Urban shrinkage is a process that many European countries have been facing in recent decades. It had started in highly developed regions at the time of deindustrialisation, but since the 1990s, this process has also affected Central, Eastern and South-eastern Europe, with different patterns and dynamics of urban shrinkage. The political and economic crisis in Serbia during the 1990s, as well as the transition from a centrally governed and urban-based industrialisation to a neoliberal market economy, has brought significant changes in the development of cities, which faced declining demographic and economic vitality. This paper is focused on the analysis of the intensity and dynamics of demographic and economic aspects of urban shrinkage in Serbia and on classification of cities according to the different phases of urban shrinkage. Typological classification was performed using the K-means clustering algorithm. The cluster analysis is based on the use of relevant demographic and socio-economic indicators, for the period from 2002 to 2011. After identifying cities that recorded an increase in total population and relatively stable economic development, three types of shrinking cities were determined according to the intensity of demographic and economic shrinkage - cities with low, medium and high shrinkage intensity. The analysis of the main patterns and factors that influenced the different levels of urban shrinkage enabled a better understanding of this phenomenon in Serbia. The results indicate the heterogeneity of urban space due to different levels of demographic and economic shrinkage, thus it can serve as a starting point for future research of uneven urban development in Serbia. ; Опадање градова (енг. urban shrinkage) је процес са којим се последњих деценија суочавају многе земље у Европи и свету. The main objective of this paper is to determine the level of relevance of the economic development and the level of pollution of thirteen states that joined the European Union (EU) in the last three enlargement rounds (2004, 2007, and 2013), with the length of transitional periods, i.e. the number of regulations that have agreed transitional periods. The initial assumption is that the level of economic development of countries joining the EU and the level of pollution are affecting the length of transitional periods and the number of regulations that are agreed upon transitional periods. Accordingly, the paper points to the level of economic development (measured by GDP) and the level of pollution (emissions measured by CO2/pc and CO2/gdp). All the states are grouped into five regional groups (Mediterranean, Central Europe, the Baltics, South-East Europe and the member states of the former Yugoslavia) . Separate part of the paper analyzes in detail the types of regulations relating to the agreed transitional periods, and the number and length of transitional periods that are contracted by the states of the five groups. For the analysis we used the transitional periods in the field of energy, environment and transport, given their potential importance for CO2 emissions. The final part of the paper analyses perceived relevance between the level of economic development, levels of pollution, the length of transitional periods and the number of regulations that are agreed upon transitional periods.
According to actual legislation, the performing of communal activities in the Republic of Srpska is mainly entrusted with public utility companies founded and managed by local governments (municipalities and cities), as well as their majority owners. Municipalities and cities have a legal obligation to prescribe the conditions and manner of performing utility activities, material, technical and other conditions for the financing, development, the construction and maintenance of utility infrastructure, the conditions for the functioning of the technical and technological unity of utility systems and devices and others. One of the constant problems in the present management, financing, and monitoring and reporting on the real effects of the management of public utility infrastructure refers to the fact that it is a property that is owned (usually in the business balance) of local governments, but which is often included in the business balance of public utilities companies, such corporations, which managing these assets realize their regular business income. Different approaches to the legal treatment of utility infrastructure and its different models accounting for, among other things, significantly affecting the quality of information on financial position and performance of public utilities companies, and through it to relation managers and owners acording to its maintenance and renewal. The actual ballast of many years of unresolved dilemmas in this area in the final bears citizens, who are have the right to use public services of appropriate quality and under acceptable economic conditions. ; Prema važećim zakonskim propisima, obavlјanje komunalnih djelatnosti u Republici Srpskoj uglavnom je povjereno javnim komunalnim preduzećima koja osnivaju i kojima upravlјaju jedinice lokalne samouprave (opštine i gradovi), kao njihovi većinski vlasnici. Opštine i gradovi imaju zakonsku obavezu da propišu uslove i način obavlјanja komunalnih djelatnosti, materijalne, tehničke i druge uslove za finansiranje, razvoj, igradnju i održavanje komunalne infrastrukture, uslove za funkcionisanje i tehničko-tehnološko jedinstvo komunalnih sistema i uređaja i dr. Jedan od konstantno prisutnih problema u upravlјanju, finansiranju, kao i praćenju i izvještavanju o stvarnim efektima upravlјanja javnom komunalnom infrastrukturom odnosi se na činjenicu da se radi o imovini koja se nalazi u vlasništvu (obično i u bilansima) jedinica lokalne samouprave, ali koja je nerijetko uklјučena i u poslovne bilanse javnih komunalnih preduzeća, kao korporatizovanih društava kapitala, koja gazdujući tom imovinom ostvaruju svoje redovne poslovne prihode. Različitim pristupima pravnom tretmanu komunalne infrastrukture i različitim modelima njenog računovodstvenog obuhvata, pored ostalog, značajno se utiče na kvalitet informacija o finansijskom položaju i uspješnosti javnih komunalnih preduzeća, a kroz to i na odnos upravlјača prema njenom održavanju i obnavlјanju. Stvarni teret dugo godina nerazriješenih dilema u predmetnoj oblasti u konačnom snose građani, koji imaju pravo na korišćenje javnih usluga odgovarajućeg kvaliteta i pod za njih pristupačnim ekonomskim uslovima.
