Prikazanom studijom istražene su koncentracije elemenata u tragovima u mišićima ili cijelim uzorcima 37 riba i rakova sakupljenim mrežama stajačicama u slatkovodnim (Olomore), morskim (Eti osa) i boćatim vodama nigerijskih država Ogun i Lagos, od lipnja do kolovoza 2013. Elementi u tragovima utvrđeni su pomoću ICP-MS nakon digestije u mikrovalnom autoklavnom sustavu. Razultati su otkrili kako je opći trend elemenata u tragovima u uzorkovanim ribama i rakovima morski > boćati > slatkovodni. Uzimajući u obzir sve uzorke, 16,2% i 13,5% prekoračilo je granice bakra i cinka (20 µg g-1 i 30 µg g-1), propisane od strane Europske Unije, dok je 71%, 50%, 79% morskih, slatkovodnih i boćatih uzoraka prekoračilo granicu od 48mg željeza na 60kg čovjeka, koju je postavila FAO/WHO. Uzorci su premašili prihvatljivu granicu postavljenu od strane FAO/WHO, čime je dokazano kako je potrebno uložiti trud u monitoring otpadnih voda koje se ispuštaju u otvorene vode Nigerije. ; Present study investigated trace element concentrations in either muscles or whole samples of 37 finfish and crustaceans harvested with gillnet from fresh (Olomore), marine (Eti osa) and brackish (Lekki Lagoon) waters of Ogun and Lagos states, Nigeria between June and August 2013. Trace elements were determined using ICP-MS after digestion with a microwave autoclave system. The results revealed that the general trend of trace elements in the sampled finfish and crustaceans was marine > brackish > freshwater. If all the samples are considered, 16.2% and 13.5% exceeded the 20 µg g-1 and 30 µg g-1 limits for Cu and Zn, respectively, as set by the European Union, while 71%, 50%, 79% of marine, fresh and brackish samples, respectively, exceeded the limit of 48 mg Fe per 60 kg person as set by FAO/WHO. In addition, samples exceeded the acceptable limit set by WHO/FAO, thus adequate efforts should be placed on the monitoring of effluents that are being discharged into open water bodies in Nigeria.
Terminal repeat retrotransposons in miniature (TRIMs) are small non-autonomous LTR retrotransposons consisting of two terminal direct repeats surrounding a short internal domain. The detection and characterization of these elements has been mainly limited to plants. Here we present the first finding of a TRIM element in bivalves, and among the first known in the kingdom Animalia. Class Bivalvia has high ecological and commercial importance in marine ecosystems and aquaculture, and, in recent years, an increasing number of genomic studies has addressed to these organisms. We have identified biv-TRIM in several bivalve species: Donax trunculus, Ruditapes decussatus, R. philippinarum, Venerupis corrugata, Polititapes rhomboides, Venus verrucosa, Dosinia exoleta, Glycymeris glycymeris, Cerastoderma edule, Magallana gigas, Mytilus galloprovincialis. biv-TRIM has several characteristics typical for this group of elements, exhibiting different variations. In addition to canonically structured elements, solo-TDRs and tandem repeats were detected. The presence of this element in the genome of each species is <1%. The phylogenetic analysis showed a complex clustering pattern of biv-TRIM elements, and indicates the involvement of horizontal transfer in the spreading of this element.
RIJEČ UREDNIŠTVAZa tematiku i aktualnost ove rubrike Šumarskoga lista očito nije potrebno brinuti. Naime, svako malo mediji nam prenose vijesti o novim nesporazumima pa i sukobima šumarske struke i amaterskih udruga, koje si umišljaju da sve znaju o šumarstvu. Interesantno, primjerice u kirurgiju se ne petljaju! Tako ovih dana u Glasu Istre čitamo: Nastavlja se fajt oko Motovunske šume – Tartufari uzvraćaju udarac: Hrvatske šume ponašaju se kao feudalac! Šire o tome pisat ćemo na temelju egzaktnih podataka u jednoj od rubrika sljedećeg dvobroja Šumarskoga lista. Ovdje ćemo komentirati Zakon i ulogu Hrvatskih šuma d.o.o.Feudalizam je oblik društvenog odnosa koji je prevladavao u srednjem i dijelu novoga vijeka, ukinut 1848. godine, a feudalac je vlasnik zemljišta za kojega drugi rade. Da li su Hrvatske šume d.o.o. vlasnik zemljišta-šume i da li odgovaraju tome kriteriju? Za odgovor na ovo pitanje pozivamo se ponajprije na zakon, u ovome slučaju Zakon o šumama, koji u članku 2. (1) kaže: Šume i šumska zemljišta dobra su od interesa za Republiku Hrvatsku te imaju njezinu osobnu zaštitu, a u istom članku (3) Vlada Republike Hrvatske upravlja šumama i šumskim zemljištem u interesu Republike Hrvatske, prema u daljnjem tekstu navedenim načelima. Članak 3. (1) navodi: Šume i šumska zemljišta specifično su šumsko bogatstvo te s općekorisnim i gospodarskim funkcijama šuma uvjetuju poseban način planiranja, gospodarenja i korištenja na načelu održivog gospodarenja šumama. (2) Održivo gospodarenje šumama znači korištenje šuma i šumskog zemljišta na način, i u mjeri, koja održava njihovu bioraznolikost, produktivnost, kapacitet za regeneraciju, vitalnost i potencijal da trenutačno i ubuduće ispune odgovarajuće ekološke, gospodarske i društvene funkcije na lokalnoj, nacionalnoj i globalnoj razini te koja ne uzrokuje štetu drugim ekosustavima. Po tome načelu potrajnosti, hrvatskim šumama šumarska struka gospodari već više od 250 godina. Uz gospodarske funkcije šuma (proizvodnju drvnih sortimenata, proizvodnju šumskog reprodukcijskog materijala i proizvodnju nedrvnih šumskih proizvoda), treba imati na umu da ona osigurava i njene općekorisne funkcije navedene u članku 4. (1) do (9). Dakle, u gospodarenju s tim najsloženijim ekosustavom nema mjesta amaterizmu i interesnim skupinama! Žalosno je i nelogično, ali istinito, da je politika koja treba strogo zagovarati Zakon, češćesklonija njima nego struci. Imajući u vidu prethodno rečeno o šumi kao specifičnom šumskom bogatstvu, logično je da operativno njima može upravljati i gospodariti specifična pravna osoba koja posjeduje potrebnu infrastrukturu, opremu i posebice visoko stručne kadrove. Kada je riječ o visokostručnim kadrovima opetovano ističemo, kako se još u 19. stoljeću odlučilo da šumama trebaju upravljati i gospodariti fakultetski obrazovani stručnjaci, pa ističemo da je i šumarska fakultetska nastava u Hrvatskoj uspostavljena već 20. listopada 1898. godine. Stoga je logično da upravljanje i gospodarenje šumama Vlada Republike Hrvatske povjerava javnom šumoposjedniku Hrvatske šume d.o.o. čiji je osnivač. Članak 44. (1) propisuje: Javni šumoposjednik i Ustanova (kada se radi o zaštićenim šumama) dužni su osigurati zaštitu šuma i šumskih zemljišta u vlasništvu Republike Hrvatske od protupravnog prisvajanja, korištenja i drugih protupravnih radnji te provoditi šumski red. Iz svega je razvidno da je sve zakonom propisano i da su Hrvatske šume d. o. o. provoditelj Zakona o šumama, a nikako feudalac. No, kada raspravljamo o stanju u našoj Državi, počevši od društvenih odnosa, gospodarstva, pa sve do prevelikog uvoza "svega i svačega", svima su "puna usta" Pravne države, naravno samo kada to njima ide u prilog, a briga ih za opći interes.Uredništvo ; EDITORIALWe should never be concerned about the themes and topicality of this column of Forestry Journal. Every now and then the media reports on the latest misunderstandings and even conflicts between the forestry profession and amateur associations which imagine that they know everything about forestry. Interestingly, they never meddle in surgery, for example. The Voice of Istria recently wrote: The battle of the Motovun Forest continues - Truffle hunting people strike back: The company Croatian Forests Ltd behaves like a feudal lord! This topic will be dealt with more extensively on the basis of exact data in one of the columns of the next double issue of Forestry Journal.Feudalism is a form of social system that prevailed in the Middle and part of the New Age and was abolished in 1848. A feudal lord was a land owner who had other people working for him. Is the company Croatian Forests Ltd the owner of the land - forest and does it match these criteria? To answer these questions we should first consult the law, in this case the Forest Law. Article 2 (1) of the said Law states: Forests and forest land are natural goods of interest to the