The main purpose of this work is to analyses government regulation of economy, to survey its policy of regulation and to give assessment. In the first part, on the grounds of scientific economical theories and ideologies of political economy, advantages and disadvantages of government intervention into economy are analyzed, as well as preconditions for such regulation. In the second part, the example of Lithuania is examined, analyzing those spheres where the regulation of market exists. In the third part, taking into consideration the contemporary economical situation, attempts to revive economy taken by the Lithuanian government are evaluated. While the economy in the whole world is facing recession, macroeconomic indicators in Lithuania are also low. As a result, this study analysis the reasons of this phenomenon and gives suggestions how to avoid it. As the problem is significant at the microeconomic level, the results of the study will help to reveal the reasons why this economic policy is ineffective. Furthermore, conclusions and suggestions at the end of this study will present methods of government regulation that could accelerate recovery from economical crisis recession. The absorption capacity is defined as question, whether the EU can take in new members while continuing to function effectively. It is argued, that importance of public support is crucial and absorption capacity is understood by three main components: institutions, common policies and budget. Only the first one could be satisfied pointing to the fact, that the Nice Treaty provides institutional rules for up to 27 members in the EU. The question is whether the term "absorption capacity" is beeing used as an instrument to block further enlargement towards Western Balkans.

Improvement of pre-school educational institutions as well as of the whole education system is closely associated with assurance of modern quality management. In order to demonstrate that quality services are provided, educational organizations must ensure quality activities by developing quality assurance systems based on data analysis and self-assessment. Having analysed scientific literature with regard to the concept of quality of education documents and quality management and taking one institution as an example, the theoretical model of changes in education quality management strengthening total quality management at the level of the organization providing pre-school education has been presented. This model may be used by other organizations providing pre-school education. Aim of the thesis: to model the theoretical and practical perspective of changes in education quality management strengthening total quality management at the level of the organization providing pre-school education. Objectives of the thesis: to justify on the grounds of the analysis of scientific literature with regard to the concept of quality of education documents and quality management theoretical assumptions concerning changes in quality management strengthening total quality management at the level of one organization; to justify on the grounds of an empirical research the need and opportunities for changes in education quality management strengthening total quality management at the level of one organization providing pre-school education; to develop on the grounds of a scientific analysis and empirical research a model of changes in education quality management strengthening total quality management at the level of organization providing pre-school education. Research methods: analysis of scientific literature and education documents, analysis of documents of the organization concerning education quality management, questionnaire survey, analysis of statistical data and processing of computer data. The research on quality management of the pre-school educational institution and the need for changes was performed in June – November 2015. The survey involved 20 teachers and 143 parents of students of Pre-School Educational Institution X. The research consists of four stages: I. Analysis of documents of the organization concerning education quality management; II. Assessment of quality management of the organization providing pre-school education, management models and the need to change them in the organization with respect to the views of the teachers; III. Assessment of quality management of the organization providing pre-school education, management models and the need to change them in the organization with respect to the views of the clients, i.e. the parents of students; IV. Modelling of changes in education quality management strengthening total quality management at the level of the organization providing pre-school education.

The chosen analytical methods are descriptive research and analysis, which help to reveal characteristics and development of the research object and to consider possibilities of further realization; comparative analysis helps to distinguish differences and similarities of various sources. Primary and secondary sources are used in the analysis. Structure of this master thesis is based on the raised goals and research starts with presentation of the Eurasian Union idea (mostly the analysis of primary sources). After presenting the research object (Eurasian Union idea) and scholars and politicians opinions about the idea, research concentrates on the analysis of regional integration. Intergovernmentalism and liberal intergovernmentalism are determined as the most appropriate theories of analyzing realization of Eurasian Union idea. The third chapter of master thesis analyzes the concept of neoauthoritarianism and functioning of neoauthoritarian states. In order to improve quality of analyzing Eurasian Union idea's realization possibilities, master thesis concentrates on the specific of the region; Russia's role in the region; problems of the interstate relations in the region; and the post-Soviet regional experiences. After the analysis of situation in the region and the process of Eurasian Union idea's realization through intergovernmentalism and neoauthoritarianism theories, conclusions are formulated. Conclusions of master thesis states: Eurasia's Union idea's realization is realistic, but in limited space of post-Soviet area. The integration process is driven by the state's national interests and economical interdependence. First of all, effective integration must be achieved in limited number of states, and just after widening can be started. The success of idea's realization will depend on process of intergovernmental negotiations; on side-payments and discounts; on the possible alternatives to Eurasian Union; on Russia's capability to keep other countries in region in economical dependence; on common legal system development; and on the efficiency of institutional cooperation.