Predmet istraživanja doktorske disertacije odnosi se na analizu značaja i mehanizama na koji institucionalna obeležja utiču na efikasnost nacionalnih ekonomija. Pritom, cilj je da se istraživanjem identifikuju relevantne normativne i pozitivne pozicije u pogledu uloge koju institucije imaju u ekonomskim procesima, kao i njihov međusobni odnos i relativna važnost pri uticaju na ekonomske performanse, sa posebnim osvrtom na iskustva privrednih sistema zemalja u tranziciji. Iz tog razloga, analizirane su osobenosti institucija kao jedinica ekonomske analize, raznovrsnost elemenata institucionalne strukture, kroz, naročit, osvrt na interakciju koja se pojavljuje između formalnih i neformalnih institucionalnih pravila. Uslovljenost ekonomskih performansi institucionalnim svojstvima analizirana je iz perspektive teorije transakcionih troškova, kao i teorije vlasničkih prava i mehanizmima kojima oni ostvaruju uticaj na ekonomske performanse. Iz razloga što značajan deo institucionalne strukture nastaje, ali se i menja, u okviru političkog sistema, efekti na ekonomsku aktivnost posmatrani su kroz uticaje koji nastaju kao posledica specifičnosti političkih institucija, odnosno, njihove stabilnosti, forme i centralizovanosti, kao i kvaliteta javnog upravljanja, uticaja rent-seeking-a i političkih konjunkturnih ciklusa. S obzirom da su postojanost i dinamika integralna svojstva svakog segmenta institucionalne strukture, deo istraživanja je orijentisan na analizu osnovnih elemenata, tipova i teorija institucionalnih promena, zavisnost promene institucija od istorijskog institucionalnog, formalnog i neformalnog, nasleđa, kontroverzi u pogledu transplantacije institucija, kao i uzroka institucionalne histereze i neuspeha. Na osnovu empirijskog istraživanja odnosa ekonomskih performansi i institucionalnog kvaliteta, utvrđeno je da nivo per capita dohotka odlučujuće zavisi od kvaliteta institucionalne strukture, efikasne zaštite vlasničkih prava, usklađenosti između formalnih i neformalnih pravila, čime institucionalne promene u pravcu unapređenja svih institucionalnih segmenata predstavljaju neophodnu pretpostavku efikasnijoj ekonomskoj aktivnosti. ; This paper refers to the analysis of the importance of the institutions and the mechanisms through which the institutional characteristics influence the efficiency of national economies. In this context, the main goals of the research are to identify and explain relevant normative and positive aspects of institutional theory, the way in which institutions affect economic processes, as well as the interrelation and relative importance of different institutional units in their influence on economic performance, with special emphasis on the experience of transition countries. For this purpose, the author has reviewed the uniqueness of institutions as units of economic analysis, the diversity of the elements of institutional structure, with the particular accent on interaction between formal and informal institutional rules. Dependence of economic performance upon the institutional characteristics has been analyzed from the perspective of transaction-cost theory, as well as the theory of property rights. Special attention is paid to the mechanism through which the property rights exercise their influence upon the efficient operation of economic system. Bearing in mind the fact that the important part of institutional structure is made within a political process, the effects of institutions are observed through the influences derived from political stability, political regime and the level of administrative and fiscal centralization. The quality of governance, the impact of rent-seeking activities and the influence coming from political and business cycles are additional important features in this regard. Since the institutions display the persistence and changeability at the same time, the important part of the research is dedicated to the analysis of different types and theories of institutional changes, the dependency of changes on the past formal and informal institutional development, the issues related to the transplantation of institutions and the causes of institutional hysteresis. Based on the empirical part of the thesis, we have reached the conclusion that the level of per capita income largely depends on the quality of institutions, especially the protection of property rights, as well as the harmonization between formal and informal institutions. This makes good institutions a decisive and long-lasting factor of the success and efficiency of national economies.