Republic of Croatia and enjoy its particular protection. In the same article (3) it is stated that the Government of the Republic of Croatia manages forests and forest land in the interest of the Republic of Croatia according to the principles listed further on. Article 3 (1) states: Forests and forest land constitute specific forest wealth and together with non-market and market forest functions dictate a particular manner of planning, management and usage according to the principles of sustainable forest management. (2) Sustainable management of forests means using forests and forest land in the manner and to the extent to which it maintains its biodiversity, productivity, regeneration capacity, vitality and potential to, now and in the future, fulfil the relevant ecological, economic and social functions locally, nationally and globally without inflicting harm to other ecosystems. The Croatian forestry profession has applied the principle of sustainability to Croatian forests for over 250 years. In addition to commercial forest functions (production of wood assortments, production of forest reproductive material and production of non-wood forest products), we should bear in mind that it also ensures its non-market functions listed in article 4 (1) to (9). Therefore, management of this most complex ecosystem excludes amateurism and interest groups! Sadly and illogically, but true, politics which should strictly enforce the Law, is more often inclined to them than to the profession. In view of what was said above about the forest as specific forest wealth, it is logical that it should operatively be managed by a specific legal entity which has the necessary infrastructure, equipment and highly skilled personnel in particular. As for highly skilled personnel, we repeatedly point out that it was decided no later than 19th century that forests should be managed by academically educated experts. Furthermore, the university forestry education in Croatia was established as early as 20th October 1898. It is logical, therefore, that the Government of the Republic of Croatia entrusted the company Croatian Forests Ltd, a public forest owner which it founded, with forest planning and management. Article 44 (1) states: The public forest owner and Institution (in case of protected forests) are obliged by law to ensure the protection of forests and forest land owned by the Republic of Croatia from unlawful appropriation, use and other illegal activities, as well as enforce the forest order. Clearly, everything is regulated by law: hence, the company Croatian Forests Ltd is the law enforcer and by no means a feudal lord. Yet, when we discuss the situation in our State, starting from social relations, economy and excessive import of "anything and everything", we all swear by the legal State, but only when it is in our favour, while public interest is of no concern whatsoever.Editorial Board
RIJEČ UREDNIŠTVAOvoga 20. listopada obilježit ćemo dvije obljetnice, 120 godina od izgradnje Šumarskoga doma i početka visokoškolske šumarske nastave u Hrvatskoj, upravo u Šumarskome domu. Naime, toga dana 20. listopada 1898. godine počela je s radom Šumarska akademija u sklopu tadašnjeg Mudroslovnog (Filozofskog) fakulteta, kao četvrta visokoškolska ustanova Sveučilišta u Zagrebu. Time je Hrvatsko šumarsko društvo ostvarilo još jedan temeljni cilj, nakon dovođenja u Hrvatsku više šumarske nastave (Gospodarsko šumarsko učilište u Križevcima 1860. god. te početak tiskanja svoga znanstveno-stručnoga i staleškoga glasila Šumarski list 1877. god.). Za poznavanje i gospodarenje najsloženijim ekosustavom – šumom, potreban je visokostručni kadar, geslo je tadašnje politike (sugestija Marije Terezije), koje je putem Hrvatskoga šumarskoga društva ostvareno. Za razliku od današnje politike tada je šumarstvu i šumi dano tako vidno mjesto, koje mu po značaju i pripada. Gospodariti po načelu potrajnosti na gotovo polovici (47 %) kopnene površine Hrvatske zahtijeva drukčiji pristup šumi i šumarstvu u odnosu na današnji. Ponajprije, šumi treba vratiti protuvrijednost koju ona pruža. Ona je danas za mnoge neprepoznata, a nju Hrvatsko šumarsko društvo kao predstavnik objedinjene struke (šumarskoga obrazovanja, prakse i znanosti) neprestano ističe. Sa žaljenjem ističemo da resorni ministar do danas, unatoč molbi, nije našao za shodno primiti na razgovor rukovodstvo Hrvatskoga šumarskoga društva i informirati se o problemima dijela resora kojega pokriva, i to na stručnoj, a ne političkoj razini. Baš nas interesira koliki će značaj dati obilježavanju spomenutih obljetnica?Ostavit ćemo politiku i prelistati dvadeset prvo godište (ili tečaj kako piše) Šumarskoga lista i spomenuti samo neke značajnije napise iz davne 1898. god. Ponajprije treba istaknuti da je glavni urednik bio Josip Kozarac, državni nadšumar iz Vinkovaca, a časopis je tiskan u 12 brojeva.Milan Tordony, kr. šumar polemizira na temu Preborna šuma – primjeri iz Šumarije Fužine – zagovara normalnost sastojine kojoj se gospodarenjem nastojimo približiti – cilj je potrajno dobivati prihod, što je ovisno o strukturi sastojina. Godište završava s popisom članova ("začasnih, utemeljiteljnih, podupirućih te članova I. i II. razreda").Uredništvo ; EDITORIALOctober 20th 2018 marks two important events: the 120th anniversary of the ceremonious opening of the Forestry House and the beginning of university forestry education in Croatia in the premises of the Forestry House. On October 20, 1898, the Forestry Academy was established within the Faculty of Philosophy as the fourth institution of higher education of the University of Zagreb. The Croatian Forestry Association fulfilled yet one more basic goal, after bringing higher forestry education into Croatia (Agriculture and Forestry College in Križevci in 1860 and the beginning of publishing its scientific forestry-specialized publication - Forestry Journal in 1877). To learn about and manage the most complex ecosystems, the forest, highly expert personnel is needed: this was the motto of the politics of that time (suggested by the Empress Maria Theresa). This motto was put to life through the Croatian Forestry Association. Unlike present-day politics, forestry and forests were then paid due importance. Implementing the principle of sustainability to manage forests that cover almost half (47 %) of the land territory of Croatia required a different approach to forests and forestry than is used today. First of all, the forest should be given back the values it provides. For many, these values are not recognized, although the Croatian Forestry Association as a representative of an integrated profession (forestry education, practice and science) continuously stresses them. We regret to say that, despite our repeated requests, the competent minister has not yet found time to receive the Managing Board of the Croatian Forestry Association to discuss problems arising in a part of the department he is responsible for. We do not wish to discuss problems on a political but on a professional level. Let us wait and see what importance will be given to the anniversaries mentioned above. However, let us leave politics and turn to leafing through Forestry Journal published in 1898 (the twenty-first year of the publication). We shall mention here only several of the more important articles from the year 1898. First, Editor-in-Chief was Josip Kozarac, a state head forester from Vinkovci, and the journal came out in 12 issues. Milan Tordony, the royal forester, discusses the topic of selection forests - examples from Fužine Forest Office - and advocates the normal status of a stand to be achieved with management practices. The goal is to obtain sustainable yield, which depends on the structure of a stand. The text and the debate of the renowned A. Kern bears the title "Managing selection stands". Gašo Vac, a forester from Krapina, writes about "Forests and forest management in the municipality of Donji Miholjac" in general, and then about forests owned by landed gentry and by land communities, in particular about oak forests. Using the topic of "Late flushing oak ( Quercus pedunculata