Konkurentnost željezničkog prijevoza u usporedbi s cestovnim se smanjuje, naročito na regionalnim željezničkim prugama. Kako bi se poboljšala ta situacija, EU je donijela razne direktive i pravila u svrhu povećanja učinkovitosti željezničkih poduzeća. U ovom radu predstavljamo organizacijski i ekonomski model koji se zasniva na europskoj politici vođenja lokalnog željezničkog sustava. Organizacijski model se temelji na analizi odluke o više kriterija. Za ekonomski smo model primijenili ekonometrijski pristup u procjeni funkcije troškova i marginalnih troškova na regionalnim prugama, koji predstavljaju osnovu troškova na željeznici. Primjenom takvog organizacijskog modela, poboljšat će se funkcioniranje željezničke mreže. Istraživanjem se ustanovilo da bi promjena postojećeg modela izračuna troškova korištenja infrastrukture donijela ekonomske koristi rukovodiocu željezničke infrastrukture i onima koji su zaduženi za promet. Primjenom predloženog modela također smo ustanovili da ima smisla povećati protok robe na nekorištenim željezničkim linijama jer su troškovi održavanja željezničke infrastrukture neelastični u odnosu na prevezene bruto tone. ; Competitiveness of rail transport compared to road transport has been reducing, especially on regional railway lines. To improve this situation, the EU adopted various directives and regulations to increase efficiency of railway undertakings. In this paper we present an organizational and economic model based on European policies for local railway system. The organizational model is based on multi-criteria decision analysis. For the economic model we used an econometric approach to estimate the cost function and marginal costs in regional lines, which constitute the basis for railway charges. By implementing such an organizational model, the functioning of the railway network will improve. The research found that a change in the existing model of calculating costs of infrastructure use would bring economic effects for the railway infrastructure manager and the providers of transport. Using the proposed model we also found that it is reasonable to increase the flow of goods on unused regional railway lines because the railway infrastructure maintenance costs are inelastic with regard to transported gross tons.

Cilj ove studije je prevladati nedostatak empirijskih istraživanja koja se bave glavnim čimbenicima valutnih kriza u Republici Srbiji, analizirajući razdoblja valutne krize i kreirajući sustav ranog upozoravanja kako bi se predvidjele nadolazeće valutne krize. Ovaj rad istražuje odrednice epizoda valutne krize u razdoblju od siječnja 2007. do svibnja 2018.godine koristeći ekonometrijsku analizu i na temelju toga daje prijedloge kreatorima ekonomske politike. Pokazalo se da su dominantni čimbenici oni koji su uglavnom povezani s utjecajem čimbenika iz vanjskog okruženja, što je važno u procjeni i predviđanju potencijalnih kriza u Republici Srbiji. Konkretnije, dobiveni rezultati ukazuju na to da su precijenjenost nacionalne valute, saldo tekućeg računa kao postotak BDP-a, uvoz i burzovni indeks statistički značajne varijable. ; The aim of this study is to overcome the lack of empirical research dealing with the main factors of currency crises in the Republic of Serbia, analyzing periods of currency crises and creating an early warning system to anticipate the upcoming currency crises. Using econometric analysis, this paper examines the determinants of currency crises episodes during the period from January 2007 to May 2018, and based on this, it makes proposals for economic policy makers. It has been shown that dominant factors are those that bind mostly with the effect of factors from the external environment, which is important in assessing and forecasting potential crises in the Republic of Serbia. More specifically, the obtained results indicate that the overvaluation of the national currency, current account balance as a percentage of GDP, imports and stock exchange index are statistically significant variables.

