En el presente trabajo se intentarán abordar las problemáticas que existen en las unidades penitenciarias con respecto al acceso a la educación, teniendo en cuenta la situación en la que se encuentran los sujetos privados de su libertad. Luego se verá el marco normativo que prevé la educación en las cárceles (artículos 2 y 140 de la ley 24.660, tratados internacionales); las modificaciones legislativas (Ley de Estímulo Educativo) y las dificultades que existen para llevarlas a cabo. Asimismo, será relevante determinar si el Estado cumple con las obligaciones que le son inherentes respecto al goce de los derechos de las personas que son privadas de su libertad, sobre todo en lo que respecta a la educación. Por último, se esgrimirá la importancia de la educación en las cárceles y su recepción en el marco normativo tanto internacional como nacional. ; In this paper we will try to address the problems that exist in the prison units with respect to access to education, taking into account the situation in which private individuals of their liberty are. Then will the regulatory framework that provides education in prisons (arts. 2 and 140 of law 24,660, international treaties), the legislative amendments (law of educational stimulus) and the difficulties in carrying them out. El gobierno de las universidades americanas está profundamente enraizado en los ideales de la democracia americana y en el concepto de citizen board of trustees(personas ajenas a la institución que llevan a cabo una supervisión de la Universidad o el College sin llegar a llevar el trabajo cotidiano). Estos ciudadanos no son empleados de la institución o de alguno de los gobiernos de los cincuenta Estados del país. Su tarea consiste en representar a la vez a la institución y al conjunto de los intereses de los ciudadanos.Un governing board posee diferentes e importantes responsabilidades, como la supervisión de las finanzas de la institución financieras, los programas académicos y los estándares, y el conjunto de las directrices estratégicas. Una de las más importantes responsabilidades que asumen los governing board es la protección y preservación de la independencia y la autonomía de la institución. Para que el governing board lleve a cabo con éxito sus tareas hace falta una estrecha relación de trabajo con la administración de la institución de educación superior y, en particular, con el presidente/rector. El presidente/rector es contratado y evaluado por el órgano de gobierno y es el principal gestor y portavoz. Cuenta con un gabinete de vicepresidentes/vicerrectores, y preside la administración académica y tiene la facultad de dirigir los objetivos estratégicos establecidos y aprobados por el governing board. Aunque la máxima responsabilidad resida en el governing board, algunas decisiones se podrían delegar al presidente/rector, y a la autoridad académica como las decisiones curriculares.El sistema de estructuras de multicampus, donde un Consejo gobierna múltiples instituciones, son frecuentes en los Estados Unidos de América. Algunos sistemas gobiernan todos los colegios y las universidades públicas del Estado, otros lo hacen con instituciones que tengan misiones similares, y otros siguen un criterio regional.Mientras los citizen trusteeship generalmente reflejan un enfoque descentralizado en la toma de decisiones, formando parte de la cultura política americana, hay asuntos como las cualificaciones para la selección de los miembros del consejo, una correcta orientación y educación, y competencia que les demanda tiempo y atención. Los retos actuales a los que se enfrenta la educación superior en América son tales como una mejor preparación de los profesores, así como el aumento de la producción de grados deCollege degree, y la reducción de las diferencias que existen en los resultados académicos obtenidos por las minorías demográficas, e incluso cuestionarse si las estructuras de gobierno, apoyadas por citizen boards, resulta adecuada. Hablar de reformas para reforzar el gobierno y sus habilidades para dirigir las respuestas estratégicas hacia esos retos es cada vez más frecuente. Siendo también objeto de crítica la selección, la formación, el compromiso con el interés público general o con la institución educativa, a pesar de las dudas que se refieren a su eficacia para el siglo XXI, los citizen governing boards permanecen como uno de los mejores rasgos de la educación universitaria americana. AbstractAmerican higher education governance is deeply rooted in the ideals of American democracy and in the concept of a citizen board of trustees – persons outside the institution who oversee the university or college but do not run it on a day-to-day basis. These citizens are not employees of the institution or of any of the individual 50 state governments. Their duty it is to represent both the institution and the broad public interest of citizens.A governing board has several important responsibilities, including oversight of the institution's finances, academic programs and standards, and broad strategic direction. One of the most critical governing board responsibilities is protecting