ABSTRACTMost academic studies on the process of European integration do not pay much attention tothe international system and its requirements. The process of European integration is usuallyanalyzed as being a consequence of internal dynamics. However, European integration is notsolely dependent on internal dynamics. The external dynamics should also be emphasized asindependent variables. This thesis aims to look at the picture from the perspective of the solehegemonic power, the United States (US), and analyze Turkey's accession to the EU fromthat perspective. Washington conceives the continent of Europe as a springboard to Eurasia,center of the world according to many geo-politics theories. Moreover, Washingtonconsidered European enlargement, a means of wide spreading western values of democracyand liberalism to these regions. Washington's relationship with Turkey has always beenfounded on strategic considerations. Turkey is a pivotal state in the region. Moreover, Turkeyhas had western orientation since the early days of its foundation. It has been endeavoring tobecome a member of the European club. Thus, Turkey has the potential to inspire itsneighboring regions and influence them to orient toward western institutions and values. Insum, anchoring Turkey to western institutions is the main reason for Washington's support forTurkey's accession to the EU. Washington's view of the EU enlargement as a duty ofEuropeans in order to share their burdens in transatlantic cooperation overlaps with theWashington's vision of Turkey's accession to the EU.

AB'nin en önemli kurumsal yeniliklerden biri AB ajanslarının kurulmasıdır. AB ajansları, AB kurumlarından ayrı, ulus-üstü nitelikte, tüzel kişiliğe sahip belli düzeyde örgütsel ve mali özerkliği olan kamu otoriteleridir. AB ajanslarının üstlendikleri görevler gerçekte AB ve üye devletler tarafından yerine getirilen görevlerdir. AB ve üye devletlerin birtakım düzenleyici, izleme ve koordinasyon görevlerini AB ajanslarına devretmesiyle birlikte AB ajansları, AB mevzuatının uygulanmasında ve Avrupa politika sektörlerinin düzenlenmesinde önemli görevler üstlenmişlerdir. Genellikle doğrudan AB vatandaşlarını etkileyen alanlarda faaliyet gösteren ve Avrupa'yı vatandaşlarına yakın kılma anlayışıyla AB'nin her yerine dağılmış durumda olan bu ajanslar; ticari markaların tescili; uyuşturucu bağımlılığı; iş sağlığı ve güvenliği; gıda ve hava güvenliği; ilaçlar; çevre; kimyasallar; telekomünikasyon; hastalık önleme; sınır kontrolü; savunma vb. çeşitli politika alanlarında bir dizi görevi yerine getirmektedir. AB ajanslarının hızla artan sayıları AB'de yürütme gücünün yeniden yapılandırılması anlamına gelirken, bu da politika oluşturma ve tüm AB kurumsal yapısında etkili olacak yeni aktörlerin ortaya çıkması demektir. AB'de ajans oluşturmanın politik ve kurumsal gerekçelerinin ele alındığı bu çalışmada, AB'de kurulan 36 AB ajansı incelenmiş; AB ajanslarının politikaların entegrasyonu, ulus-üstü yapının güçlendirilmesi ve AB'nin meşruiyetinin arttırılmasının bir gereği olduğu ifade edilmiştir.

