National governments are keenly aware of the need for investment in space. Canada, as a formal cooperating state in the European Space Agency (ESA), and Germany, as a leading member state of ESA, are interlinked in Europe's space endeavours. Beyond ESA, Germany and Canada additionally have a strong history of bilateral cooperation on a range of space projects. This paper discusses the novel interdependencies between clear national and now supranational space policies, using the examples of the Canada-European Union (EU) Comprehensive Economic and Trade Agreement (CETA). The agreement covers most aspects of the EU-Canada bilateral economic relationship and includes space. The paper focuses on international space policies, strategic bilateral co-operation, and technical accomplishments. It takes a closer look at German-Canadian collaboration in space programs and offers some reflection on the effect of both the EU and ESA'S transatlantic involvement in space.

Diana Tussie introduce en esta obra la problemática en torno a la articulación entre la producción del conocimiento y la formulación de políticas públicas, particularmente la que se desarrolla en el caso específico de la política comercial externa. A través de la compilación de distintos estudios de episodios (una variable de los estudios de casos), la autora conduce al lector hacia de los análisis de formulación de políticas, al tiempo que promueve la reflexión en torno al papel del investigador en dicho proceso, y de lo que se ha dado en llamar la "investigación post-académica".

Contributing to feminist institutionalist theories, we identify resistance to gender initiatives within the Directorate General Research and Innovation, showing that there have been obstacles to an effective implementation of gender mainstreaming in the European Commission's 6th Framework Programme (FP6). We argue that the encountered resistances reveal tensions between the European Commission's official mandate of mainstreaming gender equality into all policies and its actual implementation, which results in the 'filtering out' of transformative gender equality goals

The beginning of modern history and the subsequent war in Bosnia and Herzegovina coincide with the institutional beginnings of the European Union common foreign and security policy. At that time, Europe did not have a single position, nor could it have achieved a political consensus on any issue. In addition, it lacked appropriate instruments, as well as readiness and willingness to actively engage to put an end to war in BiH. The war in BiH was stopped, however, thanks to the efforts of the United States. This was a crucial moment for Europe to modify its common foreign and security policy. The European Union has passed a thorny path of establishing common foreign and security policy. On this path, however, the EU has experienced some progress and achieved good results, although not sufficient, just as BiH has made some progress in reforms. In order for BiH to joint the family of modern democratic countries, it will need a stronger engagement of the European Union and its more decisive common foreign and security policy, because only together we can cope with global challenges. Peace and prosperity in Bosnia and Herzegovina will also help build free and stable Europe.
The member States of Mercosur are currently negotiating a Trade Agreement with the EU, as part of the process towards a comprehensive bi-regional Association Agreement. In 2016, the EU and Mercosur members exchanged offers, followed by a negotiation round. The next round will be held in October 2017; while awaiting for political developments, it is worth anticipating some challenges to come, especially from a legal perspective. Both actors have a multilayered system for decision-making, requiring the consensus of a multiplicity of governmental actors and thus enabling them to convey. Furthermore, current dialogues consider a broad range of issues, which were also covered by different EU's agreements with other trading partners. These agreements received critiques from the civil society, which are worth to reflect upon, considering that the trade agreement is due to impact the general negotiation for the bi-regional Association Agreement. The paper develops this reflection from a twofold perspective: that of the institutional nature of EU and Mercosur and that of the democratic deficit in the overall negotiation process.

