When continuous monitoring of individual emissions is not feasible, policy makers need to investigate what other options are available and how best to provide appropriate incentives for pollution reduction. This paper offers an analysis of some such options with a view to identifying and suggesting appropriate policy measures for emission control from automobiles in Delhi.
Gegenstand dieser Arbeit ist die Entstehung und Anwendung der wichtigsten wirtschaftspolitischen Steuerungsinstrumente in der jugoslawischen Markt-Plan-Wirtschaft. Für den Zeitraum 1952-1972 werden die Grundzüge der Einkommens- und Verteilungspolitik, der Vermögensbildung und der Preispolitik, des Geld- und Kreditwesens, der Wohnungsbau- und Finanzierungspolitik und insbesondere des Außenhandels und des Devisenbewirtschaftungssystems behandelt. Die Hauptmerkmale der jugoslawischen Wirtschaftsordnung (u. a. gesellschaftliches Eigentum an den Produktionsmitteln, grundsätzliche Bejahung von Marktmechanismen, dezentralisierte Globalplanung und finanzpolitische Lenkungsinstrumente) werden im Zusammenhang mit dem wirtschaftspolitischen Instrumentarium gesehen. Es wird gezeigt, daß die gesamte makroökonomische Steuerung einschließlich des Geld- und Kreditwesens auch nach der Ablösung der Zentralverwaltungswirtschaft um 1950 nicht marktwirtschaftlich geregelt worden ist; die wirtschaftspolitischen Instrumente sind folglich noch nicht an die marktwirtschaftliche Dezentralisierung angepaßt worden. Abstract Background Phosphorus (P) is a vital and non-substitutable nutrient for agricultural production. However, P is often used inefficiently in European agriculture. To ensure food security while avoiding environmental damage caused by improper fertilization, a sustainable P management is required. Although P-related problems are partly addressed by existing agricultural and environmental legislation, e.g., in the EU, the current regulation lacks sufficient governance effect. In addition, the existing legal framework is strongly characterized by detailed command-and-control provisions and thus suffers from governance problems such as enforcement deficits, rebound and shifting effects. This paper focuses on how these challenges could be addressed by economic instruments. The article highlights not only the impact of the instruments on P management, but also on adjacent environmental areas. We pay particular attention to the governance effects on reaching international binding climate and biodiversity objectives, for which fertilization and agriculture play a major role.
Results The analysis builds on two economic instruments that ensure compliance with the climate target of the Paris Agreement and the Aichi targets of the Biodiversity Convention: a cap-and-trade scheme for fossil fuels and a cap-and-trade scheme for livestock products. We state that both instruments simultaneously address a large part of P-related problems. Moreover, if the two emissions trading schemes are combined with a livestock-to-land ratio at farm level, only little need for regulatory supplementation relating to P remains. The latter includes in particular a threshold value for contaminants in P-containing fertilizers. Furthermore, we discuss an almost complete phasing-out of fertilizers containing rock phosphate by means of a further certificate trading scheme.
Conclusions The article shows that a wide variety of problems can be tackled with a few overarching instruments. This is true even for very specific and diverse problems such as those related to P use in agriculture.
