Investigating the democratic management of schools is a complex task, as it involves questioning the extent to which policies, systems and educational institutions were made, or are, democratic, considering different governments and the historical, social, economic and cultural movement of society. In this sense, we searched in the article to discuss a conception for Education management assumed between the years 1990 and 2010 in educational policies by the State Secretary of Education (SEED) in Paraná. Therefore, the study is based on the analysis of bibliographic and documental references relevant to the theme. Pointing the historic route of political constitution on democratic management frame in different moments of federal and state government, a field of disputes is noticed out, in which governing is synonymous with interests and momentary conveniences of specific groups that cover minority parcels of the population, not advancing in the formulation of a policy of democratic management for the State. It concludes that in political guidelines regarding the schools' participation and autonomy, the predominance is for managing and financial aspects. According to Lima (2011), for education, the perspective that is inscribed in economic rationality is based on the terms autonomy, decentralization and participation stripped of political meaning; that is, as technical-rational instruments. Participation means integration, collaboration and a strategy to reduce institutional conflicts, promoting cohesion and consent. Autonomy and decentralization are restricted to the functional and operational articulation between the central level and the local and institutional levels of school education. It intends to establish an organizational culture of strategic management, in which educational agents assume responsibility for the results, releasing the government from guaranteeing the necessary conditions for the realization of the right to education. ; Investigar la gestión democrática de las escuelas es una tarea compleja, ya que implica cuestionar hasta qué punto las políticas, los sistemas y las instituciones educativas fueron o son democráticos, considerando los diferentes gobiernos y el movimiento histórico, social, económico y cultural de la sociedad. En este sentido, buscamos en el artículo discute la concepción de gestión de la Educación tomada en los años de 1990 hasta 2010, en las políticas educativo de la Secretaria Estadual de Educación (SEED) en Paraná. Por lo tanto, el estudio se basa en el análisis de referencial bibliográfico y documental pertinente la temática. Apuntando la ruta histórica de constitución política acerca del cuadro de la gestión democrática en diferentes momentos de gobiernos federales y estaduales, se percibe un campo de disputas en que gobernar es sinónimo de intereses y conveniencias momentáneas de grupos específicos que abarcan parcelas minoritarias de la población, no avanzando en la formulación de una política de gestión democrática para el Estado. Concluye que, en orientaciones políticas referentes a participación y autonomía de las unidades escolares, hay predominancia de los aspectos administrativo y financiero. Según Lima (2011), para la educación, la perspectiva que se inscribe en la racionalidad económica se fundamenta en los términos autonomía, descentralización y participación despojada de sentido político; es decir, como instrumentos técnico-racionales. Participación significa integración, colaboración y una estrategia para reducir los conflictos institucionales, promoviendo la cohesión y el consentimiento. La autonomía y la descentralización se restringen a la articulación funcional y operativa entre el nivel central y los niveles local e institucional de la educación escolar. Se busca establecer una cultura organizacional de gestión estratégica, en la que los agentes educativos asuman la responsabilidad de los resultados, liberando al gobierno de garantizar las condiciones necesarias para la realización del derecho a la educación. ; Investigar a gestão democrática das escolas é uma tarefa complexa, pois remete problematizar até que ponto as políticas, os sistemas e as instituições de ensino se fizeram, ou fazem, democráticas, considerando diferentes governos e o movimento histórico, social, econômico e cultural da sociedade. Nesse sentido, buscamos no artigo discutir a concepção de gestão da Educação assumida, nos anos de 1990 a 2010, nas políticas educacionais da Secretaria Estadual de Educação (SEED) no Paraná. Autonomia e descentralização restringem-se à articulação funcional e operacional entre o nível central e os níveis local e institucional da educação escolar. Intenciona estabelecer uma cultura organizacional de gestão estratégica, na qual os agentes educativos assumem a responsabilidade pelos resultados, desobrigando o poder público da garantia das condições necessárias para que se efetive o direito à educação.
The discussion of the role of self-government in Poland's political structure has been closely linked to the Polish people's aspirations and desire for freedom, democracy and a state in which sovereignty is indeed in the hands of its people. These aspirations, so strongly expressed during the general election of June 1989, have since the very beginning included demands for self-government. What it meant for the state and its political system, was the implementation of the idea embodied in the name Solidarity which, as a trade union, was also to be independent and self-governing. It was also the realisation of the demand for a 'Samorządna Rzeczpospolita' (a Self-governing Republic), one of the fundamental principles of the Solidarity movement put forward at its First National Congress, which I had the honour of chairing in 1981.In March 1990, only a few months after its election on 4 June 1989, the Polish parliament adopted a law that restored the institution of local self-government at the level of communes and municipalities (gmina). Thus, 25 years ago, the road to political transformation in Poland was opened, allowing the building of a Polish state understood as the political community of all its citizens – a real Res Publica.The predominating belief which accompanied us in this process was that the indispensable prerequisite to shaping democracy was to give back the state to its citizens, thus releasing dormant social energy and the entrepreneurial spirit of the people. After all democracy means not only the possibility of the democratically electing the political representatives (the authorities) but equally the chance for citizens to feel involved and take the responsibility for public affairs.Therefore the first democratic government, headed by Tadeusz Mazowiecki, began the process of restoring the state to its citizens from the most important starting point. It started with the rebuilding of communal and municipal self-governing structures and the recreating of the intellectual foundations for the formation of the new constitution of a citizens-centred state.This was possible mainly because a vision of reform had already been conceived and had been long developing in the minds of a number of distinguished persons. This project of self-government reform constituted an original example of engagement of Polish intellectuals in state affairs and their taking responsibility for the common good.The reform also turned out to be one of the most effective methods of de-communisation of Polish public life. This could be best seen in the results of the first election to self-governing structures in 1990, and the role which the Solidarity citizens' committees played in it. It was indeed the same people, the co-founders and members of the Solidarity movement, who have successfully carried out the restoration of self-government in Poland.'We marched for power to return it to the people' was the motto of the Polish government in 1997, a government which I had the honour of heading for the subsequent four years, and which articulated the goals and the sense of political and social transformation of those times. We called it a Four Reform Programme, and its objective was a fundamental transformation