This work shows the results of a survey on trade flows to agri-food products between Sicily and the non-EU countries of the Union for the Mediterranean, through maritime transport. The aim of the work is to outline the role that Sicily plays in respect of trade in agricultural products through the maritime mode considering its strategic location in the Mediterranean basin. Political reference scenario is that of the Union for the Mediterranean and EU Mediterranean Transport Policy (motorways of the sea). This work contains an analysis of the evolution of maritime trade in agri-food of Sicily, in the main ports of departure and arrival, with non-EU countries of the Union for the Mediterranean, estimated on the basis of data provided specifically by the Customs Agency of the Italian Ministry of Economy and Finance. The relative geographical orientation index has allowed to estimate the geographic specialization of the Sicily, compared to Italy, in the maritime trade of agri-food products with non-EU Countries bordering the Mediterranean Sea. The results highlight how Sicily, thanks to its particular geographical position is one of the most specialized partner in the maritime trade with the other Mediterranean countries. These trades are gradually increased over the last decade, both in terms of absolute value and in relative terms, concerning the traffic of agri-food products. It is evident, therefore, as the creation of motorways of the sea linking Sicily with the coastal countries of the South and East of the Mediterranean could constitute a further factor of economic integration.
This paper applies the replacement cost method for calculating the value of stochastic carbon sink in the EU climate policy for mitigating carbon dioxide emissions. Minimum costs with and without carbon sinks are then derived with a safety-first approach in a chance constrained framework for current system with an emission trading system and national allocation plans and a hypothetical system where all sectors trade. The theoretical results show that i) the value of carbon sink approaches zero for high enough risk discount, ii) relatively low abatement cost in the trading sector curbs supply of permits on the ETS market, and iii) large abatement costs in the trading sector create values from carbon sink for meeting national targets. The empirical application to the EU commitment of 20% reduction in carbon dioxides shows large variation in carbon sink value depending on risk discount and on institutional set up. Under no uncertainty, the value can correspond to approximately 0.45% of total GDP in EU under current policy system, but it is reduced to one third if all sectors are allowed to trade. The values are unevenly allocated among countries, but in different ways depending on EU policy; under current system countries make gains from reduced costs of meeting national targets, under a sector wide trading scheme buyers of permits gain from reductions in permit price and sellers make associated losses.
La liberalizzazione del commercio internazionale può promuovere la crescita economica e le opportunità di lavoro sia nei Paesi in via di viluppo sia nelle economie industrializzate. Peraltro, non tutti gli Stati hanno beneficiato in uguale misura di tale liberalizzazione e, in generale, della globalizzazione delle relazioni economiche internazionali. Di conseguenza, questi fenomeni e gli accordi commerciali di stampo liberista che li hanno favoriti continuano a essere oggetto di un acceso dibattito. In tale contesto, uno degli aspetti più controversi è la mancanza di una protezione adeguata dei diritti dei lavoratori nell'ambito dei suddetti accordi. Partendo dall'attuale mancanza di regole specifiche nel quadro giuridico multilaterale degli scambi, l'autore analizza le cosiddette "clausole sociali" contenute negli accordi di libero scambio bilaterali e regionali di nuova generazione, con particolare riferimento ai trattati conclusi dall'Unione europea (UE). Dall'analisi emerge che tali clausole non garantiscono ancora una sufficiente protezione ai lavoratori e che, pertanto, esse andrebbero modificate. ; The liberalization of international trade can foster economic growth and employment opportunities both in developing countries and in advanced economies. However, States have not all benefited equally from trade liberalization and, in general, from international economic relations globalization. As a consequence, these phenomena and the liberalist trade agreements that have favoured them continue to be highly disputed. In this context, one of the most debated aspects is the lack of an adequate protection of workers' rights under these agreements. Departing from the current lack of specific rules in the multilateral trade legal framework, the author analyzes the so-called "social clauses" included in the new generation bilateral and regional free trade agreements (FTAs), with a special focus on the European Union (EU) FTAs. From this analysis emerges that these clauses do not still guarantee a sufficient protection to workers and therefore they should be modified.
The article intends to assess the EU's action in the field of labour migration, retracing its main stages, from the 1999 Tampere European Council to nowadays. The analysis focuses on the main legal tools adopted by the EU Legislator, evaluating their impact and efficacy, and then concludes with an overall assessment of the EU policy on labour migration with particular regard to the question as whether it may actually be considered as «common» as provided for in the Treaty on the Functioning of the European Union under Article 79.