var. tardisima Simonkai), editor-in-chief Josip Kozarac announces two discussions: by the royal Hungarian head forester Ivan Földes and W. Nikodem, forest manager of Thurn-Taxis in Lekenik. S. Partaš writes on the topic of "Ranger's lodges and ranger's training courses; Aus dem Walde and H. Burckhardt write in sequels on protective trees; a) for soil protection, b) for stand protection, and c) as protective edges; Jos Ane, municipal forester, discusses "Vole damage in oak stands"; Slavko Sulki writes about "Glazed frost and its consequences on Karst" (the beginning of December in the Municipality of Hreljin); head forester Kraft writes about "Biological priciples for stand cultivation" (in the forestry profession, practice always comes first - forestry issues cannot be solved a priori by theory, but the task of theory is to give scientific explanations of what arises from practice); Dragutin Hirc writes in several sequels about "Conifer trees and shrubs of the Croatian flora"; Professor J. Partaš discusses "Oak in a high forest"; F. X. Kesterčanek asks "Do we need a Museum of Forestry Association in addition to the Academy in Zagreb?" RIJEČ UREDNIŠTVAViše puta pisali smo o tome kako smo očekivali da će ova Vlada ponajprije vratiti šumarstvo u naziv resornog ministarstva, a potom i promijeniti odnos prema šumi i šumarskoj struci. To se na žalost nije dogodilo, tako da je šumarski resor u Ministarstvu na razini dijelova poljoprivrede, primjerice povrtlarstva, iako se radi o resursu koji pokriva gotovo polovicu kopnene površine Republike Hrvatske. O tome da je šuma najsloženiji ekosustav na svijetu, koji samim time zahtijeva visoku stručnost gospodarenja njime pa je i u Ustavu naznačeno da je šuma uz tlo i vode resurs od posebnog interesa za Republiku Hrvatsku, u uređenom gospodarstvu ne bi trebalo to opetovano govoriti. Ne inzistiramo na tome da resorni ministar mora biti istaknuti šumarski stručnjak, ali to onda mora biti državni tajnik ili pomoćnik ministra zadužen za šumarstvo. Ministar pak treba koristiti svaku priliku da se informira o struci, sastavnici njegovog resora, a najlakše će to učiniti nazočnošću barem na nekoliko stručnih skupova na kojima se znanstveno-stručno raspravlja o stanju i problemima u struci – njegovom resoru. Nažalost, smijenjeni resorni ministar nije nazočio niti jednom takvom skupu, pa niti onome u organizaciji Hrvatske akademije znanosti i umjetnosti, što ocjenjujemo i podcjenjivanjem struke, ali i ove znanstvene institucije. Vidljivi trag u šumarstvu ostavio je jedino osnivanjem "svoje" Uprave šuma, smanjujući površine susjednih Uprava. Trenutno naš resor vodi drvni tehnolog, što je nelogično, a s čime se očito šumarska struka prešutno slaže, što je pak sramotno. Tko nam uopće vodi i kakvu šumarsku politiku i imamo li dobru strategiju da je provodimo? Kome je zapravo podređena šumarska politika? Opći je dojam da je vode drvoprerađivači i to nažalost oni primarne prerade drva, naravno po netržišnim uvjetima i zanemarujući načela potrajnog gospodarenja. U svome obraćanju nazočnima na znanstveno-stručnom skupu održanom u povodu Dana hrvatskoga šumarstva, predsjednik Hrvatskoga šumarskog društva Oliver Vlainić, naznačio je sadašnje probleme šumarstva i stavove struke. Nemamo ništa tome za dodati, nego upućujemo čitatelje da u prošlom dvobroju časopisa pročitaju prikaz sa spomenutoga skupa. Dakle, struka opominje i ukazuje na alarmantno stanje u šumarstvu, kojega resorno ministarstvo očito ne prepoznaje.Za saniranje stanja nakon ledoloma i vjetroloma u Gorskom kotaru i situacije s katastrofalnim sušenjem jasena te nadolazećega problema s hrastom, našom najvrjednijom vrstom drveća, bit će potrebna znatna financijska sredstva. Gdje ih pronaći ako smo novim Zakonom o šumama znatno smanjili priliv financijskih sredstava od naknade za općekorisne funkcije šuma (OKFŠ), a drvne sortimente prodajemo i dalje po netržišnim uvjetima? Nismo trebali dugo čekati da nova ministrica Odlukom o smanjenju naknada za šume i šumska zemljišta, pokaže kako će se odnositi prema šumi i šumarstvu. Vrijednost bodova je smanjena za 30 do 90 %, ovisno o uzgojnom obliku šume. To će, kaže ona, ubrzati investicijske projekte, jer su navodno mnoge investicije u kojima je bilo potrebno izdvojiti šumu ili šumsko zemljište iz šumsko-gospodarskih planova, bile dovedene u pitanje zbog previsoke naknade za lokalnu i regionalnu samoupravu. Naravno, "nisu ludi" platiti privatnicima, koji imaju na stotine tisuća hektara zapuštenog i zaraslog zemljišta, kada je državno (čitaj općenarodno) gotovo besplatno. Uostalom, za njih primjerice: šikara, šibljak, makija, garig i nije "neka šuma". A najnovije je najava novoga smanjenja naknade za općekorisne funkcije šuma "povećanjem granice ukupnog godišnjeg prihoda i primitka s 3.000.000,00 kn na 7.500.000,00 kn " što je obrazloženo opterećenjem, kako na poduzetnike, tako i na administrativnu obradu". Ionako smanjenim sredstvima OKFŠ-a, koja se danas većinom koriste za razminiranje i vatrogasnu zajednicu, za "zelene" radove u šumi na oko milijun hektara krša, preostaje jako malo novaca. Što reći na sve to?Idemo malo pričati o klimatskim promjenama, kisiku, ugljičnom dioksidu, eroziji, pitkoj vodi, rekreaciji i općenito zaštiti okoliša, gdje je šuma jedan od najznačajnijih i najsloženijih ekosustava, o kojoj i bez stručnog obrazovanja, nažalost svi sve znaju, jer jako vole šumu.Često spominjemo načelo potrajnosti i osiguranje višenamjenske uloge šume, što je moto poslovanja u šumarstvu, ali za to je ponajprije potrebno promijeniti mišljenje da šumu možemo samo koristiti, a ne ulagati u nju, odnosno vratiti joj dio benefita kako bi bila vječna.Uredništvo ; EDITORIALWe have written on several occasions about how we expected the present Government to bring the word forestry back into the name of the line ministry and to change its attitude towards forests and the forestry profession. Regrettably, this has not happened, with the final result of the forestry sector within the Ministry being at the level of parts of agriculture, vegetable growing for example, although forests cover almost half of the land area of the Republic of Croatia. Needless to say, the forest is the most complex ecosystem in the world, whose management requires supreme expertise. The Constitution itself states that, along with soil and water, the forest is a resource of particular interest for the Republic of Croatia. We do not insist that the sector minister should be a renowned forestry expert, but the state secretary or assistant minister in charge of forestry should definitely be one. The Minister should take every opportunity to get to know the profession which is a constituent part of his Ministry. The best way to do it is to attend at least several professional symposia in which the status and problems of the profession are discussed on a scientific-professional basis. We regret to say that the deposed department minister did not attend one single gathering, not even the one organized by the Croatian Academy of Sciences and Arts. This we regard as both the belittling of the profession and of the mentioned scientific institution. The only visible trace that he left in forestry was the establishment of "his" Forestry Administration at the expense of reducing the area of the adjacent Administrations. At present, the forestry department is headed by a wood technologist, which is illogical, but even worse, the forestry profession seems to approve of this. Who runs the forestry policy and do we have a good strategy for running it? Who is the forestry policy subjugated to? There is a general impression that the forestry policy is led by wood processors, and what is tragic, by wood processors in primary wood processing, who are guided by non-market conditions and who disregard the principles of sustainable management. At the scientific-professional gathering held to mark the Days of Croatian Forestry, Oliver Vlainić, President of the Croatian Forestry Association, mentioned current problems in forestry and attitudes of the profession. We have nothing more to add to this but to ask the readers to read the reviews of the gathering in the past