Unidad de excelencia María de Maeztu CEX2019-000940-M ; Food self-sufficiency is a relevant political issue in many countries, developed and developing, particularly to satisfy the internal nutritional needs of the population and face situations in which the prices of basic products are unstable or when a country faces an external shock. Improving resilience involves strengthening local rural communities to meet demand with domestic production. The member countries of Latin America and the Caribbean (LCN) produce enough food to sustain their population and to be one of the world's largest food exporters. From the theoretical discussion and using data from FAO, the research shows that there is a potential to improve food sovereignty and to define food and agricultural policies through agricultural complementarity among the LCN countries. Diverting part of the current trade with third parties to intraregional trade, for products in which the region has a comparative advantage, would mean that LCN countries could save up to 2.7 billion dollars per year, that is, 6.8%of total imports of food in 2018, avoiding the outflow of foreign currency and promoting greater economic integration between countries.
APPROVED ; This dissertation focuses on a number of major influences on Conor Cruise O'Brien's writing. It consequently explores how various pressures — literary, emotional and political — shaped the imaginary of this major figure in modern Irish history. An exploration of the impact of certain writers, and intellectuals, such as Owen Sheehy-Skeffington, Sean O'Faolain, Albert Camus, W.B. Yeats and Simone Weil, who were attractive to O'Brien, in terms of satisfying, or sometimes mirroring, different demands, will to some extent lead to a greater understanding of O'Brien's development as a writer. It will also shed light on the complicated literary and emotional mood of mid-twentieth-century Ireland. Roy Foster has acknowledged the literary complexity of the period following the Civil War, a period when writing often became a struggle to come to terms with sides taken; a society left questioning 'Did we do that? How did it happen? How did we end up here?' The pattern of thought that emerged from O'Briens' literary engagements illuminated a complex literary inheritance that infiltrated his writing. O'Brien's life, and the polemical nature of his work, provide a rich opportunity for exploring the counter-currents of Irish emotional and intellectual history 'an area that merits deeper exploration', according to the historian Tom Garvin. Any attempt to understand O'Brien's political and ethical maturation without tracing the formative, and formidable, influence of Owen Sheehy-Skeffington on him is unsatisfactory. This thesis explores that influence, and the related influence of Sean O'Faolain. O'Brien always maintained that he had been consistent in his thinking despite many claims to the contrary, and if he is approached at the level of imaginative influence, this assertion is credible.
Insufficiency of water resources in the Middle East Region represents vital factors that influence the stability of the region and its progress. Expectations indicate that the condition will be dimmer and more complicated, especially in Iraqi territory. Iraq, which is situated in the Middle East, it covers an area of 433,970 square kilometers and populated by about 32 million inhabitants. Iraq greatly relies in its water resources on the Tigris and Euphrates Rivers as a surface water resources, and several productive groundwater aquifers in which from the hydrogeological point of view divided into several major aquifer units including Foothill, Al-Jazira, Aquifer System, Mandali-Badra-Teeb, Mesopotamian and Desert Aquifer system. Recently, Iraq is suffering from water shortage problems. This is due to external and internal factors affecting the water quality of water resources; they are controlled and uncontrolled factors. The uncontrolled factors are climate change and its consequences, such as reduction of precipitation and temperature increasing. The controlled factors have a significantly negative influence on water resources, but their effects involve more specific regions. The controlled factors are mainly represented by building dams and irrigation projects within the upper parts of the Tigris and Euphrates catchments, Al-Tharthar Scheme, waste water, solid wastes and wastes from wars, which has a significant effect on surface water in Iraq because about 80% of the water supply to Euphrates and Tigris Rivers come from Turkey. In addition, the pressures resulting from the high demand for water resources, and the continued decline in their quantity rates have led to major changes in the hydrological condition in Iraq during the past 30 years. The decrease in surface water levels and precipitation during these three decades reflects the drop in the levels of water reservoirs, lakes, and rivers to the unexpected levels. The level of main country's water source, Tigris, and Euphrates Rivers has fallen to less than a third of its natural levels. As storage capacity depreciates, the government estimates that its water reserves have been reduced precariously. According to the survey from the Ministry of Water Resources, millions of Iraqi people have faced a severe shortage of drinking water. Since of the importance of water for human life and the need to monitor temporal and spatial changes in quality and quantity, there is a need to develop a general Iraqi Water Quality Index (Iraq WQI) to monitor surface water and groundwater and classify it into five categories, very good, good, acceptable, bad