In the last decade, Russian foreign policy which is directed by energy sources has become active. This situation has created significan timplications on energy policy of European Union in response to growing consumption and import dependency. The study, which aims to analyze the energy policy of the Russian Federation and its relations with the European Union, examines the energy sector of the Russian Federation, and finally examines the energy relations between Russia and the EU. The Russian Federation examines the crisis between Ukraine. The Europe and Russian Federation is investigating sanctions in the energy sector by Europe and the United States because of the Russian facing the Ukraine crisis. Analysis of positive and negative aspects of sanctions was given. Was given analysis of energy projects that played a major role for the EU. The importance of Turkey in energy projects was given as well ; Son on yılda enerji kaynaklarının kullanılmasıyla Rus dış politikası aktif hale gelmiştir. Bu durum, Avrupa Birliği'nin hızla artan tüketimi ve ithalat bağımlılığına karşılık oluşturmaya çalıştığı enerji politikası üzerinde önemli etkiler yaratmıştır. Rusya Federasyonu'nun enerji politikası ve Avrupa Birliği ile enerji alanında yürüttüğü ilişkilerin analizini amaçlayan bu çalışmada; Rusya Federasyonu'nun enerji sektörü, Rusya Federasyonu ve AB arasındaki enerji ilişkileri ile Rusya Federasyonu ve Ukrayna arasındaki kriz nedeniyle Avrupa ve Amerika tarafından uygulanan enerji sektöründeki yaptırımlar incelenmektedir. Yaptırımların olumlu ve olumsuz yönlerinin analizi yapılmıştır. AB için önemli bir konu olan enerji projelerininde araştırılması sağlanmıştır. Enerji sektöründe Rusya‐AB arasındaki projelerde Türkiye Cumhuriyeti'nin önemi ve etkisi de incelenmiştir.

NATO's supremacy in the security and defence structures of the Euro-Atlantic region during the Cold War era has prevented the development of a self-sustained European security mechanism. With the end of the Cold War specifically with the St. Malo Summit in 1998 which was a breakthrough in the advancement of the Common Security and Defence Policy the NATO-EU relationship became pronounced. Since then opportunities for and difficulties of collaboration have both defined this inter-institutional relationship between NATO and the EU. Despite a series of arrangements for strengthening the institutional framework of NATO-EU relations as well as the Berlin-plus agreements the argument of an effective cooperation between two organizations would be misguided. Particularly discrimination against the non-EU NATO allies as well as the existence of challenges such as decoupling and duplication are hampering progress in NATO-EU relations. This article aims at shedding a light on the limited cooperation between these two organizations by focusing on the current challenges.

Gümrük Birliği, taraflar arasındaki ticarette gümrük vergileri, eş etkili vergiler ve miktar kısıtlamalarıyla, her türlü eş etkili tedbirin kaldırıldığı ve birlik dışında kalan üçüncü ülkelere yönelik olarak da, ortak gümrük tarifesinin uygulandığı bir ekonomik entegrasyon modelidir. Bu çerçevede, taraflarca ortak ticaret politikaları ve ortak rekabet kurallarının geliştirilmesi ve uygulanması gerekmektedir. Serbest Ticaret Anlaşmaları'nda (STA) ise ortak ticaret politikaları ve ortak rekabet kuralları uygulama zorunluluğu bulunmadığı gibi, taraflar üçüncü ülkelere karşı kendi gümrük tarifelerini uygulamaktadırlar. Gümrük Birliği anlaşmasının gereği olarak Avrupa Birliği'nin (AB) üçüncü bir ülke ile STA yapmasından sonra Türkiye'nin de aynı ülke ile bir STA yapması arasında geçen zaman süresince Türkiye aleyhine rekabet koşulları oluşması ayrıca Türkiye'nin STA yapmada AB'yi izleme politikası uygulamasından kaynaklı diğer sorunlar nedeniyle bu çalışmada; Türkiye ile AB arasında tesis edilen Gümrük Birliği'nin STA'ya dönüşmesi gerekip gerekmediği irdelenmiştir. ; The Customs Union is an economic integration model in which customs duties, effective taxes, quantitative restrictions and all measures having equivalent effect are removed in trade between the parties and the common customs tariff is applied to third countries outside the union.In this context, the common commercial policies and common competition rules by the parties need to be developed and implemented.In Free Trade Agreements (FTA), the parties are not obliged to implement common trade policies and common competition rules and the parties apply their own tariffs against third countries. As a requirement of the Customs Union agreement after theEuropean Union(EU) has made the FTA with a third country;the time elapsed between Turkey and the same country as making the FTA,competitive conditions occurs against Turkey andother problems sourced from the implementation EU following policy in Turkey's FTA execution.In this study; the Customs Union's signed by Turkey and the EU, it was discussed whether it should turn into a FTA.