Način funkcioniranja i prilagodba nacionalnog sustava upravljanja i provedbe instrumenata kohezijske (u nastavku: regionalne) politike Europske unije (u nastavku: EU) te, posljedično, učinkovitost toga sustava, ima presudan utjecaj na dinamiku i svrsishodnost povlačenja sredstava fondova regionalne politike EU. Uzimajući u obzir aktualnost te teme uslijed završetka proračunskog razdoblja EU, 2014. - 2020. i perspektivu novog proračunskog razdoblja EU (2021. - 2027.), doktorska disertacija izdiže se iznad vremenskih ograničenja proračunskih razdoblja jer analizira problematiku korištenja sredstava regionalne politike EU u kontekstu znanstvenog doprinosa predlaganju modela institucionalnog okruženja sustava upravljanja instrumentima (fondovima) regionalne politike EU u Hrvatskoj. U tom kontekstu, jedan od najvećih problema i izazova je činjenica da je Hrvatska zadnja država koja je postala članica EU te istovremeno i jedina koja koristi fondove regionalne politike EU samo jednu proračunsku perspektivu. Stoga je i dodatni izazov prikupiti dostatne empirijske i ekonometrijske spoznaje o funkcioniranju sustava upravljanja fondovima regionalne politike u odabranim državama EU, a da bi zaključci bili primjenjivi na Hrvatsku. Posebna pozornost posvećena je prikazu sustava upravljanja fondovima regionalne politike EU u državama sličnih usporednih karakteristika kao i Hrvatska, putem empirijskih spoznaja i zakonitosti, suvremenih pristupa i teorija koje pridonose rješavanju aktualnih, kompleksnih, teorijskih i praktičnih problema, a koji do sada nisu dovoljno istraženi niti prisutni u nacionalnom istraživačkom području. Rezultati organizacijske analize te analize učinkovitosti sustava upravljanja fondovima EU u odabranim državama u fokusu je istraživanja provedenog u okviru ove doktorske disertacije. Znanstveno istraživanje temelj je za davanje smjernica pri definiranju optimalnog modela sustava upravljanja fondovima regionalne politike EU u Hrvatskoj koji, do trenutka izrade doktorske disertacije, zbog svoje nedovoljne učinkovitosti, kompleksnosti sustava donošenja odluka i svojevrsne "isprepletenosti" institucija u procesu pripreme i implementacije, negativno utječe na maksimiziranje iskorištavanja sredstava fondova regionalne politike EU. Kako bi se iz postojećih sustava upravljanja odabranih država EU empirijski mogli utvrditi ključni institucionalni čimbenici apsorpcije fondova EU, uzimaju se u obzir postojeći sustavi upravljanja. Znanstvenim istraživanjem i komparativnom analizom sustava upravljanja fondovima regionalne politike EU u devet država središnje i istočne Europe te iskustvima funkcioniranja hrvatskog sustava, nastoji se formulirati optimalni okvir nacionalnog sustava upravljanja fondovima regionalne politike EU koji bi mogao omogućiti donošenje kvalitetnijih strateških odluka izvršnoj vlasti kako bi se isti, u što je moguće većoj mjeri, odrazio na gospodarski rast putem učinkovitosti korištenja sredstava fondova regionalne politike EU. Rezultati provedene ekonometrijske analize doprinose zaključcima koji potvrđuju da su primljene bespovratne pomoći EU dovele do povećanja gospodarskog razvoja država EU. Međutim, sama alokacija sredstava pomoći nije nužno dovela do povećanja kvalitete institucionalnog okvira te konkurentnosti analiziranih zemalja. Stoga se potvrđuje važnost uspostavljanja institucionalnog okvira upravljanja fondovima EU koji, ne samo da će dovesti do povećanja apsorpcije fondova EU, nego će unaprijediti opću djelotvornost javnog sektora te konkurentnost države. Stoga je, temeljem sustavnog i sveobuhvatnog znanstvenog istraživanja u ovoj doktorskoj disertaciji, predložen i argumentiran model institucionalnog sustava za upravljanje i provedbu instrumenata (fondova) regionalne politike EU u Hrvatskoj, a primjenjiv je u kratkom i dugom roku. ; The national system of management and implementation of the European Union (hereinafter: EU) cohesion (hereinafter: regional) policy, its manner of functioning, its adjustment and, consequently, the effectiveness of this system, has a decisive influence on the dynamics and expediency of drawing from EU regional policy funds. Considering the relevance of this topic due to the end of the European budgetary period 2014-2020, and the perspective of the new budgetary period (2021-2027), this doctoral thesis rises above the time limits of budget periods because it analyses the use of EU regional policy funds in the context of scientific contribution to a draft model of the institutional framework for managing EU regional policy instruments (funds) in Croatia. In this context, one of the biggest problems and challenges is the fact that Croatia was the last to become an EU member country and at the same time the only one that uses EU regional policy funds for only one budgetary period. Therefore, it is an additional challenge to gather enough empirical and econometric knowledge about the functioning of the EU regional policy funds management system in selected EU countries, for the conclusions to apply to Croatia. Special attention was paid to the presentation of the EU regional policy funds management systems in countries with similar characteristics comparative to Croatia, through empirical knowledge and laws, modern approaches and theories that contribute to solving current, complex, theoretical and practical problems, which have not been sufficiently researched or present in the national research area. The results of the organizational and efficiency analyses of the EU funds management system in selected countries are the focus of the research conducted within this doctoral thesis. Scientific research served as the basis for providing guidelines for defining the optimal model of the EU regional policy funds management system in Croatia, which, by the time of this analysis, due to its low efficiency, the complexity of the decision-making system and a kind of "intertwining" of institutions in the process of preparation and implementation, has failed to maximize the utilization of EU regional policy funds. To be able to empirically determine the key institutional factors for the EU funds absorption from the existing management systems of selected EU countries, the existing management systems are considered. Through scientific research and comparative analysis of the EU regional funds management system in nine Central and Eastern European countries, along with the experiences of the Croatian system, this paper aims to determine an optimal framework for a national EU regional policy fund management system that would enable the executive power to adopt better strategic decisions. The abovementioned framework should, to the greatest extent possible, stimulate economic growth through the efficient use of EU regional policy funds. The results of the conducted econometric analysis contribute to the conclusions confirming that the received EU grants have led to an increase in the economic development of EU countries. However, the allocation of funds alone did not necessarily lead to an increase in the quality of the institutional environment and the competitiveness of the countries analysed. Furthermore, it is confirmed that an institutional framework for the management of EU funds should be established, which will not only increase the absorption of EU funds but will also improve the overall efficiency of the public sector and the competitiveness of the state. Therefore, this doctoral thesis, based on systematic and comprehensive scientific research, proposes and asserts a model of an institutional system for management and implementation of instruments (funds) of EU regional policy in Croatia that is applicable in the short and long term.