Dottorato di ricerca in Economia e territorio ; Obiettivo di questo lavoro è rispondere all'esigenza di una lettura della politica di sviluppo rurale che catturi le singole peculiarità a livello locale e contemporaneamente avere il quadro d'insieme a livello europeo. Si presenta quindi una un'analisi dell'evoluzione storica della politica e della programmazione allo scopo di farne emergere la complessità e l'eterogeneità dei contenuti tentando di evidenziare il passaggio da un approccio settoriale a uno territoriale. Successivamente si procede ad una verifica della coerenza della spesa rispetto ai macro-obiettivi dell'Unione Europea a cui la politica di sviluppo rurale è chiamata a contribuire replicando l'analisi proposta da Shucksmith et al. (2005). L'analisi condotta a livello istituzionale Nuts3 dell'Europa a 15 sul periodo di spesa (2004-2009), consente il confronto della spesa tra il periodo di programmazione 2000-2006 con l'attuale, tra i singoli Stati membri ed infine per tipologia di ruralità. Infine sulla base alcuni indicatori selezionati nell'ambito del Quadro comune di monitoraggio e valutazione si procede ad un analisi a componenti principali seguita da una cluster analysis dove vengono individuati sette gruppi. Confrontando i profili medi di spesa per politiche ne emerge che a fronte dell'eterogeneità tra gruppi si evidenzia una sostanziale divergenza in termini di spesa media ; The aim of this work is to respond to the need for a deeper reading of the rural development policy that captures the specific characteristics at the local level, and simultaneously to have the overall picture at the European level. Therefore, it presents an analysis of the historical evolution of both the policy and the programming, in order to bring out the complexity and diversity of the contents, trying to highlight the transition from a sector-wide approach to a territorial one. Then, the analysis proposed by Shucksmith et al. (2005) has been replicated in order to verify the consistency of the expenditure with the EU macro-objectives the rural development policy is being called to support. The review conducted at the NUTS3 institutional level of the EU-15 on the expenditure period 2004-2009 allows the comparison of expenditure between the period 2000-2006 and the current, among Member States and according to the rural type. Finally, basing on few selected indicators under the Common monitoring and evaluation framework, a principal components analysis is performed followed by cluster analysis identifying seven groups. Comparing the average spending on the policies, it emerges that in view of the heterogeneity between groups it is possible to highlight a substantial difference in terms of average expenditure.
Starting from the origins of the Liberal tradition of political thought, this article traces the roots of the link between trade & democracy. They are to be found in the idea of "economic commerce" from the writings of Montesquieu & Olson's political economy work on the nexus between regime representativeness & fiscal policy choices to the most recent empirical literature on the "democratic difference." The assumption that, for causes of both fiscal optimization & policy constraints exerted by a protectionist legislative branch on the executive, democracies are more prone to engage in free trade than nondemocracies. This study proves that domestic political regimes have an impact on the level of bilateral trade among great powers, while also endowing with robust empirical evidence the proposition according to which pairs of democratic states tend to trade more with each other than do mixed pairs (eg, pairs composed of a democracy & an autocracy). Further, this research stands as the first empirical test of the relevance of the difference for trade made by democracy after the end of the Cold War & the democratization of Russia. 2 Tables, 1 Appendix, 48 References. Secondo l'art. 80 TFUE, la politica di asilo dell'UE è governata dal principio di solidarietà e di equa ripartizione della responsabilità tra gli Stati membri, anche sul piano finanziario. Tuttavia, le Istituzioni europee e gli Stati membri non hanno sinora fatto granché per dare attuazione a quel principio in modo da andare incontro alle richieste degli Stati più esposti ai flussi migratori. Partendo dalla struttura dell'art. 80 TFUE e della persistente "tirchia" solidarietà europea, in questo lavoro ci si ripropone di dimostrare che le iniziative passate e presenti (come le quote di ricollocazione o la recente bozza di dichiarazione comune di intenti, fatta a Malta nel settembre 2019) sono destinate al fallimento, e che il processo di modifica del sistema Dublino difficilmente può condurre a maggiore solidarietà. Allora, forse sarebbe opportuno "ripensare" l'applicazione dell'art. 80 TFUE nel senso di creare un sistema di visti umanitari e/o di introdurre un sistema di "responsabilità comuni ma differenziate" che ponga l'onere della prima accoglienza sui Paesi di frontiera esterna (come oggi) ma che, al contempo, porti a una modifica della direttiva del 2003 sullo status dei cittadini di Paesi terzi che siano soggiornanti di lungo periodo nel senso di una riduzione sostanziale (o una completa rimozione) del periodo di tempo nel quale rifugiati e beneficiari di protezione sussidiaria non possono spostarsi verso altri Stati membri per più di tre mesi. ; According to Article 80 of the TFEU, EU asylum policy shall be governed by the principle of solidarity and fair sharing of responsibility, including its financial implications, between the Member States. Nevertheless, EU Institutions and Member States have so far done very little to give substance to this principle to the benefit of those MS more exposed to migratory flows. Starting from the legal structure of Article 80 and the persistent European "scrooge-like" solidarity proofs, this paper aims at demonstrating that past and present initiatives (i.e. relocation quotas and the recent Draft Malta Joint Declaration of Intent of September 2019) are intended not to be successful and the amendment process of the so-called "Dublin System" hardly could lead to more structural solidarity. Thus, maybe it is time to rethink the implementation of Article 80, either by setting-up of a EU humanitarian visa system and/or shifting into a "Common But Differentiated Responsibilities" system, placing the burden of the first reception on the frontline MS (as it is today) but amending the 2003 Long Term Resident Directive in order to substantially reduce (or completely remove) the period of time during which refugees and beneficiaries of subsidiarity protection are not allowed to move to other MS for more than three months.
