Die Publikationen zur Bildungspolitik sind zwar zahlreich, die in diesem Sammelband vorgenommene Verknupfung der Themengebiete Generationengerechtigkeit und Nachhaltigkeit auf der einen Seite und Bildungs- bzw. Hochschulpolitik auf der anderen Seite ist allerdings neu. The "crisis in education" has been a recurrent theme in discussions about the American school system. In the United States, it was after WWII that the notion gained momentum and a new meaning. Until then, the term "crisis" had been merely used to evoke the dire material and financial state of education. The expression took another turn with the emergence of a debate between proponents of modern education (a model derived from the principles of progressive education) and partisans of liberal education who denounced an intellectual degradation in the school system. This dissertation analyzes this debate and its consequences on the dynamics of education in the United States. This strife between two conceptions of education is set apart by its significant influence and pervasion of society. Indeed, not only did it involve the circle of professional educators but it also touched lay men, so much so that it was integrated by popular culture. Confronted with a confidence crisis in the aftermath of the successful launch of satellite Sputnik, the U.S. government pinpointed the school system as the weak link of the American nation, taking advantage of the wave of criticisms against modern education that had dominated the 1950s. Die Frage, welche Faktoren dazu beitragen, dass sich manche Kinder positiv entwickeln, obwohl sie einer hohen Belastung ausgesetzt sind und warum andere Kinder mit ähnlicher Problematik Entwicklungsstörungen aufweisen, beschäftigt aktuell die Resilienzforschung, mit der sich die Autorin in diesem Buch auseinandersetzt. Darüber hinaus ist es ihr ein Anliegen, aufzuzeigen, wie die aktuellen Erkenntnisse aus der Resilienzforschung für die Praxis genutzt werden können. Anhaltspunkte dafür, wie die Ausbildung und Stärkung von Resilienz in der pädagogischen Arbeit umgesetzt werden kann, sind gerade im Hinblick auf die zunehmenden Belastungen von Kindern wichtig. Ein Paradigmenwechsel in der pädagogischen und psychologischen Praxis findet verstärkt seit den 1990er Jahren statt. Erst seit ca. 20 Jahren wird versucht, neben Risikofaktoren für die Entstehung psychischer Störungen, auch Schutzfaktoren, die für den Erhalt seelischer Gesundheit bedeutsam sind, zu identifizieren. Aus diesem Wechsel der Blickrichtung haben sich neue Wege für die Präventionsforschung ergeben.

In der vorliegenden Arbeit beantwortet der Autor die Frage, wieso verschiedene Versuche in der Geschichte der USA, ein dem deutschen Berufsbildungssystem vergleichbares Ausbildungssystem einzuführen, immer wieder scheiterten. Den theoretischen Bezugsrahmen der Arbeit bildet der historische Institutionalismus mit seinen drei leitenden Erklärungsparametern Interessen, Ideen und Institutionen. Aufbauend auf den theoretischen und methodischen Grundlagen gliedert sich die Arbeit in die beiden länderspezifischen Teile. Dabei wird zunächst anhand des deutschen Falls die Entstehung und Durchsetzung eines dritten Weges" der Organisation, Ausgestaltung und Etablierung der beruflichen Ausbildung zwischen Fortschrittlichkeit und Wettbewerbsorientierung einerseits, Schutz- und Stabilitätsinteressen aller Beteiligten andererseits dargelegt. Das spezifische Zusammenspiel und dessen institutionelle Ausformung von staatlicher Steuerung und gesellschaftlicher, hier auch unternehmerischer und gewerkschaftlicher Selbstorganisation werden herausgearbeitet.Der deutsche Fall bietet sodann die Kontrastfolie zum amerikanischen Fall, der spiegelbildlich verfasst ist und bei dem diejenigen Faktoren analysiert werden, die die institutionelle Zusammenführung von Bildung und Beruf immer wieder verhindert haben. Neben der lokalen Institutionalisierung des Schulwesens, fehlender Verbandsstrukturen und einer föderalen Staatsstruktur ist es auch die Idee des Egalitarismus, die einem dualen Berufsbildungssystem entgegensteht. Vor diesem Hintergrund ist der Ausgang der Initiative des amerikanischen Präsidenten Clinton und seines Arbeitsministers R. Reich zur Einführung eines dualen Berufsbildungssystems nicht überraschend. Abschließend wird ein Blick in die Zukunft geworfen, bei dem der Ausbau bestehender berufbildungspolitischer Initiativen aufgrund ihrer institutionellen Passung hervorgehoben wird. ; In this work the author answers the question why in the history of the USA different initiatives to introduce a German-like national apprenticeship system have failed to sustain. The theoretical background of this work is constituted of the historical institutionalism and its three explaining parameters ideas, institutions and interests. Based on the theoretical and methodical part the work is divided into two country-specific analyses. First of all, the development and accomplishment of a 'third way' to organise, arrange and establish vocational education between progressiveness and competitiveness on the one hand, security and stability interests on the other hand is explained on the basis of the German case. The specific interplay and institutional shaping of governmental steering and societal, especially business and trade union self-organisation is described.The German case is the background against which the American case is mirror like portrayed. All factors are analysed which have always blocked an institutional merging of education and vocation. Beside the institutionalisation of a local school system, fragmented employer and worker associations and a decentralised government structure it is also the idea of egalitarianism that stands in the way of a German-like apprenticeship system. Against this backdrop the result of president Clinton's and his secretary's of labour, R. Reich, initiative to introduce a national apprenticeship system is not surprising. Finally, the author emphasizes the extension of existing vocational education initiatives because of their institutional fitting.

Abstract: This paper examines the mediating role that education plays between religion and democratic community. The paper is situated in the Canadian context and examines this mediation through two questions: First, what is the relationship between religion and education and what is the contribution of this relationship to and within a pluralist society? And, second, do schools have a responsibility in developing a unified model of who the citizen is as a person? Both questions are founded upon the premise that citizens are more than citizens, they are also persons.
Law on the 'recast' on schools, known as the 'Act III' of decentralisation: the parliamentary news is undoubtedly marked by the growing involvement of local and regional authorities in educational issues. The active presence of many local elected representatives had already been noted in the consultation to overhaul the school last summer. Nevertheless, the issue of "local" in education policy has been largely dominated in recent weeks by the debate on school patterns. We will not deal here with this last issue, which has been discussed in a recent dossier devoted to the plurality of educational time (Gaussel, 2013). Instead, we would like to put in perspective the topical nature of the reforms in the light of the more general theme of decentralisation in education, drawing on the conclusions of some research carried out directly or indirectly on this the.After first recalling the various concepts used to address the subject, we will produce a brief history of the various waves of educational decentralisation in France in a second chapter. In the third, we will try to examine in more detail the meaning of what is increasingly referred to as local education policies, by cross-referencing studies conducted over the past ten years and covering different territorial and political levels.
