Sustainable development aims at addressing economic, social, and environmental concerns, but the current lack of responsive environmental governance hinders progress. Short-term economic development has led to limited actions, unsustainable resource management, and degraded ecosystems. The UN Sustainable Development Goals (SDGs) may continue to fall short of achieving significant progress without a better understanding of how ecosystems contribute to achieving sustainability for all people. Ecosystem governance is an approach that integrates the social and ecological components for improved sustainability and includes principles such as adaptive ecosystem co-management, subsidiarity, and telecoupling framework, as well as principles of democracy and accountability. We explain the importance of ecosystem governance in achieving the SDGs, and suggest some ways to ensure that ecosystem services are meaningfully considered. This paper reflects on how integration of these approaches into policies can enhance the current agenda of sustainability.

In all parts of the world the sea is a source of life, of energy, of food, of commerce, of fun. Its water, wind, and waves are all in demand – as a playground for pleasure-seekers and nature-lovers, as a highway for international commerce, as a home for unique communities of wildlife and people. All this is also true for the Bothnian Sea, a part of the northern European Baltic Sea between Finland and Sweden. The Bothnian Sea is used by two neighbouring highly developed societies. There are many demands on its resources, and its open spaces are highly coveted areas for developments such as wind power farms. This relatively sparsely habitated corner of the world is also, at least at times, a place of wild seas and ancient heritage. Like planning on land, maritime spatial planning is a process that has to incorporate ideals of the public good and the various politically-anchored ways to define this, taking in to account private development interests as well as the physical realities of limited natural resources and fragile ecosystems. This book provides an introduction to the Bothnian Sea and the ideas around maritime spatial planning for its offshore areas. We have tried to present a balance between the perspectives of competing interests. As this has been a pilot initiative, we have not aimed to give you ready answers, but instead try to provoke further debate. The Bothnian Sea and its future are in your hands. The editor

In this dissertation, the Swedish transport aid constitutes a case study with the aim of empirically testing the presence of institutional path dependency. In New Institutional Economics the concept institutional path dependency is used for analyzing why institutions that do not promote growth are developed even when better solutions are available. In this study, institutional path dependency is defined in the following way: institutional path dependency is when new institutional conditions develop in a way that maintains an economic and social practice within the sector of the economy that the institutional condition regulates. The transport aid was introduced in 1971 and is a part of Swedish regional policy. The transport aid is allocated to certain goods-producing companies in northern Sweden in order to subsidize their cost of transportation. The aim was that these companies would strengthen their ability to compete in markets in southern Sweden and abroad. In order to perform a test of the existence of path dependency, three criteria for path dependence were defined. The first of these criteria is that new institutional conditions arise with a maintained practice within the regulated sector. The second criterion for path dependency is that the institutional condition subsists when there are other alternatives which are better and well-known from the point of view of public economy. A third criterion for path dependency is that an institutional condition is given a new legitimacy when interest groups state new motives for it. The study has shown that a practice from the previous traffic policy has lived on in the institutional condition of the transport aid, through a continued subsidization of the cost of transportation similar to a historical tradition in early railway policy (for example in the Norrland tariff). A relatively large part of the transport aid has in practice been subsidizing transports of relatively unprocessed goods, which was a reason for the criticism that the transport aid received in previous studies. A practice from earlier traffic policy, which entailed leveled costs of transportation, has been difficult to combine in practice with goals from regional policy that have emphasized growth and industrial development. This indicates a path dependent development of the transport aid, since it's practice seems to be related to another "path" than main stream regional policy. Since the transport aid was continuously criticized in parliamentary reports and debates for conserving the economic structure in the support area and for distorting the competition on the transport market, there was probably a certain pressure to change the transport aid or replace it with other measures that were more neutral with regard to competition. This pressure of change was brought to a head in the parliamentary resolution from 1990, when the Government suggested radical changes in the design and organization of the transport aid. The Government bill was however rejected by Parliament, and the transport aid continued in the same form as before. Therefore, the transport aid has not followed changes in regional policy at large, neither with regard to organization nor formal goals, in spite of the fact that both the Government and the officials in the Transport Council (the administrative organization) have urged on an adjustment of the transport aid to fit the general direction