double issue of the journal. Clearly, the profession repeatedly warns of the alarming conditions in forestry which the competent ministry obviously does not recognize. Considerable financial means will be required to repair the damage caused by ice and wind storms in Gorski Kotar and to remedy the situation with disastrous ash dieback and the oncoming problems with oak, the most valuable tree species in Croatia. Where to find these means if, according to the new Forest Act, the financial means from non-market forest functions fees have been significantly reduced while wood assortments continue to be sold at non-market conditions? We did not have to wait long to see how the new lady minister will treat forests and forestry by her Decision to lower the fees for forests and forest land. The value of the points was reduced by 30 to 90%, depending on the silvicultural form of the forest. To quote her words, this will accelerate investment projects, because, allegedly, many investments in which it was necessary to exclude forests or forest land from forest management plans, were called into question due to excessive fees for local or regional self-managing units. Of course, they are "not crazy" to pay to private owners, who have hundreds of thousands of hectares of abandoned and overgrown land, when the state (read: public) land is almost free of charge. For them a scrub, a thicket, maquis, and garrigue is not much of a forest anyway. The latest is the announcement of a new reduction in the non-market forest function fee by "increasing the level of total annual income from 3 000 000.00 kuna to 7 500 000.00 kuna, which was explained by a burden, both on the entrepreneurs and the administrative processing". Due to reduced means from non-market forest functions, which are currently mainly used for demining and for the fire fighter service, very little is left for "green" operations on about one million hectares of karst. What is there left to say?Let us talk a little bit about climate change, oxygen, carbon dioxide, erosion, potable water, recreation and environment protection in general, where the forest is one of the most important and most complex ecosystems, and about which everybody, although lacking professional education, knows everything because they all love forests.We often mention the principle of sustainability and the insurance of the multipurpose role of a forest, which is the motto of business-making in forestry. However, the first step is to change the general belief that the forest can be used without investing into it or without returning to it a part of the benefits. Only if we do so will forests remain an eternal asset.Editorial Board
Riječ uredništvaPrije nekoliko godina u jednom dvobroju Šumarskog lista pojasnili smo zadaću ove rubrike. Naglasili smo da ona nije zamišljena da podučava šumarske stručnjake o šumarstvu (struku su učili na Fakultetu), nego da podsjetimo na aktualnosti koje se događaju u šumi i šumarskoj struci. Navodeći činjenice, nastojimo pomoći da šumarska praksa, pa i znanost, lakše zauzme stav o pojedinom aktualnom stručnom problemu ili događanjima kako bi štitila šumu i struku. Stoga, osvrnimo se na prošlogodišnje rubrike koje nam ukazuju na probleme koji nas očekuju.U dvobroju 1-2/2021. najavili smo cjelogodišnje obilježavanje 175-e obljetnice osnivanja Hrvatskoga šumarskog društva (1846. g.) i 145-e obljetnice (1877. g) tiskanja znanstveno-stručnog i staleškog glasila Šumarskog lista. Naveli smo kako je Hrvatsko šumarsko društvo, uz ostalo, ostvarilo svoja dva glavna cilja: uvođenje više šumarske nastave u Hrvatskoj osnivanjem Gospodarsko-šumarskog učilišta u Križevcima 1860. godine, a potom Šumarske akademije (danas Šumarski fakultet) 1898. godine kao četvrte visokoškolske ustanove Zagrebačkog sveučilišta. Tiskanjem prvoga broja svojega glasila, Šumarskog lista 1. siječnja 1877. godine, ostvaren je i drugi cilj. Posebno smo istaknuli kako je već tada usvojeno mišljenje da je za gospodarenje šumskim ekosustavima potrebno visokoškolsko obrazovanje. Upitali smo se kakva je danas situacija sa šumarskom strukom? Zaključili smo: nikakva – svi znaju sve o šumi, a nisu niti "primirisali" šumarsko obrazovanje bilo kojega ranga. Skrenuli smo pozornost na netržišno gospodarenje šumskim resursima, posebice najvrjednijima, kada izvozom drvne sirovine, a ne drvoprerađivačkih proizvoda izvozimo radna mjesta i obezvrjeđujemo dugogodišnji trud šumarskih stručnjaka.U dvobroju 3-4/2021. raspravljali smo na temu teksta Thomasa Waitza, zastupnika Zelenih u EU, objavljenog pod bombastičnim naslovom "Novo izvješće o krčenju šuma u Hrvatskoj", na kojega su se odmah "zalijepili" naši Zeleni. Nakon više od 250 godina gospodarenja našim šumama po načelu potrajnog gospodarenja, ovaj naslov je uvreda hrvatskim stručnjacima. Osim toga, ovo je poistovjećivanje pojmova krčenja i kontrolirane sječe šuma, što je očiti primjer neznanja, bolje rečeno amaterizma koji danas preplavljuje ne samo šumarsku nego i druge struke. Svakako preporučamo opetovano pročitati ovu Riječ Uredništva, kako bi imali jaču podlogu za eventualnu raspravu o odnosnoj temi.U dvobroju 5-6/2021. rubriku smo posvetili "Odlasku čovjeka koji je život posvetio šumi i šumarstvu". Bez obzira na njegov životni put opširno prikazan u rubrici In memoriam, osvrnuli smo se kratko na najvažnije dijelove toga životnog puta, zaključujući: "Odlaskom profesora Matića završilo je jedno razdoblje, koje će nama suvremenicima ostati u sjećanju kao nezaboravno iskustvo, plemenitog, šumarskog načina života i zajedništva, a koje je rezultiralo njegovanim i očuvanim šumama. Hoće li novi trendovi koji su sve izraženiji u današnjem šumarstvu, a prema kojima su šumarski stručnjaci sve manje povezani sa šumom, ali i međusobno, uspjeti odgovoriti na nove izazove, posebice u okolnostima sve izraženijih klimatskih promjena, tek je za vidjeti."U dvobroju 7-8/2021. uz temu: Tko je kriv za loše poslovanje drvoprerađivača? navodimo tekst Europskoga šumarskog instituta i Svjetske banke pod naslovom "Pregled i preporuka za sustav prodaje drvne sirovine Hrvatskih šuma". Čitamo da se kod nas 93 % drvnih proizvoda prodaje administrativno na temelju dugoročnih ugovora, a tržišno samo 5 % (Poljska 89-90 %, Češka 96 %, a Estonija i Francuska približno 100 % tržišno). Hrvatska prodaje drvnu sirovinu po 20-30 % nižoj cijeni u usporedbi s europskim cijenama i cijenama u susjednim zemljama, što čini gubitak od oko 316 milijuna kuna godišnje (hrast 163 milijuna kn, bukva 105 milijuna kn, smreka i jela 48 milijuna kn). S obzirom na gospodarenje po načelu potrajnosti te na kvalitetu i prirodnost naših šuma (čime je osiguran i FSC certifikat – od čega najveći benefit ubiru upravo drvoprerađivači), mišljenja smo da je gubitak i veći.Što donosi nova EU strategija za šume do 2030. tema je dvobroja 9-10/2021. Smatra se ključnim za ostvarivanje ciljeva Europskoga zelenog plana, smanjenje emisija stakleničkih plinova za najmanje 55 % do 2030. i klimatske neutralnosti do 2050. godine. Pomaže i ispunjavanje ciljeva EU-a za povećanje uklanjanja CO2 prirodnim ponorima prema Zakonu o klimi. Strategijom se šumi, šumarima i sektoru koji se temelji na šumi daje središnja uloga u ostvarivanju tih ciljeva. Uz njihovu pomoć očekuje se europski prelazak na moderno, klimatski neutralno, resursno učinkovito i konkurentno gospodarstvo.U dvobroju 11-12/2021. pokušali smo sažeti nazovimo prognoze "Što nam donosi Glazgovska klimatska konferencija". U sklopu potpisane Deklaracije o korištenju šuma i zemljišta, koju je do sada podržalo preko 140 država u kojima se nalazi više od 90% svjetskih šuma, čelnici zemalja obvezali su se zajednički raditi na zaustavljanju i preokretanju gubitka šuma i degradacije zemljišta do 2030. godine. Glavni cilj konferencije odnosio se na ograničavanje povišenja globalne prosječne temperature na razinu koja je znatno niža od 2°C iznad razine u predindustrijskom razdoblju. Ovdje nas zabrinjava činjenica da mnogi neupućeni, a mjerodavni, poistovjećuju krčenje šuma i kontroliranu sječu šuma koja je uzgojni zahvat u održavanju, a posebice u obnovi šumskih sastojina. Usprkos našoj visokoj šumovitosti, to