The preprint systematizes information on measures to support the birth rate in the Russian Federation, acting at the regional level. The main attention is paid to measures provided at the birth of a third child, which include regional maternity capital, monthly allowances for families with three or more children, and the provision of land plots to large families. Changes in the regional system of measures to support families with three or more children from 2011 to 2019 are considered.
In the context of fundamental changes in the economy and the labor market, the introduction of educational programs in the field of data analysis and machine learning at all levels of education with the priority of integrating mathematical, natural science and socio-humanitarian knowledge becomes important. An overview and analysis of foreign experience and main discussion topics in the development of educational modules for data science and machine learning for adolescents and adolescents is presented.

The present paper demonstrates that existing methods of financing of organizations of higher education in Russia cannot be used as a supporting tool for knowledge production, which leads to decrease in quality of educational services in the field of higher education. Endowments are proposed as a tool of financing. Endowment statistics for Russia and other countries is given. Obstacles that hinder development of endowments in Russia are analyzed.
В данной статье дается определение понятия «дуальное обучение», а также анализируется состояние исследуемой проблемы: описываются возможности дуального обучения на современном этапе развития высшего педагогического образования. Целью исследования является определение места дуального обучения в современном педагогическом образовании через обобщение опыта работы методистов по внедрению дуального обучения в процесс подготовки педагогических кадров. В работе использованы теоретические (анализ и обобщение) и эмпирические методы (беседа, наблюдение, анкетирование). Результаты исследования позволили авторам описать типы студентов, совмещающих работу и профессиональную деятельность, и определить, какие типы наставников, выделенных в трудах, посвященных дуальному обучению, могут способствовать профессиональному становлению педагогов. Исследование показало, что дуальное обучение нацелено на раннюю профессионализацию педагогов, сокращает разрыв между теорией и практикой, способствует профессиональному развитию педагогических кадров. Вместе с тем оно ставит перед системой высшего образования новые задачи: разработать программы дуального обучения, регламентировать трехсторонние отношения «вуз - студент - работодатель», подготовить наставников для эффективного функционирования и результативности данной формы обучения. This article gives a definition of the concept of dual education, analyzes the state of the problem under consideration: describes the possibilities of dual education at the present stage of development of higher pedagogical education. The purpose of the study is to determine the place of dual education in modern pedagogical educational environment through the generalization of the experience of methodologists on the introduction of dual education in the process of training teachers. The work employs theoretical methods (analysis and generalization) and empirical methods (conversation, observation, questioning). The results of the study allowed the authors to describe the types of students who combine their work and professional activity and to determine what types of mentors (identified in the works devoted to dual education) can contribute to the professional development of future teachers. The study showed that dual education is aimed at early professionalization of teachers, narrows the gap between theory and practice, and contributes to the professional development of teaching staff. At the same time, it poses new tasks for the higher education system: to develop dual education programs, regulate the tripartite relationship "university - student - employer", prepare mentors for the effective functioning and effectiveness of this form of education.
В статье рассматривается актуальность формирования такой системы образования, которая посредством трансляции культурного опыта способствовала развитию личности, способной сохранить и поддержать многообразие культур и мировоззрений в современном мире. Президентом Российской Федерации 2023 год объявлен Годом педагога и наставника в России. К тому же в текущем году отмечаются юбилеи выдающихся педагогов К. Д. Ушинского и И. Я. Яковлева, а также исполняется 155 лет со дня открытия Симбирской чувашской школы. В связи с этим стали актуальными исследования, посвященные деятельности педагогов, ученых, первых инспекторов чувашских школ, внесших большой вклад в национальное образование. В статье авторы повествуют о том, как зарождалось и развивалось дело просвещения народов Поволжья. Они обращают внимание на деятельность основоположников новой системы образования «инородцев» Н. И. Золотницкого, Н. И. Ильминского, И. Я. Яковлева, рассказываютоб отце Н. И. Золотницкого – Иване Васильевиче Золотницком, в 1842 г. в селе Первое Чурашево открывшем школу для чувашских детей и, по факту, основавшем центр просвещения чувашей. В работе дана оценка роли чиновников, поддержавших устремление реформаторов просвещения из Поволжья (основателей «системы образования Н. И. Ильминского – Н. И. Золотницкого») в столице Российской империи. До широкой публики доносится информация о том, как сегодня обстоит дело с преподаванием родных языков в Чувашской Республике. Дается количественная и качественная характеристика учителей родных (чувашского, татарского и эрзя-мордовского) языков, приводятся количественные показатели школ, в которых ведется преподавание на названных родных языках. The President of the Russian Federation has declared 2023 the Year of Teacher and Mentor in Russia. In addition, this year marks the anniversaries of outstanding teachers K. Ushinsky and I. Yakovlev, as well as the 155th anniversary of the opening of the Simbirsk Chuvash school. In this regard, the studies devoted to the activities of teachers, scientists, the first inspectors of Chuvash schools who made a great contribution to national education have become relevant. In the article, the authors tell how the enlightenment of the peoples of the Volga region began and developed. They drew attention to the activity of the founders of the new system of education of "foreigners" N. Zolotnitsky, N. Ilminsky, I. Yakovlev, and tell about the father of N. Zolotnitsky – Ivan Vasilyevich Zolotnitsky, who opened a school for Chuvash children in 1842 in the village of Pervoe Churashevo and, in fact, founded the Chuvash Enlightenment Center. The paper assesses the role of officials who supported the aspirations of the enlightenment reformers (the founders of the "education system of N. Ilminsky – N. Zolotnitsky") from the Volga region in the capital of the Russian Empire. Information about the situation with the teaching of native languages in the Chuvash Republic today is being brought to the general public. Quantitative and qualitative characteristics of teachers of native (Chuvash, Tatar and Erzya-Mordovian) languages are given, quantitative indicators of schools in which teaching is conducted in these native languages are given.