AB vize politikası 1957 tarihli Kişilerin Serbest Dolaşımına ilişkin Anlaşma çerçevesinde Avrupa Konseyi üyesi ülkeler arasında visesiz seyahatin gerçekleşmesi ile başlamıştır. AB vize politikasının gelişimi ise Schengen Anlaşması, vize taşıması gereken üçüncü ülke vatandaşlarına ilişkin Avrupa Konseyi'nin 539/2001 Sayılı Vize Tüzüğü ve Avrupa Konseyi'nin 1683/95 Sayılı Tek Tip Vize Tüzüğü ile olmuştur. AB vize politikası ortak bir vize (Schengen Vizesi) uygulaması ile de entegrasyon seviyesine ulaşmıştır. Avrupa Konseyi bünyesinde oluşan 1957 tarihli Kişilerin Serbest Dolaşımına ilişkin Anlaşmaya Türkiye de taraftı. Hem Türkiye hem de Avrupa Topluluğu üyesi ülkeler 1957 tarihli Kişilerin Serbest Dolaşımına ilişkin Avrupa Konseyi Anlaşmasına taraf olduğundan, söz konusu Anlaşma çerçevesinde vizesiz seyahat uygulaması her iki tarafın vatandaşları için de geçerliydi. Bu bağlamda, 1980 tarihine kadar Türkiye ve AB arasında kişilerin serbest dolaşımı bulunmaktaydı. Buna karşın AB üyesi ülkeler söz konusu Anlaşmayı Türkiye'ye yönelik askıya alarak Türk vatandaşlarına karşı vize uygulamaya başlamışlardır. Bu bağlamda çalışmada Türk vatandaşlarının vizesiz seyahate ilişkin ortaklık hukukundan kaynaklanan hakları ele alınmakta ve AB'nin Türk vatandaşlarına yönelik uygulamalarının ortaklık hukukuna aykırı olduğu savunulmaktadır. Bununla birlikte, çalımada vize konusu üzerinden Türkiye-AB ilişkileri ele alınarak AB'nin olumsuz tutumunun Türkiye'nin üyelik sürecine etkisi sorgulanmaktadır. Bu anlamda çalışmada, AB'nin olumsuz tutumuna karşı Türkiye'nin tercih edebileceği alternatif politika önerileri değerlendirilmektedir. ; European Union's visa policy started with abolution of visa requirements between the member states of the Council of Europe within the framework of the Council of Europe Agreement on Free Movement of Persons in 1957. The development of the European Union's visa policy has been with Council Regulation (EC) No 1683/95 of laying down a uniform format for visas, Council Regulation (EC) No 539/2001 of listing the third countries whose nationals must be in possession of visas and Schengen Agreement. In addition to this, European Union's visa policy with a common visa (Schengen Visa) has reached the level of integration. Turkey also was bound to the Council of Europe Agreement in 1957 governing Free Movement of Persons between Member States of the Council of Europe. Because both Turkey and the member states of European Community were parties to the Council of Europe Agreement on Free Movement of Persons in 1957, visa free travel application within the framework the agreement was valid for nationals of each sides. In this context, there was free movement of persons between Turkey and the EU until 1980. However the member states of European Union suspended the application of the agreement with regard to nationals of Turkey. In this context, in the study are examined the rights of Turkish nationals arising from Additional Protocol providing rules on the implementation of the Ankara Agreement relating to visa-free travel and are argued that EU's practices against Turkish nationals are contrary to association law. In addition to this, in the study are examined EU and Turkey relations relating to visa issues and are questioned to effect on Turkey's EU accession negotiations of the EU's negative attitude. In the study are evaluated the alternative policy recommendations Turkey might prefer against the EU's negative attitude.