bi nam u budućnosti moglo bitno utjecati na dosadašnji dokazano uspješni način gospodarenja našim šumama.Uredništvo ; EditorialWe explained the mission of this column in a double issue of Forestry Journal several years ago. We pointed out that the intention of the column was not to teach forestry experts about forestry (the profession which they study at the faculty), but to point to some current events taking place in the forest and the forestry profession. By stating the facts, we try to help the forestry practice and science to take a stand on a particular professional problem or event, all with the view of protecting the forest and the profession. Therefore, let us remind ourselves of last year's columns, which point to the problems that await us in the future.In the double issue 1-2/2021 we announced the year-round celebration of the 175th anniversary of the founding of the Croatian Forestry Society (1846) and the 145th anniversary (1877) of the publication of the scientific-professional paper Forestry Journal. Among other things, we pointed out that the Croatian Forestry Society achieved its two main goals. The first was the introduction of higher forestry education in Croatia by founding the College of Agriculture and Forestry in Križevci in 1860 and the Academy of Forestry (the present Faculty of Forestry) in 1898 as the fourth higher education institution of the University of Zagreb. The second goal was achieved by publishing the first issue of Forestry Journal on January 1st, 1877. We especially emphasised that the awareness of the need for higher education to manage forest ecosystems was keenly felt even then. We asked ourselves what the current situation was regarding the forestry profession. We concluded it was dire: everybody knows everything about the forest without having the slightest idea of the forestry profession. We also drew attention to the non-market management of forest resources, particularly the most valuable ones, when by exporting wood raw material instead of wood processing products, we export jobs and devalue the long-lasting hard work of forestry experts. In the double issue 3-4/2021, we discussed the text by Thomas Waitz, representative of the Green Party in the EU, published under the bombastic title "New Report on Deforestation in Croatia", which our Greens immediately "embraced". In view of over 250 years of managing our forests according to the principle of sustainable management, this title is an insult to Croatian experts. In addition, this mixing up of the concepts of deforestation and controlled felling of forests is a blatant example of ignorance, or rather amateurism, which today permeates not only forestry but also other professions. We warmly recommend rereading this Editorial in order to gain a stronger basis for a possible debate of this subject.The Editorial in the double issue 5-6/2021, was entitled "The demise of a man who has devoted his life to forests and forestry". Although his life path was extensively presented in the column "In memoriam", we briefly described the most important points of his life path, concluding: "The demise of Professor Matić ends a period which we, his contemporaries, will always look upon as an unforgettable experience of living a noble foresters' life in togetherness, the result of which are well-tended and preserved forests. Will the new trends, increasingly visible in present day forestry, in which foresters have less and less contact with forests and with their colleagues, be able to respond to all the challenges, particularly in the light of distinct climate changes, remains to be seen." The topic of the double issue 7-8/2021 "Who is to blame for poor business results of wood processors?" is accompanied by the text of the European Forestry Institute and the World Bank, entitled "A survey and recommendations for the wood raw material sale system in the company Croatian Forests Ltd." According to the text, 93 % of wood products in Croatia are sold administratively on the basis of long-term contracts, and only 5 % are sold on the market (Poland 89 - 90 %, Czechia 96 %, and Estonia and France about 100 % on the market). Compared to European prices and prices in neighbouring countries, Croatia sells wood raw material at prices which are 30 – 30 % lower, which incurs a loss of about 316 million kuna annually (oak 163 million kuna, beech 105 million kuna, spruce and fir 48 million kuna). Taking into consideration the principles of sustainable management, as well as the quality and naturalness of Croatian forests (which has earned them the FSC certificate – of which it is the wood processors who reap the highest benefits), we suspect that the losses are even higher than the ones mentioned above. The topic of the double issue 9-10/2021 was "What does the new EU forest strategy for 2030 bring?" A core part of the European Green Deal, this strategy anticipates a reduction of greenhouse gas emissions by at least 55 % by 2030 and a climate-neutral continent by 2050. It also helps meet EU targets to increase CO2 removal through natural sinks under the Climate Act. The strategy gives forests, foresters and the forest-based sector a central role in meeting these targets. With their help, a European transition to a modern, climate-neutral, resource-efficient and competitive economy is expected. The double issue 11-12/2021 was concerned with predictions contained in the text "What does the Glasgow Conference bring us?" As part of the signed Declaration on Forests and Land Use, which has so far been supported by over 140 countries in which more than 90 % of world's forests are located, the leaders pledged to work together to "halt and reverse forest loss and land degradation" by 2030. The main objective of the conference was to limit the increase in global average temperature to a level significantly lower than 2°C above the level in the pre-industrial period. Here, we are concerned about the fact that those who are uninformed, but in position of authority, equate deforestation and controlled felling, which is a silvicultural operation performed in order to maintain and regenerate forest stands. Despite the fact that Croatia is highly forested, this could significantly affect our proven success in the management of our forests.Editorial Board
RIJEČ UREDNIŠTVAZa ovogodišnje lipanjske Dane hrvatskoga šumarstva održana je panel rasprava o trenutnoj situaciji u šumama Hrvatske. Naziv rasprave bio je "Hoće li nas šume nadživjeti?". Svrha skupa bila je informirati širu javnost o stanju šumskih ekosustava, ali i o promjenama koje se događaju u njima. Govori li sam naziv skupa dovoljno o ozbiljnosti situacije u kojoj se nalaze naše šume? Promijenjeni klimatski uvjeti koji vladaju na početku 21. stoljeća, donijeli su mnogo neprilika u šumama posljednjih pet godina. Tome treba pribrojiti i nikad veću trgovačku globalizaciju, što doprinosi bržem i lakšem širenju invazivnih vrsta bolesti i štetnika. Danas gotovo da nema ni jedne značajnije šumske vrste drveća koja nema svojih problema. Šume Gorskog kotara sastavljene od jele, bukve i smreke stradale su uslijed klimatskih ekstrema, a potom potkornjaka, nizinske šume hrasta lužnjaka napadnute su hrastovom mrežastom stjenicom, a šume poljskog jasena ubrzano propadaju uslijed više čimbenika, posebice Halare, dok dalmatinske borove šume ozbiljno ugrožava borov potkornjak. Tu su i šumski požari nakon kojih uslijed erozija nestaje i šumsko tlo, što umnogome onemogućuje sanaciju i vodi degradaciji šume. Tako ugroženim šumama smanjuju se financijska sredstva za njihov zaštitu i obnovu, što je sad i definitivno ozakonjeno Zakonom o šumama (NN 68/2018) koji je stupio na snagu 4. kolovoza 2018. O prijedlogu zakona pisali smo u Šumarskom listu 5-6/2018. Saborska rasprava nije donijela zaokret u odnosu na zakonski prijedlog koji je usvojila Vlada Republike Hrvatske. Zakon je ustvari na tragu programa Vlade RH za područje gospodarstva, poljoprivrede i ruralnog razvoja iz listopada 2016. godine. Šumarstvo se u tom programu spominje u potpoglavlju "Aktivno upravljanje šumama, veća proizvodnja i više radnih mjesta u domaćoj drvnoj