of the regional policy at large. If the general direction of the regional policy in the 80s and 90s reflects a more growth oriented economic policy, then the transport aid has resisted institutional change, in spite of the fact that better and more well-known alternatives have existed with regard to promoting growth. The second criterion for institutional path dependency may therefore be considered fulfilled. Interest groups have on several occasions expanded the base for legitimacy of the transport aid by presenting new arguments to support it. One example of expanded legitimacy is that the transport aid was directed towards small and medium-sized companies in the 1980s. Such arguments were not presented when the transport aid was introduced in 1970, but was later emphasized by members of the Center Party and the Social Democratic Party. An interesting aspect of this institutional change is that the new motives also were characterized by ideological preferences for equality, since the transport aid with the help of this change would be able to support small firms in their competition with large firms in the same sector. This supports the assertion that the legitimacy of the transport aid has been derived from informal ideological preferences for equality rather than ideological preferences for growth, though the formal goals for the transport aid have been growth related. The conclusion is consequently that interest groups over time have managed to establish a stronger ideological legitimacy for the transport aid. Bergslagen in south-central Sweden is an informal region with a long history of intensive land use. The legacies of than 2000 years of integrated use of ore, forests and water major national and international economic importance now involve several challenges for the maintenance of landscapes. This includes sustainability of rural and urban communities, of green infrastructures for natural capital and human well-being as well as of forests, river basins and mining. In response to this cross-sectoral integration necessary at multiple levels of public, private and civil as well as academia and schools. Landscapes need thus to be viewed as integrated socio-ecological systems. Collaboration and continuous learning among actors and stakeholders are needed for sustainable use and management of landscapes' goods, services and values. To support this requires (1) data, monitoring and assessment of different aspects of sustainability, (2) continuous knowledge production about material and immaterial landscape values relevant for the management of ecological, economic, social and cultural dimensions, (3) information and communication using both traditional media, as well as (4) through art and culture. the vision to contribute to satisfying these requirements Sustainable Bergslagen initiative emerged gradually since 2004 as a multi-level partnership for sustainable landscapes (www.bergslagen.org). By joining the International Model Forest Network (IMFN), and the network for Long Term Socio-Economic and Ecological Research (LTSER), actors and stakeholders can learn from other regions' sustainable development processes, and make Bergslagen more visible internationally.

This licentiate thesis investigates the decision-making process behind the regulation of winter shipping along the coast of the northern part of Sweden, the Norrland region, in the period 1940-1975. The licentiate thesis examines two aspects of this decision-making process. First, how the regulations in the field of winter shipping were designed in the period. Second, this work examines the underlying factors behind this regulatory outcome on the premise that the regulatory design in the field was the result of an interaction between the regulating actors in the government and their political and economic institutional context. As for the first issue, it is demonstrated that the period 1940-1975 was characterised by a regulatory ambition to expand winter shipping along the coast of Norrland. This meant that the government made substantial investments in ice-breakers during the period, which gradually expanded the shipping season until the target of year-round shipping even to the northernmost ports was established in the first part of the 1970s. Accordingly, those dues for ice-breaker services proposed by several committees that investigated the issue were never introduced. Instead, government-led ice-breaking has served to compensate Norrland as a peripheral region for its relatively high transport costs. Regarding the second issue, it is showed that the decision-making process was influenced by developments at different policy levels of the government hierarchy. In the period 1940-1964, when a public authority within the maritime sector emerged and was consolidated, developments at the maritime sector level affected the decision-making process to a large extent. In turn, the period after 1964 witnessed a change in government policy towards the Norrland region as a more interventionist regional and industrial policy than earlier was implemented. This meant that the decision-making process to a larger extent was influenced by factors originating from a macro policy level. During the decision-making process, actors at both the maritime sector level and the macro level emphasized the importance of government-regulated winter shipping for the regional industrialization of the Norrland region in terms that reflected the aims and interests of their policy levels. In this respect, actors in the maritime sector pointed to the role of winter shipping as a trade policy instrument while actors who represented the interests of regional development policy and industrial policy considered the expansion of winter shipping as crucial in achieving the general ambition to create a geographically egalitarian welfare state, characterised by high levels of growth and low unemployment.