Sovyetler Birliği'nin çöküşü ve Soğuk Savaş'ın sona ermesi üzerine dünya siyasetinde tek süper güç olarak kalan Amerika Birleşik Devletleri değişen şartları esas alan yeni kavramlar ve politikalar ortaya atmıştır. Bir tek siyasal otorite altında birleşme sürecinde olan ve uluslararası sistemde daha merkezî bir rol oynamayı isteyen Avrupa ülkeleri kendilerini eskiden beri müttefikleri olan ABD ile rekabet eder durumda bulmuştur. Orta Doğu, ABD ile AB arasında rekabete sahne olan en önemli alanlardan biridir. Bölgedeki önemli güçlerden biri ve AB üyeliğine aday ülke olarak Türkiye bu rekabetten önemli ölçüde etkilenmektedir. Bu makalede savunulan görüş Türkiye'nin iki tarafı da reddetmeme siyaseti gütmesi gerektiğidir. Ancak, Türkiye'nin geleceği geniş çapta AB ile "karşılıklı bağımlılığa" yani dayanışmaya dayandığı ve Türkiye'nin ulusal çıkarları AB ülkelerinin çıkarlarıyla büyük çapta örtüştüğü için Türkiye, ABD ile ikili ilişkilerden ziyade, AB ile daha yakın ilişkiler kurmaya öncelik vermelidir. ; With the collapse of the Soviet Union and the end of the Cold War, the United States remained as the only superpower in world politics and introduced new concepts and policies based on these changed conditions. European countries, in the process of uniting under one political entity and seeking for a more central role in the international system, found themselves competing with their long time allies, the US. The Middle East is one of the significant areas of competition between the US and the EU. As one of the major powers of the region and a candidate for the EU membership, Turkey is significantly influenced by this rivalry. This article argues that Turkey has to pursue a policy not rejecting either side. However, since the future of Turkey largely depends on its interdependence with the EU, and since Turkey's national interests overlap largely with those of the EU countries, Turkey has to prefer closer relations with the EU to its bilateral relations with the US.

Bağımsızlığından sonra, Makedonya Cumhuriyeti'nin anayasal adı başta Türkiye olmak üzere bütün ülkeler tarafndan kabul görülmüştür. 2005 yılında adaylık statüsü kazanması ile Makedonya, IPA fonlarından yararlanarak AB adaylık sürecinde bir çok engel ile karşı karşıya kalmıştır. AB'ye üye olmayı bir ana politika olarak hedefleyen Makedonya, Kopenhag kriterlerini yerine getirmiş ve komşu ülkelerinden olan Yunanistan ile isim sorununu ortadan kaldırarak AB ile NATO üyeliğinde önemli bir adım atmıştır. Politik sorunların dışında ekonomik istikrarsızlıklarda düzenlemeler meydana gelmiştir. 2000'li yıllarda AB ile İstikrar ve Ortaklık anlaşmasının imzalanması ile Türk yatırımcılarının mağdur durumda düşmesine rağmen, günümüzde ülkeye en çok yabancı yatırımlar gönderen ülkeler arasında Türkiye'de bulunmaktadır. Bu çalışmanın amacı adaylık statüsü kazanan Makedonya'nın üyelik süreci öncesinde ekonomik durumunu ve adaylık statüsü kazandıktan sonra AB'nin Makedonya'ya etkilerinden bahsetmektir. Ayrıca bu süre zarfında Makedonya ile Türkiye Cumhuriyeti arasındaki ekonomik ilişkilerinin zamanla nasıl şekillendiğini görebilmektir. ; After independence, the constitutional name Republic of Macedonia recognized by many countries, but primarily by Turkey. In 2005, by gaining candidate status, Macedonia benefiting from IPA funds, faced some obstacles in the EU candidacy process. Aiming to become a member of the EU as a main policy, Macedonia has fulfilled the Copenhagen criteria and has taken a significant step towards EU membership by eliminating the name problem with its neighboring country, Greece. Apart from political problems, economic instability has occurred. With the signing of the Stabilization and Association Agreement with the EU in the 2000, despite the decline of the situation of Turkish investors, actually Turkey is between the countries, which sends the most investments in this country. The aim of this study is to mention about Macedonia, who gained the status of candidate, its economy before the process of its membership and the effects of EU to Macedonia after it gained the candidacy status. In addition, we could see how over the time they are strengthening the economic relations between Turkey and the Republic of Macedonia during this period.