U mnogim delovima sveta, veliki napori i sredstva se ulažu u sprečavanje pojavljivanje bolesti i smanjenja ekonomskih troškova izazvanih KKS a sve u cilju njenog potpunog iskorenjivanja. Bolest se pojavljuje u većem broju zemalja Azije, centralne i južne Amerike, delovima Afrike i Evrope. Uspeh u iskorenjivanju postignut je u većem broju država, uključujući Severnu Ameriku, Australaziju i Severnu Evropu, gde se status zemalja slobodnih od KKS održava bez primene vakcinacije. U Zapadnoj Evropi, ostvarena je progresivna eradikacija u toku poslednje dve dekade 20. veka uz zabranu vakcinacije u zemljama članicama EU od 1990. godine. Međutim, periodično je dolazilo do unošenja virusa KKS u populaciju domaćih svinja preko divljih svinja ili uvozom domaćih svinja iz inostranstva. Pojava KKS u zemljama koje ne primenjuju preventivnu vakcinaciju ili su slobodne od bolesti može dovesti do velikih epizootija jer je celokupna populacija domaćih svinja veoma prijemčiva na virus. Zbog toga je kontinuirano vršenje aktivnog i pasivnog nadzora nad KKS od fundamentalnog značaja za sprečavanje pojave i širenja ove zaraze jer doprinosi da se eventualno izbijanje bolesti otkrije na vreme kao i da se brzo uspostave kontrolne mere u cilju sprečavanja daljeg širenja virusa KKS. Za efikasno sprovođenje potpunog iskorenjivanja KKS, pored definisanja principa kontrole KKS, kratkoročnih, srednjoročnih i dugoročnih prioritetnih aktivnosti, obezbeđivanja odgovarajućeg pravnog okvira, dijaloga i podele odgovornosti između najvažnijih institucija, službi i poslovnih subjekata, potrebno je osigurati odgovarajuće finansijske, kadrovske i druge resurse, kao i kontinuiranu edukaciju i jačanje kapaciteta nadležnih službi. U ispitivanjima su opisani epizootiološki i ekonomski aspekti Programa kontrole KKS uz primenu vakcinacije koji se sprovodio od 2006. do 2012. godine, pravni okvir i strateške mere koju državna veterinarska administracija i operativne veterinarske službe sprovode u cilju kontrole i potpunog iskorenjivanja KKS u Srbiji, kao i efekti primene tih mera. ; Classical swine fever (Pestis suum clasica, Hog cholera, Schweinepest, CSF) is a highly contagious viral disease of domestic pigs and wild boar, which has huge health, social and economic impact worldwide. In many parts of the world, significant efforts and resources were employed in order to prevent outbreaks and reduce losses and costs, with overall objective to eradicate it. Outbreaks of CSF are notified in many contries in Asia, central and southern part of Americas, some areas in Africa and Europe. Some countries has experienced success in eradication, namely in North America, Australasia and North Europe, and in keeping the country's status as free of CSF without vaccination. In Western Europe, progressive eradication without vacciantion is achieved in last two decades of 20th century, with total ban of vaccination declared from 1990. However, some perodical epizodes of introduction of CSF virus from wild boar to domestic pig population, or by import of live pigs, were reported. Emerging cases of CSF, particularly in countries where vaccination is not in place or in countires declared the status as free from the disease, can cause large epizootics, since the naive pig population is very susceptible to the virus. Therefore, the continuous active and pasive surveillance is of utmost importance for prevention of spreading the diseases which will improve capacities for timely detection of possible outbreaks and effective implementation of relevant control measures to prevent further spreading of disease. For effective imlementetion of total elimination of CSF, beside clear definition of main control principles, short-term, and long-term priority activities, adequate legal framework, and effective dialogue for sharing responsibilities among main interested parites, it is necessary to ensure financial, human and other resources, as well as continuous education and capacity building of competent authorities. In this investigation, economical and epidemiological aspects of CSF eradication program with vaccination policy implemented from 2006 to 2012, were described, with the current legal base and strategic actvities carried out by the state veterinary administration and field veterinary services with the aim to control and totaly eradicate CSF in Serbia, with effects of implementation such measures.