of public life in Poland. On the one hand we intended to create favourable conditions for the development of the public civic space, while on the other we strove to activate and make more dynamic the processes of economic, political and cultural development in the country.We believed that acceleration of this development and modernisation was contingent upon active participation of self-government structures. Hence the creation of strong self-government had gradually become our conscious choice and an urgent 'civilising task.' This task was grounded equally in the need to manage properly our recently regained independence, and in the need to make efficient use of the pre-accession period preceding Poland's membership of the European Union, which was then imminent.Thus the administrative reform undertaken by my government in 1999 introduced districts (powiat) as self-governing level of administration, allowing it, in conjunction with communes and municipalities (gmina), to take effective control of matters directly affecting local communities and their citizens. The self-governing structures formed at the level of strong voivodships, or regions, allowed at the same time to decentralise responsibility for regional economic development, competitiveness and modernisation strategies.Today, after over 10 years of EU membership, it is worth reflecting on the impact the political reforms which we carried through then have had on Poland's functioning in the system of European integration. We were proven right in our conviction that decentralisation and differentiation of various state functions would allow for a better and more effective use and management of EU funds.The three-tier self-government structure created solid foundations helping to satisfy better the aspirations of citizens, local communities and regions with regard to their modernisation and development. Today it is those local self-governing units, those closest to citizens, those most familiar with and with the best understanding of their needs, which are responsible for the drafting of regional development projects and the management of funds available for those projects. Self-government structures have become the real centres for formulating and implementing development strategies.This is the context in which the key challenge facing self-government is set, namely the fostering of entrepreneurship, ensuring proper conditions for innovation and mobilising citizens to engage in economic and social initiatives. The role of self-government in shaping of the state's development policy is not limited to dividing available means and resources. Much more important is its ability to effectively multiply the available means, to support partnership ventures, including public-private projects, to form strong business to business relationships as well as partner relations between research centres and local administrative bodies, or promote and support innovations and civic initiatives serving the common good. After all, all these are key factors for the long-term stability and development of our communities and our country, which is today the key measure of the responsibility for public matters, so deeply rooted in the idea of self-government.The self-government reform originated from the ideas developed in the 1980s of the twentieth century as part of the Solidarity movement, but was implemented in an already independent Poland, when laying the foundations for a transformation of the state and the democratisation of the citizen-state relationship. It also had, however, and maybe predominantly, a deep idealistic dimension, so easy to forget when we focus on the current and most urgent challenges of the present.In my opinion, it is in self-governance, as well as in the political and administrative culture, that opportunities for building our freedom lie: freedom, the sense of which we feel best if given a chance to share in the responsibility for it. In times of independence this means the possibility of personal engagement public issues based on the pro publico bono principle: issues pertaining to our family life, our local community, or the whole country.Today, in the context of our shared responsibility for the European Union, such an understanding of self-governance should also inspire us to seek new directions of development, and to participate in the shaping of Europe-wide standards of public life. In the same way as 25 years ago in Poland we founded a political community on the basis of self-governance, we should today look at self-governance as a chance to create a true political community of all European citizens.
The model of cooperative leadership is an alternative solution to leadership understood in terms of domination, hegemony or imposing its own political will on other entities participating in the system of mutual connections. The specificity of the political system of the European Union gives great importance to both intergovernmental and supranational mechanisms, while the key role in shaping this system is still played by the Member States. Although the treaty provisions ensured formal equality of states, the importance of Germany as an informal leader of the Community is increasingly becoming the subject of political debate about the EU. Taking into account the assumptions of neoliberal institutionalism related to both the key position of states and the great importance of institutions guaranteeing the transparency of their activities, as well as taking into account the long-term benefits of cooperation, the article defines the concept of leadership in the context of state cooperative behavior. The adopted methodological and theoretical framework allowed for a detailed analysis of Germany's influence in the EU, especially in the field of diplomatic activities. The aim of the article was to define the main determinants of the role of Germany as the EU leader, which bases its leadership on cooperation with other Member States, recognizing and respecting institutional solutions that limit the possibility of implementing individual priorities and guarantee transparency of actions for common interests, and in the long run legitimize the role of the state as an informal leader who represents a common position negotiated in the forum of the institutions. Using the institutional and legal method, the method of existing research and a case study (peace negotiations under the Normandy format), the main assumptions were verified and it was confirmed that the determinant of Germany's leadership is not only its political and economic potential, but also the ability to cooperate and provide information to EU institutions on activities in the implementation of the priorities of the Common Foreign and Security Policy. The approach based on respect for common interests and transparency of actions strengthened Germany's image as a leader. ; Model przywództwa kooperatywnego jest rozwiązaniem alternatywnym wobec przywództwa rozumianego w kategoriach dominacji, hegemonii czy narzucania własnej woli politycznej pozostałym podmiotom uczestniczącym w układzie wzajemnych powiązań. Specyfika systemu politycznego Unii Europejskiej nadaje duże znaczenie zarówno mechanizmom międzyrządowym, jak i ponadnarodowym, natomiast kluczową rolę w kształtowaniu tego systemu nadal odgrywają państwa członkowskie. Mimo że postanowienia traktatowe zagwarantowały formalną równość państw, znaczenie Niemiec jako nieformalnego lidera Wspólnoty staje się coraz częściej przedmiotem politycznej debaty o UE. Celem artykułu było określenie głównych wyznaczników roli Niemiec jako lidera UE, który swoje przewodnictwo opiera na współpracy z innymi państwami członkowskimi, uznając i respektując rozwiązania instytucjonalne, które ograniczają możliwość realizacji indywidualnych priorytetów i gwarantują przejrzystość działań na rzecz wspólnych interesów, a w dłuższej perspektywie legitymizują rolę państwa jako nieformalnego lidera, który reprezentuje wynegocjowane na forum instytucji wspólne stanowisko. Humanity has always been tormented with the end of existence. On some occasions, such as the current COVID-19 pandemic, this affliction