Раздел "Международные отношения" ; Обеспечение азиатской безопасности во многом зависит от внутренней обстановки и внешней политики ведущих держав этого региона - Китая и Индии. Сохранение мира и стабильности возможно лишь при согласованных действиях этих двух стран, которые обладают самым большим в Азии экономическим и военным потенциалом. Однако во взаимоотношениях Индии и Китая существуют определённые сложности, препятствующие полномасштабному сотрудничеству этих государств. Одной из основных причин индийско-китайских разногласий следует назвать нерешённый территориально-пограничный спор (ТПС). Противоположные подходы этих стран к вопросу о прохождении государственной границы Индии и Китая и принадлежности ряда их приграничных территорий создают напряжённость не только в индийско-китайских отношениях, но и в азиатском регионе. Неурегулированный ТПС влияет на стабильность в Тибете, Кашмире, Непале, Сиккиме, Бутане и Аруначал Прадеш. Эти территории можно рассматривать как зоны соприкосновения стратегических интересов Китая и Индии. Распространение влияния КНР на Тибет, расхождения правительств Индии, Китая и Пакистана по вопросу принадлежности Кашмира, военно-стратегическое присутствие Китая в Ладакхе, заявления китайской стороны о не установленной индийско-китайской границе привели к вооружённому конфликту между Китаем и Индией в 1962 г. и на десятилетия фактически заморозили их межгосударственные отношения. Дополнительные разногласия вызвала политика Индии по включению ряда гималайских территорий, в частности Сиккима и Северо-восточного пограничного агентства (Аруначал Прадеш), в свой состав на правах штатов, а не союзных территорий. Противоречия Индии и Китая по кашмирскому и тибетскому вопросам, по проблеме статуса территорий Сиккима и Аруначал Прадеш оказывают непосредственное влияние на разрешение индийско-китайской пограничной проблемы. Между всеми спорными вопросами существует тесная взаимосвязь и взаимовлияние. Поэтому разрешение любого из них будет способствовать нормализации ситуации в целом. Важные шаги по налаживанию межгосударственных отношений, в том числе и пограничной проблемы, были предприняты руководством Китая и Индии в начале 90-х гг. XX в., когда стороны отказались от вмешательства во внутренние дела друг друга и от привлечения каких-либо внешних сил для решения спорных вопросов. Сегодня основное внимание китайской и индийской сторон направлено на развитие мер доверия и установление более тесных контактов в областях, которые не вызывают разногласий. = Asian security in many respects depends on the internal conditions and foreign policy of the leading regional powers — especially of China and India. The maintenance of peace and stability is possible only with the coordinated actions of both countries, which possess the largest Asian economic and military potential. But there are some difficulties, which preclude the full-scaled cooperation of these nations. One can mention that the basic reason of Sino-Indian disagreement is the unsettled territorial-border dispute. The opposite views of these countries on the issue of the belonging of some border areas create tension not only in Sino-Indian relations, but also in Asian region as a whole. The unresolved territorial-border dispute has an influence on stability in Tibet, Kashmir, Nepal, Sikkim, Bhutan and Arunachal Pradesh. These territories are zones of direct contact of Chinese and Indian strategic interests. The expansion of the CPR's influence in Tibet, the divergence of India's, China's and Pakistan's opinions on the Kashmir issue, the military and strategic presence of China in Ladakh, the Chinese statements about the no-demarcated Sino-Indian border led to the armed clashes between China and India in 1962 and in fact had frozen their bilateral relations for several decades. The inclusion of several Himalayan territories, in particular Sikkim and North-Eastern Frontier Agency (Arunachal Pradesh), by India with the status of the state instead of the union territory created more controversy. Indian and Chinese contradictions on the Tibetan and Kashmir issues, on the problem of territorial status of Sikkim and Arunachal Pradesh have made a direct impact on the settlement of the Sino-Indian border problem. All these vexing questions have a close interdependence. Therefore, resolution of any of them, would contribute to the normalization of the situation in general. The significant steps on the Sino-Indian intergovernmental bridging, including the border problem, were undertaken by Indian and Chinese leaders in the early 1990th, when both sides renounced mutual interference in the domestic affairs of each other and bringing any external powers for the solution of controversial points. The main attention of the Chinese and Indian sides is drawn today to confidence building measures and to the establishment of closer contacts in the areas, which do not raise controversy between these countries.

