National governments are keenly aware of the need for investment in space. Canada, as a formal cooperating state in the European Space Agency (ESA), and Germany, as a leading member state of ESA, are interlinked in Europe's space endeavours. Beyond ESA, Germany and Canada additionally have a strong history of bilateral cooperation on a range of space projects. This paper discusses the novel interdependencies between clear national and now supranational space policies, using the examples of the Canada-European Union (EU) Comprehensive Economic and Trade Agreement (CETA). The agreement covers most aspects of the EU-Canada bilateral economic relationship and includes space. The paper focuses on international space policies, strategic bilateral co-operation, and technical accomplishments. It takes a closer look at German-Canadian collaboration in space programs and offers some reflection on the effect of both the EU and ESA'S transatlantic involvement in space.

Predmet doktorske disertacije je upravljanje zunanjetrgovinske politike države ob upoštevanju delovanja nadnacionalnih entitet, pri čemer je naš osrednji cilj identificirati optimalen način realizacije nacionalnih interesov v okviru nadnacionalne entitete (tj. Evropske unije). Zunanjetrgovinska politika je eno izmed najstarejših ekonomskih področij, o katerem so tekle resne akademske razprave že v Antični Grčiji pred več kot 2000 leti. Vendar o razvoju svetovne trgovine kot sistematičnem globalnem načinu trgovanja govorimo šele od 15. stoletja dalje. Za boljše razumevanje področja v doktorski disertaciji najprej opredelimo teoretska izhodišča, v okviru katerih predstavimo teorije mednarodne menjave ter analiziramo vlogo države in ekonomske diplomacije skozi različna zgodovinska obdobja (merkantilizem, liberalizem, protekcionizem, intervencionizem ter obdobje liberalizacije in globalizacije). Kot najpomembnejše teoretično izhodišče od Davida Ricarda dalje identificiramo ugotovitev, da svet ni ničelna vsota – vse države z zunanjo trgovino pridobivajo. Kljub temu da so države skozi različna zgodovinska obdobja (glede na gospodarske razmere) vodile različne zunanjetrgovinske politike (protekcionistične ali liberalne), teorija in praksa potrjujeta, da liberalna zunanjetrgovinska politika povečuje konkurenčnost gospodarstva. Študije ekonomistov (Sachs in Warner 1995, 35 ; Frey v Pruslecki 2008, 5 ; Krueger 1980, 289) namreč kažejo, da države z liberalno zunanjetrgovinsko politiko dosegajo višjo gospodarsko rast od tistih s protekcionistično. Kot potrditev teze navajamo izsledke analiz, ki kažejo na višje stopnje gospodarske rasti v t. i. hitro rastočih gospodarstvih (državah BRIICS ‒ Braziliji, Rusiji, Indiji, Indoneziji, Kitajski in Južni Afriki). Slednje so na podlagi liberalizacije trgov v zadnjih dvajsetih letih dosegale višje stopnje gospodarske rasti od razvitih gospodarstev. Glede na to da je predmet disertacije zunanjetrgovinska politika v okviru Evropske unije (EU), ki jo Slovenija sooblikuje, se v okviru analize ukrepov osredotočimo na ukrepe zunanjetrgovinske politike EU, vlogo nacionalnih in nadnacionalnih (vladnih in nevladnih) akterjev ter povezavo vsebin z drugimi politikami. Ključni akterji v procesu formalnega delovanja na področju zunanjetrgovinske politike EU so: Evropska komisija (Direktorat za trgovino), Svet EU (Odbor za zunanjetrgovinsko politiko, Coreper in Svet za zunanje zadeve), Evropski parlament ter nevladni akterji (združenja, nevladne organizacije) kot nadnacionalni akterji in (vladni in nevladni) akterji na nacionalni ravni držav članic EU. Prioriteta zunanjetrgovinske politike EU je multilateralna zunanja trgovina, vzporedno pa potekajo pogajanja s številnimi državami oz. regijami za sklenitev preferencialnih trgovinskih sporazumov. Med ukrepi zunanjetrgovinske politike EU je pomembna še Strategija dostopa na trg, v okviru katere se dosegajo sinergije na podlagi okrepljenega partnerstva med Evropsko komisijo, državami članicami in gospodarstvom. Ugotavljamo, da postaja v obdobju globalizacije zunanjetrgovinska politika izrazito večplastna ter da izginjajo meje med zunanjimi in notranjimi politikami. Na primeru pogajanj t. i. Razvojne agende iz Dohe, ki potekajo v okviru Svetovne trgovinske organizacije, potrdimo tezo o prepletanju pogajanj na različnih ravneh (bilateralni, regionalni in multilateralni) in vsebinski povezanosti zunanjetrgovinske politike z drugimi politikami (z razvojno, s kmetijsko ipd.). Slednje potrjujejo tudi strateški dokumenti EU (Strategija Evropa 2020 ; Trgovina, rast in svetovne zadeve ter Globalna Evropa: konkurenčna v svetu), v katere je zunanjetrgovinska politika vključena kot pomemben sestavni del politike konkurenčnosti. ; The doctoral thesis focuses on a country's external trade policy management in relation to the processes witin subnational entities. Our main goal is to identify an optimal approach to realizing national interests in the context of a subnational entity (i.e., the European Union). External trade policy is one of the oldest economic policies. The first discussions on trade issues started among philosophers in Greece 2000 years ago, but global trade as a systematic process emerged in the 15th century. At the beginning of the doctoral thesis, the focus is on the theoretical background ‒ theories of external economic co-operation. We analyse the role of the state and economic diplomacy in different historical periods (mercantilism, liberalism, protectionism, interventionism, liberalisation