is pronounced. To what extent can fear of death alter individuals' political perceptions and beliefs? It is in this context of uncertainties and fears that we investigate how Brazilian society has been evaluating its leaders, especially concerning the policy of social distancing. The COVID-19 pandemic changed the axes of political polarization. On the one hand, governors, mayors, and legislators are concerned about the risks of a collapse of the health system. On the other, President Jair Bolsonaro focused primarily on the negative economic consequences of the pandemic. Through an opinion poll, we identified that "fear of death" diminished the ideological polarization that has existed in Brazil since Jair Bolsonaro's election. Contrary to what many expected, voters who identified themselves as right-wing and center-right - supposedly, the core of Bolsonaro's voters – refused to follow the president's recommendation of relaxing social distancing policies and considered his performance inappropriate during the pandemic. We also show that different income levels did not influence this change in behavior. ; La humanidad siempre se ha afligido por el fin de la existencia. En algunas ocasiones, como en la pandemia actual del nuevo coronavirus, esa aflicción se hace más presente. ¿Hasta qué punto puede el miedo a la muerte alterar las percepciones y creencias de los individuos? Es en este contexto de incertidumbres y temores que decidimos investigar cómo la sociedad brasileña ha evaluado a sus líderes, especialmente con relación a la política de aislamiento social. La pandemia de COVID-19 cambió los ejes de polarización política. Por un lado, gobernadores, alcaldes y legisladores preocupados por los riesgos de estrangular el sistema de salud a causa de la pandemia. Por otro, el presidente Jair Bolsonaro centrado principalmente en las consecuencias económicas negativas de la política de aislamiento social. A través de una encuesta de opinión, identificamos que el "miedo a la muerte" disminuyó la polarización ideológica que ha existido en Brasil desde la elección de Jair Bolsonaro a la presidencia de la República. Al contrario de lo que muchos esperaban, los electores que se identificaron como de derecha y centroderecha, supuestamente los principales votantes de Bolsonaro, rechazaron cumplir con la recomendación y juzgaron mal el desempeño de su líder. También mostramos que este cambio en el comportamiento no fue influenciado por diferentes niveles de ingresos. ; Desde sempre a humanidade se aflige com o fim da existência. Em algumas ocasiões, como a atual pandemia do novo coronavírus, percebemos sua presença mais de perto. Até que ponto o medo da morte pode alterar percepções e crenças dos indivíduos? É nesse contexto de incertezas e medos que decidimos investigar de que modo a sociedade brasileira vem avaliando seus governantes, sobretudo em relação à política de isolamento social. A pandemia da COVID-19 alterou os eixos da polarização política. De um lado, governadores, prefeitos e legisladores preocupados com os riscos de estrangulamento do sistema de saúde causado pela pandemia. De outro, o presidente Jair Bolsonaro, focado primordialmente nas consequências econômicas negativas da política de isolamento social. Por meio de uma pesquisa de opinião, identificamos que o "medo da morte" diminuiu a polarização ideológica existente no Brasil desde a eleição de Jair Bolsonaro à presidência da República. Ao contrário do que muitos esperavam, os eleitores que se auto-identificaram como de direita e centro-direita – supostamente, o núcleo de eleitores de Bolsonaro – rejeitaram seguir a recomendação e avaliam mal a performance de seu líder. Também mostramos que essa mudança de comportamento não foi influenciada pelos diferentes níveis de renda.
Artykuł odwołuje się w swojej analizie do postrzegania wartości Unii Europejskiej z perspektywy człowieka jako dobra najwyższego w kontekście zmian medialnych oraz protestów kobiet w Polsce pod koniec 2020 roku oraz społecznej aktywności demonstrującej przywiązanie Polaków do UE. Na początku trzeciej dekady XXI wieku istotnymi wartościami, podkreślanymi w przestrzeni publicznej są: dobro jednostek, wolność wypowiadania swoich poglądów, równość polityczna, społeczna oraz ekonomiczna dotycząca wszystkich, niezależnie od rasy, płci, orientacji seksualnej, kultury, religii, sympatii politycznych. Są one podstawą funkcjonowania wspólnoty ludzkiej w tym UE. Przestrzenią do obrony tych wartości, stały się nowe media w tym niezwykle istotne media społecznościowe. Celem niniejszego artykułu jest praktyczna analiza, styku wartości o tradycyjnym, humanistycznym znaczeniu takich, jak kultura słowa oraz debaty publicznej z walką o wolność manifestowania swoich poglądów oraz obrony wartości przy użyciu nowych mediów. Co wbrew pozorom nie jest sprzeczne. Język protestu młodego pokolenia, nie jest poprawny, sięga do wulgaryzmów, ponieważ bardzo często jest to nie tylko zmiana pokoleniowa, lecz odpowiedź na język polityki i polityków. Polem do analizy jest spór polityczno-ideologiczny wywołany na polskiej scenie politycznej. Analiza na gruncie badań politologicznych oraz nauki o mediach, oparta została na badaniu źródeł zarówno literatury naukowej, jak i Internetu oraz mediów społecznościowych. Studium przypadku są wydarzenia związane z protestem kobiet w Polsce oraz innymi wystąpieniami przeciwko polityce rządu. Charakter mediów społecznościowych powoduje, iż nie funkcjonuje w nich cenzura, jakakolwiek kontrola form wyrazu oraz treści. Jest to praktyczna realizacja wolności i prawa do wyrażania swoich poglądów oraz protestu. Taka forma wolności prowadzi do wulgaryzacji życia publicznego. Niejednokrotnie wulgaryzacja, słowna, gesty, symbole i ich użycie mają swoje źródła w obserwacji życia politycznego. Zdaniem autorów, ta forma wyrażania myśli, w tym również służąca obronie podstawowych społecznych wartości wymaga przedefiniowania i zrozumienia kontekstów kulturowych. ; The article refers in its analysis to the perception of the values of the European Union from the human perspective as the highest good in the context of media changes and women's protests in Poland at the end of 2020 and social activity demonstrating Poles' attachment to the EU. At the beginning of the third decade of the 21st century, the important values emphasized in the public space are: the good of individuals, freedom of expression, political, social and economic equality concerning everyone, regardless of race, gender, sexual orientation, culture, religion, political sympathies. They are the basis for the functioning of the human community in this EU. New media, including extremely important social media, have become a space to defend these values. The aim of this article is a practical analysis of the intersection of values with a traditional humanistic meaning, such as the culture of speech and public debate, with the struggle for the freedom to express one's views and defend values using new media. Contrary to appearances, it is not contradictory. The language of protest of the young generation is not correct, it reaches to profanity, because very often it is not only a generational change, but a response to the language of politics and politicians. The field for analysis is the political and ideological dispute sparked on the Polish political scene. Analysis based on political science research and media science was based on researching the sources of both scientific literatures, the Internet and social media. The case studies are related to the women's protest in Poland and other protests against government policy. Due to the nature of social media, there is no censorship, no control of forms of expression and content. It is a practical realization of the freedom and the right to express one's views and protest. This form of freedom leads to a vulgarization of public life. Often, vulgarity, verbal, gestures, symbols and their use have their source in the observation of political life. According to the authors, this form of expressing thoughts, including the one serving to defend basic social values, requires redefining and understanding cultural contexts.