and preserving the independence and autonomy of the institution. For the board to successfully carry out its responsibilities requires an effective working relationship with the college or university administration, in particular, the president. The college president is hired and evaluated by the governing board and is the lead manager and lead spokesperson. With a cabinet of vice presidents, he or she leads the academic administration and the faculty toward the strategic goals established approved by the governing board. Although ultimate responsibility rests with the governing board, many decisions should be delegated to the president, and also to the faculty for academic and curriculum decisions.Multicampus system structures, where one board governs multiple institutions, are prevalent in the United States. Some systems govern all public colleges and universities in the state, some govern institutions of similar mission, and some are regionally based. Systems are led by a system executive with constituent campuses by campus presidents. Statewide coordinating boards and agencies exist in most states, and in just under half they play a significant role in state policy development and regulation.While citizen trusteeship generally reflects the decentralized approach to decision making that is part of American political culture, there are concerns about qualifications for board members selection, adequate orientation and education, and competing demands on their time and attention. Modern challenges facing U.S. higher education, such as preparing more and better teachers, increasing college degree production, and narrowing the education achievement gaps of minority populations, also lead many to question whether governance structures undergirded by citizen boards are adequate. Talk of reforms to strengthen governance and its ability to lead strategic responses to these challenges are increasing in frequency. Although subject to criticism about their selection, training, and commitment to either the broad public interest or the institution, and despite concerns about their effectiveness for the 21st Century, citizen governing boards remain one of American higher education's best features.

The article analyzes the impact that the process of institutionalization of intercultural bilingual education in Ecuador had in those initiatives of education controlled by indigenous communities. The research was supported on the contributions of Critical Pedagogy and Latin American Anthropology: from the first one, it took the concept of education as a cultural and politic practice; from the second one, it took the analytical perspective of the cultural control theory. Related to the methodology, the research made a study case of an emblematic experience of indigenous education in the country: the Sistema de Escuelas Indígenas de Cotopaxi (SEIC), and data was collected through oral history and review for primary sources. The hypothesis that the article seeks to argue is that the process of institutionalization of the intercultural bilingual education finished undermining the community nature of the SEIC and standardizi ng its educational proposal. ; El artículo recupera parte de los resultados de la investigación desarrollada por el autor en el marco de su tesis de doctorado. El artículo analiza el impacto que el proceso de institucionalización de la educación intercultural bilingüe en el Ecuador tuvo en las iniciativas de educación indígena de carácter comunitario. In the last thirty years we witnessed to a number of relevant innovations and changes. Some of them belong to the information technology domain and parts of them were the reason why the IT domain became the ICT domain. In order to better understand problems and issues related to education and learning it is useful to outline some of the most relevant achievements and milestones in the technological domain. If we focus on the European approach to the spread of information technology termed in the '90ies "Information Society" we can find initiatives such as i2015 the EU policy framework for the information society and media for the 1 next decade and, at global level, the WSIS+10 a ten years activity aimed to draw the guidelines for an harmonious and fruitful development of the information society. It promotes the positive contribution that information and communication technologies can make to the economy, society and personal quality of life. Everyone experienced in "ICT based innovation" knows that "It is not only a matter of technology". Of course technology advances are one of the potential actors as in the case of the diffusion of personal computing or easy access to digital networking. Anyway different parameters are actively influencing e-Services success or failure: cultural aspects, organisational issues, bureaucracy and workflow, infrastructure and technology in general, user's habits, literacy, capacity, market models, interaction design or merely mind-set! Before looking in detail how all these aspects are impacting on education and learning let's take into account some additional relevant aspects.