industriji" s rečenicom: Izmjenom zakonske regulative Vlada će poboljšati i otkloniti poteškoće u načinu raspolaganja šumama i šumskim zemljištima, provoditi razminiranje šuma i šumskog zemljišta, sprječavati ilegalne sječe i trgovine i poticati razvoj domaće drvne industrije koja proizvodi drvni proizvod. Smatramo da takav program baš i nije poticajan za šume i šumska zemljišta. Razminiranje je svakako unaprjeđenje u upravljanju i gospodarenju šumama koje se provodi godinama, kao i najavljeno sprječavanje ilegalne sječe i trgovine, samo za to nema dovoljno pozitivnih pokazatelja, jer je takva djelatnost postala jako unosna na štetu šume i šumovlasnika / šumoposjednika. Početkom godine donesen je i Zakon o poljoprivrednom zemljištu (NN 20/2018, na snazi od 9. ožujka 2018.) koji je propisao, kao i Zakon o šumama, izdvajanje iz šumsko-gospodarske osnove zapuštenog poljoprivrednog zemljišta koje se može privesti poljoprivrednoj proizvodnji i mogućnost davanja takvog zemljišta sukladno Programu raspolaganja u zakup ili prodaju. Omogućeno je i za zemljišta izvan građevinskog područja koja se u katastru vode kao poljoprivredna zemljišta, a u pravilu su zapuštena, da se uključe u šumskogospodarsko područje, jer su troškovi njihovog privođenja poljoprivrednoj namjeni veći od tržišne vrijednosti ili ukupnog iznosa zakupnine toga zemljišta. Ove odredbe trebale bi napokon omogućiti svrsishodnu raspodjelu zemljišta na poljoprivredno i šumsko te njihovo stvarno korištenje. Novi Zakon o šumama uvažio je višegodišnje primjedbe obveznika plaćanja naknade za općekorisne funkcije šuma (OKFŠ), što je u javnosti i medijima često prvo bilo na udaru kao nepotreban i neshvaćen "parafiskalni" namet. Sad se 90 % dosadašnjih obveznika (oko 180 tisuća) izuzima iz plaćanja naknade, jer je prag za obvezu plaćanja godišnji prihod ili primitak veći od 3 milijuna kuna uz zadržanu visinu stope naknade od 0,0265 %. Uvaženo je i traženje jedinica lokalne samouprave o povećanju stopa šumskog doprinosa, pa su one povećane s 3,5 % na 5 % i za jedinice na potpomognutim područjima s 5 % na 10 % prodajne cijene proizvoda na panju. Zakon je uveo i definiciju šumoposjednika: javni šumoposjednik ovlašten za gospodarenje šumom i/ili šumskim zemljištem u vlasništvu Republike Hrvatske, javna ustanova čiji je osnivač Republika Hrvatska i njezine znanstveno-nastavne sastavnice, koje svoju znanstveno-nastavnu djelatnost i znanstvenoistraživački rad obavljaju iz područja šumarstva, pravna osoba čiji je osnivač i vlasnik jedinica lokalne samouprave, a kojoj se odlukom Vlade povjerava gospodarenje te privatni šumoposjednik s podjelom na male (do 20 ha šume i/ili šumskog zemljišta), srednje (od 20 do 300 ha) i velike (većim od 300 ha) šumoposjednike. Za šumskogospodarsko područje ustanovljuje se Registar pri Ministarstvu koji se vodi u elektroničkom obliku, a bit će dostupan pod određenim uvjetima. Registar će sadržavati i dio za izvješćivanje potreban za ispunjavanja međunarodnih i nacionalnih obveza iz sektora šumarstva. Zakon predviđa i izdvajanje namjenskih sredstva u poseban fond za razvoj drvne industrije, što je također jedna od predviđenih aktivnosti u programu Vlade iz 2016. godine.Novi Zakon o šumama pokušao je uvažiti razne promjene koje su se dogodile od donošenja prošloga zakona iz 2005. godine, a koje su nivelirane izmjenama i dopunama kroz proteklih 13 godina, njih ukupno osam. Pokušao se uskladiti i s drugim zakonima iz područja poljoprivrede, zaštite prirode i okoliša, te strategije EU za šume i sektor koji se temelji na šumama. Potrebno je još uskladiti i donijeti sve podzakonske akte vezane uz zakon.Pitamo se hoće li odredbe novog Zakona o šumama biti na tragu rješavanja nagomilanih problema u šumama Hrvatske?Uredništvo ; EDITORIALA panel addressing the current condition of Croatian forests was organized on the occasion of Days of Croatian Forestry that were held in June 2018. The title of the discussion was "Will forests outlive mankind?" The purpose of the panel was to inform broader public of the condition of forest ecosystems, as well as of the changes taking place in them. Does the title of the panel reflect the seriousness of the danger facing our forests? In the last five years, changed climate conditions occurring at the beginning of the 21st century have inflicted major problems to the forests. Add to this general market globalisation, which contributes to the faster and easier spread of invasive diseases and pests. There is not one important forest tree species today that does not have problems. Forests of Gorski Kotar, which are composed of fir, beech, and spruce, have succumbed to climatic extremes and to attacks of bark beetles. Lowland forests of pedunculate oak are infested with the oak lace bug, while forests of narrow-leaved ash are rapidly deteriorating under the cumulative action of several factors, particularly Halare. Dalmatian pine forests are severely threatened by the pine bark beetle. Forest fires also cause extensive damage. The subsequent erosions lead to the loss of forest soils, which greatly hinders recovery and contributes to the degradation of forests. The financial means needed to protect and regenerate such forests are being minimized and this has now definitely been incorporated in the new Forest Act (Official Gazette 68/2018), which came into effect on August 4th, 2018. A parliamentary discussion did not bring about any changes with regard to the proposed act, which was adopted by the Government of the Republic of Croatia. The Act in fact follows the Government programme for the field of economy, agriculture and rural development of October 2016. In the said programme forestry is addressed in the sub-chapter "Active management of forests, higher production and more work places in the domestic wood industry" with the following sentence: By changing legal regulations, the Government will remove obstacles and improve ways of managing forests and forest land. It will also undertake demining operations in forests and forest land, prevent illegal felling and trade and stimulate the development of domestic wood industry which produces wood products. In our opinion, such programme is not really stimulative for forests and forest land. Demining is certainly an improvement in the management of forests and it has been carried out for years, and so is the announced prevention of illegal felling and trade. However, there are not enough positive indicators for this, since these activities have become very profitable at the detriment of forests and forest owners. At the beginning of the year the Agricultural Land Act was passed (Official Gazette 20/2018, in effect since March 9th, 2018), which regulated, as did the Forest Act, the exclusion of abandoned agricultural land from the forest-management plan and its conversion to agricultural production, as well as the possibility of leasing or selling such land in accordance with the Disposition Programme. The Act also allows for the land outside construction areas, which is listed as agricultural land in the land register but is abandoned in reality, to be included in the forest-management area, since the cost of converting the land for agricultural purposes is higher than the market value or the total amount of rent for such land. These provisions should finally enable a rational division of land into agricultural and forest land, and consequently its proper usage. The new Forest Act has also adopted long-lasting objections made by those obliged to pay a non-market forest function fee. The public and the media often harshly criticized this fee as an unnecessary and incomprehensible "parafiscal" tax. Now, 90% of those obliged to pay the fee (about 180 thousand subjects) are exempt from paying the fee, since the threshold for the obligation has been set down at an annual income or profit higher than 3 million kuna, while the rate of the fee has been retained at 0.0265 %. Demands by local self-management units to raise the rate of forest contribution have also been adopted, and it has accordingly been raised from 3.5 % to 5 %, while for units in subsidized areas it has been raised from 5 % to 10 % of