Artykuł odwołuje się w swojej analizie do postrzegania wartości Unii Europejskiej z perspektywy człowieka jako dobra najwyższego w kontekście zmian medialnych oraz protestów kobiet w Polsce pod koniec 2020 roku oraz społecznej aktywności demonstrującej przywiązanie Polaków do UE. Na początku trzeciej dekady XXI wieku istotnymi wartościami, podkreślanymi w przestrzeni publicznej są: dobro jednostek, wolność wypowiadania swoich poglądów, równość polityczna, społeczna oraz ekonomiczna dotycząca wszystkich, niezależnie od rasy, płci, orientacji seksualnej, kultury, religii, sympatii politycznych. Są one podstawą funkcjonowania wspólnoty ludzkiej w tym UE. Przestrzenią do obrony tych wartości, stały się nowe media w tym niezwykle istotne media społecznościowe. Celem niniejszego artykułu jest praktyczna analiza, styku wartości o tradycyjnym, humanistycznym znaczeniu takich, jak kultura słowa oraz debaty publicznej z walką o wolność manifestowania swoich poglądów oraz obrony wartości przy użyciu nowych mediów. Co wbrew pozorom nie jest sprzeczne. Język protestu młodego pokolenia, nie jest poprawny, sięga do wulgaryzmów, ponieważ bardzo często jest to nie tylko zmiana pokoleniowa, lecz odpowiedź na język polityki i polityków. Polem do analizy jest spór polityczno-ideologiczny wywołany na polskiej scenie politycznej. Analiza na gruncie badań politologicznych oraz nauki o mediach, oparta została na badaniu źródeł zarówno literatury naukowej, jak i Internetu oraz mediów społecznościowych. Studium przypadku są wydarzenia związane z protestem kobiet w Polsce oraz innymi wystąpieniami przeciwko polityce rządu. Charakter mediów społecznościowych powoduje, iż nie funkcjonuje w nich cenzura, jakakolwiek kontrola form wyrazu oraz treści. Jest to praktyczna realizacja wolności i prawa do wyrażania swoich poglądów oraz protestu. Taka forma wolności prowadzi do wulgaryzacji życia publicznego. Niejednokrotnie wulgaryzacja, słowna, gesty, symbole i ich użycie mają swoje źródła w obserwacji życia politycznego. Zdaniem autorów, ta forma wyrażania myśli, w tym również służąca obronie podstawowych społecznych wartości wymaga przedefiniowania i zrozumienia kontekstów kulturowych. ; The article refers in its analysis to the perception of the values of the European Union from the human perspective as the highest good in the context of media changes and women's protests in Poland at the end of 2020 and social activity demonstrating Poles' attachment to the EU. At the beginning of the third decade of the 21st century, the important values emphasized in the public space are: the good of individuals, freedom of expression, political, social and economic equality concerning everyone, regardless of race, gender, sexual orientation, culture, religion, political sympathies. They are the basis for the functioning of the human community in this EU. New media, including extremely important social media, have become a space to defend these values. The aim of this article is a practical analysis of the intersection of values with a traditional humanistic meaning, such as the culture of speech and public debate, with the struggle for the freedom to express one's views and defend values using new media. Contrary to appearances, it is not contradictory. The language of protest of the young generation is not correct, it reaches to profanity, because very often it is not only a generational change, but a response to the language of politics and politicians. The field for analysis is the political and ideological dispute sparked on the Polish political scene. Analysis based on political science research and media science was based on researching the sources of both scientific literatures, the Internet and social media. The case studies are related to the women's protest in Poland and other protests against government policy. Due to the nature of social media, there is no censorship, no control of forms of expression and content. It is a practical realization of the freedom and the right to express one's views and protest. This form of freedom leads to a vulgarization of public life. Often, vulgarity, verbal, gestures, symbols and their use have their source in the observation of political life. According to the authors, this form of expressing thoughts, including the one serving to defend basic social values, requires redefining and understanding cultural contexts.
Celem poniższego artykułu jest przeprowadzenie analizy na temat kultury strategicznej Węgier po zmianach ustrojowych. Poznanie węgierskiej kultury strategicznej jest niezbędne do zrozumienia decyzji strategicznych i politycznych dotyczących bezpieczeństwo dla sojuszników oraz partnerów politycznych. Węgierska strategia opiera się między innymi na położeniu geopolitycznym, doświadczeniach historycznych o sytuacji wewnętrznej i zewnętrznej. Węgry są małym krajem, co uwarunkuje jego kulturę strategiczną. Kraj podobnie jak inne państwa w regionie po upadku Układu Warszawskiego jednoznacznie określił cel strategiczny - dołączenie się do struktury euroatlantyckiej. Najważniejszymi momentami okresu badanego jest zaproszenie do Organizacji Traktatu Północnoatlantyckiego w 1999 roku oraz dołączenie do Unii Europejskiej w 2004 roku. W badanym okresie 1990-2020 zostało wydanych 5 strategii bezpieczeństwa narodowego. Dokumenty te są podstawą do analizy kierunku rozwoju, jak i współpracy w aspekcie bezpieczeństwa kraju. Węgry od zmian ustrojowych prowadzili pokojową politykę w regionie. Mimo zgrzytów historycznych ciągnących się od dwóch wojen światowych, traktaty pokojowe nie zostały głównym elementem kultury nienawiści i wrogości. Najnowsza strategia z 2020 roku wydana na początku pandemii Sars-CoV-2 jest jedną z najbardziej rozbudowaną od 1990 roku. Mimo 30 lat od zmianach ustrojowych nie można mówić o własnej kulturze strategicznej Węgier. Kraj o małej potencjale społeczno-gospodarczym w dobie globalizacji nie ma możliwości tworzenia własnej kultury strategicznej bez uwzględnienia otoczenia a także sojuszników i organizacji międzynarodowych działających w regionie. Wynika to między innymi z charakteru uchwalenia i pracy nad strategią. Analiza opiera się na analizach dokumentów strategicznych w okresie 1990-2020, a także literatury węgierskiej. Ze względu na analizy dokumentów i literatury można wywnioskować charakterystyczne cechy kultury strategicznej regionu Środkowej Europy, a także doświadczenia historyczne z czasów zimnej wojny i strefy wschodniej do której Węgry należą. ; The aim of the article is to analyze the strategic culture of Hungary after the political changes in 1990. Getting to know the Hungarian strategic culture it is inevitable to understand the strategic political decisions regarding security for political allies and partners. The Hungarian strategy is based, inter alia, on the geopolitical situation, historical experience, internal and external situation. Hungary's culture is conducted by small countries situation. The country, similarly, to others in the region after the collapse of the Warsaw Pact, clearly defined its strategic goals, which included the joining the Euro-Atlantic structures. The most important moments of the analyzed period are the invitation to the North Atlantic Treaty Organization in 1999 and joining to the European Union in 2004. In the period from 1990 to 2020, five national strategies were issued. These documents are the basis for the analysis of development directions and cooperation in the aspect of security. Since the political changes, Hungary has pursued a peaceful policy in the region. Even the historical experiences of the two lost world wars and peace treaties, did not remain the main element of the Hungarian culture of hatred and hostility. The latest strategy from 20202, released at the beginning of the Sars-CoV-2 pandemic, is one of the most extensive strategy since 1990. Despite 30 years after the political changes, it is impossible to speak of Hungary's own strategic culture. A country with a small socio-economic potential in the era of globalization cannot create its own strategic culture without considering its location, allies and international organizations operating in the region. This is due, inter alia, to the nature of the adoption and work on the strategy. The analysis is based on analyzes of strategic documents in the period 1990-2020, as well as Hungarian literature. Due to the analysis of documents and literature it is possible to deduce the characteristic features of the strategic culture of the Central European region as well as historical experiences from the Cold War and the Eastern zone to which Hungary belongs.