Uspostava nadnacionalnih autoriteta regulacije banaka izravno je pridonijela boljem razumijevanju ponašanja i utjecaja bankovnog sektora na ekonomske tokove u cjelini. Institucionalna povezanost nacionalnih regulatornih tijela u kontekstu globalizacijskih odnosa pridonosi željenoj standardizaciji podataka koji su temelj za svaku validnu ekonomsku analizu. Napose, tržišna disciplina kao uporište suvremene regulacije reducira prostor neprozirnosti bankovne tvrtke, dok s druge strane dostupnost relevantnih baza podataka širi horizonte modelskog pristupa analize bankovnog sektora. Dominacija istog sektora kao izvora eksternog financiranja na zajedničkom europskom tržištu ishodište je traženja rješenja izlaska iz stagnacijskih pritisaka na gospodarska kretanja. Dinamičnost kauzalnih ekonomskih odnosa nameće potrebu sve veće pouzdanosti u izvore podataka, stoga reprezentativnost uzorka ne samo da usmjerava pojedino istraživanje već i determinira spoznajni proces. Analiza javno dostupnih podataka bankovnih tvrtki suvremenim ekonometrijskim alatima svakako je velik iskorak u pokušaju uspostave jasnog i transparentnog metodološkog okvira monitoringa reaktivnog djelovanja bankarskog sektora na nužnu promjenu regulatornih uvjeta u funkciji postkriznog pokretanja kreditnog ciklusa. Model empirijske analize usklađivanja bankarskog sektora s novim kapitalnim zahtjevima ovim će se radom testirati na uzorku od 35 bankovnih grupacija koje posluju na području EU-a za razdoblje od 2000. do 2016. godine, odabranih po veličini aktive. Analizom panel modela izvršen je odabir dinamičkog panela generaliziranom metodom momenata (engl. Generalized Method of Moments – GMM) jednim korakom. Rezultati istraživanja dali su dokaze da najava povećanja regulatornog kapitala utječe na rast ukupnih bankovnih aktiva odnosno dolazi do značajnog porasta udjela bezrizičnih aktiva u imovini banaka, dok s druge strane dolazi do kreditne kontrakcije koja olakšava zadovoljenje regulatornih zahtjeva. Konačno, upravljačke strukture preko neto kamatne marže kao instrumenta kreditno-depozitne politike, realociraju vlastita i tuđa sredstva u funkciji očuvanja likvidnosti i solventnosti banke u cjelini. ; The establishment of supranational banks regulatory authorities has directly contributed to a better understanding of the behaviour and impact of the banking sector on economic flows comprehensively. Institutional linkage of national regulatory bodies in the context of globalization relations contributes to the desired standardization of data, which are the basis for every valid economic analysis. The market discipline as the backbone of modern regulation reduces especially the banking firm opacity area, while on the other hand the availability of relevant databases expands the horizons of the model approach to banking sector analysis. The dominance of the same sector as a source of external financing on a common European market is the starting point in seeking solutions of emersion from stagnant pressures on economic trends. The dynamism of causative economic relationships imposes the need for ever greater reliability in data sources, hence the representativeness of the sample not only directs an individual research but also determines the cognitive process itself. The analysis of publicly available banking firm data using modern econometric tools is certainly a significant step forward in the attempt to establish a clear and transparent methodological framework for monitoring the reactive activity of the banking sector to the necessary change of regulatory terms in the function of post-crisis launch of the credit cycle. The empirical analysis of the banking sector alignment with new capital requirements will be tested in this paper on a sample of 35 banking groups operating in the EU area for the period from 2000 to 2016, selected by size of assets. The selection of the dynamic panel was performed through panel modelling analysis using Generalized Method of Moments (GMM). The research results have provided evidence that the announcement of the increase in regulatory capital affects the growth of total banking assets, namely there is a significant increase in the share of non-risky assets in bank assets, while on the other hand there is a credit contraction that facilitates the regulatory requirements compliance. Finally, the management structures over the net interest margin as a credit and deposit policy instrument reallocate their own and other resources in the function of preserving the liquidity and solvency of the bank in general.