and globalisation). The most important theoretical finding is (discovered by David Ricardo and confirmed in subsequent theories) that all states, engaged in external trade, gain (we talk about the so called positive sum). Although countries led different external trade policies during various historical periods (liberal or protectionist), theory and experience show that the liberal external trade policy increases competitiveness of an economy. Studies of several economists (Sachs and Warner 1995, 35 ; Frey 1984 ; Pruslecki 2008, 5 ; Krueger 1980, 289) also confirm, that countries with a liberal external trade policy record higher growth rates than those in favour of protectionism. Emerging economies (the so called BRIICS countries ‒ Brasil, Russia, India, Indonesia, China, and South Africa) record higher growth rates in the last twenty years – after liberalising their markets. We analyse the European Union (EU) external trade policy measures, the role of national and subnational (state and non-state) actors, and the interconnectedness of the external trade policy and other national policies. The key actors in the formal process of creating EU external trade policy are: European Commission (Directorate General for Trade), Council of the EU (Trade Policy Committee – formerly 133 Committee ; Coreper, Foreign Affairs Council), European Parliament, non-state actors (associations, non-governmental organisations (NGOs)) as well as actors in the member states (state and non state actors: ministries, diplomatic network, business associations, chambers of commerce, NGOs, etc.). The priority of the EU external trade policy is multilateral trade – successful conclusion of the WTO Doha Development Agenda. In parallel, EU is negotiating preferential trade agreements with several countries and regions. One of the most important trade policy measures is also Market Access Partnership, where active involvement of member states and the business sector is expected. Globalisation has changed the patterns of global economic co-operation and global trade. External trade has become more complex (linked to the competition, energy, environment and sustainable development policies) and the number of actors (state and non-state) involved in the policy has increased significantly. The boundaries between external and internal policies disappear as well. We show the interactions between different actors, negotiating levels, and policies on the World Trade Organisation Doha Development Agenda case, where the positions of the negotiations have to be agreed on at different levels: national, bilateral, regional, and multilateral. External trade policy is an important part of the EU strategic documents (Global Europe: competing in the world, EU 2020), and therefore an important element of the competitiveness policy. The thesis also confirms that the role of economic diplomacy in trade issues has gained importance during the last twenty years. Saner and Yiu (2003) argue that the main function of the post-modern economic diplomacy is representation in the international organisations and influence on other countries' policies.
Diana Tussie introduce en esta obra la problemática en torno a la articulación entre la producción del conocimiento y la formulación de políticas públicas, particularmente la que se desarrolla en el caso específico de la política comercial externa. A través de la compilación de distintos estudios de episodios (una variable de los estudios de casos), la autora conduce al lector hacia de los análisis de formulación de políticas, al tiempo que promueve la reflexión en torno al papel del investigador en dicho proceso, y de lo que se ha dado en llamar la "investigación post-académica".

Contributing to feminist institutionalist theories, we identify resistance to gender initiatives within the Directorate General Research and Innovation, showing that there have been obstacles to an effective implementation of gender mainstreaming in the European Commission's 6th Framework Programme (FP6). We argue that the encountered resistances reveal tensions between the European Commission's official mandate of mainstreaming gender equality into all policies and its actual implementation, which results in the 'filtering out' of transformative gender equality goals

The beginning of modern history and the subsequent war in Bosnia and Herzegovina coincide with the institutional beginnings of the European Union common foreign and security policy. At that time, Europe did not have a single position, nor could it have achieved a political consensus on any issue. In addition, it lacked appropriate instruments, as well as readiness and willingness to actively engage to put an end to war in BiH. The war in BiH was stopped, however, thanks to the efforts of the United States. This was a crucial moment for Europe to modify its common foreign and security policy. The European Union has passed a thorny path of establishing common foreign and security policy. On this path, however, the EU has experienced some progress and achieved good results, although not sufficient, just as BiH has made some progress in reforms. In order for BiH to joint the family of modern democratic countries, it will need a stronger engagement of the European Union and its more decisive common foreign and security policy, because only together we can cope with global challenges. Peace and prosperity in Bosnia and Herzegovina will also help build free and stable Europe.
