This thesis retraces the problem of the multiple integration of the African-American community into the great American society following the abolition of slavery in the United States in 1863 by President Abraham Lincoln. Emancipation formalized by the US Congress in 1865 after the end of the American Civil War (1861-1865), the country entered a historical era called Reconstruction. In fact, Reconstruction policy implied not only the reconstruction of the Southern States which had been ruined by this civil war, but also the interracial and social integration of the four million new freed people in the US "Melting-Pot". But faced with the opposition of the Southern whites, the part of the policy that concerned the Blacks had a mixed result or even a failure. ; Ce mémoire retrace la problématique de l'intégration multiple de la communauté africaine-américaine au sein de la grande société états-unienne suite à l'abolition de l'esclavage aux États-Unis en 1863 par le Président Abraham Lincoln. L'émancipation officialisée par le Congrès états-unien en 1865 après la fin de la Guerre de Sécession (1861-1865), le pays est entré dans une ère historique dite Reconstruction. En fait, la politique de Reconstruction impliquait non seulement la reconstruction des États du Sud qui furent ruinés par cette guerre civile, mais aussi l'intégration interraciale et sociale des quatre millions de nouveaux libres dans le « Melting-Pot » états-unien. Mais face à l'opposition des Blancs sudistes, le volet de ladite politique qui concernait les Noirs connut un résultat mitigé voire un échec.

The advent of MOOCs and the buzz it generates defines e-learning as a main topic in the development strategy of universities. However, very few economic studies have been done about it, even if this type of training has been present in French universities for more than ten years. What are the business models of this form of curriculum, how to mesure its efficiency and impacts?Lifting the constraints of time and space, e-learning reexamines the economic approach to education from the points of view of supply, demand or public policies. This work offers a perspective on the main economic issues for universitary graduating e-learning, from these points of view and through an assessment process. The theoretical corpus in economics of education and Amartya Sen's "capability approach" are used as a reading tool which allows us to highlight one of the major economic issues of e-learning: regional economic development. This educational form allows the reaching of new audiences constrained by geography or employment status. The comparison of two implementations in two different educational policies settings -that of China and France- allows us to report on concrete results and demonstrate the relevance of e-learning in terms of regional development. ; L'avènement des MOOC et le buzz qu'il génère font du e-learning un sujet d'actualité et un enjeu stratégique de développement pour les universités. This article examines the issues of lifelong learning, the development of lifelong learning. The need for continuing education. And it explains that continuing education is characterized by several features.

The paper reveals aspects of state regulation of higher education system, the main problems and challenges of higher education development at national and regional level. Not close and strong relations between institutions and economy and social sphere resulted in the fact that education doesn't correspond to the real needs of the region; it caused the lag of education from effective transformations in economy, social sphere and administrative area. The current situation requires strengthening of Novosibirsk authorities' influence on higher involvement of institutions into solving tasks of social and economic development, and into competitiveness of Novosibirsk institutions in Russia. The public-private partnership mechanism is considered to be a mechanism aimed at increasing of higher education competitiveness and efficiency of higher education in innovative development. Taking into account limits in regional authorities' power in respect to the state institutions regulation, the mechanism of public-private partnership can solve a lot of questions appeared when distributing authorities at national and regional level. The author suggests applying and involving higher institutions into implementation of regional projects targeted at dissemination best practical results related to qualified educational activity; this method is determined as one of the most efficient to motivate professional advancement and new progress. Applying of public-private partnership principles in higher education allows getting the following results: 1) High competitiveness of higher institutions; 2) Economic and social requirements in high-qualified staff; 3) Efficient involvement of higher institutions in solving tasks and problems of social and economic development of the country and region; 4) Diversified revenues of higher institutions' budget by means of high commercial projects, scientific activity and for-profit education. ; В статье рассмотрены вопросы государственного регулирования системы высшего образования, основные проблемы и задачи развития высшей школы как на федеральном, так и на региональном уровне. Ослабление связей вузов с экономикой и социальной сферой привело к несоответствию содержания образовательной деятельности реальным потребностям региона, что обусловило отставание образовательной деятельности от актуальных задач качественных преобразований в экономике, социальной и управленческой сферах. Сложившаяся ситуация требует усиления влияния государственных органов власти Новосибирской области в направлении большей вовлеченности высшей школы в решение задач социально-экономического развития, а также в повышении конкурентоспособности новосибирских вузов в системе высшего образования России. Одним из механизмов повышения конкурентоспособности высшей школы, а также эффективности вклада системы высшего образования в инновационное развитие определен механизм государственно-частного партнерства. Учитывая ограниченность полномочий регионов в отношении регулирования федеральных вузов, механизм государственно-частного партнерства может решить многие вопросы, возникающие при распределении полномочий между федеральным центром и субъектами РФ. В качестве одного из наиболее эффективных средств мотивации к профессиональному росту и высоким достижениям должно использоваться вовлечение вузов в реализацию масштабных региональных проектов по формированию и распространению лучшей практики в важнейших направлениях, связанных с обеспечением высокого качества работы образовательных учреждений. Реализация принципов государственно-частного партнерства в системе высшего образования позволит достичь следующих результатов: 1) обеспечение высокого уровня конкурентоспособности высшей школы; 2) обеспечение потребности экономики и социальной сферы в кадрах высокой квалификации; 3) обеспечение эффективной включенности вузов в решение задач социально-экономического развития страны и региона; 4) диверсифицированная доходная часть бюджета вузов за счет увеличения доли хоздоговорных работ, научной деятельности и оказания платных образовательных услуг.

