The aim of the article is to present the issues of the Russian revolutions, their course and effects in the Polish press published under the partitions, representing various ideological and political trends. Foreign dailies remained the source of information about the revolution. A review of press publications allowed us to determine what information reached the readers of the Polish press. The creators of the Polish press assumed the attitude of observers of political and social life. The influence of revolutionary events on the development of the situation in Poland was discussed. The press content analysis method and qualitative analysis of the presented content were used.
The aim of the article is to analysis the issues of parliamentary control of the state budget and to identify the problems associated with the implementation of this control. In particular, the role of the Sejm is discussed in terms of preliminary control (ex ante) concerning the compliance of the bill on the budget with the law, current control (ex dure) consisting in assessing the implementation of the budget law, and subsequent control involving in assessing the implementation (ex post) of the state budget. The analysis made it possible to show that proper implementation of parliamentary budgetary control will be impossible without a reform of the system of public finances involving ensuring the preparation of independent macroeconomic forecasts as a basis for the preparation of draft state financial plans, reducing the number of organizational and legal forms of public financial management, abandoning the reporting of public debt in two different ways, and changing the rules of discharge. From this point of view, efforts should be made to give this control this rank so that it does not remain a myth of fiscal control.
Dubravka Ugrešić defines herself as a transnational writer. Her political, geographic and cultural dislocation constitute the main themes of her prose works written in the last decade of the twentieth century. In the subsequent decade, Ugrešić's essays took on additional themes relating to the European literary market. The author follows reading fashions and examines the shape and function of publications defined as European or world bestsellers. As a writer and scholar she is drawn to the concept of the transcultural, whose distinguishing characteristic she finds to be the experience of a new and faster mode of transfer of information and goods. The poetics of the work, however, will not be disturbed or changed. Similarly, the hierarchy established by the history and criticism of literature, setting the boundaries of culture and referred to with irony by Ugrešić in her reading of bestsellers, remains intact. This author-reader who seeks to understand her fellow readers often changes the paradigm she uses to describe culture. In her examination of the relations between author, work, and receiver, she delineates an emerging karaoke culture. It cannot, however, be designated as a transnational literature or culture. The literature created by Ugrešić eludes definition in a similar way. Analyses conducted in the text demonstrate that with regard to Ugrešić's work, the term "from outside" would function as a more correct label than the prefix "trans." It should be understood, however, as defining the condition of the writer more than of her work. The label "from outside" appears adequate for defining the place from which she observes and writes, not for the form of her literary output. ; Dubravka Ugrešić określa się jako pisarka transnarodowa. Jej polityczna, geograficzna i kulturowa dyslokacja stała się głównym tematem tekstów prozatorskich, które pisała w ostatnim dziesięcioleciu XX wieku. W kolejnej dekadzie tematem esejów Ugrešić stały się również kwestie związane z rynkiem literatury europejskiej. Autorka śledzi czytelnicze mody, przygląda się też kształtowi i funkcji publikacji określanych jako europejskie lub światowe bestsellery. Jako pisarka i badaczka literatury pochyla nad pojęciem transkultury. Jej wyznacznikiem uczyni doświadczanie nowego, szybszego sposobu przepływu informacji i towarów. Poetyka dzieła nie zostanie jednak naruszona/zmieniona. Podobnie jak historyczno- i krytycznoliteracka hierarchia ustanawiająca ramy kultury i w ironiczny sposób wartościująca kolejne lektury Ugrešić. Autorka-czytelniczka, która chce zrozumieć innych czytelników wielokrotnie zmieni paradygmat opisywanej przez siebie kultury. Rozpatrując relacje między autorem, dziełem i odbiorcą, ustali kulturę karaoke. Tej nie da się jednak oznaczyć jako literatura/kultura transnarodowa. W ten sam sposób nie można też określić literatury tworzonej przez Ugrešić. Rozpoznania poczynione w tekście pokazują, że w przypadku twórczości Ugrešić zamiast prefiksu «trans powinno się używać określenia «spoza». To zaś odnieść należy do kondycji pisarki. Kwalifikacja «spoza» wydaje się adekwatna dla określenia miejsca, z którego obserwuje i pisze autorka, nie dla formy jej literackiego dorobku.
