The aim of this research is to test the relevance of underdevelopment trap concept, by showing through the economic performance, that the policy of disinflation has installed the Moroccan economy in a low balance. The purpose is to highlight the restrictive effects on the growth and employment, the orientation of monetary and fiscal policy. The proposed conceptual framework derives from the debates related to the rule versus discretion, independence and credibility of the Central Bank, fiscal sustainability and a cooperative policy mix. The evaluation of the policy mix implemented with rigor since 1998 is based on the articulation of analytical frameworks from the theories of the economic policy, the economy of the endogenous growth and analysis in terms of capabilities of Amartya Sen. Two lines of thought have been developed. The first one involves the incorporation of the concept of underdevelopment trap to the sluggish growth thus constituting, the main characteristics of the system of growth in presenting the constraints on the economy. Seeking monetary credibility through the fixed rule of 2% inflation led to an increase in the cost of credit. Indeed, maintaining high interest rates is counter to the interests of SMEs which are penalized by the rationing the amount of credit that they are the subject. In budgetary matters, reducing the deficit to 3% constitutes a rule that ensures the control of public finances and supports the issuing institute in its fight against inflation. The imperative respect for this rule, regardless of the adverse shocks that affect the economy, maintains the factors of blocking linked to the decline in demand and the global income. Public Decision makers are thus deprived the shares of redistribution and to regulate their situation likely to limit social disparities. The strict policy limits the guarantee of rights and freedom because of its resulting social costs. Youth unemployment, the difficulties of access to goods and basic facilities, poverty, underemployment and illiteracy are a lack of freedom and rights that restricts the range of choice and achievements. The growth deficit feeds the social deficit and the extent of inequality strengthens it. It appears, eventually, that the choice of the strict policy focused on inflexible rules ensures, certainly achieved the objective of macroeconomic stability, but at the cost of low growth and welfare. The effects of the financial crisis on the economy just confirm the fragility of the system of growth. The latter has channelled through the effects of income related to the decline in external demand through four channels of transmission: tourism, exports, and transfers from Moroccan living abroad and the IED. The rate of growth recorded between 2008 and 2010 remained low and employment declined. The impact of the crisis puts an end to the illusion of resilience of the economy and draws the attention to the fact that there is an alternative policy focused on growth and employment. ; L'objet de cette thèse est de tester la pertinence de l'hypothèse du piège du sous développement, en montrant à travers les performances économiques, que la politique de désinflation a installé l'économie marocaine dans un équilibre bas. L'objectif est de mettre en évidence les effets restrictifs sur la croissance et l'emploi, de l'orientation de la politique monétaire et budgétaire. Le cadre conceptuel proposé découle des débats afférents à la règle versus discrétion, à l'indépendance et la crédibilité de la Banque centrale, à la soutenabilité budgétaire et un policy mix coopératif. L'évaluation du policy mix mis en œuvre avec rigueur depuis 1998, s'appuie sur l'articulation de cadres d'analyse issus des théories de la politique économique, de l'économie de la croissance endogène et de l'analyse en termes de capacités d'Amartya Sen. Deux axes de réflexion ont été élaborés. Le premier concerne le rattachement du concept de piège du sous développement à celui de la croissance molle constituant ainsi, les principales caractéristiques du régime de croissance en présentant les contraintes qui pèsent sur l'économie. Le second met l'accent sur l'évaluation du bien-être à partir des opportunités et des libertés offertes par les politiques publiques. Dans ce sens, il est question d'analyser les recoupements qui existent entre la politique économique, le bien-être social et les capacités. Ainsi, le premier des cinq chapitres de la thèse, traite des soubassements théoriques et des mécanismes sous-jacents qui ont guidé le décideur public dans le choix de sa politique économique. Les règles fixes en matière d'inflation et de limitation du déficit public, la coordination du réglage monétaire et de la gestion des finances publiques, l'indépendance de Banque centrale, les réformes structurelles entreprises ainsi que la priorité accordée à la stabilité macroéconomique, attestent et cautionnent les fondements néoclassiques de la politique économique. La recherche de la crédibilité monétaire à travers la règle fixe d'inflation de 2% a conduit à un renchérissement du coût du crédit. Le maintien des taux d'intérêt élevés est à l'encontre des intérêts des PME qui se trouvent pénalisées par le rationnement du crédit dont elles font l'objet. En matière