Mistra Biotech is an interdisciplinary research programme focusing on use of biotechnology for sustainable and competitive agriculture and food systems. Our vision is to contribute to the processes that will enable the Swedish agricultural and food sector to producean increased amount of high-quality, healthy food at moderate costs with less input, decreased environmental impacts, and healthier crops and livestock. The goal is sustainable production systems from ecological, social, and economic perspectives. We perform research in both the natural and the social sciences.Our research in the natural sciences is aimed at utilizing the potential of agricultural biotechnology to contribute to more sustainable food production with healthier products and fewer environmental impacts. With ability comes responsibility, and we take the concerns that have been raised about potential negative effects of biotechnology applications on human health and the environment very seriously. For us, safety, control, and transparency are essential regardless of which technology is used. Our research in the social sciences has its focus on the social, economic, and ethical aspects of the use of biotechnology in agricultural production. We study consumer attitudes and behaviours related to the use of agricultural biotechnology for food products and investigate issues related to governance and regulation inthe Swedish agri-food system. Our social research has a strong focus on sustainability issues and on the perspectives of stakeholders in the food production systems. Research at Mistra Biotech is organised into six component projects (CPs). Five of these focus on the following research areas: new plant products, new technologies, ethics, consumer attitudes, and legislations/ markets. The results from these CPs are integrated into the sixth CP that focus on analysis and synthesis.

During the 1990's the diversity idea entered the Swedish socio-political debate under the name 'mångfald'. The concept originated in the United States and discusses how organizations can be more efficient if they combat discrimination and acknowledge differences. This development attracted the attention of mass-media and led to the publication of books, articles and reports that advocated or commented the concept. It had also had effects on policymaking and various types of consultancy work. The present thesis focuses on studying the dissemination of the diversity concept. This is a way of describing how change takes place through the introduction of new ideas and practices and how various forces and obstacles influence this process. In this dissertation it is the ethnic dimension of the diversity concept that is under the spotlight because this is the aspect which has been given most attention in Sweden. Another limiting factor is that the main object of interest it is diversity as a question involving working life and organisation. This thesis consists of three parts. The first part focuses on how the concept was developed in the USA and discusses the prerequisites in Europe for the dissemination of the diversity idea. The conclusion is that although some economic and structural developmental trends are basically the same in Europe and the United States, there are some obstacles due to contextual differences. In the second part the introduction and the dissemination of the diversity concept in Sweden in the 1990's is studied. The main conclusions of this study are that the idea is 're-invented' in a number of different ways as it is diffused in the Swedish context. The idea, that can be labelled as an essentially contested concept, is modified by different actors in several ways. The contextual differences between the USA and Sweden are another reason that the idea becomes modified and watered down during the dissemination process. The third part investigates how the diversity concept is disseminated and implemented in the municipal organization the City of Malmö. Several obstacles to the dissemination process are revealed, for example the complex nature of the organization and the different views on the benefits of a diversity management strategy. These studies of the dissemination of the diversity idea in Sweden points to the fact that the impact of the idea is rather shallow despite the attention that it has attracted in different arenas.