Torn between its European body and its atlantic/lusophone "soul", Portugal tries to strike a balance between the two dimensions of its identity as a polity and, in the process, claims a special role as mediator between north and south, Europe and the African continent. Although fully committed to the European immigration policy, with its restrictive dimensions and its focus on integration, Portugal purports to articulate the European demands with the special solidarity bonds that exist with the Portuguese speaking countries. It has been so for a number of years, but the recent developments in both the Portuguese nationality and immigration laws show that the fears expressed by many that Schengen would surpass the lusophone ties were well founded and that, no matter how well intended the Portuguese policies are in these matters, the result will be detrimental to the so-called lusophone citizens. They do enjoy a special status – encompassing voting rights and access to public office that is generally forbidden to all foreigners (a status unparalleled in the two other European countries under scrutiny, France and the United Kingdom) – but their access to the Portuguese territory has been curtailed. Even more than Portugal, which until recently was the last of the European "nation states" and only now faces visible cultural diversity in its society, the European Union and the Community of the Portuguese Speaking Countries (CPLP) struggle with the definition of their respective identities and sense of purpose, seeking to win the hearts and minds of their peoples. Commonly considered a natural spontaneous community, due to the existence of a common language, the CPLP faces the difficulties posed by mutual distrust and old grudges and the fear, by many, that it is only an expression of imperial nostalgia on the part of Portugal. Its member states show only a mild commitment, engaged as they all are in other regional communities of their own, as can be seen in the discussions on citizenship and free movement within the lusophone area. There are many similarities between the legal systems of the CPLP member states, which can be explained by the cooperation between lawyers and academics specially in Africa and East Timor, but some of those similarities are merely formal, with little correspondence in the law in action, and coexist with relevant differences due mostly to different levels of socio-economic development and political will. For the European Union the purpose of fostering a feeling of belonging and solidarity between the peoples of Europe is an ongoing struggle for legitimacy which has suffered major setbacks in recent years. After the constitutional momentum, the Union has adopted a more modest stance, but has by no means given up winning the support of the European citizens. One of the fields in which its intervention is demanded is directly linked with the identity quest in progress – border definition and control, policies towards illegal and legal aliens. Stressing the need to integrate the third country nationals who are legal residents and adopting the mantra of intercultural dialogue, the EU presents itself as a guardian for human rights and a fighter against racism, at the same time as it tries to keep Europe for the Europeans as much as possible. Its member states are willing, for European or domestic reasons, to go along and easily drop old preferences for extra-community bonds of solidarity. Portugal may again be the last of the empires, keeping a special status for the foreigners of lusophone origin, but it nevertheless keeps with the times when it comes to admission to its territory.
"Yearbook of Eastern Studies" has been established as a forum for the debate on the multifaceted nature of transformations in Central and Eastern Europe and Asia, with particular focus on the post-Soviet area. The conceptual content of the periodical was born thanks to the professors Zdzislaw J. Winnicki and Walenty Baluk, who edited the first three volumes, which were published formally as separate monographs, but already under the banner of "Wschodnioznawstwo". Since 2010, the Yearbook has the status of a scientific journal, and two years later it has been listed on the journals of the Ministry of Science and Higher Education. In addition, the periodical is indexed in national and international databases such as Index Copernicus, Central European Journal of Social Sciences and Humanities, BazHum and Polska Bibliografia Naukowa. The scientific profile of the periodical, which has consistently been implemented since the beginning of the activity of "Yearbook of Eastern Studies", focuses on the field of social sciences, with particular emphasis on the science of politics and science of safety. Its great advantage is its internationalization, which manifests itself both in terms of composition of the scientific council, reviewers, and authors of texts published in the "Wschodnioznawstwo" in Polish, English and Russian languages. Up to now, researchers from Poland, Azerbaijan, Belarus, Czech Republic, Georgia, Germany, Hungary, Japan, Kazakhstan, Latvia, Macedonia, Russia, Slovakia and Ukraine have published on the cards of the journal. ; Wydawany przez Zakład Badań Wschodnich od 2007 r. rocznik "Wschodnioznawstwo" powstał jako forum debaty nad wielowymiarowością przemian w regionie Europy Środkowej i Wschodniej oraz Azji, ze szczególnym uwzględnieniem obszaru postradzieckiego. Koncepcja merytoryczna periodyku zrodziła się dzięki profesorom Zdzisławowi J. Winnickiemu oraz Walentemu Balukowi, którzy redagowali wspólnie pierwsze trzy tomy, wydane jeszcze z formalnego punktu widzenia jako odrębne monografie, ale już pod szyldem "Wschodnioznawstwa". Od 2010 r. rocznik posiada status czasopisma naukowego, a dwa lata później trafił na listę czasopism punktowanych Ministerstwa Nauki i Szkolnictwa Wyższego. Ponadto periodyk jest indeksowany w krajowych i międzynarodowych bazach, takich jak Index Copernicus, Central European Journal of Social Sciences and Humanities, BazHum czy Polska Bibliografia Naukowa. Profil naukowy periodyku, który konsekwentnie jest realizowany od początku działalności "Wschodnioznawstwa", koncentruje się wokół dziedziny nauk społecznych, ze szczególnym uwzględnieniem nauk o polityce i nauk o bezpieczeństwie. Ogromnym atutem rocznika jest jego umiędzynarodowienie, które przejawia się zarówno w aspekcie składu rady naukowej, recenzentów, jak i autorów tekstów zamieszczanych na łamach "Wschodnioznawstwa" w językach polskim, angielskim i rosyjskim. Do tej pory na kartach periodyku publikowali naukowcy z Polski, Azerbejdżanu, Białorusi, Czech, Gruzji, Japonii, Kazachstanu, Łotwy, Macedonii, Niemiec, Rosji, Słowacji, Ukrainy i Węgier.