The first section of this paper discusses a public diplomacy concept within the international relations paradigm shift that takes place in a radically changed global environment. Public diplomacy is analyzed primarily through cultural aspects in relation to other concepts such as propaganda and 'nation branding'. The second part is dedicated to identification of the key problems that the Republic of Serbia is facing regarding conceptualization and implementation of public and cultural diplomacy. It analyzes the institutional framework and effects of international Serbian policies up to now. It points to the need for long-term synchronous involvement of different actors in the field of public and cultural diplomacy of the Republic of Serbia, in order to promote not only its political positioning and reputation in the world, but for the sake of strengthening its economic and other development resources. Recognition of public and cultural diplomacy as an effective long-term means of building the reputation and position of the Republic of Serbia in international relations is extremely important. It means to articulate the need to design a new cultural concept, which would be built into a system of values that traces the path of Serbian development. The basic question, therefore, in terms of conceptualization of public and cultural diplomacy, remains the question of the narrative. This is the new and the old question of all questions: 'Who are we, where are we going and where do we want to go?'.
The European Union is the most complex and by any aspect the most unique example of a regionaleconomic integration. Its origin, evolution and survival are based on a common legislative andinstitutional framework. The so-called common policies implemented in a number of economicand non-economic areas are particularly distinctive. Most of them are implemented on two levels:national and communal. The only common policy that is fully implemented at the European Unionlevel is the Community Agrarian Policy (CAP), whereas the agriculture has the highest expenditurein the communal budget. The function of CAP is primarily economic as its goals are strictly relatedto economic issues: price stability of agricultural products, productivity growth, higher wages forthe farmers, etc. The CAP strengthens the Union's social cohesion, which is of utmost importancein times of constant crises, BREXIT and other extreme instabilities. For this reason, the CAP hasbeen in the processes of continuous reforms (MacShary, Mansholt and those of recent times) fordecades, in order to increase its efficiency and justify enormous financial investments. The CAPresults depend on the achievement of preset objectives and the exchange of agricultural productsand food that the European Union generates globally. It has been demonstrated that the CAP is asignificant common policy, both in achieving economic goals and in the sphere of strengtheningcommunal cohesion.
Slobodan protok roba, usluga, ljudi i kapitala, razvoj informacione i komunikacione tehnologije, učinili su da lokalni problemi postanu globalni. Finansijska kriza 2007. godine vrlo brzo je postala globalna. Pandemija kovida-19 izazvala je svetsku zdravstvenu krizu, koja je ubrzo prerasla u ekonomsku, uz pretnju da postane i društvena kriza. Makroekonomski troškovi pandemije ogledaju se u padu bruto domaćeg proizvoda (GDP), rastu nezaposlenosti, povećanju fiskalne i eksterne neravnoteže. Fiskalna politika je u svim zemljama bila okosnica ekonomske politike u borbi protiv posledica pandemije. Ono što se sa sigurnošću može reći je da je šok pandemije pogodio ekonomiju i sa strane agregatne tražnje i sa strane agregatne ponude. U radu pokušavamo da sagledamo kako je pandemija delovala na privrede zemalja Zapadnog Balkana, sa kolikim privrednim padom su se suočile u 2020. godini. U radu takođe analiziramo koliko su javni sektor, zdravstvo i obrazovanje bili efikasni u borbi protiv posledica pandemije. ; The free flow of goods, services, people and capital, and the development of information and communication technology have all made local problems global. The 2007 financial crisis very quickly became global. The COVID-19 pandemic caused a worldwide health crisis, which quickly became an economic one, with threats of becoming a social one as well. The macroeconomic costs of the pandemic are visible in the form of shrinking GDP, the rise of unemployment, as well as fiscal and external imbalance. In all countries fiscal policy was the cornerstone of economic policy in the fight against the consequences of the pandemic. What we can say for certain is that the shock of the pandemic hit the economy both from the aspect of aggregate demand, as well as aggregate supply. In this paper we take a look at how the pandemic affected the economies of the Western Balkan countries, and the scale of the economic downturn they will face in 2020. We will also analyze how effective the public sector, the medical system, and education have been in the fight against the consequences of the pandemic.

