Purpose: to propose the best option for development of Russian economy after crisis. Methodological framework is the concept of comparative analysis of economic systems. Results: The author provides a classification of various types of governmental economic policy, according to which the substance of alternative strategies of upcoming development of Russian economy is disclosed; the strategy of governmental regulation of Russian economy during its market transformation is critically assessed and the target for its future radical change is determined. Practical implications: formation and implementation of the governmental economic policy.
The article considers the issues of development of national accounting at the regional level. Pertinence of this topic is associated with the use of regional macroeconomic indicators for management of economy carried out by government bodies. The article reviews some aspects of the theory for calculating gross regional product (GRP), which public authorities use to monitor the level and dynamics of regional economy for decision-making on measures to stimulate economic processes; on optimization of taxation and the system of regional transfers, as well as to equalize regional development and standards of living.The author analyses methodology for GRP calculation developed by the Federal State Statistics Service (Rosstat) with the emphasis on the most important provisions and information issues, which have impact on accuracy and analytical usefulness of regional macroeconomic indicators.Significant attention is paid to major improvement directions of the GRP computation methodology, including implementation of new treatment of important transactions recommended in the 2008 SNA. Among such directions the author mentions harmonization of GRP and GDP calculation methodology, improvement of information sources and methods of their processing; development of interaction between central and regional statistical agencies. ; Статья посвящена вопросам развития национального счетоводства на региональном уровне. Актуальность темы обусловлена необходимостью использования региональных макропоказателей для целей государственного управления. В статье рассматриваются некоторые вопросы теории исчисления валового регионального продукта (ВРП), на основе которого органы государственного управления отслеживают уровень и динамику экономики регионов для принятия решений, например о мерах по стимулированию экономических процессов, для оптимизации налогообложения и системы региональных трансфертов, для выравнивания уровней экономического развития и уровня жизни.Автор анализирует методику исчисления ВРП, разработанную Федеральной службой государственной статистики, выделяя наиболее важные методологические и информационные проблемы его исчисления, влияющие на надежность и аналитическую ценность региональных макропоказателей.Значительное внимание уделено рассмотрению направлений совершенствования методологии исчисления ВРП, включая применение новой трактовки ряда экономических операций в СНС 2008. Среди таких направлений отмечается гармонизация методологии исчисления ВРП и ВВП, улучшение источников первичных данных и методов их обработки, углубление взаимодействия между центральными и региональными статистическими ведомствами.
NEP 100 years ago and today: how should we understand it? Here the editors publish the materials of a discussion on the significance of the New Economic Policy for the development of Russia in the Soviet and post-Soviet periods, and also for the work of devising a strategy for the development of modern capitalism as a whole. The discussion took place in a round-table format, and was organised by the editorial board of the journal Questions of Political Economy together with the Department of Political Economy and the Laboratory of Comparative Research on Socio-Economic Systems of the Faculty of Economics at the M.V. Lomonosov Moscow State University. The round table session was held on 3 May 2021 in online format. The following questions were put forward for consideration: Who came up with the concept of NEP – Lenin, Bukharin, Trotsky or Martov? What was the essence of NEP – the mixed economy, taxation, or the chervonets? What was NEP - a retreat, a model of the "integral society", or a highway to socialism? Could NEP have continued for longer, and why was it overturned? Does Russia need a NEP today? Over the past three decades, research into the dynamics of the commercialisation of the Russian economy has made it possible to reveal four periods in the development of this process: a period of accelerated commercialisation, a period of hypercommercialisation, an incipient period of de-commercialisation, and an anticipated period of post-commercialisation. The article analyses the peculiar features and most characteristic phenomena of each of these periods, formulating the main trends of economic policy, trends aimed at overcoming a lack of balance in the relationship between the commercial and non-commercial sectors of the economy. The contours are noted of tendencies in economic theory that break out of the confines of the modern mainstream, and that are oriented toward making quantitative measurements in the field of non-commercial goods. The article deals with the economic policy in respect of the territorial entity of the Russian Federationand municipal units (economics of administrative territory). Public and municipal governing bodies are theobject of discussion. The research topic is the activity of public and municipal bodies on the development andrealization of the economic policy of an administrative territory. The authors define the mechanism of settingthe state economic policy (its transformation) to the economic policy of regions and municipal units accordingto their life conditions.It is proposed to consider the public and municipal economic policy in regard to the administrative territoryas a combination of economic policies of the federal center, the territorial entity of the Russian Federationand the local government. The competitive development of the administrative territory in whole becomesthe core objective of these policies within the framework of the optimal country development. This approachwill demand supplementary parameters of the life activity of the administrative territory and the method ofevaluation of its economic policy results. ; В статье рассматривается экономическая политика в отношении экономики субъекта РоссийскойФедерации и муниципального образования (экономики административной территории). Объектом об-суждения выступают государственные и муниципальные органы управления. In January 2015, Moscow State University held its annual scientific conference "Lomonosov readings". The conference was dedicated this year's 260th anniversary of Moscow State Lomonosov University. As part of the Lomonosov readings at the Economics Faculty of Moscow State University hosted a scientific conference "Alternatives of economic policy in conditions of slowdown in economic growth: working-out and recommendations of economists at the MSU". Discussions at the conference allowed us to formulate the key areas of economic policy aimed at increasing economic growth and overcoming the crisis in the economy.