Este artículo aborda alguna de las principales concepciones históricas del Estado Evaluador en América Latina, como así también, el rol del Estado en los últimos años dado que el papel del Estado de un modo tradicional estaría contra el nuevo orden global en que las fronteras nacionales tienen influencias mundiales. Así, se debe comprender que la evaluación educativa, a partir de la década de 1980 en Latinoamérica, ha tomado un rol clave en las escuelas públicas, ejerciendo sobre ellas un fuerte sesgo de responsabilización por los resultados y la calidad de la educación en la región En términos generales los procesos de cambio implicaron la transformación del Estado Benefactor en Latinoamérica, que llevó a una reducción del papel del Estado en las diversas actividades y se tradujo en una cascada de privatizaciones, desregulaciones y apertura comercial. En la esfera política este proceso fue denominado como la etapa de la modernización estatal que procuraba "igualar" el desarrollo de las acciones entre los países centrales y los periféricos, es decir no era otra cosa que una versión renovada y neoliberal del desarrollismo latinoamericano de la década de 1960. ; This article discusses some of the major historical conceptions of the evaluative state in Latin America, as well as the role of the state in recent years as the state's role in a traditional way would be against the new global order in which national borders have global influences. RESUMEN La transcendentalidad y extensión de los conceptos Educación y Democracia pueden favorecer la ambigüedad e incluso la incertidumbre, en lo tocante a su necesaria "condena" de entendimiento en aras de prosperidad. La innegable esencialidad de este nexo, para fortalecer el futuro social, y en definitiva el de la propia Democracia, es lo que nos lleva a emprender el presente estudio. Con este objeto, llevaremos a cabo un análisis para tratar de evidenciar el alcance de esta relación y la importancia de la implicación social para conseguir un nuevo pacto educativo enmarcado en valores democráticos reales, como pondremos de relieve con una propuesta de trabajo propia, abordada desde nuestra propia especialidad, el FOL, ya que entre sus objetivos curriculares está el educar para y en la democracia, a futuros ciudadanos y trabajadores. ; ABSTRACT The transcendentality and extension of education and democracy concepts, might improve even the ambiguity and uncertainty in what refers to their necessary understanding "sentence" towards prosperity. The undeniable essentiality of this nexus, to strength the social future and so the democracy itself, is the main reason that takes us to carry out this study. Resumen. En 1927, en la ciudad de Buenos Aires, fue publicado el libro Los dogmas, la enseñanza y el Estado, cuyos autores fueron dos jóvenes figuras pertenecientes al sector del batlllismo radical: Julio César Grauert y Pedro Ceruti Crosa. El contenido polémico del libro ponía nuevamente en tensión uno de los temas más sensibles en el proceso de secularización del país, como fue el de la educación. Proponían, entre otros temas, el monopolio estatal de la educación primaria, con la consecuente abolición de la libertad de enseñanza y de los derechos de los padres a decidir la educación de sus hijos, así como una reforma de la familia y la sociedad. La radicalidad de las afirmaciones contenidas en el libro le valió el apodo, por parte de la oposición, de "plan batllicomunista" para la educación. Desde esta perspectiva polémica del libro, el presente trabajo se propone analizar algunos componentes del laicismo radical presentes en la obra en relación a la educación, expresión de la postura ideológica política de sus autores. Abstract. In 1927, in the city of Buenos Aires, the book Los dogmas, la enseñanza y el Estado (Dogmas, Teaching and State) was published. It was written by Julio César Grauert and Pedro Ceruti Crosa, two young figures from the radical wing of the political sector known as "batllismo". The polemic over the book's content aroused controversy yet again about education, one of the most sensitive issues regarding the secularization of the country. Among other topics, it was proposed that the State would have the monopoly over Primary Education, with the consequence of the abolition of the academic freedom and the parents' rights to decide about their children's education, as well as a reform in family and society. Part of the opposition parties said the book was "the batllicomunista plan" for education due to its radical statements. Given this controversial view of the book, this article aims to analyze certain components of the radical secularism in relation to the kind of education that the book proposes, and expresses the political ideology of its authors.
Resumen: Actualmente hay cierto consenso en la preferencia de la democracia sobre otros sistemas de gobierno; sin embargo, a la hora de cuestionarnos sobre su fundamento filosófico el consenso es más difícil de lograr. En la democracia se valora la participación activa de los ciudadanos y su derecho a una opinión libre, por lo cual algunos planteos consideran que el sistema democrático es incompatible con la defensa de verdades y valores absolutos. Ejemplo de ello es el planteo de Kelsen, quien sostiene que la democracia solo puede fundamentarse sobre una filosofía relativista. Sin embargo, posiciones como estas tropiezan con dificultades y contradicciones de orden lógico, gnoseológico, metafísico, antropológico, psicológico, ético y social. Acarrean consecuencias negativas también en el ámbito educativo. Para responder a estos planteos proponemos volver sobre algunas enseñanzas de Sócrates y repensar la relación entre democracia y educación, verdad y libertad. ; Abstract: At present, there is a kind of agreement to prefer democracy over other types of systems of government. Nonetheless, consensus is more difficult to reach upon questioning its philosophical basis. Under democracy, what is valued is active citizen participation and their right to freedom of speech; thus, some assumptions regard the democratic system to be incompatible with the defence of truths and absolute values. A clear example of this is the argument put forth by Kelsen, who supports the idea that democracy can only be based on relativism philosophy. Notwithstanding, such arguments encounter difficulties and contradictions of a logical, gnoseological, metaphysical, anthropological, psychological, ethical and social nature. Also, they give rise to negative consequences in the education sphere. To provide an answer to these issues, we suggest reconsidering some of Socrates' lessons and rethinking the relationship between democracy and education, and truth and freedom.