Раздел "Международные отношения" ; В статье рассмотрена роль ШОС в формирующейся многополярной системе международных отношений, азиатской и мировой системах безопасности, решении глобальных проблем. Автором предпринята попытка обозначить причины возникновения, основные направления и приоритеты деятельности ШОС, ее эволюцию. Изучен процесс формирования договорно-правовой базы в рамках данной организации, содержание наиболее важных документов, ход взаимодействия с другими международными организациями, главные институциональные и концептуальные ограничения деятельности ШОС, перспективы ее развития. В качестве основных факторов, препятствующих расширению активности ШОС и укреплению азиатской системы безопасности, выделены противоречия в видении приоритетов в указанной сфере между ведущими государствами, диспропорции в экономическом развитии стран-участниц, размещении и состоянии дорожной и телекоммуникационной инфраструктуры, различный уровень устойчивости национальных валют, незавершенность политических преобразований, наличие таможенных и иных барьеров, обостряющаяся проблема незаконной миграции, экологический, неоднозначный по своему воздействию энергетический фактор. Автор не соглашается с попытками противопоставить НАТО и ШОС, указывает на преимущественно региональную направленность деятельности последней, разницу в целях и задачах данных структур. В статье рассмотрено внедрение в рамках ШОС многосторонних режимов транспарентности и мер доверия, ограничительных режимов (режимов нераспространения). = The article considers the role the Shanghai Cooperation Organisation is playing in the emerging multipolar international relations system and the settlement of global problems. The author makes an attempt to outline the reasons for the emergence of the Shanghai Cooperation Organisation, the main directions and priorities of its activities and evolution. It studies the process of the formation of the treaty and legal base within the framework of this organization, the contents of its most important documents, interrelations with other international organizations, the main institutional and conceptual limitations of the Shanghai Cooperation Organisation as well as the prospects of its development. The main factors which hinder the expansion of the Shanghai Cooperation Organisation activities and fostering of the Asian security regime are considered to be the contradictions in the perception of priorities in this sphere by the leading states, disproportions in the economic development of the member-states, the placement and state of the roads and telecommunications infrastructure, different levels of national currencies stability, incompleteness of political reforms, the existence of customs and other barriers, the aggravating problem of illegal migration, the problems of ecology and the factor of energy, various in its impact. At the same time the author does not agree with the attempts to counterpose NATO and the Shanghai Cooperation Organisation, pointing out the primarily regional character of the activities of the latter organization as well as the difference in the objectives and tasks of these structures. In addition, the article explores the implementation in the multilateral regimes of transparency and trust measures and the limitation regimes (non-proliferation) within the Shanghai Cooperation Organisation.