In the dissertation entitled "Communication determinants of organizational changes in Polish political parties at the turn of the century" the author has made a detailed analysis of the relationship between the political communication and the internal organization of Polish political parties. The dynamic technological development made a progress in manners and forms of communication. Making new perspectives and opportunities in making interactions, including through inventing and popularization of the Internet, have been reflected in the world of politics. Using the knowledge of Polish and foreign scientists it is important to emphasize that, on the one hand, a decrease of identification with political parties and, on the other hand, an increase of professionalization of political activities run by the management of political parties have occurred in the reality at the turn of the century. The main purpose of modern political parties is their organizational survival and development. The essence of the political activity is to establish interactions with voters in order to identify their opinions, adjust them to their own election program and shape their previous preferences. Combining together theses two conclusions, it should be noted that political communication allows constructing tools and methods by means of which political parties can be well managed, which ensures their survival and development. The dissertation consists of fiver chapters. In the first chapter the author has analysed the functioning of the democratic system, in which all considerations collected in the dissertation have been embedded. The considerations have been, however, adapted to the overall context of the dissertation. In the second chapter the author has considered the issues concerning the evolutionary character of political parties. It is also important to emphasize that the considerations are focused only on political parties at the turn of the century. The third chapter discusses the issues presented in the second chapter, but in a detailed way. It contains the key management conceptions for political parties which according to the author are important to be implemented in parties whose main purpose is long-term survival and development. The fourth chapter includes the issues associated with the political communication. In the last chapter the author has collected the whole empirical knowledge gained during the interviews with the main politicians from Polish political parties. The interviews gain an insight into managerial processes in seven Polish parties: 1. Platforma Obywatelska RP; 2. Prawo i Sprawiedliwość; 3. Polskie Stronnictwo Ludowe; 4. Ruch Kukiz'15; 5. Sojusz Lewicy Demokratycznej; 6. Twój Ruch; 7. Nowoczesna Ryszarda Petru. The last chapter contains fifteen individual interviews. There were two criteria regarding the process of selecting the respondents. The first factor was their knowledge about managerial and communication processes in political parties they are associated with. The second fact was their experience gained during their political activity. The main purpose of these two criteria was to come to the representative conclusions for political parties as a whole organization, not only for their regional branches. Every interview had a detailed scenario which influenced on a scope and quantity of gathered information. The average interview lasted two and a half hours. During this time the author of the dissertation gained from ten to thirty one pages of the detailed information. To achieve the dissertation's purposes mentioned in previous paragraphs, the author has presented a series of hypotheses: 1. The most effective shaping of the development of countries and societies as well as skilful managing of public resources is achieved if political parties are well managed, in particular by conducting an effective human resources policy, which means the ability to recruit qualified supporters and members who are able to construct an election program ensuring long-term survival and development, skilful fundraising for statutory purposes and creating a strategy of development for a political party perceived as an organization which exists in the changing and rivalry environment; 2. Political parties whose main purpose is to perform public functions must construct an election program that is the most suited to the needs and expectations of potential voters. The election program needs also to be presented in the most preferred form for potential voters. The election program must be more convincing than the offers presented by other political parties; 3. In the political rivalry at the turn of the century political parties need to pick up the potential and skills indispensable in the process of shaping electoral preferences. The possibility of influencing on the decision making process in the country is associated with the proper selection of the communication tools and methods; 4. The good management of political parties is associated with an organizational structure which allows establishing interactions between politicians and voters, which makes it possible to create political programmes suited to the most preferred, from a political party's point of view, segments of the electorate, influence on electoral attitudes as well as construct a political offer more persuasive for a voter than the counterpart created by political rivals; 5. The main purpose of every political party, perceived as gaining influence on the decision making process, can be achieved only by creation effective communication methods and tools, which are the most important in political parties and can also have an influence on political party's organizational structure; 6. The level of the citizen's knowledge in the countries which adopted a representative democratic system is directly proportional to the level of the social and economic development in these countries. The progress of the representative democratic system is possible in most cases due to creation of effective communication methods and tools; 7. The political evolution of modern societies, among which is should be mentioned, the decreasing level of the permanent identification with political parties determines an evolution of organizational structures of political parties and ways of creating political processes. Nowadays the political communication is a factor which allows interpreting electoral preferences and adjusting all political activities to them; 8. The evolution of the modern societies leads to the evolution of ways of creating political processes, especially by their assimilation to the activity based on methods and forms known from the commercial market.