and very bad, in terms of suitability for domestics, irrigation and agriculture depending on the Iraqi and WHO standards for drinking water. In addition, strict establishment for the regular quantitative monitoring surface water and groundwater setting and processes. Prospects are more negative for all riparian countries. This implies that solving these problems requires actual and serious international, regional, and national cooperation to set a prudent plan for water resources management of the two basins. When a dam is built, its safety becomes a constant concern for the owner, the public and for governments. Therefore, continuous observation through routine inspections and safety reviews become necessary. Acting as protectors of public safety, governments and professional organizations save no effort in the promulgation of legislations and laying out guidelines for such inspections and reviews. These issues are discussed here starting with the basic first step of visual inspections by the operators and the follow up of detailed safety reviews by specialists. Careful visual inspections assisted by instrumentation measurements may reveal an early negative issue such as, but not limited to, increased seepage, increased uplift pressure, signs of weakness like cracking in the body of the dam, or dams' slope sloughing, and even damaged hydraulic control equipment. Documenting and reporting these observation helps in taking remedial measures in good time and may lead to more intensive safety reviews. Suggested check lists for the inspection engineers are given here, but these may be tailored for each dam according to its needs. These lists cover issues common to both embankment and concrete dams, and include other specific issues related to each type of them. Metal equipment take their share by listing such areas as corrosion, fatigue and cracking, tear, and wear and so on. Instrumentation measurements are also given their due consideration by giving brief mention of types of measurements needed and points to be observed in instrumentation control work. Several hypotheses have been proposed to explain these changes, including the negative interaction with jellyfish blooms. Increases in jellyfish blooms may be one of the reasons for a decline in these fish stocks because several jellyfish species have been shown to feed on fish larvae and juveniles. The main aim of the present study was to test the plausible relationship between jellyfish blooms and stock dynamics (abundance, biomass, and fitness) of anchovy and sardine, and its fisheries within an ecological context of the western Mediterranean Sea. Our main hypothesis was that jellyfish blooms, in combination with other environmental drivers, could have negative effects due to their predation on early stages of small pelagic fish (direct mortality) or due to predation on zooplankton, which is also prey of the small pelagic fish at different ontogenetic stages (direct competition). To test our hypothesis, we developed Bayesian Generalized Linear Mixed Models to compare landings, biomass, abundance, and Kn condition factor of both species with several climatic indices, oceanographic variables, and the occurrences of jellyfish blooms. Our results revealed that the jellyfish bloom occurrence had a high probability of negatively and broadly affecting both species in addition to changes in environmental conditions. Abstract This study aims to analyze the moderating power of time of unemployment in the relationship between work values and psychological well-being. The sample consisted of 265 unemployed individuals, 77 men and 188 women with an average age of 27 years (SD = 7.21), with complete secondary education in 48% of the total sample. The following data collection instruments were applied: Positive and Negative Affect Schedule, the Flourishing Scale and the Work Intrinsic Values Scale. The results of hierarchical regression analyses show that time of unemployment acts as a moderator in the relationship between the work values and the psychological well-being, so that the longer the unemployment duration the greater the individual's psychological well-being. Consequently, the shorter the period of unemployment, more intense is the feeling of negative emotions. The result yield three important contributions: demonstration of the association between work values and psychological well-being of unemployed; identification that the period of unemployment is an important moderator to understand the unemployed well-being and review of the issue of unemployment in the social and political field in times of recession.
The Middle East and North Africa (MENA) region is the top destination for Russian food exports, grains in particular. Focusing on Turkey, Egypt, Iran, and Saudi Arabia, this chapter shows that Russia's food trade with MENA countries is strongly affected by bilateral political relations. Russia banned most food imports from Turkey over a political conflict in 2016. In the same year, improved intergovernmental cooperation with Saudi Arabia resulted in a diversification of Russia's food exports to the Gulf country, and in 2019, Iran's accession to the Eurasian Economic Union (EAEU) led to increasing food trade with Russia. Food imports in MENA countries are usually managed by powerful state trading enterprises (STEs), which recurrently disapprove food products originating from Russia based on non-adherence to food quality standards. Our analysis shows that Russia is successfully working to open additional destination markets, while simultaneously impeding imports of food products that it aims to produce domestically.