Раздел "Международные отношения" ; В статье рассматривается целый ряд факторов (экономических, политических, социокультурных и др.), влияющих на геополитическое состояние Беларуси. Особое внимание обрается на срединное положение республики в регионе Центральной и Восточной Европы (так называемый фактор транзитности). Более чем 15-летний период самостоятельного развития республики свидетельствует о том, что фактор транзитности может играть важную экономическую и геополитическую роль, что очень важно в современных условиях. Рассматривая многовекторность внешней политики, которую проводит Беларусь, автор особо подчеркивает, что для экономико-социального развития Беларуси на ближайшую перспективу важно соблюдать сочетание восточной и западной ориентации, хотя стратегически приоритет все еще будет оставаться на стороне нашего восточного соседа — России. Автор также попытался проанализировать систему геополитического партнерства Беларуси и России в конце XX — начале XXI в., определить мотивацию разноскоростных интеграционных процессов двух государств. В этой связи интересен вывод автора, что на интенсивность интеграционных процессов в рамках Союзного государства доминирующее влияние в последнее время оказывают политические мотивы (в России — влияние разных политических элит, базирующихся на прагматическом эгоизме; в Беларуси — стремление сохранить в полном объеме суверенитет и независимость страны). Все это явно не способствует укреплению геополитической мощи как Беларуси, так и России. С учетом вышеобозначенных факторов Беларусь в XXI в. начала позиционироваться как отдельный геополитический субъект, обладающий собственным внешнеполитическим курсом и самостоятельно определяющий свою внутреннюю политику. Конечно, в условиях интегрирующейся Европы и прессинговой внешней политики США в отношении постсоветских республик, Беларуси необходимо соблюдать сбалансированное поведение в разных геополитических векторах. Именно этим продиктован активный поиск республикой новых партнеров на международной арене и, особенно, среди стран, критически настроенных в отношении проводимой США внешней политики (Иран, Венесуэла, Китай, Куба, Индия и др.). = The article considers a number of factors (economic, political, sociocultural etc.) which influence the geopolitical status of Belarus. Special attention is focused on the middle position of the Republic in the Central European and Eastern European region (the so-called, transit factor). The independent development of the country over more than 15 years has proved that the transit factor can play an important economic and geopolitical role, which is of great significance today. While considering the multivector foreign policy pursued by Belarus, the author emphasizes that economic and social development of Belarus in near future would require the combination of Eastern and Western orientation, though the strategic priority should remain with the Eastern neighbour — Russia. The author also makes an attempt to analyze the system of the geopolitical partnership of Belarus and Russia at the end of the 20th — the beginning of the 21st century, to determine the motivation of the diverse speed integration processes of the two states. Special interest is presented by the author's conclusion about the political motives dominating the integration processes in the Union State lately: the influence of various political elites guided by pragmatic egoism in Russia on the one hand and Belarus striving to retain its full sovereignty and independence on the other. All this does not contribute to strengthening of either Belarus' or Russia's geopolitical power. With the above-mentioned factors in view Belarus started to position itself in the 20th century as an independent geopolitical subject, with its own foreign policy course and an independent domestic policy. Certainly, with Europe integrating and the US foreign policy pressuring the post-Soviet countries, Belarus has to keep a balanced attitude along its different geopolitical vectors. It is this, that dictates the active search of new partners in the international arena for the Republic, especially among the countries critical of the US foreign policy (Iran, Venezuela, China, Cuba, India and others).

The article is devoted to the analysis of Kojeve's interpretation of Hegel's «Phenomenology of Spirit» and its correlation with political strategies and practices of «soft» variant of globalization, realized through the politics and ideology of the united Europe. The content of such Hegel's philosophical notions as «struggle for Recognition» and «Terror», «End of history» and «State» is also explicated. = Анализируется интерпретация гегелевской «Феноменологии духа» А. Кожева, показывается ее связь с политическими стратегиями и практиками т. н. «мягкого» варианта глобализации, который осуществляется сегодня в рамках политики и идеологии объединенной Европы. Раскрывается содержание таких гегелевских философских понятий, как «борьба за признание» и «террор», «конец истории» и «Государство».

Раздел "Международные отношения" ; Статья раскрывает особенности югославско-албанских межгосударственных отношений в период создания блока советских государств в Восточной и Юго-Восточной Европе и их роль во внешнеполитическом курсе СССР в первые послевоенные годы. Включение Югославии и Албании в сферу политического влияния СССР сопровождалось активной экономической помощью этим балканским странам со стороны Советского Союза. Однако излишняя самостоятельность руководства Югославии в решении внешнеполитических вопросов привела к советско-югославскому конфликту 1948 г. Итогом разрыва отношений между СССР и Албанией, с одной стороны, и Югославией — с другой, стала смена политики Советского Союза. СССР установил жесткий контроль над внешнеполитической деятельностью всех стран народной демократии, а Югославия на некоторое время выпала из сферы влияния Москвы. = The article gives insight into the peculiarities of the relations between the states of Yugoslavia and Albania during the period of emergence of the Soviet bloc in Eastern and Southern Eastern Europe and into the role of these states in the USSR foreign policy in the first post-war years. The inclusion of Yugoslavia and Albania into the USSR's sphere of influence was accompanied by considerable Soviet economic aid to these Balkan countries. But excessive independence of the Yugoslavia leadership in pursuing their foreign political interests led to the Soviet-Yugoslav conflict in 1948. The severing of relations between the USSR and Albania, on the one hand and the USSR and Yugoslavia, on the other resulted in the change of the USSR foreign policy. The USSR established strict control over the foreign political activities of all countries of popular democracies, while Yugoslavia stayed for some time outside the Soviet sphere of influence.

