in a short time. Conclusions Its implementation contributed favourably to a more efficient management of available resources, and resulted in a more difficult access to health care and medicines. ; Introdução O Estado tem um papel relevante na garantia do direito à saúde, proporcionando cuidados de saúde sustentáveis e de qualidade, e garantindo a universalidade e a equidade de acesso, valores que podem estar em causa devido à escassez de recursos. Desenvolvimento As despesas em saúde têm-se agravado ao longo dos anos, pelo que se tornou necessário tomar medidas no sentido da contenção dos custos e do estabelecimento de prioridades. A grave crise económica que se tem vivido em Portugal impôs que essas medidas fossem executadas num curto espaço de tempo. Conclusões A implementação de medidas de controlo de custos, contribuiu de forma favorável para uma mais eficiente gestão dos recursos disponíveis, e teve como consequência um mais difícil acesso aos cuidados de saúde e aos medicamentos.

(En) ; Secondary forests developing on agricultural land after it is abandoned, or as the fallow period in systems of subsistence agriculture, are an increasingly important component of the forest resources of the tropics. They fix and store carbon and may contribute to the alleviation of global warming, they are refuges for biodiversity in agricultural landscapes, and they are low-cost sources of a tremendous variety of forest products. The final years of the 20th century represent an opportune time to bring together researchers concerned with biological, ecological, social/organizational, financial/economic and political aspects of secondary forests and their management, to share their experiences and opinions concerning secondary tropical forests and to contribute to the development of a forward-looking, cross-disciplinary research agenda. The conference had the following objectives: 1) to summarize the state of knowledge of tropical secondary forests from the standpoint of the ecological, social and political sciences. 2) to report the most recent results of research on secondary forests from all relevant disciplines.
O presente texto, partindo do pressuposto de que a opção pela integração europeia e a opção de participação de Portugal na construção europeia se afiguram ainda válidas, aborda a questão "para onde vamos (agora)" com base em três aspetos atuais e relevantes para a sobrevivência da UE, e que respeitam, por um lado, à relação entre a UE e as relações internacionais e, por outro, às relações entre a ordem jurídica da UE e as ordens jurídicas dos Estados-Membros, e, em particular, portuguesa: i) a nova Estratégia Global para a Política Externa e de Segurança da União Europeia; ii) o novo quadro jurídico de garantia dos valores fundamentais da União, em especial do Estado de Direito, e a sua recente aplicação a um Estado-Membro; e, ainda, iii) a aplicação do procedimento especial por défices excessivos no caso português, que culminou com a aplicação de sanções "zero". Serão enunciadas algumas questões relacionadas com tais tópicos e com a interrogação sobre a tendência de "centralização" da União que aqueles tópicos permitem ilustrar. ; The present text, assuming that the option of carrying on the European integration project, as well the option of Portugal to take part in it, are still fully valid, addresses the question "where are going (now)"on the basis of three actual and relevant issues regarding the survival of the EU which concern both the relationship between the EU and International Relations and the relationship between EU legal order and national legal orders, in particular the Portuguese legal order: the new Global Strategy for the EU's Foreign and Security Policy, the new legal framework to protect EU's fundamental values, especially the rule of law, and its recent application to a member State, as well as the functioning of the special procedure on excessive budgetary deficit which led to the application of "zero"sanctions to Portugal – enouncing some questions related to such topics as well as with the interrogation on the trend towards a "centralization" at the EU level that such topics may illustrate.
The main objective of this work is to analyze how the Brazilian Supreme Audit Institution (Tribunal de Contas da União - TCU) has been acting in the policy making of the federal public administration. It seeks to highlight that in addition to the classic functions of a court of accounts that oversees governmental acts, there has been an expansion of performance aimed at evaluating the performance and implementation of public programs and policies. The text highlights that there are several factors that affect this change in trajectory that gives the Court's operational audits a prominent place alongside those that are more focused on the analysis of legal and formal compliance. The international literature highlights that changes in the roles of the courts of accounts have been deepening in several countries. A second group of factors considers the so-called "good practices": experiences of countries taken as examples (especially the United States and England) and international organizations that disseminate ways of acting (Organisation for Economic Co-operation and Development - OECD, International Organization of Supreme Audit Institutions - Intosai, United Nations - UN and World Bank). The research analyzes the Court's organizational structure, such as salaries and schooling of civil servants, in which it finds that both are higher than the average for the Executive, Legislative and Judiciary branches. The investigation examines how the official documents of the TCU appropriate the international debate, and the support on the Federal Constitution, which underlies the expansionism of its actions. This debate upholds the analysis of three empirical evidence capable of discussing this argument. Initially, backed on audit database created after a search on the court's website. Operational audits were identified that, since 2005, have been expanding TCU's performance in several public policies. Also were analyzed the Inspection Reports on Government Policies and Programs and Systemic Inspection Reports. Since 2005, there has been a significant expansion of audits aimed at evaluating public policies. In order to thicken the research, interviews were carried out with six TCU external control departments, aiming to present how this kind of acting is institutionally justified. The comparison with the literature, the document analysis that underlies this form of action, the alignment with the international "epistemic community" and the features of its organizational structure allow us to understand how external control justifies and validates its activities into the policy making of public administration. The conclusions summarize this process within the scope of public management and its managerial and political effects. Research agendas are suggested seeking to increase this incipient field of study in the areas of public administration and political science in Brazil.