The author tries to prove the significance of including the factor of power in building theories of elites. It turns out that in many approaches the elite has been defined mostly and exclusively in terms of political power (Pareto, Mosca, Lasswell, Mills). Such an attitude followed from the adoption of "a priori" assumptions about the universality of dividing societies into those who govern and those governed (Italian scholars) and from empirical studies (especially Mills). Also the sociologists who stressed a highly diversified character of contemporary societies point to a great role of factors of a political character (Mannheim, Keller). Political power is not only an important criterion of stratifying the society but also of distinguishing the elite. Defining power appears to be very difficult. This paper concerns the institutional and organizational structure of the Euroregion. It is multi-level and affects the functioning of the Euroregions, including, but not limited to, organized approach to the use of structural aid under the regional policy of the European Union (EU). The highest level of the organization is the Association of European Border Regions (AEBR), which lobbies for Euro-regions within the EU and provides professional services for broadly understood regional action. In turn, the Euroregion itself is also organized by having institutions. This allows for an orderly performing of tasks at the local level while showing a "different" approach to management, which can take many forms.

The author analyzes the transformations of social policy, established by virtue of the Treaty on the European Union, The Nice Treaty and Lisbon Treaty, among other documents. The further part of the paper presents the main assumptions of the German model of the welfare state. There is no doubt that after the end of the Cold War the structure of the International System had to reformulate. 20 years after the fall of the Soviet Union, it is worth asking the question: Are the Contemporary International Relation turning into the unipolar or multipolar system? And what impact on present-day states' capabilities to conduct foreign policy the globalization has and will be having? To capture the essence of the contemporary international environment the text is devoted to the historical evolution of International Relations which highlights the characteristics of the current period. The article reveals that, as a result of unsettled structure of the Contemporary International System and increasing influence of the globalization, present-day governments tend to look for different reference systems, depending on the objective to be achieved. In order to maximize security and development opportunities and minimize the level of dependence states are creating flexible networks of key partners. It seems that, at the threshold of the 21th century a successful foreign policy making is seen as the ability to balance between efficient management and independent management. ; Nie ulega wątpliwości, że po zakończeniu zimnowojennych zmagań bipolarny system międzynarodowy musiał ulec przeformułowaniu. Po 20 latach od upadku Związku Radzieckiego warto postawić pytanie: Czy współczesna scena polityczna zmierza w kierunku układu jedno- czy wielobiegunowego? Nie mniej istotny jest wpływ globalizacji i regionalizacji (fragmentaryzacji) – wielopłaszczyznowych procesów, które od połowy XX wieku coraz intensywniej kształtują sytuację gospodarczo-społeczną oraz polityczną świata . Aby uchwycić sedno współczesnego otoczenia międzynarodowego niniejszy tekst poświęcony został historycznej ewolucji stosunków międzynarodowych, która uwypukli cechy charakteryzujące okres obecny. W rezultacie systemowych uwarunkowań współczesne rządy będą szukały różnych układów odniesienia w zależności od rodzaju celu, jaki chcą osiągnąć. Wobec pragmatyzacji polityki współczesnych państw, sieci kluczowych partnerów, odpowiadające poszczególnym priorytetom ich strategii rozwoju, wydają się być rozwiązaniem maksymalizującym szanse i minimalizującym zagrożenia. Skuteczna polityka doby XXI wieku jawi się więc, jako umiejętność balansowania pomiędzy sprawnym zarządzaniem, a niezależnym zarządzaniem, dającym aktorom maksymalne bezpieczeństwo i możliwości rozwoju, przy możliwym do zaakceptowania poziomie uzależnienia.
The European Union has actively engaged itself in cooperation with its Eastern neighbours. The Eastern Partnership is a concept of political cooperation and economic integration in the future with six countries – Moldova, Ukraine, Belarus, Georgia, Armenia and Azerbaijan. Republic of Armenia regards this programme as a framework for improving its market institutions and judicial system and for creation of business opportunities. Although Armenia decided not to sign the Association Agreement and join the Russia-led Eurasiatic Customs Union, there is still room for cooperation with the EU on a sector-by-sector basis. The paper is divided in three parts. The first one describes the history of the Armenian cooperation with the European Union within the Eastern Partnership. The second part deals with the barriers and opportunities for mutual cooperation. The last part shows the changes in the Armenian economy during the last decade.