Проводится детальный анализ основных причин и последствий неудач государства на международной арене, приведших в конечном итоге к падению его внешнеполитического статуса. The article considers the political situation which accompanied the appearance of Polish-Lithuanian confederate state in the second half of XVII century. The detailed analysis of the basic reasons and the consequences of failures of RP on the international arena is given.

Раздел "Международные отношения" ; Динамика международных отношений обусловливает необходимость создания механизмов подготовки, принятия и продвижения решений по вопросам международной деятельности государств с опорой на науку. Наиболее известные приемы проработки внешнеполитических решений — сопоставительная, системная, процедурная методики, метод проблемного структурирования. Активное применение научных разработок указывает на развитие взаимосвязи практики и научного знания. Проблемой остается доведение мнения экспертов до лиц, принимающих решения. Преодолению издержек способствуют исследовательские структуры, целевые научные коллективы («фабрики мысли», в англоязычной версии — think tanks), которые впервые появились в США около 100 лет назад. Следующее поколение «фабрик мысли» возникает после Второй мировой войны. Привлечение научной мысли к разработке политической и государственной стратегии становится все более масштабным. В 70-е гг. XX в. возникает новая генерация экспертных структур с более широкими возможностями и функциями. Окончание «холодной войны» послужило новым толчком к их развитию. «Фабрики мысли» играют важную роль в выработке и обсуждении решений, образуют основу для неформальной дипломатии. Они генерируют идеи, способствуют профессиональному росту политиков, чиновников и экспертов, повышают информированность граждан. Основная ниша их действия — пространство между академическим миром и структурами власти. Наиболее общие тенденции эволюции «фабрик мысли» — количественный рост, сближение с политическими и государственными структурами, тематическая специализация и междисциплинарный подход, оперативный формат продукции, создание экспертных сетей. = Dynamics of the international relations causes the necessity of establishment of mechanisms of preparation, acceptance and promotion of decisions on issues of the international activity of the states with expert support. The most known methods of the study of foreign policy decisions are comparative, systemic, procedural techniques and a method of problem structurization. Active application of research results indicates the developing interrelation between practice and scientific knowledge. A problem there is getting the experts' opinion across to the persons responsible for the decision-making process. Research structures, target scientific groups («think tanks»), which first appeared in the USA about a hundred years ago, promote the overcoming of the barrier. The next generation of «think tanks» arose after the Second World War. Involving scientific thinking in development of political and state strategy is becoming more large-scale. In the 1970s there came a new generation of expert structures with ampler opportunities and functions. The end of the Cold war gave a new impulse to their development. «Think tanks» play an important role in informal diplomacy, development and discussion of decisions. They generate ideas, promote professional growth of politicians, officials and experts, raise citizens' awareness. The basic niche for their action is the space between the academic world and the authority structures. The most general tendencies of the evolution of «think tanks» are quantitative growth, convergence with political and state structures, thematic specialization and interdisciplinary approach, an efficient format of product and the establishment of expert networks.

