The author describes the historical concepts of education, the establishment and expansion of missionary education in Eastern Nigeria, the participation of the British colonial government, and the policy of partnership between government and missions. With the arrival of internal self-government and the establishment of the Nationalist Government in the Eastern Region, education became the major political issue. The Nationalists introduced free universal primary education but had to modify it drastically when faced with financial collapse. They also introduced new laws for education which decreed that in future only Local Governments could open new primary schools, not the missions or voluntary agencies. This policy was strongly resisted by the Roman Catholic Mission in particular. Faced with strong opposition, the Government modified its proposals, but in the following years regained the initiative. The long dispute was brought to a sudden end by the advent of military government and the civil war. (DÜI-Hff)