Avrupa Birliği (AB) yarattığı 19 Trilyon Dolar'dan fazla GSYİH ile dünyadaki en büyük ve zengin ekonomik alanlardan birini oluşturmaktadır. Yarım milyardan fazla nüfusu AB'yi dünyanın en kalabalık bölgelerinden biri yapmaktadır. Bütün bu özelliklerine rağmen AB bir devlet değil ve böyle bir iddiası da yok; ancak sıradan bir uluslararası örgüt de değil. AB'nin Tek Pazar ile desteklenen dev ekonomisi elbette ilişkiden bulunan bütün siyasi yapıları etkilemektedir. Hatta pek çok çalışma AB'nin çevre ülkelere ve ticaret ortaklarına yönelik pek çok düzenleyici eylem gerçekleştirebildiğini iddia etmektedir. Böylece, AB, ekonomipolitik bakış açısı ile uluslararası sistem içinde bir güç olarak değerlendirilebilir ; The European Union (EU) produces more than $19 trillion of GDP which makes the EU the biggest and one of the wealthiest economic areas. Its population reaches more than half a billion which makes the EU one of the most crowded territories around the world. However, the EU is not a state in a traditional way and it does not have such a claim; on the other hand the EU is not a standard international organization (IO), either. The EU with its huge economic capacity supported by its single market (SM) has been obviously affecting polities which are in relation with the EU. Even, numerous studies indicate that the EU exercises regulatory actions on many neighboring countries and its other trade partners. Thus, the EU, from a political economy point of view, could be considered as a power in international system.

ÖZETAvrupa Topluluğu'nun sosyal yönü, Avrupa entegrasyon sürecinin başlangıcından beri vardır. Ancak, Avrupa Topluluğu'nun temel amacı, Topluluk üyeleri arasında etkin bir ortak pazar oluşturarak ekonomik bütünleşmeyi sağlamak olduğundan sosyal politikanın genel Topluluk politikaları içindeki rolü küçüktü. Üye ülkeler arasında Topluluk'un sosyal alandaki rolü konusunda hiçbir zaman bir konsensüs oluşmadı. Ancak, zaman içinde, Topluluk üyeleri ekonomik bütünleşmesinin başarısı için etkin sosyal politikaların gerekliliğini kavradılar. Dolayısıyla, Toplululuk'un sosyal yönüne dikkat çekildi ve 1980'lerin sonlarında bu yönde adımlar atılmaya başlandı. Topluluk seviyesinde etkin bir sosyal politika 1980'lerin sonunda siyasi destek kazandı ve Avrupa entegrasyon süreci boyunca, birbiri ardına gelen Antlaşma revizyonlarıyla devam etti. AB sosyal politikasının bu tarihsel gelişme sürecine paralel olarak, Tek Avrupa Senedi (TAS) ile başlayarak, sosyal politikanın yasal ve yönetişim yönlerinde bir dönüşüm gerçekleşmiştir. AB'de sosyal politika alanı hala üye devletlerin yetkisinde olmasına rağmen, özellikle 1990'lardan itibaren, AB sosyal politikasının yönetişiminde hiyerarşik yapıdan hiyerarşik olmayan yapıya doğru bir gelişim olmuştur. Bu yönetişim yaklaşımında, AB'de değişik katmanlardan çok sayıda aktör, sosyal politika yapım sürecine dahil edilmiştir. AB sosyal politikasının geçirdiği bu gelişim süreci, Avrupa sosyal ortaklarının sosyal politika yapım sürecine katılmalarıyla sosyal diyaloğun yolunu açmıştır. Bu açıdan, Avrupa sosyal diyaloğu, 1985'te o günkü Komisyon Başkanı Delors'un başlattığı 'Val Duchesse' görüşmelerinden bu yana AB'nin gündeminde yer almaktadır. Avrupa sosyal diyaloğunun Maastricht ve Amsterdam Antlaşmaları'yla kurumsallaşmasıyla sosyal diyaloğun etkisi, bağlayıcı olmayan ortak görüşlerden, Komisyon tarafından denetlenen ve Konsey kararıyla uygulanan çerçeve anlaşmalara kadar ulaştı. Avrupa sosyal diyaloğunun bu aşamalı gelişiminde, sürecin temel aktörlerinden olan sosyal ortakların rolü ön plana çıkmıştır, çünkü bunların Avrupa seviyesinde temsili, sosyal diyaloğun Avrupa seviyesinde kurumsallaşması açısından önemlidir. Böylece, Maasricht Antlaşması'ndan beri, bir tarafta işçi sendikaları diğer tarafta işveren örgütlerini Avrupa seviyesinde temsil eden Avrupa sosyal ortakları, sosyal politika yapım sürecinde kurumsal bir role sahip olmuşlar, ve işgücü piyasası ile ilgili konularda yasal olarak bağlayıcı anlaşmaları görüşebilir duruma gelmişlerdir. Avrupa sosyal diyaloğunun bağlayıcılığı olan çıktıları ve kapsamı kısıtlı olduğu görülmektedir. AB kurumsal yapısının sosyal diyalog