Раздел "Международные отношения" ; В статье рассматриваются дипломатические отношения Великого княжества Литовского в период войны Речи Посполитой со Швецией 1600—1629 гг., исследуются причины конфликта, раскрываются особенности взаимодействия ВКЛ со Швецией, отражается специфика организации дипломатической службы Речи Посполитой. Дипломатические контакты ВКЛ как составной части Речи Посполитой в отечественной историографии изучались фрагментарно, в контексте общих проблем истории двух государств. Детальное изучение дипломатических контактов ВКЛ позволит более полно определить статус княжества в конфедеративном союзе с Польшей и его роль в европейской истории. Долгое время в исторической науке считалось, что после подписания Люблинской унии 1569 г. дипломатическая служба княжества перестала существовать. Дипломатические контакты ВКЛ второй половины XVI — первой половине XVII ст. отождествлялись с внешней политикой и дипломатией Польской Короны, тем самым подчеркивалась несамостоятельность международной политики ВКЛ. События первой трети XVII ст. наиболее глубоко выявили противоречивый характер взаимоотношений между ВКЛ и Королевством Польским. Династические интересы дома Вазов усилили противоречия внутри страны между основными политическими лагерями. Ситуация осложнялась серьезным религиозным противостоянием католиков, протестантов и православных. Политическая элита ВКЛ была заинтересована в сохранении влияния в Инфлянтах, поскольку экономическое благосостояние княжества в значительной степени зависело от балтийской торговли. В процессе исследования автор приходит к выводу о том, что в отношениях со Швецией проявилась разница интересов Короны и княжества. ВКЛ выступало как равноправный участник федеративного государства и проводило достаточно самостоятельную линию в дипломатических отношениях с соседними странами, которые находились в сфере его геополитических интересов. = The author considers diplomacy of the Great Duchy of Lithuania (GDL) during the war of Rzhech Pospolyta (RP) with Sweden in 1600—1629, investigates the reasons of the conflict, reveals the features of interaction of the GDL with Sweden and reflects the specifics of the organization of diplomatic service of RP. This theme has not received complex consideration in the domestic historiography. Diplomatic contacts of the GDL as component of RP were studied in fragments, within the context of the general problems of the history of the two states. Detailed study of diplomatic contacts of the GDL will allow to give a more complete definition of the status of the Duchy in the federative union with Poland and its role in European history. For a long time the historical science considered that after signing the Lublin unia of 1569 the diplomatic service of the Duchy had ceased to exist. Diplomatic contacts of the GDL in the second half of XVI — first half XVII century were identified by the foreign policy and diplomacy of the Polish Crown. The events of the beginning of the XVII century, revealed most deeply the inconsistent character of the mutual relations between the GDL and the Polish Kingdom. The dynastic interests of the Wasa house aggravated the contradictions between the basic political camps inside the country. The situation was seriously complicated by the religious opposition between Catholics, Protestants and the Orthodox. The political elite of the GDL was interested in the preservation of influence in Infland as the economic well-being of the Duchy substantially depended on the Baltic trade. As a result of the research the author comes to a conclusion, that the relations between the GDL and Sweden showed the difference of interests between the Crown and the Duchy. The GDL acted as an equal member of a federative state and acted sufficiently independently in diplomatic relations with the neighbour states which were in the sphere of its geopolitic interests.

Действительно, почти по всем показателям межпартийной поляризации разногласия между конгрессменами от Республиканской и Демократической партий стали за последние 25 лет настолько значительными, что достигли уровня межпартийной конфронтации 1920-х гг. Хотя и в средствах массовой информации, и в научной литературе часто высказываются предостережения по поводу опасных последствий такой ситуации, многие все же считают, что «безвыходная ситуация» всегда была свойственна американской политике и что отцы-основатели намеренно создали институциональную политическую систему, постоянно сохраняющую статус-кво. На фоне этих мнений в статье исследуются современные тенденции политики в области окружающей среды. Анализ строится на двух основных допущениях. Во-первых, автор исходит из того, что, несмотря на полученное демократами по итогам последних выборов большинство в обеих палатах Конгресса, «безвыходная ситуация» действительно определяет национальный политический ландшафт. Во-вторых, структура американской конституционной системы компенсирует влияние «безвыходной ситуации» и обусловливает возможность проведения эффективной политики в области окружающей среды даже в условиях «безвыходной ситуации» на федеральном уровне. = The claim that policymaking in the United States is mired in a state of gridlock has been repeated often and loudly. Indeed, by almost any measure of partisan polarization, the divide between Democratic and Republican members of Congress has widened deeply over the past twenty-five years, reaching the levels of partisan conflict not witnessed since the 1920s. Yet, if both the popular media and the scholarly literature are awash with dire warnings, others maintain that gridlock has long characterized the American system and that the founders intentionally designed a system of institutional politics that largely preserves the status quo. This article explores recent trends in environmental policymaking in light of these competing claims. The analysis is based on two basic assumptions: first, that policy gridlock does reasonably describe the current situation at the national level, this despite the recent midterm capture of both chambers of Congress by the Democrats. The second assumption, however, is that the constitutional structure of the American political system diminishes the importance of gridlock at the national level; thus, in spite of gridlock, effective environmental policy is continuing to evolve.

The causes of disagreement on this matter in the supreme governing bodies of the country in the early December of 1921.