Diese Dissertation befasst sich mit der Wirksamkeit unterschiedlicher energieökonomischer Politikinstruments zur Reduktion von CO₂ Emissionen und präsentiert Ergebnisse aus dem Wohngebäudesektor sowie kleinen und mittelständischen Unternehmen. Mithilfe eines explorativen Ansatzes sowie Paneldatenmethoden werden energiepolitische Instrumente im europäischen Wohngebäudesektor auf ihre Wirksamkeit hin analysiert. Die Ergebnisse zeigen, dass regulatorische Instrumente sowie CO₂ Steuern wirksame Instrumente sind, wobei die Höhe der CO₂ Steuer für ihre Wirkung ausschlaggebend ist. Weiterhin wird die schwedische CO₂ Steuererhöhung hinsichtlich ihrer Effekte auf CO₂ Emissionen im Wohngebäudesektor analysiert. Hierzu werden Difference-in-Differences Regressionen sowie synthetische Kontrollmethoden genutzt. Die Ergebnisse zeigen starke, robuste negative Effekte der CO₂ Steuererhöhung auf pro Kopf CO₂ Emissionen, wobei die Effekte zwischen 300 kg und 800 kg variieren. Im zweiten Teil der Dissertation werden die Auswirkungen einer CO₂ Steuer auf energieintensive kleine und mittelständische Handwerksunternehmen analysiert. Hierzu werden unterschiedliche Szenarien berechnet, welche sowohl Anpassungs- als auch Kompensationsmechanismen berücksichtigen. Je nach Szenario und Gewerk variieren die Effekte zwischen einer moderaten Mehrkostenbelastung von 154 Euro pro Mitarbeiter und Jahr und einer Besserstellung der Betriebe. Darüber hinaus wird eine Untersuchung der Treiber von Energieeffizienzmaßnahmen in kleinen Unternehmen mit geringen Umsätzen unternommen. Die Ergebnisse suggerieren, dass Investitionen hauptsächlich von der Motivation des Managements abhängig sind und durch proaktive und unternehmensspezifische Beratung unterstützt werden, wobei finanzielle Förderprogramme aufgrund bürokratischer Hemmnisse und fehlender interner Kapazitäten eine geringere Rolle spielen. Die Ergebnisse dieser Dissertation tragen zur Klimaschutzforschung bei, indem neue Ergebnisse zur Wirkung unterschiedlicher energieökonomischer Instrument, insbesondere der CO₂ Steuer, präsentiert sowie Handlungsempfehlungen abgeleitet werden. ; This dissertation analyzes the effectiveness of different energy economic policy instruments for carbon dioxide emission reductions. To this end, evidence on the effectiveness of energy economic policy instruments on residential buildings and SMEs are presented. Using an exploratory approach and panel data methods we find evidence for the effectiveness of regulatory measures and carbon taxation. The results further suggest that the scope of the carbon tax is decisive for the size of reductions of carbon dioxide emissions. Hence, the effects of the Swedish carbon tax increase on residential carbon emissions are analyzed using Difference in Differences Methods as well as Synthetic Control Methods. The results suggest per capita carbon emission reductions of 300 kg – 800 kg per year. The results further suggest that carbon taxation is not only an effective but also efficient tool to reduce residential carbon emissions if the tax rate is set on a high enough level of around 120 Euros per ton of CO₂. In the second part of this dissertation the economic effects of a carbon tax of different scopes on small, energy-intensive companies is calculated using different carbon pricing and compensatory scenarios. The effect sizes vary between average additional costs of 154 Euros per employee and year and benefits for the companies in the case of compensatory scenarios. An analysis of drivers of energy efficiency measures in small companies further suggests that investments are mainly driven by management's environmental sensitivity and promoted by proactive firm-specific consultation while financial support programs are less relevant due to high bureaucratic burden and missing in-house capacities. By providing insights into the effectiveness of different energy policy instruments and by deriving policy implications, this dissertation adds to the broad field of climate change mitigation.

The sustainability or water resources in Mexico is challenged, among other things, by inadequate regulation tools, limited enforcement capacity, and the uncertainty related to climate change. This thesis analyses key aspects of these challenges with the overall objective of contributing to the economic literature and providing inputs for evidence based policy making. The thesis is composed of three chapters. The first chapter looks at the mechanisms regulating groundwater extraction. In particular, it analyses the distortion caused by electricity subsidies and their effects on groundwater overdraft. It contributes to the existing literature by providing estimates on cross-price elasticities related to irrigation water demand in Mexico. The results of this chapter show that changes in the price of ground water not only affect the amount of water pumped, but also the allocation of labour and fertilizers. The second chapter studies the effects of environmental inspections on illegal water extraction across Mexican municipalities. Results show that the main inspection program led by Mexico's water agency does have an impact on the number of irrigators extracting water without a valid concession. However, further efforts improving the capacity of regional offices are required for this program to have a substantive effect on water sustainability. Finally, the third chapter addresses some of the concerns related to climate change by analyzing the effects of droughts and floods on internal migration trends in Mexico. Results show that both droughts and floods act as push factors for internal migration.