üzerindeki etkisi de kısıtlıdır. Avrupa sosyal ortakların temsil yapılarında da eksiklikler mevcuttur. Ancak, bütün bunlara rağmen, Avrupa sosyal diyaloğu, AB sosyal politikasının meşruluğuna katkısı açısından AB sosyal politkasının önemli bir parçasıdır. Bu açıdan, Avrupa sosyal diyaloğu, sadece temelinde uzlaşma, konsensüs, işbirliği olan Avrupa sosyal modelinin önemli parçalarından biri olarak değil, aynı zamanda genel çerçevede Avrupa yönetişimin ve AB'deki demokratikleşmenin önemli bir mekanizması olarak karşımıza çıkmaktadır. ABSTRACTThe social dimension of the Community exists since the inception of the European integration process. However, as the primary rationale of the Community was economic integration among the member states in order to create an effective internal market within the Community in the initial phases, the role of social policy in overall Community policy was minor. There has never been consensus among the member states as to the role of the Community in the social field. However, in time, the member states of the Community perceived the necessity of effective social polices for the accomplishment of economic integration. Thus, increased attention was paid to the social dimension of the Community, with a clear commitment to its development from the late 1980s. This idea for an active social policy, which began to gain political support in the late 1980s, continued its progress with the successive Treaty revisions throughout the European integration process. In parallel to this progressive historical development of European Union (EU) social policy, there has been a transformation in the legal and governance aspects of social policy, starting with the Single European Act (SEA). Although the social policy field is still within the domain of the member states, especially in the 1990s, there has been a transformation in the governance of EU social policy from a hierarchical mode of governance to a non-hierarchical mode of governance, producing soft law rather than the regulatory mode of hard law. According to the governance approach, multiple actors at multiple levels of the EU are involved in the social policy-making process with deliberation and problem-solving efforts. This development of EU social policy paves the way towards the European social dialogue through the active involvement of the European social partners in the social policy-making procedure. In that regard, the European social dialogue has been on the EU's agenda since 1985, when it was initiated with the 'Val Duchesse' talks under the presidency of Delors. With the institutionalization of the European social dialogue process through the Maastricht and Amsterdam Treaties, the influence of the European social dialogue has increased from merely issuing non-binding joint opinions to the point where it now makes framework agreements implemented by Council decision and monitored by the Commission. In this incremental development of the European social dialogue, the role of the social partners as the core actors of the process has come to the fore, since their representation at European level is important for the institutionalization of the social dialogue at European level. Thus, since the Maastricht Treaty, the European social partners, which represent trade union and employer organizations, has enjoyed an institutional role in the policy-making process and can negotiate legally binding agreements on labour market issues. Moreover, the power of the social partners has been enhanced with the Laeken European Council, when they were granted greater independence in the preparation and implementation of 'autonomous agreements'. In this context, the study explores the extent of the influence of the European social dialogue and the role of the social partners in EU social policy-making procedure with reference to governance in the EU. It is notable that, despite the limited outcomes of the European social dialogue process regarding binding legislation, the limited scope of the European social dialogue, the limited influence of the EU institutional framework on the social dialogue, and the deficiencies in the representative structures