Presenting an analysis of higher education in eight countries in the Arab Middle East and North Africa, Degrees of Dignity works to dismantle narratives of crisis and assert approaches to institutional reform. Drawing on policy documents, media narratives, interviews, and personal experiences, Elizabeth Buckner explores how apolitical external reform models become contested and modified by local actors in ways that are simultaneously complicated, surprising, and even inspiring. Degrees of Dignity documents how the global discourses of neoliberalism have legitimized specific policy models for higher education reform in the Arab world, including quality assurance, privatization, and internationalization. Through a multi-level and comparative analysis, this book examines how policy models are implemented, with often complex results, in countries throughout the region. Does the occurrence of flood disaster increase the risk of communal conflict and if so, does trust in state political institutions mitigate the adverse effect? This study addresses these questions by studying the intervening effect of trust in local governmental institutions at a sub-national level. The effect of flood disasters on the risk of communal violence is expected to be contingent on peoples' trust that local political structures are able to address potential disputes between groups. Violent conflicts, in that sense, are neither inevitable nor directly determined by the occurrence of disasters. They largely depend on the context of a given society and political response to these external shocks. To test this expectation, the study uses survey data on trust in local state institutions in Sub-Saharan Africa from the Afrobarometer (2005–2018), combined with geo-referenced communal conflict and flood data. In line with theoretical expectations, results suggest that flood disasters are associated with communal violence only for administrative districts that are governed by distrusted local state institutions. Conversely, flood disasters tend to be negatively associated with the risk of communal clashes in the presence of highly trusted local government councils and (especially) trusted judicial courts. Changing model specifications and estimation techniques produces similar results. An out-of-sample cross-validation also shows that accounting for political variables, in addition to flood disasters, improves the predictive performance of the model.

Abstract In Colombia, political decisions related to the countryside preserve an unjust social order, maintaining inequities and obstacles to the well-being and life quality of farmers. In this scenario the Territorial Arrangement Planning of the San Nicolas Valley, in the East of the department of Antioquia, has generated a series of rural conflicts that accentuate the vulnerabilities of rural residents, threatening the agricultural tradition in this subregion. Thus, this study inquired about the perceptions of legality in the peasant population of the area. A descriptive-correlational study with non-probabilistic sampling was carried out, including 380 peasants, members of civic-rural associations of the San Nicolas Valley, evaluating in four scales: beliefs, values, knowledge of the law and perceived legality in the context. Statistical analyses were performed in SPSS v.22 software. The findings indicated significant relationships between the study variables. Despite the state abandonment of the proletariat to market forces in an area with socioeconomic imbalances, no determining link was found between low income and violation of the law.

Education is a community need that is expected to create quality human beings, to realize these expectations formally education is held in schools. The method in this study used qualitative research methods with a descriptive approach, data collection techniques used observation, interviews and documentation techniques. The results of the research of the principal as the head of the school conduct training and education and invite sources from outside related to KBM and according to the 2013 curriculum, always provide direction and motivation to teachers to use active methods, always supervise when the teacher is carrying out the teaching and learning process at school. class, provide guidance to teachers and education staff, the principal asks to be present 20 minutes earlier than the students and wait for students in front of the class. conclusion The role of the principal's leadership in improving teacher performance at SDN Rawakidang is to provide a democratic, disciplined attitude, and control each class during the teaching and learning process, democratic attitudes are sought to eliminate distrust in solving problems in the classroom. as well as at school, and a disciplined attitude is sought to provide a sense of responsibility.

Based on two studies with Bosniak and Croatian students in Bosnia and Herzegovina, this paper analyzes the effects of religiosity on intergroup forgiveness and reconciliation. Both Christianity and Islam advance forgiveness and reconciliation as one of the major moral imperatives. Previous studies also indicate that religiosity can increase readiness to grant forgiveness on the inter-personal level and facilitate rapprochement. When it comes to inter-group level, prescripts of religious piety often conflict with norms of group solidarity and care. Another set of research suggests that religion obstructs conflict transformation due to the dogmatic reasoning it promotes, including reframing of immanent disputes in transcendental (and thus non-negotiable) terms. This study initially tested whether adding religious symbols to conflict narratives impacts prosocial attitudes of respondents and came with negative results. In other words, adding religious codes to already known narratives about conflicts did not have a significant impact on participants' attitudes. In a subsequent SEM analysis, it was found that religiosity in both groups is strongly correlated with group-centricity, which negatively mediates its relationship with both forgiveness and reconciliation. We conclude that collectivistic forms of religiosity that privilege ingroup solidarity might have negative effects on intergroup forgiveness and reconciliation in post-conflict settings.