Recent years have seen the possibility of introducing into scientific circulation declassified documents of the highest state and political bodies, public organizations, and the spiritual directorates of Muslims, which until now were unknown in wide circles. They allow us to examine the forms and methods of activity of the Soviet state in building relationships with Muslims and to identify the directions, principles, and features of the work of state and public organizations in this sphere. A characteristic feature of religious policy in the late 1960s, one of the main conductors of which was the Council for Religious Affairs under the USSR Council of Ministers, established in December 1965, was the creation of a picture of the harmony of religious life and prosperity of religious organizations in the country. The Soviet Union demonstrated to the world that Soviet Muslims, like their coreligionists from other states, could go on Hajj to Saudi Arabia. The quantity of Hajj travelers from the USSR was extremely small and there was a huge disproportion not only between them and the number of Muslims who wanted to perform Hajj but also between the number of applications received by the organizers of the Hajj and the authorities, including the Council for Religious Affairs. At the same time, the heads of Muslim spiritual administrations could travel to Hajj several times. Analysis of archival documents discovered in 2022 showed the attitude to Muslims who made the Hajj from several angles: from the Soviet state, ordinary Muslims of the USSR, the authorities and Muslims of the countries visited by Soviet pilgrims during their journey, such as Sudan and Egypt. Very revealing is the attitude towards the Soviet pilgrims from the inhabitants of the Kingdom of Saudi Arabia, ranging from ordinary people to the authorities, including the king.
The results of the study represent the Russian experience in the sociological study of the non-criminal "shadow" labor market, including the identification of trends in its development, analysis of socio-economic mechanisms, in particular the socio-psychological attitudes of participants in "shadow" processes, norms of legal and economic consciousness, value orientations, and motives of behavior. that determine the massive participation in the non-criminal "shadow" economy of representatives of different social, demographic and professional groups.
The author presents the results of the research of the theoretical and organizational approaches to the creation of services of complex support of professional education of persons with disabilities in institutions of primary and secondary professional education. This service provides creation of necessary conditions for highquality professional education and prevention of social and personal debts of students with physical and sensory impairments, persistent educational difficulties due to social or organic causes. The article considers the main features and options for the institutionalization of services of complex support, identifies the conditions of its successful work.
The decisions made in 2018 related to raising the retirement age in Russia, in conjunction with previously adopted measures, created opportunities for pensions to rise above inflation and stabilize the ratio of pensions to wages until 2028.
The preprint is written on the basis of the research work results obtained by the team of the Institute for Social Analysis and Forecasting, RANEPA in 2020, and includes both a systematic review of foreign literature on aging and an analysis of interviews with native and foreign experts in the field of active aging. The concept of separation of older citizens, their separate living in specialized houses or settlements prevailed for a long time until it was modified several decades ago into another concept confirmed by numerous studies and known as "aging at home". However, the strict limitation of living space within a house leads to social exclusion, the risks of which are especially high among the elders. In this regard, it seemed meaningful to develop the concept of a new "social house", which can be applied both in designing new residential complexes and in renovation or adaptation the existing residential complexes and social infrastructure to the needs of the older generation. The results of the work can be used for scientific and methodological support of programs and strategies in the field of aging and old age, for state policy formation in the field of social protection of the elderly people, as well as for the development of specific directions, measures, and mechanisms of state policy.
The article provides an overview of interactive teaching methods and educational technologies which are used by authors during laboratory work. The possibilities and the practical value of using these methods in higher education are demonstrated.
In the current economic situation, both in the Russian Federation and in the developed countries of the world, the education system is increasingly becoming a factor in successful economic and spatial development.