Este artículo analiza el desarrollo reciente de la política cultural en Malta en el contexto de la membresía de la Universidad de Malta en la red SEA-EU. La parte introductoria de la narrativa se relaciona estrechamente con los preparativos para unirse a la Unión Europea en 2004 que incluyeron la creación de varias instituciones de gobernanza y financiación, las relacionadas con la Capital Europea de la Cultura en 2018 y el impacto de COVID-19 en la práctica cultural y comunidades creativas. A esta primera sección, que ofrece un análisis crítico del sector, le sigue la segunda parte central del texto, que informa sobre los diversos aspectos de la política, los programas de educación superior y las manifestaciones (a través de festivales, exposiciones y expresiones multimedia). que se relacionan con académicos e investigadores de la Universidad de Malta e instituciones satélites. El documento concluye que, si bien se ha realizado un gran esfuerzo en muchos frentes culturales y se han tomado muchas iniciativas, la relación entre la Universidad de Malta, sus miembros académicos e investigadores, y la sociedad en general, es en gran medida laxa y está basada en proyectos. que orientada a las políticas. ; This article looks at the recent development of cultural policy in Malta in the context of the University of Malta's membership in the SEA-EU network. The introductory part of the narrative is closely related to preparations to join the European Union in 2004 which included the creation of various governance and funding institutions, those related to the European Capital of Culture in 2018 and the impact of COVID-19 in cultural practice and creative communities. This first section, which offers a critical analysis of the sector, is followed by the second central part of the text, which reports on the various aspects of politics, higher education programs and demonstrations (through festivals, exhibitions and multimedia expressions ). who interact with academics and researchers from the University of Malta and satellite institutions. The document concludes that, while a great effort has been made on many cultural fronts and many initiatives have been taken, the relationship between the University of Malta, its academic members and researchers, and society in general, is largely lax and it is project-based. than policy-oriented.
Este estudio explora el estado actual y el potencial competitivo de las exportaciones agrícolas colombianas a los mercados de Estados Unidos y la Unión Eurpea. Los mercados de estos paises industrializados se constituyen en los más importantes para Colombia, pero al mismo tiempo tienen varias restricciones en el sector agrícola. Este estudio mostrará que la competitividad no es solamente una función de los impedimentos locales o internacionales tales como la pobreza institucional, la baja capacidad tecnológica, la disponibilidad de capital, capital humano y mano de obra, sino también de impedimentos externos como el acceso a los mercados. Por lo tanto, éste es un importante objetivo del presente estudio con el objeto de proyectar posibles escenarios para el comercio colombiano, a fin de investigar la eliminación de estas restricciones. En la parte empírica se enfatizará en los impactos de las restricciones externas en el sentido de un estudio econométrico, sin embargo, la influencia de las restricciones internas será discutida como tal.La hipótesis central del trabajo sostiene que la eliminación de las restricciones de mercado en Estados Unidos y en la Unión Europea puede tener un importante impacto para la competitividad colombiana aunque esto no puede garantizar el crecimiento de las exportaciones nacionales sino se solucionan algunos problemas internos. Solamente la parte de las políticas comerciales de esta hipótesis puede ser evaluada en un estudio econométrico. Este estudio se propone desarrollar fundamentos empíricos y teóricos de la competitividad como soporte de las decisiones de políticas de mercado en los sectores público y privado. ; This study will explore current and potential competitiveness of selected agricultural exports of Colombia to the markets of the United States and the European Union. The markets of these industrialized countries constitute the most important markets for Colombia, but at the same time have very strict trade constraints in the agricultural sector. This study will show that competitiveness is not only a function of domestic/internal impediments such as a poor institutions, low technological capability, availability of capital, human capital and labor, but also of external impediments such as market access. Therefore, it is an important objective of this study to project the possible scenarios of Colombian trade, by investigating the elimination of those restrictions. In the empirical part emphasis will be laid on the impact of external restrictions by means of an econometric study, however the influence of internal restrictions will be broadly discussed as well.The central hypothesis of this work is that the elimination of trade restrictions in the USA and the EU might have an important impact on Colombia competitiveness even though, it cannot guarantee an increase of Colombia exports without curing some home-made problems. Only the "trade policy" part of this hypothesis can be tested by means of an econometric study. The role played by home-made factors is to be evaluated by an analysis of the environment in which exports take place (macroeconomic reports, studies of the Central Bank of Colombia, export corporation, credit institutions, marketing boards, technical assistance programs and the like).An important contribution of this study consists in incorporating more comprehensive and interdisciplinary theories to explain international trade. Competitiveness theory takes on a multidimensional point of view that stretches from microeconomic levels of analysis. It also includes internal and external factors to explain changes in trade flows.For developing countries and especially for Colombia, agricultural sector policies fo have implications in economics, politics and social aspects. This study expects to develop the theoretical and empirical foundations of competitiveness for supporting decisions of policy makers in private and public sectors.