The author discusses the fifth phase of demographic transition and post-transitional periods in Poland and in some European countries. Basic demographic processes, especially fertility and mortality in Poland run a course similar to that in most developed countries. Since age-sex structure of Polish population is unregular the author presents basic properties of demographic structures and processes up to the year 2000. Discussion of the transformation of family size in Poland is presented on the basis of TFRs. At the beginning of the century the TFR was 6,2 children per woman of fertility age, in 1930-ties 3.5 and in 1980 only 2,3. Urban-rural differentiation presents that since middle of 1960-ties the expanded reproduction of population in Poland is due to women living in rural areas (Tabl. 2). Taking into consideration the analysis of demographic trends and expected socio-economic changes the author notes that despite a relatively high level of natural increase the existing level of fertility in Poland is approaching that assuring only a simple reproduction of generations, i.e. 215 children per 100 women aged 15-49. The author postulates that reproduction of generations should be counted among important strategic goals of the country's development. It would be advantageous to maintain the level of reproduction slightly above the level of a simple reproduction of generations. One of the areas discussed in the sustainable development context is the climate change and energy and this in different ways for example taking energy from renewable energy sources, primary energy consumption or greenhouse gas emission. It goes probably from the connection between the energy sector and interference into the natural environment, the exploitation the natural sources and its high emission, what has a special meaning nowadays. that is why European Union starts to thing about special meaning of this issue, can we find this in its strategy documents. The main aim of this work is the attempt assessment the level of realization the sustainable development in climate change and energy area in Poland and comparing that to the other European countries. The sustainable development in the climate change and energy has been shown in Polish and European countries strategy. The comparative analysis Poland to the other EU countries has been done. The state documents and study literature have been used in this article. The comparative analysis were based on data form Eurostat. ; Współcześnie problematyka związana ze zmianami klimatycznymi i pozyskiwaniem, wykorzystaniem energii jest szeroko dyskutowana tak na arenie międzynarodowej, jak i krajowej. Wyrazem obecności tej tematyki w dyskursie publicznym jest ujmowanie jej w wielu dokumentach międzynarodowych, krajowych (także tych o charakterze strategicznym). Stanowi ona także jeden z obszarów omawianych w kontekście zrównoważonego rozwoju poprzez zwrócenie uwagi m. in. na pozyskiwanie energii ze źródeł odnawianych, zużycie energii pierwotnej, czy też wielkość emisji gazów cieplarnianych. Także Unia Europejska w ramach dążenia do zrównoważonego rozwoju zaczęła przypisywać szczególne znaczenie wspomnianej problematyce. Wobec powyższego za cel artykułu przyjęto próbę oceny poziomu realizacji koncepcji zrównoważonego rozwoju w obszarze dotyczącym zmian klimatycznych i energii w Polsce na tle krajów unijnych. Celowi pracy podporządkowano jej poszczególne części, w których przybliżono zrównoważony rozwój w zakresie zmian klimatycznych i energii w unijnych dokumentach strategicznych, oraz przeprowadzono analizę porównawczą Polski na tle krajów Unii Europejskiej w zakresie zmian klimatycznych i energii. W artykule wykorzystano literaturę przedmiotu, dokumenty rządowe, zaś przeprowadzone analizy oparto o dane wtórne pochodzące z Eurostatu.

The collapse of the Soviet Union was a momentous event for the entire world, but it was Soviet citizens for whom it was of the greatest importance. The fall of the USSR changed the geopolitical and economic map of the world and led to the emergence of fifteen new states. An independent Ukraine has become a significant component of this new geopolitical reality. The dissolution of the USSR gave the citizens of Ukraine a chance to build a sovereign state, consistent with the national interest, the state which could independently pursue its strategic goals in the area of domestic and foreign policy. Thirty years have passed since those events, which is a long enough time period to analyse changes made and to define how Ukraine has taken advantage of its historic opportunity. This paper examines the political and economic transformation of Ukraine, as well as the evolution of its foreign policy. The article also questions whether it is appropriate to compare the post-communist development of Ukraine to certain Central European countries. It also highlights the current attitude of the Ukrainian society towards the collapse of the USSR and to the Soviet past of this country.
W artykule autorka stawia tezę, że w latach pieriestrojki, a następnie pierwszego etapu istnienia Federacji Rosyjskiej, nie zaistniały warunki gospodarcze, społeczne i polityczne dla budowy demokracji. Przyczyny tego stanu rzeczy autorka upatruje w źle przeprowadzonych reformach ekonomicznych, słabości instytucji systemowych, braku konsensusu elit. Istotny, okazał się wysoki poziom inercji społeczeństwa, zwłaszcza po nieudanych reformach pieriestrojki i rozpadzie państwa. Otoczenie międzynarodowe początkowo wspierało, głównie deklaratywnie pieriestrojkę Gorbaczowa, jednakże w wyniku naruszania standardów demokracji przez Jelcyna i jego ekipę, nie sprzyjało w sposób efektywny, procesom demokratyzacyjnym w tym państwie. ; The author of the article puts forward a thesis that the economic, social and political conditions at the time of perestroika and, then, in the first period of the Russian Federation were not conducive to the emergence of democracy. In the author's opinion, this state of affairs is due to poorly carried out economic reforms, weaknesses of systemic institutions, and the lack of consensus among the elites. High levels of public inertia turned out to be essential as well, especially after the failed perestroika reforms and the collapse of the state. The international environment initially supported Gorbachev's perestroika, albeit mainly verbally. However, after Yeltsin and his team violated democratic standards, this support was ineffective in promoting democratization processes in Russia.