Важан аспект управних реформи представља широко распрострањено коришћење јавних агенција као облика организације управе, у циљу обављања растућег броја послова који захтевају висок ниво специјализованих знања. ; Public administration organisation and the performance of public tasks have significantly altered over the past 30 years through global political, legal and economic change. An important aspect of the administrative reforms is the widespread use of public agencies as a model of administrative organisation to perform an increasing number of specific tasks requiring high levels of expertise. This PhD thesis analyses the agencification of public administration and the specificities of the process in the field of environmental protection at the European level and in Serbia. The main focus of the research is on the legal aspects of the phenomenon, namely the regulatory functions of agencies at the European level: their interaction with other relevant bodies and actors in the regulatory process; their performance of different administrative tasks (including inspections); and their decision-making roles. The thesis examines specific aspects of the agencification process, the transformation of Serbian public administration in the context of European integration, and the influence this transformation has had on environmental governance. The goal of the research is to examine the evolution and current position of environmental agencies in the European Union's and Serbia's legal orders, to analyse the agencies' interaction with complex administrative arrangements developed at the supranational level, and to argue for enhancing their independence and (regulatory) competencies. The further goal is to contribute to legal scholarship on agencification at national and supranational levels, and especially in the field of environmental protection. The thesis consists of the introduction, three parts and the conclusion. The introduction frames and contextualises the research topic, goals and scientific relevance, and it provides a methodological framework. Part one examines the agencification process primarily at the European level but also nationally. The thesis draws attention to EU-level agency position, typology and administrative decision-making, which are highlighted as challenging issues for legal analysis.
Post-cold war concept of security is based on realistic postulates and emphasises a concept of state, forces,power and national interests. Military and political concept of security was dominant while the relations between the superpowers was based on the so called bipolar balance of power. Identity of states was realised by membership in military, political and economic organisations. The strategy of returning to the era of nuclear weapons reaches its full flowering. The crucial point of security after the end of Cold war consists of searching for giving answers to the threats coming from the outside and abilities of states to maintain their independent integrity against changed relations among the powers, which potentially may become enemies. Under such circumstances powers should not be ignored in any interpretation of any aspect of security, for realistic theories of international relations are still of great influence in the field of security. They will be modified in different conditions and will act in the sense of enlarged concept of security - instead of dominant concepts of political and military security typical for the Cold War era, economic, social and environmental factors will appear. Basic weakness of the realistic theories of security is in the lack of recognising the importance of cooperation between main factors in international community. This failure will be replaced neo realistic and liberal and institutional theories of security which emphasises the concept of cooperation in the first place. Concepts of power, forces and integral processes will be observed within the context of changes in the international relations.
This paper introduces the concept of social capital as a valuable social resourcewhich is accumulated and developed via activities of civil society organizations: through reciprocal relationships as well as through relations with the domain of political power. Civil society, as the institutional actor of political participation, is in a relationship with social capital, which, to a great extent, improves the political, economic and cultural aspects of societies – those with consolidated democracy and institutions, as well as post communist societies with nonconsolidated democracy. Strengthening and development of civil society has a positive impact on the strengthening and development of social capital and vice versa. On the other hand, social capital lays a solid foundation and a base for the growth and strengthening of civil society, thus raising citizens' awareness about political participation which is an indispensable ingredient of the development of democracy. By depicting norms, networking and trust, as well as by distinguishing bonding from bridging social capital, this paper is going to portray the subject matter of social capital which is "utilized" by the citizens' and stakeholders' effi cient collaboration, thus contributing to democratic development. The stability of developed social capital facilitates the development of political participation and enhances democratic development.