Nordiska Ministerrådet bedriver under 2004-2006 ett nordiskt samprojekt som syftar till att bidra till integrering av ett köns- och jämställdhetsperspektiv i nordisk ekonomisk politik. Den här exempelsamlingen har författats inom ramen för detta projekt. Exempelsamlingen beskriver ett antal nordiska jämställdhetsanalyser och dess bidrag till förståelse för hur jämställdheten ser ut inom olika områden. Vidare förs en diskussion kring ekonomisk styrning och jämställdhet, därutöver exemplifieras ett antal metoder som använts i norden och internationellt för att genomföra jämställdhetsanalyser, några av dessa med ett könsperspektiv på resursfördelningen. Syftet med exempelsamlingen är att bidra till diskussionen kring metodutveckling för integrering av ett jämställdhetsperspektiv i de statliga budgetprocesserna. Intentionen är att den ska bidra positivt till utvecklingen av ett tydligt köns- och jämställdhetsperspektiv i budgetarbetet. The Nordic Council of Ministers is conducting a Nordic cooperation project between 2004-2006 with the intention to contribute to the integration of a gender and equality perspective into Nordic financial policy. This is a compilation of examples gathered as part of the project. The book describes a number of Nordic gender equality analyses and their contribution to understanding equality within different sectors. Furthermore, it provides the basis for a discussion about gender responsive budgeting, including examples of a number of methods that are used in the Nordic countries and internationally.

At the Conference "Multilingualism in the enlarged European Union" (Vienna 2001) several speakers prognosticated a consequent enrichment and modernisation of the langu[1]ages in the new member states and expected this process to follow the same or similar ways of adaptation. On the basis of these expectations this paper deals with a specific area of the EU lexi[1]con, the so called Eurojargon, whose harmonisation could be considered a special aim. The "Plain language guide" to Eurojargon (http://europa.eu/abc/eurojargomm[1]dex_en.htm) contains 80 entries and is available in each official language of the EU, whe[1]reas the "European Glossary" contain; only the "old" member languages (before enlarge[1]ment in 2004). As opposed to the "European Glossary" with its 200 terms, which is inte[1]ractive, the "Plain language guide" (with the exception of about 10 terms taken over from the glossary) is not and can therefore not be used as a bi- or multilingual dictionary. That is the reason why the author of this paper has compiled lists of equivalents, including En[1]glish, French, German and the four Slavonic EU-languages (Polish, Czech, Slovak, Slovene). This paper is dealing with the mutuality and differences of the keywords (internationa[1]lisms, loans/calques, analytic denominations, abbreviations, metaphors) and briefly with the derinitions of selected examples. In conclusion we can state that the prognosticated assimilation undoubtedly takes place on the level of concept formation (on the semantic level), but a formai internationalisation is not dominant. The formation of equivalents is largely based on traditional patterns, including semantic change. Thus the Eurojargon can be regarded as an example of linguistic diversity in conceptual unity and is in no way do[1]minated by English to such an extent as other domains of the modem lexicon.

Раздел "Международные отношения" ; Учитывая принятие Украиной национальной стратегии, конечной целью которой является полномасштабная интеграция в евроатлантические структуры безопасности, оценка взаимоотношений Украины и Североатлантического альянса как ведущей евроатлантической структуры безопасности в современных условиях обусловливает необходимость системного исследования сущности, содержания и механизма формирования внешнеполитических целей Украинского государства. Сравнительный анализ проблем и перспектив формирования Украиной стратегии евроатлантической интеграции как средства обеспечения безопасности и суверенитета государства предопределил актуальность темы публикации. В статье проанализирован ряд проблем, стоящих на пути реализации евроатлантического внешнеполитического вектора Украины. Предпринята попытка дать характеристику как внешней, так и внутренней ситуации в Украине, потенциально влияющей на сближение с НАТО. Статья разработана с опорой на официальные материалы МИД Украины, заявления авторитетных политических деятелей и раскрывает как генезис отношений Украины и Альянса, так и современное состояние сотрудничества между ними. = Given the adoption by Ukraine of a national strategy aimed at full-scale integration into the Euro-Atlantic security structures, any assessment of the interaction of Ukraine with the North Atlantic Alliance as the leading Euro-Atlantic structure at present determines the necessity of a systemic study of the nature, content and mechanism of the formation of foreign policy goals of the Ukrainian state. The relevance of the publication lies in the comparative analysis of problems and prospects of Ukraine forming a strategy of Euro-Atlantic integration as a means to ensure security and sovereignty of the state. The article analyses a number of problems Ukraine is facing while seeking to implement its Euro-Atlantic foreign policy. The author makes an attempt to characterise both the external and the internal situation of Ukraine which is of potential impact on the rapprochment with NATO. The article is based on the official materials of the Ministry of Foreign Affairs of Ukraine and statements of important political figures. It explores both the genesis of the relations between Ukraine and the Alliance and the contemporary cooperation between them.