Указываются недостатки нынешнего планирования учебного процесса в учреждениях высшего образования. = The role of mass media in disseminating social, political, scientific myths and their impact on the education system is highlighted. Acute questions about the contradictions in mass consciousness and consequently in the field of education are raised. The issue of «progress» in the development of society is raised. The Soviet educational system and a modern one are compared. The drawbacks of the current planning process in higher education institutions are pointed out.

The article proves that economic and technological development of the country is impossible without the intellectual capacity that mostly focuses on higher institutions. The problem of Russian institutions competitiveness in the education market is very urgent now. Business community criticizes higher institutions for their not following industrial, economic and social processes. Employers got used they received young professionals with no investment in young staff development. The business sector doesn't help and invest in the development of students professional skills and abilities, doesn't participate in the government order, curricula and standards. To change this attitude to higher education it is necessary to understand that progress and development of higher education is impossible without information support, technological support and finance from the part of business. Government shifts financial, economic and social problems on higher institutions; therefore these responsibilities lye upon students and their parents shoulders. At the same time it is Government that gives instructions to higher institutions in respect of educational standards and "criteria" of running. To the author 's mind, it is high time for higher education to arrange Educational Alliance or public and private partnerships (P 3) in educational area among authorities, higher institutions and business industry. It is time to reconsider consumer policy of employers and controlling regulation policy of authorities in relation to higher institutions. The author underlines that industrial training and employer-sponsored education of student can be the elements of the approach. ; Реферат. Экономическое и технологическое развитие страны невозможно без интеллектуального потенциала, который сосредоточен в большей степени в высших учебных заведениях (вузах). Вопрос о конкурентоспособности российских образовательных учреждений на рынке образовательных услуг сейчас стоит достаточно остро. Критика в адрес высшего образования бизнес-сообществом об оторванности вузов от производственных, экономических и социальных процессов не всегда оправдана. Работодатели привыкли, что получают готовые молодые кадры без каких бы то ни было затрат со своей стороны. Предпринимательский сектор не помогает и не вкладывает в развитие производственных и профессиональных навыков обучающихся, не участвует в формировании государственного заказа, учебных планов и стандартов. На смену такого потребительского отношения к высшему образованию должно прийти понимание того, что без информационной, технологической и особенно материальной поддержки со стороны бизнес-сообщества дальнейшее прогрессивное развитие высшего образования вряд ли возможно. Государство с каждым годом все в большей мере перекладывает финансовые, бытовые и социальные проблемы на вузы, а следовательно, косвенно они падают на студентов и их родителей. Хотя именно государство диктует вузам образовательные стандарты и «параметры» их выживания. На взгляд автора, для развития российского высшего образования пришло время создавать образовательные альянсы, или государственные частные партнерства (ГЧП) в области образования, между государственными органами, высшими образовательными учреждениями и бизнес-сообществами. Пришло время пересмотреть потребительскую политику работодателей и контрольно-координационную политику органов государственной власти к вузам. Элементами такого нового подхода могут выступать производственные практики и целевое -адресное обучение студентов.