One of the major challenges at the global level is the security of energy supply in conditions of reducing the stock of non-renewable energy sources, given the political instability in the countries which produce energy and uncertain natural disasters. What is relevant is a challenge that relates to the protection of the environment, reducing pollution and managing climate change. There is need for energy transition, which is only possible in the long term. Orientation towards renewable energy sources, reducing dependence on a single energy source, increasing the number of suppliers is a way to meet these challenges and ensure a higher level of not only energy, but also the economic, environmental, technological, political security. Energy security is a multidimensional concept that includes not only the elements of the concept of sustainable development, but also security of supply, the technical characteristics of the energy system, the political and security aspects. It is necessary to distinguish the energy security from energy dependence, because energy security problem is not related only to the imported energy dependence. Thus, energy security is an integral concept that combines different aspects in order to ensure long-term sustainability of energy supply. Any form of threat to the balance of the energy system can jeopardize GDP, political stability, and prosperity of the citizens. In order to monitor progress towards a sustainable way of using energy sources and achieving security of supply, energy indicators which can monitor and measure the change are needed. There are a number of indicators that show the level of energy security. They can be simple, but very complicated or complex. Complex indicators take into account the entire energy system from production to final consumption. In order to ensure objectivity in evaluating the level of energy security, the issue of this dissertation is the calculation of the composite index. On the basis of calculated general indicators of the level of energy security, in the form of a composite index of energy security, it is perceived position of Serbia in relation to the countries of the Western Balkans and the European Union and placed the basis for future research and prerequisites for the further development of the concept of energy security.
Local government is a complex system of management (Holding Company) that directly provides various services to the local community or operates a service delivery system, of a "higher" managerial (political, economic, social) level. The services provided in local government are very numerous and different in character. In this multitude of services, utilities can be considered as the local government services in the narrow sense. Utilities are services provided by local governments that meet the needs and interests of citizens and organizations. All utilities are, in fact, activities providing utilities, that is, services provided by local governments, through their bodies, organizations and services. The actions that implement these utilities are expertly technical actions and procedures, but what precedes the undertaking of these utilities is determined by the General Administrative Procedures Act (GAPA). Therefore, the provision of public utilities has its own expert and technical aspect, as well as administrative, which accompanies it before, during and after, in terms of utility services management. The optimization of administrative procedures has become an important goal of administrative reform in many countries and involves a number of measures. What is primary is determining administrative costs and burdens, which are a significant barrier to business as well as meeting citizens' daily needs. After enlisting of the administrative procedures, it is necessary to analyze and then optimize the administrative procedures related to communal services, in order to determine which procedures need to be simplified and which should be abolished. After the analysis has been carried out, the proposal will be prepared for the amendment, or simplification of administrative procedures, as well as the eventual abolition of those that are unnecessary. ; Published
After the economic crisis of 2008, the degree of economic and environmental impact has increased. Challenges encountered by enterprises ranges from fulfilling the legal obligations of integral prevention and pollution control to the adaptation of the environmental management system in order to successfully apply the ISO 14001 standard. Companies face problems arising from soil pollution, climate change and legislation. Companies must take into account the successful management of sustainable development and social responsibility. To date, the basic responsibility of the company is to create profits for the owners of the company. However, including "social aspects", it emphasizes the participation of other stakeholders. The subject of research in this paper focuses on realizing the situation in terms of company's readiness to fulfill legal obligations for integrated pollution prevention and the application of appropriate environmental management standards. The main objective of this paper is to indicate the opportunities that companies have in favor of effective environmental management through cost reduction and cost savings achieved through efficient waste and energy recycling initiatives. Considering the fact that waste management is inappropriate, it can cause numerous consequences for the population and the environment, work for the welfare of the public, management and employees in enterprises, academic researchers and the general public is expected. The contribution of this paper is to expand the literature in this field and to the need to implement an