Since the late 1960's, the Green Revolution introduced high yielding varieties in association with agrochemicals to address increasing food demands across Southeast Asia. Indonesian government extended these "technological packages" through political incentives replacing traditional farming methods to stimulate agricultural productivity and economic growth. Besides contributing to Indonesian economic development and reducing food insecurity, the adoption of those technological packages led to many negative externalities, such as soil degradation, water pollution, loss of biodiversity, destruction of natural habitat, increased dependence on artificial inputs and non-renewable resources, and more importantly loss of local control over agricultural production. Different farming approaches internalizing socio-ecological aspects of food production have increasingly been recognized by the FAO as better alternatives. Agroecology is a transdisciplinary farming approach, bridging social, biological and agricultural sciences while including traditional farmers' knowledge. Despite extensive evidence in favor of agroecology, the various interests of actors of the agrifood system hinders its large adoption. Although small-scale farmers (>2ha) represent the majority of the world's food production, their influence on the production system is limited. The island of Bali represents an accelerated version of a global problem: increasing pressure on limited land-based resources along with liberal policies. Rapid urbanization due to mass tourism is causing 1000 ha of arable land to disappear every year and heightening water shortages, crippling Balinese centuryold food sovereignty. This thesis explored through an agroecological lens the multiple challenges Balinese farmers are facing in the transition to agroecology. An important factor identified was the loss of traditional farming knowledge as younger generations were abandoning farming activities because of low profitability. Furthermore, inadequate political support and enforcement have been reported to hinder the development of sustainable agriculture in Bali. The study also identified that growing awareness, a good access to markets and how social networks to spread sustainable farming techniques can potentially make farming more attractive and viable. Policies that will better adapt to Balinese context from small-scale farmers' perspectives were also shared and discussed.

In recent years knowledge has been brought forward as an important political issue both in the EU and in Sweden. It is said to be of the uttermost importance not just for education but for society as a whole. As a result of increased globalization and a European striving for economic growth, knowledge has come to be associated with both individual and national competitiveness, and education and learning in schools and workplaces have become a political priority. In this global competition the EU has become an important policy actor in the educational field trying to create a common European education policy field. Despite this development, only a limited number of reports relating the European arena to Swedish educational reforms have been published. Against this background the aim of this thesis is to deepen the understanding of the knowledge discourses which struggle for legitimacy in Swedish and European education policy and how these discourses relate to each other and change over time. The empirical material consists of a number of fundamental official policy texts produced by the EU and the Swedish state. The study takes its theoretical point of departure in critical discourse analysis using an analytical grid where production, content and communication are seen as three aspects constituting every knowledge discourse. The result shows a process of silent Europeanization in Swedish school reform where European knowledge discourse is being re-contextualised and in many cases re-interpreted without any declaration in terms of explicit references. It also confirms the general trend towards increased focus on learning outcomes and demands for measurability. Furthermore, the result shows how competition rhetoric dominating the EU contributes to an increased sense of crisis in both European and Swedish educational reforms. Sustainable approaches for waste management and sanitation are key to deal with the environmental and health challenges that growing urbanization is creating around the world. Implementing systems that allow to reuse resources contained in the organic waste streams (OWS) is an approach that can bring many benefits, especially in low-medium income areas as the Latin American and Caribbean region, where excreta, wastewater, and waste are not properly managed. The transformation towards these systems requires not only technological changes, but also changes in the way that urban waste and wastewater are governed. The aim of this study was to assess the capacity of the town of Chía (Colombia) to govern the transition towards resource-oriented sanitation and waste management systems. The Governance Capacity Framework (GCF) was used as a method to evaluate the governance capacity of the town to implement these systems. The assessment revealed that the capacity of Chía to govern the implementation of resource-oriented sanitation and waste management systems was low. Furthermore, governance factors that could be hindering the implementation of these systems were identified. Low level of knowledge of resource recovery from OWS in the public spheres, insufficient collaboration and communication across sectors and institutions that had competences on waste management and sanitation, short-term vision within the local decision-making processes and insufficient incentives to support local entrepreneurship on circular economy. Despite these challenges, analysis also revealed the existence of public-private partnerships and entrepreneurs working in successful initiatives linked with resource-oriented systems in Chía and other towns of Cundinamarca county. The study concluded that in Chía there was a gap between local initiatives of resource recovery from OWS that brought environmental, economic, and social benefits at small scale and its inclusion in the local and regional governance systems. Findings of this study touches upon many governance aspects such as knowledge, legislation, financing and even culture. Further research is needed to look closer to each of those and make concrete, feasible and effective proposals that bring change with a long-term sustainability vision. Finally, when analysing the results of the evaluation and making future proposals, strengths, and shortcomings of applying the GCF as an analytical tool for a specific case study like Chía need to be considered.

