Le vote du Brexit signifiait que le Royaume-Uni pourrait sortir du marché unique européen et mener sa propre politique commerciale. La question est devenue très préoccupante pour certains pays africains qui étaient en train de négocier un accord commercial réciproque avec l'UE. Dans le cas de la Communauté de l'Afrique de l'Est (CAE), certains États partenaires ont refusé de signer un accord de partenariat économique (APE) régional UE-CAE en invoquant le problème de l'incertitude due au Brexit. Afin d'aborder la situation, la question posée ici est la suivante : en quoi le lien entre Brexit et les négociations commerciales accroit-il la possibilité de ne pas conclure un accord APE régional avec la CAE? L'article utilise la stratégie de négociation par liens thématiques pour montrer comment le Brexit a fourni à certains pays une nouvelle occasion d'inclure des clauses de négociation supplémentaires, aboutissant ainsi aux refus de signer l'accord commercial de l'UE.

This essay takes cognizance of the fact that integration, which entails the establishment of some structural conformity, is an important variable in the process of development. It traces historical efforts at integrating East Africa since pre-colonial times, explaining the changing nature of social and economic relations. The paper argues that state-driven efforts to integrate Africa in the colonial and early post-independence period militated against local patterns of cooperation in the East African sub-region because these schemes emphasised economic development. In any renewed effort toward integration, the emphasis ought to be laid on political debates and the participation of civil society in new forms of integration. (Afr Dev/DÜI)

Der Beitrag gibt einen Überblick über Ansätze der regionalen Integration in Ostafrika. Als Ostafrika werden Kenia, Tansania, Uganda, Ruanda, Burundi und die Region der Großen Seen in der Demokratischen Republik Kongo verstanden. Geschichtlich wird ein Bogen geschlagen von Verbindungen zwischen den britischen Kolonien der Region über die gescheiterte East African Community (1967-1977) zu den Integrationsansätzen der Gegenwart. Gefragt wird auch nach Rolle und Interessen Südafrikas sowie der SADC. (DÜI-Kör)

The mass arrival of Chinese to the West Coast of Sabah in present day East Malaysia since the middle of 19th century, had brought the newly arrived community into contact with the indigenous people. This had inevitably brought about a proliferation of mixed marriages between these Chinese and the indigenous people, which resulted in the emergence of pockets of Sino-Native communities on the West Coast of Sabah. A transformation of these communities is traceable in a tussle between the adherence of Chinese culture and the adoption of native ones – where more often than not, the latter, usually the mothers' culture, prevailed. This had eventually resulted in the emergence of a community where the names could be Chinese but little else of traces of Chineseness could be detected. In fact, by the 1930s, tussles between those who were Sino-Natives versus Chinese who lived amongst these communities culminated in the formation of the Society of Kadazan in 1952. The Society advocated for the rights of this new community and saw themselves as defenders of the native rights vis-à-vis what was perceived to be the encroachments of the Chinese on their rights. Yet, just a couple of generations ago, these communities were created through the intermarriages between the Chinese and the natives. The paper will trace the evolution of the Sino-Kadazan community in Sabah with the aim of answering questions relating to the choice of their identity and cultural practices. This paper will attempt to answer how the Sino-Kadazans maneuvered their ways in the 1950s and 1960s in the face of the emergence of indigenous nationalism and the immediate post-independence years. Finally, this paper will attempt to position this community vis-à-vis the Chinese in Sabah.

Résumé Virtuellement rien n'a changé durant la dernière décennie en ce qui concerne les accords territoriaux, en particulier en Europe centrale, en Europe de l'Est et en Europe du Sud-Est, où le rôle de la communauté internationale a été très important dans l'assistance constitutionnelle aux transitions démocratiques. Cet article étudie les raisons qui en sont à l'origine et considère que la question du fédéralisme (et du régionalisme) a été gérée avec une prudence excessive à la fois par les acteurs nationaux et internationaux. L'article suggère une approche non émotionnelle, dépolitisée, du fédéralisme, une approche qui prendrait en compte la bonne gouvernance et pas seulement l'auto-gouvernance, séparant ainsi la question territoriale des problèmes de minorités. Mieux le fédéralisme prend en compte la participation des minorités, plutôt qu'en isolant les groupes minoritaires, plus il est utilisé comme l'instrument d'intégration d'un territoire comme un tout.