As a direct bandgap semiconductor in both bulk and monolayer forms, ReS2 stands out for its unique distorted octahedral structure that results in distinctive anisotropic physical properties; however, only a few scalable synthesis methods for few-layer ReS2 have been proposed thus far. Here, the growth of high-quality few-layer ReS2 is demonstrated via sulfurization of a pre-deposited rhenium oxide coating on different semiconductor material nanowires (GaN, ZnS, ZnO). As-produced core-shell heterostructures were characterized by X-ray diffraction, scanning and transmission electron microscopy, micro-Raman spectroscopy and X-ray absorption spectroscopy. Experimental characterizations were supported by total energy calculations of the electronic structure of ReS2 nanosheets and GaN, ZnS, and ZnO substrates. Our results demonstrate the potential of using nanowires as a template for the growth of layered vdW materials to create novel core-shell heterostructures for energy applications involving photocatalytic and electrocatalytic hydrogen evolution. ; ERDF project number: 1.1.1.1/18/A/073. The existence of educational curriculum management is a form of collaborative effort or effort to encourage the achievement of learning objectives, especially to improve the quality of teaching and learning interactions. This requires a series of evaluation, planning and implementation that cannot be separated from the unit. On the other hand, learning management is a part of a system with interrelated components. The learning components in an educational structure include students (students), teachers (educators), materials, curriculum, school infrastructure, and learning method strategies. In curriculum management and learning thus interrelated in education to achieve the desired goals. Curriculum management is an important part that influences the success of education in national education. In addition, because the curriculum is a support system to achieve institutional goals in an educational institution, the curriculum has an important role in realizing and creating quality schools. To support the success of the curriculum, the government sector or must be empowered to lead the curriculum. Curriculum management at the institution or school level must be coordinated by management (administrators) and assistant supervisors (administrators) which are developed as a whole in the context of the SBM and unit level curriculum. The domestic and international transmission mechanism of fiscal policy shocks are analysed in the United States and in Germany. Using a Bayesian VAR approach, we find that in both of these countries a fiscal expansion is associated with increases in output as well as in private consumption and investment. The terms of trade, which affect the international transmission of fiscal policy shocks, depreciate in response to a fiscal expansion, thus transferring some of the increased domestic purchasing power abroad. A US government spending shock is expansionary for all non-US G7 members. A German government spending shock is expansionary for most, but not all European economies, both within and outside the euro area. The dynamics of the BVAR can be rationalised using a dynamic stochastic general equilibrium model where heterogeneous households and firms face borrowing constraints.

Background Humans are regularly exposed to metals and metalloids present in air, water, food, soil and domestic materials. Most of them can cross the placental barrier and cause adverse impacts on the developing foetus. Objectives To describe the prenatal concentrations of metals and metalloids and to study the associated sociodemographic, environmental and dietary factors in pregnant Spanish women. Methods Subjects were 1346 pregnant women of the INMA Project, for whom the following metals arsenic (As), cadmium (Cd), cobalt (Co), copper (Cu), molybdenum (Mo), nickel (Ni), lead (Pb), antimony (Sb), selenium (Se), thallium (Tl) and zinc (Zn) were determined in urine, at both the first and the third trimesters of gestation. Sociodemographic, dietary and environmental information was collected through questionnaires during pregnancy. Multiple linear mixed models were built in order to study the association between each metal and metalloid concentrations and the sociodemographic, environmental and dietary factors. Results The most detected compounds were As, Co, Mo, Sb, Se and Zn at both trimesters. Zn was the element found in the highest concentrations at both trimesters and Tl was detected in the lowest concentrations. We observed significant associations between As, Cd, Cu, Sb, Tl and Zn concentrations and working situation, social class and age. Seafood, meat, fruits, nuts, vegetables and alcohol intake affected the levels of all the metals but Cd and Cu. Proximity to industrial areas, fields and air pollution were related to all metals except Cd, Sb and Se. Conclusions This is the first large prospective longitudinal study on the exposure to metals and metalloids during pregnancy and associated factors to include several cohorts in Spain. Tertiary education attendance in Brazil varies remarkably among different population groups. In order to decrease inequalities and increase the proportion of minorities in public universities, many institutions of higher education in Brazil have implemented affirmative action policies since the 2000s. The main objective of this paper was to analyze different counterfactual affirmative action policies at the Federal University of Minas Gerais (UFMG) based on simulations, measuring the proportion of minorities and the level of academic performance at this institution under each scenario. The current quota policy of 50% for students from public secondary schools, divided between four main groups (non-poor/non-minority; poor/non-minority; non-poor/minority; poor/minority), was shown to be well-designed to promote higher proportions of minorities among the student body. However, if academic performance is also taken into account, the best options would be either a quota policy of 50% divided between poor and non-poor students or a bonus policy based on a linear function of course competitiveness with an average bonus of 6%.