The member States of Mercosur are currently negotiating a Trade Agreement with the EU, as part of the process towards a comprehensive bi-regional Association Agreement. In 2016, the EU and Mercosur members exchanged offers, followed by a negotiation round. The next round will be held in October 2017; while awaiting for political developments, it is worth anticipating some challenges to come, especially from a legal perspective. Both actors have a multilayered system for decision-making, requiring the consensus of a multiplicity of governmental actors and thus enabling them to convey. Furthermore, current dialogues consider a broad range of issues, which were also covered by different EU's agreements with other trading partners. These agreements received critiques from the civil society, which are worth to reflect upon, considering that the trade agreement is due to impact the general negotiation for the bi-regional Association Agreement. The paper develops this reflection from a twofold perspective: that of the institutional nature of EU and Mercosur and that of the democratic deficit in the overall negotiation process.

Este artículo analiza el desarrollo reciente de la política cultural en Malta en el contexto de la membresía de la Universidad de Malta en la red SEA-EU. La parte introductoria de la narrativa se relaciona estrechamente con los preparativos para unirse a la Unión Europea en 2004 que incluyeron la creación de varias instituciones de gobernanza y financiación, las relacionadas con la Capital Europea de la Cultura en 2018 y el impacto de COVID-19 en la práctica cultural y comunidades creativas. A esta primera sección, que ofrece un análisis crítico del sector, le sigue la segunda parte central del texto, que informa sobre los diversos aspectos de la política, los programas de educación superior y las manifestaciones (a través de festivales, exposiciones y expresiones multimedia). que se relacionan con académicos e investigadores de la Universidad de Malta e instituciones satélites. Este estudio explora el estado actual y el potencial competitivo de las exportaciones agrícolas colombianas a los mercados de Estados Unidos y la Unión Eurpea. Los mercados de estos paises industrializados se constituyen en los más importantes para Colombia, pero al mismo tiempo tienen varias restricciones en el sector agrícola. Este estudio mostrará que la competitividad no es solamente una función de los impedimentos locales o internacionales tales como la pobreza institucional, la baja capacidad tecnológica, la disponibilidad de capital, capital humano y mano de obra, sino también de impedimentos externos como el acceso a los mercados. Por lo tanto, éste es un importante objetivo del presente estudio con el objeto de proyectar posibles escenarios para el comercio colombiano, a fin de investigar la eliminación de estas restricciones. En la parte empírica se enfatizará en los impactos de las restricciones externas en el sentido de un estudio econométrico, sin embargo, la influencia de las restricciones internas será discutida como tal.La hipótesis central del trabajo sostiene que la eliminación de las restricciones de mercado en Estados Unidos y en la Unión Europea puede tener un importante impacto para la competitividad colombiana aunque esto no puede garantizar el crecimiento de las exportaciones nacionales sino se solucionan algunos problemas internos. Solamente la parte de las políticas comerciales de esta hipótesis puede ser evaluada en un estudio econométrico. El papel de los factores internos puede ser evaluado en el marco de un análisis del ambiente en el cual las exportaciones tienen lugar (informes macroeconómicos, estudios del Banco de la República. exportaciones corporativas, instituciones de crédito, segmentos de mercado. programas de asistencia técnica y otros). Una importante contribución de este estudio consiste en la incorporación más comprensiva e interdisciplinaria de las teorías para explicar el comercio internacional. La teoría de la competitividad tiene un punto de vista multidimensional que analiza desde los niveles microeconómicos a los macroeconómicos. Esto comprende factores internos y externos para explicar los cambios en los flujos comerciales. Para el desarrollo de los países, y especialmente para Colombia, las políticas del sector agrícola tienen implicaciones en aspectos económicos, políticos y sociales. Este estudio se propone desarrollar fundamentos empíricos y teóricos de la competitividad como soporte de las decisiones de políticas de mercado en los sectores público y privado. ; This study will explore current and potential competitiveness of selected agricultural exports of Colombia to the markets of the United States and the European Union. The markets of these industrialized countries constitute the most important markets for Colombia, but at the same time have very strict trade constraints in the agricultural sector. This study will show that competitiveness is not only a function of domestic/internal impediments such as a poor institutions, low technological capability, availability of capital, human capital and labor, but also of external impediments such as market access. Therefore, it is an important objective of this study to project the possible scenarios of Colombian trade, by investigating the elimination of those restrictions. In the empirical part emphasis will be laid on the impact of external restrictions by means of an econometric study, however the influence of internal restrictions will be broadly discussed as well.The central hypothesis of this work is that the elimination of trade restrictions in the USA and the EU might have an important impact on Colombia competitiveness even though, it cannot guarantee an increase of Colombia exports without curing some home-made problems. Only the "trade policy" part of this hypothesis can be tested by means of an econometric study. The role played by home-made factors is to be evaluated by an analysis of the environment in which exports take place (macroeconomic reports, studies of the Central Bank of Colombia, export corporation, credit institutions, marketing boards, technical assistance programs and the like).An important contribution of this study consists in incorporating more comprehensive and interdisciplinary theories to explain international trade. Competitiveness theory takes on a multidimensional point of view that stretches from microeconomic levels of analysis. It also includes internal and external factors to explain changes in trade flows.For developing countries and especially for Colombia, agricultural sector policies fo have implications in economics, politics and social aspects. This study expects to develop the theoretical and empirical foundations of competitiveness for supporting decisions of policy makers in private and public sectors.
