Apart from Belgian's OSCE Presidency (Organization for Security and Cooperation in Europe), two other important topics in 2006 Belgian foreign affairs were economic diplomacy and the European policy. Concerning economic diplomacy the text addresses the problems surrounding two German branches on Belgian territory: the Volkswagen assembly line and DHL. Furthermore, increased importance of economic diplomacy is a well decided approach of the current Minister for Foreign Affairs De Gucht, emphasizing that in bilateral discussions the economic aspect has to be taken into account at all times. Regarding the European policy of ongoing development of European security and defense policy (EVDB) and civic-military cooperation are addressed. Transatlantic relations have improved since 2003 (Iraq war), changing into a "agree where we can, agree to disagree where we can't" attitude, Belgium diplomatic language has lost its rougher edges, and "the glorious three", three years of Belgium presidency (OSCE 2006, UN Security Council 2007-2008) in which the country gained in expressiveness, but lost character opposite large power such as Russia, the US and China. The exodus from the Netherlands or brain circulation: Push and pull factors of remigration among highly educated Turkish-Dutch An increasing number of Turks, the Netherlands' largest ethnic minority, are beginning to return to their country of origin, taking with them the education and skills they have acquired abroad, as the Netherlands faces challenges from economic difficulties, social tension and increasingly powerful right wing parties. At the same time Turkey's political, social and economic conditions have been improving, making returning home even more appealing for Turkish migrants at large. This article gives explanations about the push and pull factors of return migration. The factors influencing return to one's country of origin are "pulls". It is assumed that remigration is more affected by positive developments in the country of origin than by negative developments in the country of residence. Civil society, business world and the Dutch government can develop policies to bind these capable people to the Netherlands, at least in the form of "brain circulation" so that they can serve as "bridge builders" between the two countries. The standard picture of public governance in the Dutch Republic (1579-1795) is one of consultation with multiple stakeholders, peaceful negotiations with representatives from a range of governmental institutions, and agreements and compromise. This picture has been the subject of much debate among historians and other scholars. One question concerns the extent to which this kind of governance evolved from the traditional practices of water authorities, as these institutions emerged very early, at the end of the thirteenth century. A further question is whether it is correct to assume that these peaceful negotiations did in fact involve participation by a wide range of societal stakeholders. This book contributes to this debate by presenting the results of new research into the development of governance by water authorities prior to 1800. In the late Middle Ages and Early Modern period, these institutions changed as a result of ecological, socio-economic and political developments. The central question is how these developments affected the evolution of and governance within the water authorities. The research focuses on two inter-local water authorities: first, the water authority of the Bunschoten Veen and Velden dikes in the Province of Utrecht; and second, the water authority of Mastenbroek polder in the Province of Overijssel. How were landholders represented in such authorities, and what was the relationship between developments in representation and participation in decision-making? The positions and backgrounds of the board members of these two water authorities were investigated, as well as the process of decision-making. The theoretical framework was provided by theories of consociationalism (Lijphart 1968 and Putnam 1993), in which peaceful governance is defined in terms of consensus politics or politics of accommodation. For many centuries, the landscape and cultural history of the Netherlands have been influenced by the rural estates of large landowners. Their country houses with gardens, parks and farmland formed an important combination of practical aspects of economic management and aesthetic landscaping. Many castles or country houses were linked to large landholdings of several hundred, sometimes even thousands of hectares, as in the case of the Veluwezoom in the Province of Gelderland. Since the late Middle Ages this area, now known as Gelders Arcadia, has been popular with the landed elite, whose ranks have included noble families, stadtholders, city regents and bankers. The undulating landscape, the rivers and brooks and the fertile land was ideally suited to the creation of the desired combination of productive and aesthetic landscapes. One of the special aspects of the Gelders Arcadia estate zone is that it represents nearly every stage in the development of the Dutch country estate, from the emergence of castles and lordships (c. 500-1600), to the foundation of small country retreats by town regents (c. 1600-1800), and the creation of villa-like country estates for a new elite of bankers, industrialists and lawyers (c. 1800-1940). The historic country houses and landed estates are manifestations of their time and therefore very diverse, ranging from transformed noble castles with large landholdings to the rural retreats of town regents to villa-like country houses for the newly wealthy. Not only the architecture of the house and park, but also the use, the anchoring in the cultural landscape and the social significance underwent development. A historical-geographical approach was used to analyse location and distribution patterns and to investigate the size, character and functions of country estates in each period from an economic, political, societal and social perspective. Brussels' urban space, like that of many other cities, is dotted with evidence of a productive industrial past. The activities that took place there were generally not geared to mass production for export, but to small-scale manufacturing aimed at supplying the needs of local city dwellers. That small-scale manufacturing industry included members of the building trade such as contractors, joiners and builders' merchants who catered to the demand for housing in an ever-expanding city. Their business premises formed a vital link in the creation and renovation of the urban fabric. This article focuses on the values of small-scale industrial heritage from the building trade, which is under enormous pressure in a city like Brussels. The dynamics of constantly rising real estate prices make residential redevelopment a lucrative investment. Thanks to gentrification, many workshops are being converted into housing and former warehouses are falling prey to large-scale property development. Real estate dynamics, scaling-up and changing market conditions are also contributing to the disappearance of the small-scale, live-work fabric that fosters a beneficial mix of functions. The expertise and skills that for centuries have supplied the basic needs of the city in a sustainable manner are then lost. In light of growing traffic congestion and unemployment, academics and urban planners are becoming increasingly convinced of the need for permanently embedded, city-servicing economic actors like building businesses. Thus, even today, small-scale industrial heritage is vital to the functioning of the urban economy, in that offers the possibility of spatially organizing or reorganizing city-servicing activities within a dense urban fabric. Inspired by integrated concepts of heritage, we therefore argue in favour of a broadening of industrial heritage values aimed at anchoring the use of such locations in time and space. We take issue with an exclusively material approach to industrial heritage by pointing out the immaterial heritage value of a continuity of productive use. After a brief theoretical reflection on the value of small-scale industrial heritage in the city, we examine the historical evolution of Brussels' industrial heritage at the macro level between 1890 and 1970, the period in which the development of the suburbs of Brussels was in full swing. We use a series of exemplary cases to illustrate the different trajectories of continuity and discontinuity of heritage on the one hand, and productive use of building trade locations in Brussels on the other. We also try to get to grips with the motivations of businesses that abandon the city, cease to exist or manage to adapt to volatile market conditions. This article uses a selection of cases to challenge a purely material approach to industrial heritage and makes the case for further research into the question of how individual heritage legislation might also recognize immaterial heritage values in historical business activity on a particular site or in an industrial building.