The Horn of Africa, which is situated in the north-east Africa, comprises mainly Ethiopia, Somalia, Eritrea and Djibouti which cover region of the Somali peninsula. It is one of the area of the world belonging to the most affected by natural disasters, poverty, famine, conflicts and crime. Due to its geographical location on point of the Red Sea, the Gulf of Aden and the Indian Ocean as well the close position to the Arabian peninsula it is the most geo-strategically important regions of the world in terms of military and economic significance. That is why the world powers were and are still interested in it.The main topic of this article is the fragile state - Somalia. It was selected here in terms of its geographical location, high level of instability, civil war, famine and piracy problem or terrorist groups activities as an example of difficult political situation of the Horn of Africa and the attempts of the main economic competitors in Africa - The European Union, China and The United States of America - in order to achieve stabilization in the region.The prime aim of this analysis based on the source materials, subject reading matters and media news, is the presentation the most essential current activities of the above international actors that lead them to rise in the level of security in Somalia and neighbouring sea, straits, ocean and strengthening the Federal Government of Somalia and its security structure. The present condition of the Somali National Army and its future transformation are also presented in this work. Taking all above into consideration it was hard not to give attention to peacekeeping African Union Mission in Somalia AMISOM active since 2007 with approval of the United Nations Security Council. Despite the deep criticism of its activities by the nongovernmental organization Human Rights Watch, AMISOM has taken over most areas of central and south Somalia until now. What is more, the research points also the main legal framework that make possible foreign security aid in Somalia. In case of the EU - The Global Strategy for the European Union's Foreign and Security Policy (2016) and the Strategy for the Horn of Africa (2011). In the case of the US - the New National Security Strategy announced by president Trump in December 2017. Additionally, the article is focused on the growing presence of China in the Horn of Africa what is highly visible in the creation of the first foreign military Chinese base opened in July2017 in the neighbouring to Somalia - Djibouti.As a result of the analysis of the current activities of AMISOM, pointed American or Chinese actions and the European External Action Service (EEAS) in Somalia: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) and European Union Capacity Building Mission (EUCAP Somalia) a few essential conclusions can be made:the regular trade competitors in the race for their impacts in modern Africa - EU, China, US - are able to cooperate in taking care about either own and the Horn of Africa benefits if it is necessary,the level of security and democracy in Somalia has risen significantly in the last decade and a threat of piracy has fallen definitely in region of the Aden Gulf, The Red Sea and the Indian Ocean as an effect of activities of AMISOM, the Combined Task Forces, the EU peace missions and separate states. Nevertheless, the level of security which has been reached is really fragile and it may be disturbed easily when international security aid services will be over,the foreign peace missions active nowadays will be continued but with the tendency to their limitation in the next few years,the tasks of the peacekeeping African Union Mission in Somalia AMISOM, that is step by step limited and it is planned to stop in 2020, will be taken over by the transformed Somali national Army and Police,it is highly impossible to become self-supporting and to reach full independence of the Somali security structure from foreign peacekeeping assistance just in 2 years so that Somalia itself can guarantee own security and take over the prior AMISOM tasks,the full security and saving the political and economic stability in Somalia in the future may be possible not only by temporary military and humanitarian aid but also by so called fundamental work. So both of them are necessary at this stage of development of Somalia;Key words: Somalia, the Horn of Africa, piracy, Al-Shabaab, international security, maritime security, peace missions, terrorism ; Znajdujący się w północno-wschodniej części kontynentu afrykańskiego Róg Afryki, obejmujący głównie położone na Półwyspie Somalijskim Etiopię, Somalię, Erytreę, Dżibuti, jest jednym z regionów w tej części świata należących do najbardziej dotkniętych naturalnymi katastrofami, ubóstwem, głodem oraz konfliktami i przestępczością. Region ten ze względu na swoje położenie geograficzne na styku Morza Czerwonego, Oceanu Indyjskiego i Zatoki Adeńskiej, jak również ze względu na bliskość Półwyspu Arabskiego stanowi strategicznie ważne miejsce pod względem gospodarczym jak i militarnym. Stąd znajdował się i znajduje wciąż w strefie zainteresowania światowych mocarstw. Tematem niniejszego artykułu jest państwo upadłe - Somalia, która ze względu na swoje położenie geograficzne, wysoki poziom niestabilności, wojnę domową, problem głodu i piractwa morskiego oraz aktywność grup terrorystycznych na jej terenie została wybrana jako przykład ilustrujący trudną sytuację polityczną Rogu Afryki i wysiłki konkurujących ze sobą o wpływy ekonomiczne w Afryce Unii Europejskiej, Chin i Stanów Zjednoczonych podejmowane w celu ustabilizowania sytuacji w regionie rogu Afryki.Celem niniejszego analizy opartej o dokumenty źródłowe, literaturę przedmiotu i doniesienia medialne jest zaprezentowanie najważniejszej bieżącej aktywności w/w międzynarodowych aktorów prowadzące do podniesienia poziomu bezpieczeństwa w Somalii i otaczających ją wodach oraz wzmocnienia Federalnego Rządu Somalii i jego struktur bezpieczeństwa. Zaprezentowano również stan bieżący Narodowych Sił Zbrojnych Somalii oraz plany ich restrukturyzacji w najbliższych latach. Analizując w/w kwestie nie pominięto również zaangażowania Unii Afrykańskiej w postaci operacji pokojowej AMISOM prowadzonej w Somalii od 2007 roku posiadającej autoryzację Rady Bezpieczeństwa ONZ. Operacji, która choć w ostatnich latach krytykowana przez pozarządową organizację Human Rights Watch za łamanie praw człowieka przejęła kontrolę nad znaczną częścią środkowej i południowej części Somalii. W artykule wskazano również ramy prawne, w oparciu o które opisywana pomoc pokojowa może być udzielana. W przypadku UE - Globalną Strategię na Rzecz