Biodiversity loss can degrade ecosystems and impactthe ability of ecosystems to contribute to people. The last 20 years of ecosystem service research has increased society's interest in fighting the consequences of ecosystem degradation. During the last decades, attitudes towards conservation have been shaped in many ways. According to Mace (2014), "nature for itself" was a key principle during 1960s–1970s supporting concepts such as protected and wilderness areas. Human pressures on nature during the 1980s and early 1990s resulted in extinctions, habitat loss, and pollution, which made it urgent to act for"nature despite of people". That period was followed by a "nature for people" period, in which biodiversity challenges were mainstreamed via concepts such as ecosystem approach, ecosystem services and economic values. The latest paradigm, which was developed by Mace (2014) is called "people and nature". Key concepts in conservation circles include environmental change, resilience, adaptability and socio-ecological systems. Several assessments of the state and trends of biodiversity, ecosystems and ecosystem services have been carried out via various initiatives, such as Millennium Ecosystem Assessment (MA, 2005), followed by the Economics of Ecosystems and Biodiversity (TEEB) assessments and the Aichi biodiversity targets of the Convention on Biological Diversity (CBD). In Europe, Mapping and Assessment of Ecosystems and their Services (MAES) has generated a lot of new knowledge on the quantification of ecosystem services and use of this information in decision-making. Today, more and more open data is available through research infrastructures, for example, remote sensing data through the Copernicus programme of the European Union and European Space Agency. Naturebased solutions and green and blue infrastructure are becoming popular in landscape planning and highlight different aspects of the socio-ecological (synon. coupled human-environment) systems and their sustainable management. The most significant attempt to highlight the importance of biodiversity and ecosystem services globally, has been the establishment of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES). IPBES has launched a series of thematic and geographical assessments. The European and Central Asian regional assessment has been ongoing parallel to this Nordic IPBES-like assessment that has focused on coastal ecosystems and their services. This assessment covers the Nordic countries, i.e. Denmark, Finland, Iceland, Norway and Sweden, and autonomous areas such as Åland, Faroe Islands and Greenland, which are a unique "biocultural" piece of Earth with unique nature values and well-established societies.

When animals are exposed to a novel situation such as transportation, they react by eliciting certain physiological and behavioural functions in order to cope with the situation. These changes can be measured to indicate how much stress the animal is suffering. Physiological stress indicators often measured in animal transport research include changes in heart rate, live-weight, cortisol levels, and blood composition including electrolytes, metabolites and enzymes (Broom and Johnson, 1993). Animal behavioural stress indicators include struggling, vocalisation, kicking or biting, hunching of the back, urination, defecation and recumbence (Broom et al. 1996; Gregory, 1998). Meat quality parameters post mortem can also help to indicate stress levels in animals (Grandin, 1990; Gregory, 1998). These include incidence of bruising and DFD in all farm animal species and PSE in pigs. Mortality is also an obvious indicator of poor welfare. Combined aspects of transport that contribute to causing stress in livestock include loading and unloading procedures, close proximity to stock handlers, water/feed deprivation, noise, riding in a truck, mixing with other animals and being forced into unfamiliar environments. The responses of stock to these conditions will depend on the animal's genetically controlled adaptability, physical condition and its previous handling experiences (Gross and Siegel, 1993). Factors such as the adequate preparation of animals for transport, controlled prior access to feed and water, minimal disruption to social groups, considerate animal handling skills, adequate handling and transport facilities including good ventilation in trucks, and careful driving technique are major areas that dictate the standard of animal transport. For example, considerations for pigs should include a pre-transport fasting period which balances the requirement to avoid hunger, travel sickness and deaths. Breeding and selecting for more stress-resistant genotypes of pigs can improve the welfare by reducing mortality and the metabolic consequences of transport stress. Other factors influencing animal transport include farm size and country size. For example, livestock transport in Scandinavia involves transport vehicles travelling to more than one farm in order to fill a vehicle. In Australia often one farm pick up can fill a truck, and although the distances may be much longer to the abattoir, it will be more direct. The market demand dictates the type of animals transported. For example the veal trade in Europe demands young live calves to be transported over long distances from northern countries which supply it to the southern countries which demand it. This trade exists in live animals rather than meat because the demanding countries further fatten and slaughter these animals