In modern conditions of dynamic development of the market environment, deployment of informatization and globalization processes, and tightening of economic confrontation of companies, development of framework conditions for efficient competition and ensuring on this basis the current and long-term business competitiveness takes on particular significance. Competitive policy plays a significant role for solving this problem, which under modern economic conditions is one of the most important tools for economic processes state management aimed at formation and development of highly efficient economy with a significant growth potential and allowing to solve the whole range of social and economic problems. The results of studying the foreign experience in development and nature of the main provisions of antimonopoly and competition laws are presented in the article, and the main stages of its evolution are outlined. It was determined that qualitative changes in the world economy, active globalization and in-formatization processes, development of new economy and network structures had a significant impact on the modern model of competition policy. The key aspects of competition economic policy formation in the regional integration countries unions (EU, APEC, NAFTA, OECD, CIS, EAEU, etc.) are highlighted. It was determined that the EU legislation was considered one of the best examples of efficient international competition law. The main directions of the EU's competition policy and peculiarities of its promotion to other countries were revealed; peculiarities of developing a single competitive economic policy within the framework of EAEU were studied. The conducted researches allowed to determine that processes in the world economy had a significant impact on competition law, which during its formation has undergone significant changes, had become more flexible and targeted and acquired systemic character. Systematic study of the world experience, the EU's experience first of all, is obviously of a great interest for the Republic of Belarus with the market economy at the stage of active formation, as well as the corresponding policy for competition and competitiveness support. Learning this experience is important for successful integration of the country into the European and Global trade and economic area. The theoretical basis of the modern competition policy is formed by a number of conceptual approaches, which have to be learned to understand its key characteristics and accents, directions and methods, and also to predict the forms of its further modernization. ; В современных условиях динамического развития рыночной среды, развертывания процессов информатизации и глобализации, ужесточения экономического противоборства компаний особое значение приобретает формирование рамочных условий для эффективной конкуренции и обеспечение на этой основе текущей и долгосрочной конкурентоспособности бизнеса. Существенную роль в решении этой задачи призвана играть конкурентная политика, которая в современных условиях хозяйствования выступает одним из важнейших инструментов государственного управления экономическими процессами, направленными на формирование и развитие высокоэффективной экономики, обладающей значительным потенциалом роста и позволяющей решать весь комплекс социально-экономических задач. В статье представлены результаты исследования зарубежного опыта развития и содержания основных положений антимонопольного и конкурентного законодательства, выделены основные этапы его эволюции. Установлено, что качественные изменения мирового хозяйства, активно происходящие процессы глобализации и информатизации, развитие новой экономики и сетевых структур оказали существенное воздействие на современную модель конкурентной политики. Выделены ключевые аспекты формирования конкурентной экономической политики в региональных интеграционных объединениях стран (ЕС, АТЭС, НАФТА, ОЭСР, СНГ, ЕАЭС и др.). Установлено, что одним из лучших примеров эффективного международного законодательства о конкуренции считается законодательство ЕС. Раскрыты основные направления конкурентной политики ЕС и особенности ее продвижения в другие страны; исследованы особенности формирования единой конкурентной политики в рамках ЕАЭС. Проведенные исследования позволили установить, что процессы, происходящие в мировой экономике, оказали существенное влияние на конкурентное законодательство, которое за время своего становления претерпело существенные изменения, стало более гибким и целенаправленным, приобрело системный характер. Систематизированное изучение мирового опыта, прежде всего ЕС, представляет несомненный интерес для Республики Беларусь, рыночная экономика которой, как и соответствующая политика поддержки конкуренции и конкурентоспособности, находится в стадии активного формирования. Освоение этого опыта важно для успешной интеграции страны в общеевропейское и глобальное торгово-экономическое пространство. Теоретическую основу современной конкурентной экономической политики образует ряд концептуальных подходов, без освоения которых невозможно уяснить ее ключевые характеристики и акценты, направления и методы, а также прогнозировать формы ее дальнейшей модернизации.