budgétaire, la réduction du déficit public à 3% constitue une règle qui assure la maîtrise des finances publiques et soutient l'Institut d'émission dans sa lutte contre l'inflation. Le respect impératif de cette règle, quels que soient les chocs qui affectent l'économie, entretient les facteurs de blocage liés à la baisse de la demande et du revenu globaux. Le décideur public se prive ainsi, d'actions de redistribution et de régulation de la conjoncture susceptibles de limiter les disparités sociales. La politique de rigueur, de par le coût social qu'elle induit, limite la garantie des droits et des libertés. Le chômage des jeunes, les difficultés d'accès aux biens et services de base, la pauvreté, le sous emploi et l'analphabétisme constituent un manque de libertés et de droits qui restreint l'étendue des choix et des réalisations effectives. Il apparaît, en définitive, que le choix de la politique de rigueur axée sur des règles inflexibles, atteint assurément l'objectif de stabilité macroéconomique, mais au prix d'un déficit de croissance et de bien-être social. Les effets de la crise financière sur l'économie viennent confirmer la fragilité du système de croissance. Celle-ci a transité par des effets de revenus liés à la baisse de la demande externe à travers quatre canaux de transmission: le tourisme, les exportations, les transferts des résidents marocains à l'étranger et les IDE. Les taux de croissance enregistrés entre 2008 et 2010 restent faibles et l'emploi recule. the impact of the relocation of productive activities on employment in the northern countries returned to the heart of the economic policy debate in 2004, both in France and in Europe. A dozen years ago, the debate in France focused on the policy to be followed in response to the relocation of traditional, labour-intensive industries to fast-developing countries in Asia. Offshoring is now threatening both more skilled industrial sectors (such as the automotive sector) and business services. The threat of relocation to Asian countries has been added to the threat to the countries of Central and Eastern Europe. The first part of this article discusses the impact of relocation on employment in European countries and the need for an economic policy response. The second part sets out strategies to restore France's attractiveness by moving closer to the liberal model. The third part analyses the top-down exit strategy which, in line with the Lisbon Agenda, aims to restore European growth and competitiveness by promoting overall education, research and innovation. The fourth part focuses on proposals to specifically promote innovative sectors and enterprises. The fifth part analyses measures in favour of unskilled employment (reduction of employers' contributions, social VAT, specific support to labour sectors). The sixth part discusses tax measures that could reduce relocation. The seventh part presents and discusses the measures taken by the French government in the 2005 budget. The final part concludes by placing the French strategy in a European context: can tax and social harmonisation help us? Results derived with empirically-estimated scales show that households headed by women are poorer than those headed by men. Poverty is also found to be more prevalent in rural areas, in households whose heads are illiterate, and in households whose heads works in the informal sector. As for poverty dynamics, the results show that poverty increased in Cameroun between 1996 and 2001. Despite the fact that some results are the same with those derived from the Recommended Dietary Allowances (RDA) scales used by Cameroon's National Institute of Statistics, many stand in stark contrast to these. The results of the present study are used to recommend specific policies in favour of poverty alleviation. ; Le problème que pose la présente étude est celui de la prise en compte du coût relatif des enfants par rapport à celui des adultes et des économies d'échelles dans l'appréciation du bien-être des ménages. There are two cases of uncertainty that have led to baseline arguments in favour of less economic policy activism. One, as in Brainard (1967), where this uncertainty relates to the overall effect of the policy; and the other, as in Friedman (1960) for monetary policy, where it relates to time limits for action. It can be seen that a Bayesian approach to uncertainty (used by Brainard) leads to similar results in both cases, but it is only in the case of uncertainty about action times that an approach to uncertainty in terms of robustness (minimax test) necessarily leads to less activism. Moreover, in this case, strong political activism is even weaker than a Bayesian approach would provide. A test of robustness therefore gives full weight to the argument in terms of uncertainty about Friedman's time to act. ; We study and compare two cases of uncertainty which have led to traditional arguments for less activist economic policies. One, as in Brainard (1967), where the uncertainty concerns the global effect of policy; and the other, as in Friedman (1960) for monetary policy, where the uncertainty is about the the lags of the effect of policy. We show that a bayesian approach of uncertainty (which is used by Brainard) leads to similar results in both