Раздел "Международные отношения" ; Договор об обычных вооруженных силах в Европе (ДОВСЕ) более десяти лет играл ключевую роль в поддержании архитектуры европейской безопасности. В соответствии с положениями ДОВСЕ было уничтожено почти 60 тыс. единиц обычных вооружений, что вдвое сократило общее количество оружия на континенте. Во второй половине 1990-х гг. стало очевидно, что Договор, основанный на балансе сил межу двумя группами стран-участниц — Организацией Варшавского Договора и НАТО, уже не отражает кардинальных изменений в геополитической ситуации в Европе. Это обусловило необходимость адаптации ДОВСЕ, которая проходила в 1997—1999 гг. и завершилась подписанием Соглашения об адаптации Договора на саммите ОБСЕ в Стамбуле в ноябре 1999 г. Соглашение об адаптации предполагает переход от ограничений, основанных на групповом балансе сил между двумя военно-политическими союзами к индивидуальной системе ограничений для каждого государства-участника, что позволяет эффективно предотвратить возможность крупномасштабного военного развертывания. Однако адаптированный ДОВСЕ не может вступить в силу на протяжении последних семи лет. Большинство стран-участниц заявляют о том, что ратифицируют Соглашение об адаптации только после того, как Российская Федерация полностью выполнит так называемые «стамбульские обязательства» по выводу своих вооруженных сил с территории Грузии и Молдовы и продолжают считать действующий ДОВСЕ краеугольным камнем европейской безопасности. В ходе третьей Конференции по рассмотрению действия ДОВСЕ в мае—июне 2006 г. Российская Федерация и Республика Беларусь наглядно продемонстрировали своим партнерам несостоятельность действующего Договора от 1990 г. и несоответствие современной военно-политической обстановке на европейском континенте, призвав предпринять все усилия по ратификации адаптированного ДОВСЕ в ближайшее время. Дальнейшее промедление с вступлением в силу адаптированного ДОВСЕ ставит под угрозу само существование Договора и чревато серьезными последствиями для сбалансированной системы европейской безопасности. Сложившаяся ситуация заставляет задуматься об альтернативных методах укрепления как национальной, так и европейской безопасности. = The Treaty on Conventional Armed Force in Europe (CFE) has played a key role in maintaining the European security architecture for more than 10 years. In accordance with the provisions of the CFE Treaty almost 60 thousands pieces of conventional weapons were destroyed, which had halved the overall amount of armaments in Europe. In the second half of the 1990s it became evident that the CFE Treaty based on the balance of forces between two groups of states — the Warsaw Treaty Organization and NATO, — did not reflect the drastic changes in the geopolitical situation in Europe. This stipulated the adaptation of the Treaty, which took place in 1997—1999 and resulted in the signing of the Agreement on Adaptation of the CFE Treaty in Istanbul in November 1999. The Agreement on Adaptation implied the transition from the limitations based on the group balance of forces between two politico-military unions to the individual system of the limitations for each State Party. This allows effectively to prevent a possibility of a large-scale military deployment. However, the adapted CFE Treaty could not enter into force for the last seven years. The majority of the participating States argue that they will ratify the Agreement on the Adaptation of the CFE Treaty only after the Russian Federation fulfils the so-called «Istanbul commitments» on withdrawal of its military forces from the territories of Georgia and Moldova. They also continue to consider the current CFE Treaty as a cornerstone of European security. At the Third CFE Review Conference in May—June 2006 the Russian Federation and the Republic of Belarus clearly demonstrated the invalidity of the current CFE Treaty of 1990 and its inconsistence with the modern politico-military situation on the European continent to their partners and urged them to undertake every effort to ratify the adapted CFE Treaty at the earliest convenience. Further delay in the entry into force of the adapted CFE Treaty threatens the very existence of the Treaty and may result in the collapse of the balanced system of European security. It makes us think about alternative methods of strengthening national as well as European security.