the selling price of the product before felling. The Act also defines a forest owner: a public forest owner authorized to manage a forest and/or forest land owned by the Republic of Croatia, a public institution whose founder is the Republic of Croatia and its scientific-teaching components which carry out their scientific-teaching activity and scientific-research work in the field of forestry, a legal person whose founder and owner is the local self-management unit and which is entrusted with management by a Government decision, and a private forest owner. Private forest owners are divided into small (up to 20 ha of forests and/or forest land), medium (from 20 to 300 ha) and large (more than 300 ha) forest owners. A Register of a forest-management area in the electronic form will be established by the Ministry, and it will be available under certain conditions. The Register will contain a reporting part needed to fulfil international and national obligations in the forestry sector. The Act also provides for the allocation of earmarked means into a special fund for the development of the wood industry, which is also one of the activities in the Government programme from 2016. The new Forest Act has attempted to incorporate different changes taking place since the previous Act of 2005 was passed. There have been a total of eight changes, which have been adjusted by revisions and amendments over the past 13 years. The Act is also coordinated with other laws from the field of agriculture, nature and environment protection, and the EU strategy for forests and forest-based sector. All by-laws related to the Act need to be coordinated and passed.We wonder whether the regulations of the new Forest Act will try to solve the growing problems in the forests of Croatia. RIJEČ UREDNIŠTVAKada je krajem ožujka ove godine Thomas Waitz, zastupnik Europskog parlamenta, član Kluba zastupnika Zelenih/Europskog slobodnog saveza, objavio na svojoj službenoj stranici "Novo izvješće o krčenju šuma u Hrvatskoj" dostavljeno od braniteljske udruge ViDrA – "veterani i društvena akcija", vijest o tome proširila se na hrvatskim mrežnim stranicama. Povodom toga objavljen je na portalu Telegram.hr i razgovor s predsjednicom udruge Vesnom Grgić. Forum udruge pod nazivom Zeleni odred za cilj ima, kako su sami naveli, "borbu protiv devastacije šuma i šumskih površina u Republici Hrvatskoj".Pohvalna je briga za opće dobro, što šume u Republici Hrvatskoj i jesu. Samo čitajući optužbe, koje se većinom odnose na djelovanje trgovačkog društva Hrvatske šume, ne može se oteti dojmu da tu ima puno neshvaćanja zakonskih postavki i operativnih radnji koje se odvijaju u gospodarenju šumama.U razgovoru se kao mogućnost "jezive devastacije šuma" navodi zabrana sječe svih šuma u razdoblju od 10 godina, uspoređujući to s primjerom Albanije. Toj zemlji to nitko izvan nje nije naredio, već je to bila odluka albanskog parlamenta da se uvede moratorij na sječu šuma za trgovačke namjene od 2016. do 2025. godine. Zabrana je uvedena kao posljedica nekontroliranih prevelikih sječa, što je stvorilo erozivna područja koja su jako vidljiva diljem države. Uspoređujući to s Republikom Hrvatskom u kojoj postoji organizirano šumarstvo 256 godina, potpuno je deplasirano. Osnovno nerazumijevanje, koje se i inače ponavlja u javnosti, je održivo gospodarenje putem oplodnih sječa, gdje se na kraju životnog ciklusa jednodobnih sastojina (sam naziv jednodobno označava da su stabla približno jednake starosti) stara šuma, naravno sa starim i debelim stablima, zamjenjuje mladom šumom, koja se izvan vegetacijskog razdoblja svugdje dobro i ne uočava. Bitno je to da na šumskom zemljištu i dalje ostaje šuma, znači nema devastacije, odnosno degradacijskih stadija šuma (kao što laici obično mlade šume u razvoju – u progresiji smatraju šikarom koja je primjer obrnutog procesa – regresije). Oplodno razdoblje koje traje i 20 godina, a u fazi dovršne sječe godinu ili više godina ako se sječe na manjim površinama, u stvari je porođaj mlade šume. Svima je poznato da rođenje djeteta u ljudskom svijetu nastaje nakon porođajnih muka, a odrastanje i osamostaljivanje traje godinama. Isto možemo usporediti s nastankom mlade šume i brigom oko njenog razvoja. Rađaonica u šumi traje i njeno uređenje traži vremena. Osim što je šumska površina u obnovi rađaonica, ona je i radilište na kojemu vladaju posebni propisi, posebice oni vezani za zaštitu na radu. Ljubitelji prirode koji se prolazeći kroz šumu u obnovi ljute zbog oštećenih šumskih puteva, trebaju znati da se oni nalaze usred radilišta i da se ne bi mogli slobodno kretati po radilištu nekakve zgrade ili mosta. Povlačeći paralelu, šumsko radilište bi se moglo ograditi kao i neko građevinsko, a onda ne bi bilo pristupa u to područje.Nerealno je očekivati da se stanje šuma, kao uostalom i drugih dijelova prirode, može konzervirati. Prirodni ekosustavi su dinamične cjeline i kroz vrijeme se stalno mijenjaju. U Republici Hrvatskoj prirodne gospodarene šume doživjele su bar dva kompletna, a neke i po tri životna ciklusa od nastanka do dovršnog sjeka. Znači da su kroz taj ciklus prošle sve faze, od mlade šuma visine nekoliko centimetara, do stare šume s visokim stablima 30-40 m. Prosječni ljudski vijek u današnje doba u našoj domovini od 78 godina tek je nešto iznad polovice životnog vijeka propisanog za šume hrasta lužnjaka od 140 godina, a oko tri četvrtine vijeka bukovih šuma od 100 godina. Normalno je da stanovniku i posjetitelju nekog šumskog područja promiču promjene u starim šumama koje nisu tako drastične, kao što se dogodi kada se stara šuma zamijeni mladom šumom. Zanimljivo je kako se ljudi raduju rađanju novih ljudi i njihovom odrastanju, a ne raduju se, za razliku od šumara, rađanju novih šuma koje šumari nastoje stvoriti kvalitetnijim od prethodnih. Stara poslovica kaže "Na mladima svijet ostaje". Logično je da isto vrijedi i za šume. Nove šume će omogućiti blagodati novim generacijama. Zamislimo da su danas sve šume stare po dvjesto i više godina (kao što za primjer imamo potpuno zaštićenu šumu Prašnik, gdje je ostalo malo starih stabala hrasta lužnjaka, a ispod njih prevladavaju mlađa stabla graba čime se u biti gubi glavna vrsta drveća). Imali bi šume pune bolesnih stabala, od kojih ne bi bilo previše koristi. Drvna industrija ostala bi skoro bez ikakve sirovine za svoj rad, a onda i stanovništvo bez mogućnosti zaposlenja i brojnih proizvoda od drveta. Još jedna bitna činjenica u svjetlu klimatskih promjena je to da se najveći ponor (upijanje) ugljika stvara u šumama mlađim od 140 godina, nakon čega se unos ugljika smanjuje.Postavlja se i pitanje zašto se u općoj brizi za naše šume prati samo stanje u državnim šumama, dok se u privatnim šumama malih posjednika, koje čine jednu četvrtinu ukupnoga šumskog kompleksa, događaju radnje koje, za razliku od državnih šuma, otprilike odgovaraju stanju koje navode gore navedene Udruge. Dobna struktura vlasnika, neriješeni imovinsko pravni odnosi i zapušteno i neažurirano stanje našeg katastra i gruntovnice, usitnjeni posjed, kao i neadekvatna zakonska rješenja i nepostojanje organizirane čuvarske službe razlog su takvom stanju. Razvoj tehnologija donio je brojne olakšice i koristi u današnjem življenju, ali nažalost i nedostatke. Mogućnost brzog prijenosa informacija omogućila je svima upoznavanje sa svim djelatnostima i strukama, što je pak stvorilo lažnu predodžbu o razumijevanju svih sfera života i njihovom funkcioniranju. Tako su danas brojni posjetitelji šume postali znalci o šumarstvu, ali i dobili mogućnost lakog iskazivanja svog viđenja o tome u medijima. Čak su nastali takvi uvjeti da im se više vjeruje nego struci koja se za to školovala i stjecala iskustvo kroz praksu. Paušalno i olako iznesene optužbe zauzimaju naslovnice i postaju istina, dok se demanti teško probijaju i prolaze nezapaženo. Tko je u svemu tome odgovoran za točno i istinito informiranje javnosti? U svakoj struci postoje pojedinci koji ne rade dobro ili se čine pogrešne radnje, ali ne može se generalizirati i na temelju toga donositi zaključke. Nažalost današnjim prevladavajućim negativističkim novinarstvom stvaraju se uvjeti nepovjerenja