This article analyzes the progress of the Baltic States in achieving the goals of sustainable development. Scientific literature with a focus on the concept of sustainable development is analyzed. A holistic approach to the perception of sustainable development and a comprehensive approach to the pursuit of sustainable development are presented. The article uses the 2015 The United Nations Agenda for Sustainable Development and its objectives nerandu Google tokio daikto. According to the International Institute of Applied Systems Analysis (IIASA), all objectives are divided into six key areas: global values, resource efficiency, environmental conditions, meeting human needs, socio-economic growth, governance and partnership. According to these areas, the main indicators of the Baltic States are analyzed (Gini coefficient, the share of energy from renewable sources, greenhouse gas emissions, at-risk-of-poverty rate, unemployment rate, government expenditure on health care and education, percentage of GDP). According to the indicators analyzed, the weakest areas in each of the Baltic States are singled out and the trends are reflected in all the Baltic States, i.e. Lithuania, Latvia and Estonia. ; Šiame straipsnyje yra analizuojami Baltijos šalių pasiekimai siekiant darnaus vystymosi tikslų įgyvendinimo. Pagal šias sritis straipsnyje analizuojami pagrindiniai Baltijos šalių rodikliai (Gini koeficientas, iš atsinaujinančių šaltinių gaunamos energijos dalis, šiltnamio efektą sukeliančių dujų emisijos, skurdo rizikos lygis, nedarbo lygis, valdžios išlaidos sveikatos priežiūrai ir švietimui, procentai nuo BVP). Pagal išanalizuotus rodiklius išskiriamos silpniausios sritys Baltijos šalyse ir šiose šalyse pastebimos tendencijos.

Migration is considered one of the most discussed issues today. Migration has an essential effect to country by several sectors: economic, demographic, political, cultural, religion, social, cultural, moral, ecologic. When the Baltic States joined the European Union, movement among countries get free. Because of this, the Baltic States have lost a lot of people. Migration has positive and negative effect to every part that takes place in migration process. Object of the paper- migration in the Baltic States. Purpose of the paper- to evaluate consequenses made by migration in the Baltic States and suggest how solve them according to the countries experience. There are formed these hypotheses: Too small salary is the main "push" factor in the Baltic States. No economics factors became more important. If economic situation grows up in the Baltic States, migration will decline, but imigration increase. Structure of the paper: The first part of the paper presents theorical material about history and theories of migration. Migration factors are presented by Abraham H. Maslow pyramid. There are express by formula advantages and disadvantages of migration. This part is based by theorical material which will be used in the analitical part. The second part. There are analysed economics and migration statistical information by Baltic States, Norway and Ireland. This part of paper can be useful to find the ways how we can reduse negative effect made by migration. The third part. There is made the empyrical research in Norway. Information from research is analised by using Microsoft Excel, Statictica 6.0 and Visual Basic programs. In adition the model was created which can help to reduse emigration from the Baltic States. Conclusions and suggestions generalize answers to the tasks set in the beginning of the work and provides with suggestions, which can help to increase economic level in the Baltic States. First ly, the article presents the latest strands in the nationalism-economy nexus research, namely compatibility between economy and nationalism understood as ideology.