In article the complex assessment of modern policy of import substitution in the sphere of the agrofood market based on balance of its positive and negative effects is given. According to Rosstat and the Federal Customs Service the complex dynamic analysis of the meat and dairy markets in the context of key indicators — the price, import, export is carried out. Relationships of cause and effect of change of a condition of the food market in connection with introduction of economic sanctions are revealed. The conclusion that the policy of import substitution has to consider the potential risks and threats connected as with the possible accompanying growth of the food prices and deterioration of the food status of the least provided groups of the population, and with technical and technological dependence of domestic agricultural production on a foreign market is drawn. The main directions in which programs of support and stimulation are necessary are formulated.
The article analyzes the experience in the solution of human resources problem for the Soviet court system within New Economic Policy by the governing Communist party. The author emphasizes the fact that a court system is a part of a state mechanism which is the reason for a basic requirement to the judiciary which is to follow political course of the Communist party. Special attention is paid to implementation of class party policy of the Soviet judiciary recruitment. Based on the analysis of methods of human resources recruitment the author comes to the conclusion of a practical binding of a judicial and executive power as well as judicial and part power binding. ; В статье проанализирован опыт решения правящей коммунистической партией кадровой проблемы для советской судебной системы в годы нэпа. Автор отмечает, что судебная система являлась частью государственного механизма, поэтому основное требование, предъявлявшееся к судейскому корпусу, заключалось в следовании политическому курсу коммунистической партии. Особое внимание автор обратил на реализацию классово-партийного подхода к подбору работников советского суда. Анализ способов подбора кадров советского суда приводит автора к выводу о практическом сращивании судебной и исполнительной властей, а также сращивании судебной власти с партийной.
This article examines the ways and means used to set priorities in the late Soviet economic policy. Referring to the analysis of documents and existing historiography, the author substantiates the conclusion about the fact that their choice was made outside of the routine national economic planning framework. They were structured as projects (megaprojects, programmes) of national significance. Their implementation had a tremendous effect on the country's economic development. It would suffice to mention the creation of the nuclear weapons complex and the aerospace industry, the establishment of the Siberian branch of the USSR Academy of Sciences, the economic development of the West Siberian oil and gas province, the formation of the territorial production conglomerations in the Angara-Yenisei region, the construction of the Baikal-Amur highway, etc. Decisions on launching these programmes were made in the form of "resolutions of the Communist Party and Government". However, it was necessary to conform to them in the process of both long-term and operational planning (adjustment). In this way, the national scale economic goals were set apparently without any prior discussion. Moreover, the tougher the administrative regulation methods, the closer were the results achieved to the initial intentions. A very good example of this was the nuclear project. At the same time, the liberalisation of the regulation mode and the transformation of the "command" economy into the economy of "coordinated approvals" resulted in the loss of administrative regulation efficiency. In the absence of market signals or sanctions, this inevitably led to a misalignment of the economic development plans and results. By the end of the Soviet period, the prevailing opinion was that the only way to improve the balance would be a move of the economy to a "market-based track". However, there was no clarity on how to do this. Hence, a series of ill-conceived actions, resulting in a complete loss of centralised planning and management. Not being guided by any commands "from above" or the market, the economy was in a state of "free fall". ; Статья посвящена характеристике путей и способов определения приоритетов в позднесоветской экономической политике. This article analyses the economic policy of the Russian government between 1855 and 1865 in the context of Immanuel Wallerstein's World Systems Theory. The mid-nineteenth century saw an expansion of the modern world system, when the industrialised countries of the "centre" pulled the agrarian countries into the world market as the "periphery" supplying raw materials. Following its defeat in the Crimean War, Russia became an object of pressure from the "centre", which was both diplomatic and ideological in nature (in the form of an increasingly popular principle of free trade). On the other hand, Russian landowners were interested in supplying grain to the world market; this required "export" railways from the interior to the seaports to be constructed.Inclusion in the world system made it possible to attract foreign capital to the construction of roads, but only on condition of rejecting protectionism. In 1857, the government drastically cut customs duties. The import of cheap metal and railway equipment deprived Russian factories of orders. While in the West railway construction was the driving force of industrial development, the Russian industry was deprived of these incentives and increasingly lagged behind the countries of the "centre".However, abandoning