appropriate management concept for integrated environmental management and prevention in order to successfully manage sustainable development. ; Posle ekonomske krize 2008. godine, stepen ekonomskih i ekoloških uticaja je povećan. Izazovi sa kojima se susreću poduzeća kreću se od ispunjavanja zakonskih obaveza integralnog sprečavanja i kontrole zagađenja do prilagođavanja sistema upravlјanja zaštitom životne sredine kako bi se uspješno primijenio standard ISO 14001. Preduzeća se suočavaju sa problemima koji proizlaze iz zagađenja zemlјišta, klimatskih promena i zakonodavstva. Preduzeća moraju voditi računa o uspešnom upravlјanju sa održivim razvojem i društvenom odgovornošću. Do danas je osnovna odgovornost preduzeća stvaranje profita za vlasnike preduzeća. Međutim, uklјučujući i "socijalne aspekte" naglašava učešće drugih zainteresovanih strana (Hopkins, M. 2004). Predmet istraživanja u ovom radu fokusira se na sagledavanje stvarne situacije u smislu spremnosti preduzeća da ispune zakonske obaveze za integriranu prevenciju zagađenja i primenu odgovarajućih standarda za upravlјanje životnom sredinom. Glavni cilј ovog rada je ukazati na mogućnosti koje preduzeća imaju u korist efektivnog upravlјanja životnom sredinom kroz mogućnosti smanjenja troškova i uštede troškova postignutih kroz efikasne inicijative za reciklažu otpada i energije. S obzirom na činjenicu da je upravlјanje otpadomne prikladno, može izazvati brojne posledice na stanovništvo i životnu sredinu, očekuje se rad za dobrobit javnosti, menadžmenta i zaposlenih u preduzećima, akademskih istraživača i šire javnosti. Doprinos ovog rada sastoji se u proširenju literature u ovoj oblasti i na neophodnost primene odgovarajućeg koncepta upravlјanja za integrisano upravlјanje i sprečavanje zagađenja životne sredine kako bi se uspešno upravlјalo održivim razvojem.
The issue of security in the new social and political context has not stopped attracting the attention of strategic security studies, this time with the emphasis on contemporary concepts in response to non-military security issues, such as demographic changes or environmental degradation. It is obvious that we live in a world of fundamental political and economic changes in relations between states and non-state actors. Instability, military threats and conflicts are back in the focus of security policy, although in a completely new way that requires new understanding and a new attitude towards these categories, as well as a new response from the state and especially from the international community towards these kinds of threats or the use of force in a post-Cold-War order. In order to create a system in which all countries can function under the same rules, act in accordance with them and react in certain situations in compliance with those rules, it was necessary to create a single system of collective security. This system is a good basis for all countries to react according to the same rules and standards in certain situations when their safety is compromised. Integration processes and collective security are constants of a modern society and every country seeks to become a part of a specific system, whether it be a security-based, political or economic framework of integration. The main factor that was very important for the member states of NATO was the disappearance of the key danger coming from the East in the form of the Soviet Union and the Warsaw Pact. On the other hand, the issue of NATO's existence and future arose, as did the issue of justifying its existence, bearing in mind the absence of threats and enemies that might jeopardize the Western world. Academia and a number of scholars believed that NATO would cease to exist. For them the existence of such an alliance no longer made any sense, and they thought that it would be best for all the member states to stop being a part of such an Alliance. vi By the Declaration of Independence adopted by Parliament on June 3, 2006, Montenegro clearly committed itself to Euro-Atlantic Integration. Montenegro's membership of NATO and the EU is one of the foreign policy priorities of the Government of Montenegro. At a time when all South-East European countries are included in the Euro-Atlantic integration process, Montenegro's commitment to becoming a part of the regional and international security system (UN, NATO, EU, and OSCE) is a realistic and the best solution for achieving long-lasting stability and prosperity in the region. Montenegro's strategic goal is to build a modern and functional security system that has the ability to respond in the most efficient manner to the challenges, risks and threats to the state. For every country, the Constitution is the basis of its future path towards the democratization of the society and membership of international organizations. As the supreme law of the country, it is necessary to include all the standards that will clearly indicate the commitment of the state to the direction it wants to go, how it will develop, and which principles related to human rights and freedoms it must have. The Constitution of Montenegro does not question in any of its parts Montenegro's commitment towards membership of NATO and the EU. This is very important not only from a constitutional point of view, but also from the point of view of the international standards and norms that apply in other countries and represent the democratic standards of developed countries. Also, in this way Montenegro as a country demonstrates that despite any possible change of government it will remain committed to the European and Euro-Atlantic integration processes. At this moment, this determination is very important, bearing in mind all other aspects that could potentially affect Montenegro's path towards the Euro-Atlantic family.