Unidad de excelencia María de Maeztu CEX2019-000940-M ; Food self-sufficiency is a relevant political issue in many countries, developed and developing, particularly to satisfy the internal nutritional needs of the population and face situations in which the prices of basic products are unstable or when a country faces an external shock. Improving resilience involves strengthening local rural communities to meet demand with domestic production. The member countries of Latin America and the Caribbean (LCN) produce enough food to sustain their population and to be one of the world's largest food exporters. From the theoretical discussion and using data from FAO, the research shows that there is a potential to improve food sovereignty and to define food and agricultural policies through agricultural complementarity among the LCN countries. Diverting part of the current trade with third parties to intraregional trade, for products in which the region has a comparative advantage, would mean that LCN countries could save up to 2.7 billion dollars per year, that is, 6.8%of total imports of food in 2018, avoiding the outflow of foreign currency and promoting greater economic integration between countries.

The purpose of this work is to establish of the bound oxygen effect on the phase composition of the Semi-Insulating Polycrystalline Oxygen-doped Silicon (SIPOS) films by means of three independent methods: X-ray diffraction (XRD), Ultrasoft X-ray Emission Spectroscopy (USXES) and Raman spectroscopy, also on their electrophysical properties, depending on the relative oxygen content in the gas mixture flow (γ=N2O/SiH4) of the plasma reactor during the chemical vapor deposition of submicron SIPOS layers on monocrystalline silicon wafers. The increase in the oxygen content in SIPOS layers from γ=0 to maximum at γ=0.15 leads to the reduction of Si nanocrystals size from ~75 nm to 2–5 nm, submerged in amorphous matrix. Oxygen is contained in the bound form of silicon-oxygen clusters SiOSi3 type in the amorphous silicon matrix without SiO2 formation. Insufficiency of water resources in the Middle East Region represents vital factors that influence the stability of the region and its progress. Expectations indicate that the condition will be dimmer and more complicated, especially in Iraqi territory. Iraq, which is situated in the Middle East, it covers an area of 433,970 square kilometers and populated by about 32 million inhabitants. Iraq greatly relies in its water resources on the Tigris and Euphrates Rivers as a surface water resources, and several productive groundwater aquifers in which from the hydrogeological point of view divided into several major aquifer units including Foothill, Al-Jazira, Aquifer System, Mandali-Badra-Teeb, Mesopotamian and Desert Aquifer system. Recently, Iraq is suffering from water shortage problems. This is due to external and internal factors affecting the water quality of water resources; they are controlled and uncontrolled factors. The uncontrolled factors are climate change and its consequences, such as reduction of precipitation and temperature increasing. The controlled factors have a significantly negative influence on water resources, but their effects involve more specific regions. The controlled factors are mainly represented by building dams and irrigation projects within the upper parts of the Tigris and Euphrates catchments, Al-Tharthar Scheme, waste water, solid wastes and wastes from wars, which has a significant effect on surface water in Iraq because about 80% of the water supply to Euphrates and Tigris Rivers come from Turkey. In addition, the pressures resulting from the high demand for water resources, and the continued decline in their quantity rates have led to major changes in the hydrological condition in Iraq during the past 30 years. The decrease in surface water levels and precipitation during these three decades reflects the drop in the levels of water reservoirs, lakes, and rivers to the unexpected levels. The level of main country's water source, Tigris, and Euphrates Rivers has fallen to less than a third of its natural levels. As storage capacity depreciates, the government estimates that its water reserves have been reduced precariously. According to the survey from the Ministry of Water Resources, millions of Iraqi people have faced a severe shortage of drinking water. Since of the importance of water for human life and the need to monitor temporal and spatial changes in quality and quantity, there is a need to develop a general Iraqi Water Quality Index (Iraq WQI) to monitor surface water and groundwater and classify it into five categories, very good, good, acceptable, bad and very bad, in terms of suitability for domestics, irrigation and agriculture depending on the Iraqi and WHO standards for drinking water. In addition, strict establishment for the regular quantitative monitoring surface water and groundwater setting and processes. Prospects are more negative for all riparian countries. This implies that solving these problems requires actual and serious international, regional, and national cooperation to set a prudent plan for water resources management of the two basins. When a dam is built, its safety becomes a constant concern for the owner, the public and for governments. Therefore, continuous observation through routine inspections and safety reviews become necessary. Acting as protectors of public safety, governments and professional organizations save no effort in the promulgation of legislations and laying out guidelines for such inspections and reviews. These issues are discussed here starting with the basic first step of visual inspections by the operators and the follow up of detailed safety reviews by specialists. Careful visual inspections assisted by instrumentation measurements may reveal an early negative issue such as, but not limited to, increased seepage, increased uplift pressure, signs of weakness like cracking in the body of the dam, or dams' slope sloughing, and even damaged hydraulic control equipment. Documenting and reporting these observation helps in taking remedial measures in good time and may lead to more intensive safety reviews. Suggested check lists for the inspection engineers are given here, but these may be tailored for each dam according to its needs. These lists cover issues common to both embankment and concrete dams, and include other specific issues related to each type of them. Metal equipment take their share by listing such areas as corrosion, fatigue and cracking, tear, and wear and so on. Instrumentation measurements are also given their due consideration by giving brief mention of types of measurements needed and points to be observed in instrumentation control work.