Polityki Zagranicznej i Bezpieczeństwa Unii Europejskiej (2016) oraz Strategię dla Rogu Afryki (2011). W przypadku USA - Nową Strategię Bezpieczeństwa Narodowego Stanów Zjednoczonych ogłoszoną przez prezydenta D. Trumpa w grudniu 2017r. Artykuł odnosi się również do rosnącej obecności Chin w tym rejonie Afryki wyraźnie widocznej przez otwarcie w lipcu 2017 roku pierwszej chińskiej zagranicznej bazy wojskowej w sąsiadującym z Somalią kraju - Dżibuti.Analiza bieżącej działalności AMISOM oraz aktywnych obecnie misji Europejskiej Służby Działań Zewnętrznych w Somalii: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) czy European Union Capacity Building Mission (EUCAP Somalia) doprowadziła do kilku istotnych wniosków:rywale handlowi zabiegający o wpływy w Afryce - UE, Chiny, USA - potrafią w razie potrzeby współpracować dla dobra swoich interesów i krajów Rogu Afryki, w tym Somalii,poziom bezpieczeństwa i demokracji w Somalii w ostatniej dekadzie znacznie wzrósł a zagrożenie piractwem zdecydowanie zmalało w rejonie Zatoki Adeńskiej, Morza Czerwonego i Oceanu Indyjskiego w efekcie działań podejmowanych przez AMISOM, międzynarodowe siły zadaniowe, misje pokojowe UE oraz pomoc poszczególnych państw. Osiągnięty poziom bezpieczeństwa jest jednak bardzo kruchy i po zakończeniu wspierających działań międzynarodowej społeczności może łatwo powrócić do stanu poprzedniego,w najbliższych kilku latach zagraniczne misje pokojowe działające od wielu lat w Somalii będą kontynuowane z tendencją do ich ograniczania,zadania misji pokojowej Unii Afrykańskiej AMISOM, która jest stopniowo ograniczana i formalnie planuje się jej zakończenie w 2020r., zostaną przejęte przez zreformowane Narodowe Siły Zbrojne Somalii,wątpliwym jest by w ciągu najbliższych 2 lat struktury bezpieczeństwa Somalijskiej Republiki Federalnej były w pełni samodzielne i mogły przejąć w pełni zadania AMISOM oraz zapewnić krajowi bezpieczeństwo,do osiągnięcia pełnego bezpieczeństwa oraz zachowania stabilizacji politycznej w Somalii potrzebna jest nie tylko doraźna pomoc wojskowa i humanitarna ale tzw. praca od podstaw;Słowa kluczowe: Somalia, Róg Afryki, piractwo, Al-Shabaab, bezpieczeństwo międzynarodowe, bezpieczeństwo morskie, operacje pokojowe, terroryzm; ; Розташований в північно-східній частині африканського континенту Африканський Ріг, який охоплює розміщені на Сомалійському півострові Ефіопію, Сомалі, Еритрею, Джибуті, є одним з регіонів в цій частині світу, який належить до найбільш постраждалих від стихійних лих, убогості, голоду, конфліктів і злочинності. Цей регіон через своє географічне розташування на стику Червоного моря, Індійського океану і Аденської затоки, а також через близькість до Аравійського півострова є стратегічно важливим місцем з економічної та військової точки зору. З огляду на це даний регіон знаходився і продовжує знаходитися в зоні уваги світових держав. Предметом дослідження даної статті є неспроможна держава – Сомалі, яка через своє географічне положення, високий рівень нестабільності, громадянську війну, проблеми голоду і морського піратства та діяльність терористичних груп на своїй території була обрана в якості прикладу, що ілюструє складну політичну ситуацію в районі Африканського Рогу і демонструє зусилля щодо економічних впливів в Африці конкуруючих між собою Європейського Союзу, Китаю та Сполучених Штатів, спрямованих на стабілізацію ситуації в даному регіоні.Метою даного аналізу, який ґрунтується на основі первинних джерел, спеціалізованої літератури і повідомлень засобів масової інформації, є представлення найбільш важливих аспектів діяльності провідних міжнародних гравців, спрямованих на підвищення рівня безпеки в Сомалі та навколишніх водах і зміцнення федерального уряду Сомалі та його безпекових структур. Представлено також сучасний стан національних збройних сил Сомалі та плани їх реструктуризації на найближчі роки. Аналізуючи названі вище проблеми, не залишено без уваги участь Африканського Союзу у формі миротворчої операції AMISOM, яка проводиться з 2007 року відповідно до рішення Ради Безпеки ООН. Операції, яка в останні роки зазнала критики з боку неурядової організації Human Rights Watch через порушення прав людини, дала змогу взяти під контроль більшу частину центральної та південної частини Сомалі. У статті також вказується правова база, на підставі якої може бути надана описана допомога по встановленні миру. З боку ЄС це Глобальна стратегія зовнішньої політики і політики безпеки Європейського Союзу (2016) та Стратегія Африканського Рогу (2011). З боку США – Стратегія нової національної безпеки Сполучених Штатів, оголошена президентом Д. Трампом у грудні 2017 року. У статті також йдеться про зростаючу присутність Китаю в цьому регіоні Африки, що чітко видно через розміщення в липні 2017 року першої іноземної військової бази Китаю в сусідній з Сомалі країні – Джібуті.Аналіз поточної діяльності AMISOM та місій Європейської служби зовнішньої діяльності в Сомалі: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) та European Union Capacity Building Mission (EUCAP Somalia) дав змогу зробити такі важливі висновки:• конкуренти, які прагнуть впливати на торгівлю в Африці – ЄС, Китай, Сполучені Штати Америки за необхідності можуть працювати разом на благо своїх інтересів і країн Африканського Рогу, включаючи Сомалі;• рівень безпеки і демократії в Сомалі за останнє десятиліття суттєво зріс, а загрози піратства в Аденській затоці, Червоному морі та Індійському океані значно зменшилися в результаті заходів, вжитих AMISOM, міжнародної цільової групи, миротворчих місій ЄС і допомоги окремих країн. Однак досягнутий рівень безпеки є дуже крихким і після завершення підтримуючої діяльності міжнародного співтовариства ситуація може легко повернутися до попереднього стану;• іноземні миротворчі місії, що діяли протягом багатьох років в Сомалі, будуть продовжені протягом наступних декількох років з тенденцію до їх обмеження;• завдання миротворчої місії Африканського Союзу АМІСОМ, яка поступово згортається і має бути офіційно завершена в 2020 році, будуть перейняті реформованими Національними збройними силами Сомалі;• викликає сумніви те, що в найближчі два роки безпекові структури Федеративної Республіки Сомалі стануть повністю незалежними і будуть здатними взяти на себе повністю завдання АМІСОМ і забезпечити країні безпеку;• для досягнення повної безпеки та збереження політичної стабільності в Сомалі необхідна не тільки екстрена військова та гуманітарна допомога, але так звана робота з початків.Ключові слова: Сомалі, Африканський Ріг, піратство, Аль-Шабааб, міжнародна безпека, безпека на морі, миротворчі операції, тероризм.
W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals.