u bilo kakvu djelatnost i struku što nije dobro, a u budućnosti može biti i gore.Mlada šuma koja će uskoro stasati, i postati vidljiva i nešumarskom oku, na tako često prozivanim sljemenskim sječinama, ali i diljem Lijepe Naše, dokazat će da šumarska struka postoji i uspješno obavlja svoj posao, što je u cijeloj priči najvažnije. Takvih mladih i njegovanih šuma ima i sada na značajnim površinama, samo ih laici ne prepoznaju.Uredništvo ; EDITORIALWhen Thomas Waitz, representative of the European Parliament and member of the Group of the Greens/European Free Alliance, published in his official page "a new report on deforestation in Croatia", a report passed on by ViDrA– "Association of Veterans and Social Action", this piece of news spread across the Croatian network media. On this occasion the portal Telegram.hr published an interview with Vesna Grgić, chairperson of Vidra Association. The Association's Forum, called The Green Squad, was established, in their own words, "with the purpose of fighting against devastation of forests and forest land in the Republic of Croatia".The concern for common goods, which forests in the Republic of Croatia certainly are, is highly commendable. However, if we read accusations that refer mostly to the activities of the company Croatian Forests, one cannot but feel that there is a lot of misunderstanding of legal provisions and operational actions that take place in forest management. One of the examples of "disastrous forest devastation" mentioned in the interview was the possibility of a ban on logging in all forests for the period of 10 years and a comparison with Albania was given. There was no request from abroad for Albania to do so – it was a decision of the Albanian Parliament to impose a moratorium on cutting down forests for industrial purposes for the period from 2016 to 2025. The ban was implemented as a reaction to uncontrolled excessive logging, resulting in erosive areas clearly visible across the country. To compare this with the Republic of Croatia, which enjoys 256 years of organized forestry, is completely misplaced. The basic misunderstanding generally displayed by the public refers to sustainable management using the shelterwood system, where at the end of the life cycle of an even-aged stand (the name itself denotes that the trees are of relatively even age), the mature forest, naturally with all trees, including thick ones, is replaced with a young forest, which is not always clearly visible outside the vegetation period. What is important is that the forest remains on the forested land: there is no devastation and no degraded forest stages (just as non-experts consider a young forest in progression a scrub; however, a scrub is an example of a reverse process – regression). The rejuvenation period, which lasts for up to 20 years and in the final cutting stage it may last for one or more years if smaller forested areas are treated, is in fact the birth of a young forest. We all know that in the human world a child is born after labour pains and growing up and turning an adult takes years. This can be compared with the emergence of a young forest and care for its development. The labour pains bringing forth a forest and its management take time. Not only can the forested area being regenerated be compared to a maternity ward, it is also a work site where special regulations apply, particularly those related to safety at work. Nature lovers who are angry about the damaged forest roads when passing through the forest being regenerated, should know that they are in a construction site and that they would not be able to move freely on the construction site of a building or a bridge. To draw a parallel, a forest construction site could be fenced off like any other construction site, banning access to the area. It is unrealistic to expect that the condition of a forest, and indeed any other part of nature, can be conserved. Natural ecosystems are dynamic units that change constantly throughout time. In the Republic of Croatia, forests managed on a close-to-nature principle have undergone at least two, and some even three, complete lifecycles from their emergence to the final cut. This means that all stages have gone through this cycle, from a young forest only several centimetres tall, to an old forest with trees up to 30-40 metres tall. The average human lifespan today in our homeland of 78 years is just over half the lifespan of 140 years prescribed for pedunculate oak forests, and about three-quarters of the lifespan of 100 years prescribed for beech forests. It is normal that a resident or a visitor to a forest area overlooks the changes taking place in old forests which are not as drastic as those taking place when an old forest is replaced by a young forest. It is interesting that people rejoice when a new baby is born and is growing up, but are not happy when a new forest is born which foresters endeavour to make even better than the old one. An old proverb says "the world belongs to the young". It is only logical that the same applies to forests. New forests will provide multiple benefits for new generations. Just imagine what it would be like of all present-day forests were two or more hundred years old (as is the completely protected forest of Prašnik, where very few old pedunculate oak trees are left, while younger hornbeam trees predominate below them, which in fact leads to the disappearance of the principal tree species). We would have forests full of diseased, useless trees. The wood industry would remain without the raw material for their work, and people would consequently be left without employment in the wood industry or without numerous wood products. Another essential fact in the light of climate change is that the largest carbon sinks are created in forests younger than 140 years, after which carbon input decreases. Another question to ask is why general concern about Croatian forests focuses only on state forests, while private forest owned by small forest owners, who make up one fourth of the overall forest complex, are the scene of all those actions that mimic the condition deplored by the Associations mentioned earlier. The age structure of the owners, unsolved property and legal relations, neglected and out-of-date cadastres and land registers, fragmented property, as well as inadequate legal solutions and the lack of organized guard service largely contribute to such a state. The development of technology has provided various benefits and advantages to modern-day life, but also a number of disadvantages. Fast transfer of information has made it possible to gain an insight into different activities and professions, which has in turn created a false idea among people that they understand how all spheres of life function. Thus, many visitors to forests have become forestry experts and have been given an opportunity to express their views on the matter in the media. What is worse, such "experts" are believed more than the professionals who have been educated in the profession and have acquired experience through practice. Off-the-cuff and easily made accusations take the headlines and become the accepted truth, do denials are completely ignored and go unnoticed. Who is responsible for giving the public accurate and truthful information? There are individuals in every profession who do not work well or who make wrong moves, but this does not mean that generalisations can be made and conclusions passed on the basis of those few. Regrettably, today's prevailing negativist journalism creates the conditions of distrust in any activity or profession, which is certainly not good and may become even worse in the future. A young forest that will soon mature and become visible even to a non-forester's eye, both on the frequently criticized Sljeme felling sites and all over Our Beautiful Homeland, will prove that the forestry profession exists and does its job thoroughly and successfully. In essence, this is the most important thing in the whole story. Such young and tended forests take up large areas, but are not recognized by a non-expert eye.Editorial Board
