National courts often use international norms in their decisions even when such norms have not been incorporated into their domestic legal systems. Judicial cross-fertilization also occurs as a result of mutual referencing of foreign decisions that have persuasive appeal, and through extensive networking initiatives. It is argued that this phenomenon signals the emergence of a "global community of courts" and the merging of international and domestic legal systems. To evaluate this claim, research needs to engage two types of questions with far reaching implications for politics and law. The first, empirical question is whether transjudicial cooperation is indeed a global trend: is it occurring across legal traditions and cultures? What motivates courts to turn to international and foreign law in reasoning their decisions? How do other actors outside the judiciary perceive this practice? The second, normative question is whether this observed merging of international and national law may take place in the absence of shared values, principles and normative underpinnings. In other words, even if empirically it can be shown that judicial cross-fertilization is global in scope, and that it may blur the distinctions between international and national law, what are the ethical implications of such developments?

This project aims to advance knowledge in labour politics by focusing on the 'contentious politics of unemployment', i.e. the relationship between political-institutional approaches to employment policy and political conflicts mobilized by collective actors over unemployment in the public domain. It is designed to study this topic at national, international comparative, and transnational levels. Key objectives: (a) to generate new data for longitudinal and comparative analyses of ideological and policy positions of actors and their relationships; (b) to study the potential for political participation 'from below' by citizens campaigning for the rights of the unemployed and the conditions under which existing organizational networks and policy dialogues transform in a more open civil policy deliberation; (c) to provide knowledge based on rigorous cross-national and EU-level transnational analyses allowing grounded empirical statements about the Europeanisation of the field.
As the contested and negotiated character of the employment policy field expresses itself both in the public domain and in the institutional arenas for interest mediation, we look both at political claim-making in the public space and policy deliberation within the polity. The overall design of the research has three main components: (a) mapping the field of political contention, i.e. structures of ideological cleavages and actor relationships, both longitudinally and cross-nationally; (b) examining the nature of the multi-organizational field extending from the core policy domain to the public domain, i.e. networks and channels of political influence between core policy actors and intermediary organizations, on one side, and civil society organizations and social movements representing the unemployed (including the unemployed themselves), on the other; (c) studying the nature of the interaction between EU-level and national policy-making by determining the channels of political influence that exist between European institutions and national policy domains in the field (the multi-level governance of employment policy), and examining to what extent there are new political opportunities for the bottom-up empowerment of citizens' organizations as a consequence of the emergence of the EU as an actor in the field. The body of data generated allows for longitudinal (1990-2002) and comparative (F, D, I, S, CH, UK) analyses of ideological and policy positions of actors and their relationships in the unemployment issue-field. It is backed up by interviews conducted with key actors in the organizational field (policy actors, employers associations, trade unions, parties, NGOs and social movements) both at the national and transnational levels. Innovative attempts are made to establish networks and links between the involved actors as part of our dissemination strategy, which is key to the overall success of the project.

The findings will feedback understanding to the actors in the field, facilitated through our dissemination strategy which aims to contribute toward a constructive social dialogue.
Peer-punishment is effective in promoting cooperation, but the costs associated with punishing defectors often exceed the benefits for the group. It has been argued that centralized punishment institutions can overcome the detrimental effects of peer-punishment. However, this argument presupposes the existence of a legitimate authority and leaves an unresolved gap in the transition from peer-punishment to centralized punishment. Here we show that the origins of centralized punishment could lie in individuals' distinct ability to punish defectors. In our laboratory experiment, we vary the structure of the punishment situation to disentangle the effects of punitive preferences, monetary incentives, and individual punishment costs on the punishment of defectors. We find that actors tacitly coordinate on the strongest group member to punish defectors, even if the strongest individual incurs a net loss from punishment. Such coordination leads to a more effective and more efficient provision of a cooperative environment than we observe in groups of all equals. Our results show that even an arbitrary assignment of an individual to a focal position in the social hierarchy can trigger the endogenous emergence of more centralized forms of punishment.
The proposed project aims to study the relations between inequalities and young people's ways of doing politics as well as to advance scenarios for future democratic models and political systems in Europe that are more inclusive for young people. It has three main objectives: (1) To provide systematic evidence on the ways in which inequalities are lived by young people and (re)acted upon, exploring the coping mechanisms which are embedded in young people's ways of doing politics; these coping mechanisms are manifested in multiple forms, i.e. as either political (dis)engagement and contestation online and offline or as (trans-)national democratic innovation and experimentation; (2) To advance knowledge on the conditions and causes underpinning young people's ways of doing politics; this involves an examination of their norms, values, attitudes, and behaviors regarding democracy, power, politics, policymaking, social and political participation (online and offline) and the organization of economic, social and private life in order to identify ways to strengthen youth political participation and engagement with democratic life in Europe; (3) To suggest a number of different future scenarios for the development of democracy and political participation in Europe, putting particular emphasis on implementing new democratic models that are more inclusive for young people especially those with fewer opportunities.