The European Union (EU) has for a long time had ambitions to achieve some form of 'Strategic Autonomy', often understood as a capability to conduct security pol- icy independent of the United States. With the EU's Global Strategy (EUGS) from 2016, this objective, albeit without a clear definition, is part of the public EU strat- egy. This new level of ambition places high demands on the independent intelli- gence capacities for the member states as well as for the EU at the collective level. at national level as well as for the EU at the collective level. As the world moves towards multipolarity and the geopolitization of the economic sphere, the ambi- tion for strategic autonomy has a broader meaning, such as the ability to conduct an independent trade policy or to choose a supplier of 5G infrastructure. In light of this, this article aims to analyse strategic autonomy as a security policy objective and the various intelligence needs it raises. We analyse autonomy in three different functions, or areas of application: political autonomy, operational autonomy and industrial and digital autonomy. We will then make an overview of how these needs currently are meet and how additional intelligence capacity could be created.
A 7 anni dall'avvio dell' attuazione della Politica di Coesione dell'Unione Europea 2007- 2013, l'Italia ha il tasso di assorbimento dei Fondi Strutturali più basso d'Europa, insieme alla Romania, e rischia di subire un disimpegno delle risorse, che rappresenterebbe un gravissimo fallimento economico e politico. Il contributo di questo lavoro al dibattito sull'uso dei Fondi strutturali in Italia è duplice. Da una parte, per la prima volta, si propone uno studio sistematico delle criticità nella gestione del periodo 2007-2013, che hanno causato l'attuale ritardo nella spesa. Dall'altra, si affronta il problema italiano sia da una prospettiva europea sia nella sua dimensione nazionale, indagando le differenze regionali nella performance di spesa e proponendo un'analisi basata su tre dimensioni principali delle criticità: finanziaria, politica, amministrativa. L'approccio della ricerca consiste nella convergenza di dati quantitativi e qualitativi, raccolti durante un periodo di ricerca a Bruxelles e presso le Autorità di Gestione dei Programmi Operativi cofinanziati dal FESR. La questione dell'assorbimento finanziario e del ritardo nell'attuazione è stata indagata da tre punti di vista. Una prospettiva "storica", che ha raccontato il ritardo strutturale nell'utilizzo dei Fondi Strutturali in Italia e che ha chiarito come il problema italiano, prima dell'attuale ciclo 2007-2013, sia stato non di quantità, ma di qualità della spesa. La seconda prospettiva è stata di respiro europeo, ed è servita a indagare le cause del basso livello di assorbimento finanziario dell'Italia suggerendo alcuni elementi utili a comprendere le ragioni di un simile divario con gli altri Paesi. Infine, la prospettiva nazionale e regionale ha svelato l'esistenza di un mix complesso, e micidiale, che ha letteralmente paralizzato la spesa italiana dei Fondi. Un mix di fattori finanziari, politici e amministrativi che non ha avuto eguali negli altri Paesi, e che si è concentrato soprattutto, ma non esclusivamente, nelle regioni dell'Obiettivo Convergenza. ; After 7 years of EU Cohesion Policy 2007-2013 implementation, Italy has the Europe's lowest financial absorption rate of Structural Funds, together with Romania, and risks losing part of its money because of the "decommitment" under the n+2 rule, that would represent a great economic and political failure. The contribution of this thesis to the debate on the use of Structural Funds in Italy is twofold. On the one hand, for the first time, it proposes a systematic study on the 2007-2013 management problems, that generated the current delay in expenditure. On the other hand, it faces the Italian problemboth from a European and national perspective, exploring the regional differences in the expenditure performance, and proposing an analysis based on three main dimensions: financial, political, administrative. The core of the methodology is the convergence between quantitative and qualitative data, gathered during a research period in Brussels (DG Regio) and in the Managing Authorities of the Italian Operational Programmes co- financed by ERDF. The issue of "financial absorption capacity" and the delay of the implementation are investigated from three complementary points of view. An "historical" perspective, that showed the structural delay of the Italian implementation and the qualitative, rather than quantitative, problem. The European perspective, that served to explore the causes of the Italian low absorption rate, suggesting some useful elements to understand the reasons of the wide gap between Italy and the other Member States. Finally, the national and regional perspective unveiled the existence of a complex, and deadly, mix of factors that paralysed the Italian expenditure of Structural Funds. A unique mix of financial, political and administrative factors, concentrated mainly, but not exclusively, in Convergence regions.