Securitization theory (ST) makes an insightful and significant contribution to security studies. Through the use of discursive speech act, ST provides an innovative strategy for understanding the application of security's distinctive character and dynamics to any issue in order to make it a security issue. Valuable as the theory is to security studies, the subaltern appear missing in existing securitization analyses. Even when the subaltern are examined, for instance in critiques of classical ST, they are conceived and presented as passive, lacking agency, voice, and power, and suffering from security silence problem. ST's reliance on discursive speech act and focus on state political elite prevent it from capturing the subaltern and subaltern securitization process. Furthermore, while existing ST and critiques of securitization studies offer some direction regarding how the subaltern actors may securitize threats to their security, these perspectives are incidental and grossly underdeveloped. In order to resolve this problem, the current study takes a novel approach to securitization studies by investigating how subaltern actors engage in securitizing discourses and practices. By combining the Fanonian decolonial theory of emancipatory violence, where the nature of the (post)colonial context becomes visible with the theoretical insights of ST, the study shows that the subaltern are able to securitize using protest and violence. The subaltern use protest and violence to show their perception and identification of security threats, mobilize the subaltern audience, and challenge and confront the threatening subject – often times, the subaltern's significant audience – to ensure that action is taken on issues concerning subaltern security. In addition to discourse, therefore, protest and violence serve as the subaltern's instruments of political communication used by the subaltern to move issues beyond normal to the point of extraordinary politics. Consequently, protest and violence can force audiences – including the common people and the political elite – to imagine threats to subaltern security, typically perceived but sometimes real, and accept subaltern securitization moves, and where possible take actions that may amount to an alteration or a change in the order of things. Such change may either be in favour of subaltern's perception of security or not. To uncover the essential dynamics of subaltern securitization, this study synthesizes a version of decolonial theory with elements of existing ST and focuses on the subaltern actors from below the state in Nigeria, a non-Western, postcolonial context. The results reveal that subaltern securitization is possible when members of the subaltern successfully mobilize themselves to collectively identify (real or perceived) threat to their security and in so doing challenging and confronting the threat. This makes their security concerns an issue of priority. The study concludes that desirable as subaltern securitization may be, especially to the subaltern, there is a tendency for subaltern securitization to obfuscate the danger that may lurk around subaltern's attempts to securitize certain issues.
Dam Safety and dam incidents are treated here looked at from the "Human Factors" perspective. An attempt is made to explore these factors as an important drive in impairing dams' safety and increases their risks. Distinction is drawn between the "Normal Human Caused Incidents" and the "Extraordinary Human Caused Incidents" together with the description of their root origins and subsequent consequences. The first type includes unintentional mistakes, errors and flaws committed by the operators of dams inadvertently, in addition to negligence, lack of experience or overconfidence. Such failings can happen in manual operation of dams, or through the use of their Supervision, Control and Data Acquisition (SCADA) systems as in industrial control system (ICS). They can occur also due to flaws in software or even in the application of information and communication technology (ICT) in remote control operations. As for the second group; the extraordinary human factors, they are defined here as those committed by man with the full understanding of their possible damage. They are done purposely for destabilizing dams after thoughtful and carefully meditated decision making process and they are manifested in acts of war, sabotage and terrorists actions. In this modern age, these acts are characteristics of hackers' attacks on dam(s) operating systems. This is done through the use of cyberspace by the widespread interconnected digital technology with the accompanying advances in the communication technologies. As such, these technologies have made remote control of such systems possible. Not limited to this, dams remain now, as they were always in the past, the obvious targets in wars and conflicts to inflict losses on the enemy and to use them as weapons, and for terrorism actions for challenging governments. Examples of the aforementioned threats are described with examples given from real cases to elucidate the dangers involved. The Gnassingbé clan has ruled the country since 1967. The demand for political alternance, initiated by institutional and electoral reforms, constituted the major contentious issue between the government and the challengers of the Gnassingbé regime throughout the survey period. The legislative elections of 20 December 2018, boycotted by the major opposition parties, resulted in an easy victory of the ruling party. The first local elections since more than 30 years took finally place on 30 June 2019 and resulted in the victory of the ruling party. Shortly afterwards, in February 2020, the President won also the disputed presidential elections and even consolidated his power, assisted by the loyal army and security services. The outbreak of the Corona epidemic in Togo in April and the subsequent economic recession may have contributed to limit popular protest against the Gnassingbé regime. The human rights record of the government has improved but remains poor. Despite