protectionism did not help attract foreign investment. The Principal Society of Russian Railways, created with the participation of French bankers, was unable to spread its shares in the West. Unsuccessful measures to spread these shares in Russia caused a drop in the rate of the credit rouble, and further attempts to stabilise the exchange rate led to heavy financial losses. As a result, the construction of export roads and the final entry of Russia into the world market was delayed by a decade. ; Статья посвящена анализу экономической политики российского правительства в 1855–1865 гг. в контексте мир-системной теории И. После поражения в Крымской войне Россия стала объектом давления со стороны «центра», носившего как дипломатический, так и идейный характер (в виде приобретавшего популярность фритридерского направления экономической мысли). С другой стороны, российские землевладельцы были заинтересованы в поставках зерна на мировой рынок; это требовало строительства «вывозных» железных дорог из внутренних районов к морским портам.Включение в мир-систему позволяло привлечь к строительству дорог иностранный капитал, однако условием такого привлечения был отказ от протекционизма. В 1857 г. правительство пошло на резкое уменьшение таможенных пошлин. Импорт дешевого металла и железнодорожного оборудования лишил заказов российские заводы. В то время как на Западе железнодорожное строительство было драйвером развития промышленности, российская промышленность была лишена этих стимулов и все более отставала от стран «центра».Однако отказ от протекционизма не помог привлечь иностранные инвестиции. Созданное с участием французских банкиров «Главное общество российских железных дорог» не смогло распространить свои акции на Западе. Неудачные меры по распространению этих акций в России вызвали падение курса кредитного рубля, а дальнейшие попытки стабилизировать курс привели к тяжелым финансовым потерям. The article analyzes the le gal regulation of inheritance in the first years of the Soviet system. The author traces the development of the idea to limit the size of the property transferred by inheritance, from the rules of Decree 1918 «On abolition of inheritance» to the provisions of the Civil Code of 1922. The change in the approach of the legislator is marked to determine the composition of inherita nce, under the influence of political processes and the needs of the m arket economy, existed in the young So-viet Republic for a short time duri ng the New Economic Policy. The speci-ficity of legislative regulatio n of transfer by inheritance of certain types of property, property rights is reve aled. ; Статья посвящена вопросам правового регулирования наследова-ния в первые годы советской власти. Автором прослеживается разви-тие идеи об ограничении размера имущества, переходящего в порядке наследования, от норм декрета 1918 года «Об отмене наследования» до положений Гражданского кодекса 1922 года. Отмечается изменение подхода законодателя к определению состава наследственной массы под влиянием политических процессов и потребностей рыночной эко-номики, существовавшей в молодой советской республике непродол-жительное время в годы новой экономической политики. Выявлена специфика законодательного регулирования перехода по наследству отдельных видов имущества, имущественных прав.
At a meeting of the Council of legislators dedicated to addressing the priorities, including designated in the Message of the President of the Federal Assembly December 13, 2012 Russian President Vladimir Putin on the issue of integration of Russian regions he noted that "coarsen" should be "based on the need to better address the social-economic problems combined into larger entities. " April 27, 2016 Speaker of the Federation Council V. Matviyenko said that "it is necessary to enlarge the regions, and not just on someone's will, but having by this economic, investment and other studies." However, today, against the background of political decisions on enlargement areas necessary methodological study of issues of their eff ectiveness, the formation of methodological tools allowing to carry out a preliminary assessment and to give reasonable suggestions to relevant federal authorities on the issue of integration of regions. The article presents the historical experience of integration of regions and methodological approaches that have been put in its basis SOPS. The authors also put forward the aspects on which we must focus in continuing the policy of integration of regions at the present stage of economic development and regional policy in Russia. ; На заседании Совета законодателей, посвящённом решению приоритетных задач, в том числе обозначенных в Послании Президента Федеральному Собранию 13 декабря 2012 года, Президент РФ В.В. Путин по вопросу укрупнения российских регионов отметил, что «укрупняться» надо «исходя из необходимости более эффективного решения социально-экономических проблем, объединяться в более крупные субъекты». 27 апреля 2016 г. Спикер Совета Федерации В.И. Матвиенко заявила, что «надо укрупнять регионы, и не просто по чьей-то воле, а имея под этим экономические, инвестиционные и иные обоснования». Вместе с тем, сегодня на фоне политических решений по укрупнению территорий необходима методологическая проработка вопросов их эффективности, формирование методического инструментария, позволяющего проводить предварительную оценку и давать обоснованные предложения в профильные федеральные органы власти по вопросу укрупнения регионов. В статье представлен исторический опыт укрупнения регионов и методические подходы, которые были положены СОПСом в его основу. Авторы также выдвигают те аспекты, на которых надо акцентировать внимание при продолжении политики укрупнения регионов на современном этапе экономического развития и региональной политики в России.