of the social partners, the European social dialogue is a significant part of EU social policy in terms of its contribution to its legitimacy. In that regard, the European social dialogue has emerged not only as one of the vital parts of the European social model, which comprises the concepts of compromise, consensus, and cooperation, but also as an important mechanism in the general framework of European governance and democratization of the EU. Bu çalışmada Türkiye-AB İlişkilerinde Kıbrıs Sorunu detaylıca değerlendirilecektir. Son dönem Türk dış politikasının en önemli sorunlarından biri olan Kıbrıs sorunu, geçmişten bugüne güncelliğini koruyan bir sorun olmuştur. Uzun yıllar Osmanlı İmparatorluğu'nun egemenliği altında olan Kıbrıs, 1878'de İngiltere'ye kiraya verilerek yeni bir dönemi başlatmıştır. Başlarda Türkiye, İngiltere ve Yunanistan'ı ilgilendiren bir sorun haline gelmiştir ancak bölgede yaşanan değişimler ile küreselleşerek AB'nin de dikkatini çekmiş ve günümüzde Türkiye-AB ilişkilerini etkileyen konuların başında gelmektedir.1959 yılında AET'ye başvuruda bulunarak AB'ye üyelik sürecini başlatan Türkiye, bu süreçte beklediği şekilde yol alamamıştır. AB'nin Kıbrıs'a bakış açısı, Yunanistan'ın üyelik süreci ve en son olarak da 2004 yılında GKRY'nin birliğe tam üye olması ile Kıbrıs, Türkiye için bir ön koşul haline gelmiştir ve AB'nin tarafını belli etmesi ile içinden çıkılamaz bir hal alarak günümüzde de geçerliliğini koruyan bir soruna dönüşmüştür. Bu tezin yazılış amacı; stratejik konumu nedeni ile Kıbrıs adasının geçmişten bugüne güncelliğini koruyan bir sorun haline nasıl geldiğini araştırmak ve bu soruna dahil olan Türkiye, Yunanistan ve AB'nin tutumu ile AB zirvelerinde ortaya çıkan sonuçların, Türkiye-AB ilişkilerine olan etkilerinin detaylıca analiz edilmek istenmesidir. Ayrıca Kıbrıs'ın, Türkiye ve AB için neden önemli olduğu, Türkiye'nin AB'ye yönelik elinde bulundurduğu kozların neler olduğu ve küresel güçlerin soruna bakış açısı etrafında çok boyutlu bir araştırma yapılmıştır. Sorunun çözülememesinin en önemli nedeni birçok ülkenin taraf olması ve kendi ulusal çıkarlarından dolayı adadan faydalanmak istemeleridir. Kıbrıs sorununda yaşanan son gelişmeler, Türkiye-AB ilişkilerinin de gelecekteki seyrini belirleyecektir. ; In this study, the Cyprus Problem in Turkey-EU Relations will be evaluated in detail. The Cyprus problem, which is one of the most important problems of the recent Turkish foreign policy, has been a problem that maintains its currency from past to present. Cyprus, which was under the rule of the Ottoman Empire for many years, was leased to England in 1878 and started a new era. At first, it became a problem that concerns Turkey, England and Greece, but with the changes in the region, it became globalized and attracted the attention of the EU, and today it is one of the leading issues affecting Turkey-EU relations. Turkey, which started the EU membership process by applying to the EEC in 1959, could not proceed as expected in this process. The EU's perspective on Cyprus, Greece's accession process, and finally with the full membership of the Greek Cypriot Administration in 2004, Cyprus has become a prerequisite for Turkey and it is an inextricable situation when the EU declares its side. It has turned into a problem that still remains valid today. The purpose of writing this thesis; The aim of this study is to investigate how the island of Cyprus has become a current issue from the past to the present due to its strategic location, and to analyze in detail the attitudes of Turkey, Greece and the EU involved in this problem and the effects of the results of the EU summits on Turkey-EU relations. In addition, a multidimensional research has been carried out on why Cyprus is important for Turkey and the EU, what trump cards Turkey holds against the EU, and the perspective of global powers on the problem. The most important reason why the problem could not be solved is that many countries are parties and want to benefit from the island for their own national interests. The latest developments in the Cyprus problem will also determine the future course of Turkey-EU relations.