undeniable improvements to the framework and appearance of the regime's key institutions during the review period, democracy remains far from complete. However, the international community, notably Togo's African peers, the AU and ECOWAS, followed a 'laissez-faire' approach in the interests of regional stability and their national interests in dealing with Togo. Economic growth remained stable at about 5% per annum (before Corona). Public investment in infrastructure and increases in agricultural productivity, notably of export crops, had been the key drivers of economic growth. However, growth remains vulnerable to external shocks and the climate and has not been inclusive. Positive growth was overshadowed by increasing inter-personal and regional inequality as well as an increase in extreme poverty. Moreover, money-laundering, illegal money transfers and trafficking grew alarmingly. La revendication d'alternance politique, initiée par des réformes institutionnelles et électorales, a constitué le principal litige entre le gouvernement et les challengers du régime Gnassingbé tout au long de la période d'enquête. Les élections législatives du 20 décembre 2018, boycottées par les principaux partis d'opposition, se sont soldées par une victoire facile du parti au pouvoir. Les premières élections locales depuis plus de 30 ans ont finalement eu lieu le 30 juin 2019 et ont abouti à la victoire du parti au pouvoir. Peu de temps après, en février 2020, le président a remporté également les élections présidentielles contestées. Par cela il a même consolidé son pouvoir, aidé par l'armée fidèle et les services de sécurité. Le déclenchement de l'épidémie de Corona au Togo en avril 2020 et la récession économique qui a suivi, ont peut-être contribué à limiter les protestations populaires contre le régime de Gnassingbé. Le bilan du gouvernement en matière de droits humains s'est amélioré, mais reste médiocre. Malgré des améliorations indéniables du cadre et de l'apparence des principales institutions du régime pendant la période à l'examen, la démocratie reste loin d'être achevée. Cependant, la communauté internationale, notamment les pairs africains du Togo, l'UA et la CEDEAO, ont suivi une approche de «laissez-faire» dans l'intérêt de la stabilité régionale et de leurs intérêts nationaux face au Togo. La croissance économique est restée stable à environ 5 % par an (avant Corona). Les investissements publics dans les infrastructures et les augmentations de la productivité agricole, notamment des cultures d'exportation, ont été les principaux moteurs de la croissance économique. Cependant, la croissance reste vulnérable aux chocs externes et au climat, et le développement n'a pas été inclusive. La croissance positive a été éclipsée par l'augmentation des inégalités interpersonnelles et régionales ainsi que par une augmentation de l'extrême pauvreté. En outre, le blanchiment d'argent, les transferts d'argent illégaux et le trafic ont augmenté de façon alarmante. Die Forderung nach politischer Abwechslung, die durch institutionelle Reformen und Wahlreformen ausgelöst wurde, war das Hauptstreitpunkt zwischen der Regierung und den Herausforderern des Gnassingbé-Regimes während des gesamten Untersuchungszeitraums. Die von den großen Oppositionsparteien boykottierten Parlamentswahlen vom 20. Dezember 2018 führten zu einem leichten Sieg der Regierungspartei. Die ersten Kommunalwahlen seit mehr als 30 Jahren fanden schließlich am 30. Juni 2019 statt und führten zum Sieg der Regierungspartei. Kurz darauf, im Februar 2020, gewann der Präsident auch die umstrittenen Präsidentschaftswahlen. Somit festigte er sogar seine Macht, unterstützt von der loyalen Armee und den Sicherheitsdiensten. Der Ausbruch der Corona-Epidemie in Togo im April und die anschließende wirtschaftliche Rezession haben möglicherweise dazu beigetragen, den Protest der Bevölkerung gegen das Gnassingbé-Regime zu begrenzen. Die Menschenrechtsbilanz der Regierung hat sich verbessert, ist aber weiterhin schlecht. Trotz unbestreitbarer Verbesserungen des Rahmens und des Erscheinungsbilds der wichtigsten Institutionen des Regimes im Berichtszeitraum bleibt die Demokratie bei weitem nicht umfassend. This book looks at the interplay between criminal law and other branches of public law pursuing similar objectives (referred to as 'quasi-criminal law'). The need for clarifying the concepts and the interlink between criminal and quasi-criminal enforcement is a topic attracting a lot of discussion and debate in both academia and practice across Europe (and beyond). ABSTRACT Objective: To assess the current level of oral health knowledge and identify information sources among adolescents in Bhubaneswar, India. Material and Methods: A cross-sectional examination was conducted among 1330 adolescents aged 13 to 15 years enrolled in 24 randomly selected government and private schools in Bhubaneswar. A specially designed self-administered questionnaire was used to collect the responses. Chi-square test with a level of significance set at 5% was used for statistical analysis. Results: Parents (55%) followed by media (18%) were the major sources of oral health information among the study population, which was statistically not significant in relation to gender and school type. Many subjects (95.3%) perceived sweets could cause tooth decay; however, this was statistically significant only among school type (p<0.05). Around (45%) knew about fluoride and only 36% properly identified fluoride's action as preventing cavities. This was statistically significant among both gender and school type (p<0.05). Seventy-five percent of students effectively distinguished gum disease symptoms, which was significant only with gender (p<0.05). Around 55% identified that oral habits have an influence on oral health, which showed significance among gender (p<0.05). Conclusion: Children oral health knowledge was not satisfactory, highlighting the need to utilize parents, schoolteachers and media to provide oral health education. It's essential for designing and implementing a person-centered care model in dentistry.