specific to their needs. The industry set up influences the standard of animal transport in different countries. For example in countries where industries are vertically integrated consisting of producer-owned slaughter plant co-operatives (Sweden and Denmark), producers are paid according to slaughter weight and lean meat percentage, therefore there is more consistent quality control measures in place. In Australia the marketing system is such that it provides no economic incentive to reduce losses. Greater public awareness of animal welfare seems to be increasing in western countries, and as a result there is more pressure on the livestock industry to adopt better standards for the farming, handling, transport and slaughter of animals. The transport of livestock in Australia continues to be under increased scrutiny from overseas markets and animal welfare groups. In the European Union (EU), public pressure has been a successful instigator to the drafting and continued improvement of comprehensive legislation for animal transport. EU animal transport laws cover aspects such as minimum design standards for livestock vehicles (including ventilation controls), maximum journey lengths before resting intervals, stocking rates, what animals are considered as fit to travel, and general handling and care requirements of animals in transport. These laws are causing debate between northern and southern countries in areas such as maximum journey lengths and vehicle design standards. Some countries such as the UK have also gone to a great effort to adjust national laws in order to incorporate EU transport laws, but countries such as Spain and Italy have not. Typically it is these countries that more often have poor standards of animal welfare, and the welfare of farmed animals has historically been of low priority (Schmidt, 1995). When and how these countries will adopt the comprehensive EU animal transport regulations, continues to be an unanswered and politically sensitive question between EU member states.

This study in contemporary history describes the transformation of the public sphere in Sweden during the period 1969-1999, and analyses the role of information technology and politics in the process. The overall aim of the study is to explain how, and why, the public sphere in Jürgen Habermas sense has deteriorated during a period of rapid technological and political change, when increasing attention has been given to information technology as a new tool for improving democracy and empowering citizens. Theoretical inspiration is drawn from two perspectives within the modern history of technology and sociology of technology; the LTS (Large Technical Systems) and STS (Science, Technology and Society) approaches, as well as from the regime theory concept within political science. This multidisciplinary framework provides the theoretical basis for the study, including terms as socio-technical systems, system builder, technification, interpretative flexibility, stabilization, closing and regime change. In addition, the analysis draws upon previous research in economic history, where focus often has been on the important role of institutions. The term path dependence is central in this tradition. The starting point for the study is the process of a mutual legitimization between citizens and political actors that traditionally has taken place within the public sphere. In return for citizens support and trust, political actors have granted format rights to the public space. Two aspects of this interdependence are addressed: Freedom of speech and citizen's access to public information, and their access to arenas where an exchange of political ideas and opinions is taking place. In the study, the former is a question of the legal system and the limits to freedom of speech in new medias such as the Internet, while the latter concerns citizen's technical means and possibilities to connect to electronic networks. Research interest is concentrated on the formal political system, focusing both actors and structural factors such as technological development, media convergence, ideological change and international integration in the transformation process. Four case studies of institutional changes during formative moments, within what is defined as the legal and the technical infrastructures, are conducted and represent the empirical base of the thesis. The case studies are centered on Swedish governmental commissions, on the government itself and on proceedings in the parliament, and concerns formation and transformation of computer law, as well as the deregulation and privatization of the technical infrastructure. In the latter process Televerket (Swedish Telecom) has been an influential promoter of competition and institutional separation between tele- and data communications, representing a major regime change in favour of market relations in the technical infrastructure. In the area of computer law, the Swedish regime dominated by SCB (Statistics Sweden) was incorporated into a joint European data protection regime, resulting in limitations of freedom of speech on the Internet. These regime changes have also transformed the role of the state, constituting a "net watchers state". Another important finding is that promotion of democracy and improvement of access to the public sphere, never was on the agenda in the political transformation processes studied, although a parallel discourse on democracy and information technology existed throughout the period studied.