Turkey's European Union (EU) membership process began in 1963 with the partnership agreement sign with the European Economic Community. Turkey's application for full membership in 1987 speed the process to achieve EU standards. The negotiations include comprehensive policy changes in many areas, from financial standardization to intellectual property rights. These policies are collected under 35 chapters in which each of these chapters has many significant conditions. Chapter 12 is about food safety, veterinary, and phytosanitary policies. This article examines one of the subjects that is an issue of the first part of the chapter, food safety. Kokorec, a Turkish street food made of animal intestines, has been popularized in EU-Turkey negotiations as it is one of the most critical issues among 35 chapters. Kokorec was presented as it is an essential obstacle for Turkish membership, and if Turkey abandoned this century-old food, it would join the Union. This popularization has been made via media and other platforms such as TV series, articles, songs, and news and debate programs. This article studies this phenomenon under two concepts, securitization and gastro-nationalism. This article suggests that the kokorec has been popularized as one of the most critical issues and subjected to successful securitization. The debate regarding hygiene, authentic cuisine, the national food industry, and other debates are only tools of the securitization for the public view. This study used the social and traditional means of media and suggested that Turkey's public opinion (especially until 2010) regards to EU membership was manipulated through these means. The securitization of kokorec prevents a real discussion about Chapter 12 (and even the 35 chapters) and its content related to food safety, veterinary, and phytosanitary policies. Türkiye dış ticaret ilişkileri açısından Avrupa Ülkeleri ile yoğun ticaret yapmaktadır. İlişkilerdeki yoğunluk; dünya görüşü, yaşam biçimi ve politik entegrasyonlarla pekişmektedir. Türkiye'nin Avrupa Birliği ülkeleri ile giderek artan ilişkisi su ürünleri sektöründe de görülmektedir. Birlik ülkelerinin üretim artışlarında görülen yavaşlamalar, buna karşın taleplerinde görülen artışlar, su ürünlerinin AB ülkeleri açısından önemini belirgin duruma getirmiştir. Because of this, fishing is very important for European Union Nations. in this study, Common Fisheries Policy (CFP), which is one of the newest policy and to valid on all the European Union since 1983, and the mean parts of Turkey's Fisheries Policy had been studied. The European Union (EU) has been challenged by several crises lately. In addition to Brexit, the Euro crisis, and the migration crisis; global issues such as the coronavirus pandemic and the Russian attack on Ukraine affected the EU. The migration crisis, on the one hand, differs from the above-mentioned crises with one remarkable feature. The member states have no real consensus about forming a common migration policy. Besides, for geographic reasons, some member states put much more burden on immigrants. Agreeing on immigration becomes impossible for the border countries on the migration route and also transit countries. The paper argues that, unlike the other crises of the EU, the migration crisis reinforces EU integration in such a way that disputes between member states prevent the EU from making institutional changes about the issue. The study results assume that the other above-mentioned crises, on the other hand, stimulated institutional change throughout the EU. In light of this information, this study evaluates, using a method of relevant literature review and comparing the arguments of the researchers, how the migration issue became a subject of dispute between member states by evaluating the 2015 crisis.