cases, but that it is only in the case of uncertainty about lags that an approach in terms of robustness (through a minimax criterion) necessarily leads to less activism. Moreover, in that case, the robust policy is even less activist than what a bayesian approach would give. L'affaire Outright Monetary Transactions (OMT), qui a vu s'opposer le Tribunal constitutionnel fédéral allemand et la Cour de justice de l'Union européenne (CJUE) sur la question de la conformité au droit de l'Union européenne de l'action de la Banque centrale européenne (BCE) lors de la crise des dettes souveraines de 2010-2012, constitue sans aucun doute, à ce jour, l'illustration la plus éclatante de la controverse relative à l'existence (ou non) d'une mutation constitutionnelle tacite du mandat de la BCE. Dans son arrêt du 21 juin 2016, le Tribunal constitutionnel fédéral confirme la conformité du programme monétaire OMT au droit de l'Union et à la Loi Fondamentale allemande mais n'en maintient pas moins de « sérieuses objections » à l'encontre du raisonnement de la CJUE, témoignant ainsi de la persistance de certaines tensions entre, d'une part, les interventions de la BCE et, d'autre part, les dispositions du Traité sur le fonctionnement de l'Union européenne (TFUE) relatives à ses compétences ; The German Federal Constitutional Court (FCC) judgment of June 21, 2016 is the last episode of a long saga in which the FCC and the Court of Justice of the European Union (CJEU) have opposed each other regarding the European Central Bank (ECB)'s compliance with European Union law in its action during the sovereign debt crisis, and especially concerning its Outright Monetary Transactions (OMT) Program. In accordance with its role as guardian of the German constitutional legal order, the FCC implemented its jurisprudential-based ultra vires review (i.e. checking that EU institutions did not infringe their mandate attributed by the German Act of Approval of EU Treaties). In this context, the FCC referred for the first time in its history to the CJEU for a preliminary ruling concerning the ECB's mandate (Articles 119 and 127 TFEU) and the monetary financing prohibition (Article 123 TFEU). However, this first direct jurisdictional dialogue resulted in an arm-wrestling match between the FCC and the CJEU rather than in any genuine judicial cooperation: the reference for a preliminary ruling was closer to an ultimatum and a "pre-declaration of invalidity"; in response, the CJEU ruling, behind its apparent openness, totally rejected the FCC reasoning, declared the OMT program consistent with EU primary law, and stressed the primacy of EU law over domestic law—even constitutional—as well as the binding nature of the solutions identified in its decisions. Finally, in its decision of June 21, 2016, the FCC accepted the CJEU's position and confirmed the conformity of the OMT Program with EU law and German constitutional law. Nevertheless, this acceptance certainly does not imply approval and endorsement and the FCC maintains "serious objections" against the CJEU's position, which are not, we believe, totally groundless. In spite of the arguments often developed about the irrationality of the markets on the one hand, and the state of exception (the sovereign debt crisis) on the other, it can indeed be argued, in our opinion, that the ECB's mandate is subject to a tacit constitutional change, its OMT Program being one of the manifestations, and, consequently, that there was indeed a breach of the Treaties. These "serious objections" expressed by the FCC therefore bespeak the persistence of a profound disagreement on the interpretation to be given to the EU primary law concerning the distinction between monetary and economic policies and the resulting distribution of powers. In this context, the legal inconsistency consisting of transferring competences to the ECB without beforehand amending the Treaties is particularly likely to lead in the near future to new jurisdictional tensions between the FCC and the CJEU. ; Das Urteil des Bundesverfassungsgerichts (BVerfG) vom 21. Juni 2016 ist die letzte Episode einer langen Saga, in der sich das BVerfG und der Gerichtshof der Europäischen Union (EuGH) in Bezug auf die Einhaltung des EU-Rechts durch die Europäische Zentralbank (EZB) während der Staatsschuldenkrise gegenüberstanden. Entsprechend seiner Rolle als Hüter der deutschen Verfassungsordnung hat das BVerfG seine auf der Rechtsprechung gründende Ultra-vires-Kontrolle durchgeführt (d.h. prüfen, ob die EU-Institutionen ihr Mandat, das ihnen durch das deutsche Gesetz zur Zustimmung zu den EU-Verträge aufgetragen wurde, nicht verletzt haben). In diesem Zusammenhang hat das BVerfG zum ersten Mal in seiner Geschichte dem EuGH eine Frage zur Vorabentscheidung über das Mandat der EZB (Artikel 119 und 127 AEUV) und das Verbot der monetären Finanzierung (Artikel 123 AEUV) vorgelegt. Dieser erste direkte gerichtliche Dialog zwischen diesen obersten Gerichten führte jedoch eher zu einem Tauziehen zwischen dem BVerfG und dem EuGH als zu einer echten gerichtlichen Zusammenarbeit: Das Vorabentscheidungsersuchen des BVerfG glich eher einem Ultimatum und einer "Voranerkennung der Nichtigkeit"; daraufhin lehnte das EuGH-Urteil – trotz seiner scheinbaren Offenheit – die Argumentation des BVerfG vollständig ab, erklärte das OMT-Programm mit dem EU-Primärrecht vereinbar und unterstrich den Vorrang des EU-Rechts gegenüber dem nationalen Recht – sogar dem Verfassungsrecht – sowie den verbindlichen Charakter der in seinen Entscheidungen getroffenen Lösungen. Schließlich hat das BVerfG in seinem Urteil vom 21. Juni 2016 die Position des EuGH akzeptiert und die Übereinstimmung des OMT-Programms mit dem EU-Recht und dem deutschen Verfassungsrecht bestätigt. Dennoch ist Akzeptanz nicht gleichbedeutend mit Zustimmung und Übernahme. Das BVerfG hält die "gewichtigen Einwände" gegen die Position des EuGH aufrecht, die unserer Meinung nach nicht völlig unbegründet sind. Trotz der oft geäußerten Argumente über die Irrationalität der Märkte einerseits und den Ausnahmezustand (die Staatsschuldenkrise) andererseits, kann unseres Erachtens durchaus argumentiert werden, dass das Mandat der EZB Gegenstand einer stillschweigenden Verfassungsänderung ist – wovon das OMT-Programm eine der Erscheinungsformen ist – und das somit in der Tat ein Verstoß gegen die Verträge vorliegt. Diese von dem BVerfG geäußerten "gewichtigen Einwände" deuten daher darauf hin, dass nach wie vor eine tiefe Uneinigkeit über die Auslegung des EU-Primärrechts hinsichtlich der Unterscheidung zwischen Währungs- und Wirtschaftspolitik und der daraus resultierenden Kompetenzverteilung besteht. In diesem Zusammenhang ist es besonders wahrscheinlich, dass die rechtliche Inkonsistenz, die darin besteht, der EZB Zuständigkeiten ohne vorherige Abänderung der Verträge zu übertragen, in naher Zukunft zu neuen gerichtlichen Spannungen zwischen dem BVerfG und dem EuGH führen wird. ; Peer reviewed

WAEMU area knew profound macroeconomic imbalance during decade 1980. To remedy it a Stability pact was adopted in December, 1999. Subsequently considerable progress was observed, however limitations of the credibility gap of the devices offenders, to the little incentive character of the pact as well as priority granted to the inflation control were told. So this research addresses the impact of policy mix on the economic growth in the WAEMU area. Results suggest on the one hand that the choice of the budgetary basic balance isn't favorable and on the other hand that it would be necessary to revise the debt ceiling after debt repayment. They reveal that the budgetary policies are unsatisfactory and fiscal federalism is the best solution to deal with the asymmetric budgetary shocks affecting the area. ; La zone UEMOA a connu de profonds déséquilibres macroéconomiques au cours de la décennie 1980. Pour y remédier un Pacte de Stabilité a été adopté en décembre 1999. Par la suite des progrès considérables ont été observés, toutefois des limites liées au manque de crédibilité des dispositifs de sanction, au caractère peu incitatif du pacte ainsi que la priorité accordé à la maitrise de l'inflation ont été relatés. WAEMU area knew profound macroeconomic imbalance during decade 1980. To remedy it a Stability pact was adopted in December, 1999. Subsequently considerable progress was observed, however limitations of the credibility gap of the devices offenders, to the little incentive character of the pact as well as priority granted to the inflation control were told. So this research addresses the impact of policy mix on the economic growth in the WAEMU area. Results suggest on the one hand that the choice of the budgetary basic balance isn't favorable and on the other hand that it would be necessary to revise the debt ceiling after debt repayment. They reveal that the budgetary policies are unsatisfactory and fiscal federalism is the best solution to deal with the asymmetric budgetary shocks affecting the area. ; La zone UEMOA a connu de profonds déséquilibres macroéconomiques au cours de la décennie 1980. Pour y remédier un Pacte de Stabilité a été adopté en décembre 1999. Par la suite des progrès considérables ont été observés, toutefois des limites liées au manque de crédibilité des dispositifs de sanction, au caractère peu incitatif du pacte ainsi que la priorité accordé à la maitrise de l'inflation ont été relatés. Ainsi ce travail de recherche consiste à déterminer les effets du Policy-mix sur la croissance économique dans la zone UEMOA. Cette note de synthèse pour la soutenance d'une thèse sur travaux présente quinze articles écrits entre 2000 et 2015. La moitié des articles présentés ici ont été publiés dans des revues à comité de lecture ou comme chapitres de livre, l'autre moitié a le statut de document de travail ou de miméographe. A deux exceptions près, l'ensemble des travauxa été présenté à des conférences ou à des séminaires.Le thème principal de la thèse porte sur les politiques macroéconomiques. Mener une "bonne politique économique" suppose de bien comprendre la situation conjoncturelle de l'économie et du coup la nécessité et les objectifs de l'action publique; d'avoir une estimation fiable de l'impact des instruments; et d'avoir sur la base d'un cadre théoriquecohérent une idée des effets positifs recherchés mais aussi des effets pervers que peuvent engendrer ces politiques. Les différents travaux présentés ici essayent d'éclairer les décisions de politique économique sur une série d'applications variées.