El aumento de los flujos migratorios en los últimos años, ha situado a la sociedad española ante un hecho social imprevisto. The article aims to determine the political foundations of the education proposed by Unamuno, who, in many ways, agrees with the position defended by the Regenerationist Movement, in its historical time. However, it remains true that his position casts some connotative nuances resulting from his peculiar conception of secular education, since, as known, the secular concept in Unamuno does not lose any religious sense, when bonding with the Spanish popular Catholicism (Volksgeist).The democratization of education, the statist education and the anti-politization of teaching are the three most distinctive political principles of this author, despite the fact that he detached from his defense of the «common school» after the approval of the Spanish Constitution of 1931, due to his reaction to articles 26 and 48.In the light of the cultural atmosphere of the time, the present article focusesprimarily on Unamuno's thinking, trying to determine the internal coherence of his postulates and educational principles. ; El artículo pretende determinar los fundamentos políticos de la educación propuesta por Unamuno, que, en muchos sentidos, comulga con la posición defendida por los regeneracionistas, en su época histórica, siendo cierto que su postura aporta algunas matizaciones connotativas a raíz de su peculiar concepción de la enseñanza laica, ya que, como es bien sabido, en Unamuno el concepto laico no pierde sentido religioso, al vincularse con la religión católica popular española (Volksgeist).La democratización de la enseñanza, el estatismo docente y la antipolitización de la enseñanza son los tres principios políticos más característicos de nuestro autor, pese al hecho de que éste se haya desvinculado de su defensa de la «escuela única» después de la aprobación de la Constitución española de 1931, en virtud de su reacción a los artículos 26 y 48.El presente trabajo, sin olvidar el ambiente cultural de la época, se centra, fundamentalmente, en el pensamiento de Unamuno, procurando determinar la coherencia interna de sus postulados y principios educativos.
Para Touraine los componentes de la democracia son: soberanía popular, representatividad y defensa de los derechos o legalidad. Estos componentes pueden estar expresados en distintos grados y definen idealmente las condiciones democráticas en los contextos donde acontece la interacción social. Podemos encontrar formas de gobierno en las instituciones de educación superior que ponen más o menos énfasis en alguno de los componentes, para el IPN, aquel con mayor peso es el de representatividad, viéndose expresado en el papel otorgado a la elección de representantes y sus funciones. El movimiento estudiantil del 2014 fue un ejemplo de la participación cívico/política que centraba sus demandas en la soberanía popular acotada por esta fórmula institucional. A un año del movimiento, nos preguntamos si existen diferencias en la percepción de las condiciones democráticas entre estudiantes de licenciatura de recién ingreso y estudiantes de semestres avanzados, en el entendido que el proceso de socialización de los estudiantes y las condiciones en las que éste se da, subjetiva la manera de percibir la realidad. Para construir el instrumento de medición se asumió la perspectiva teórica mencionada, derivando de ella una serie de afirmaciones factuales relativas a cada componente. Se recurrió a un muestreo propositivo cuya unidad muestral fueron los grupos de las tres licenciaturas impartidas en el CICS-UST, y la unidad de análisis, los estudiantes encontrados al momento de la aplicación. Los resultados muestran alto índice de consistencia interna y validez de constructo aceptable, mismo que fue aplicado a dos muestras intencionales de una licenciatura. Los resultados evidencian diferencias entre la percepción favorable y desfavorable de las condiciones democráticas prevalecientes. Se concluye que la formación ciudadana a nivel profesional debe estar dirigida al conocimiento y ejercicio de los derechos que permitan una mejor lectura de la realidad para abordar la complejidad de los problemas sociales actuales. ; Touraine defines democratic componente as: popular sovereignty, representativity and right defence or lawfullness. This componente could be more or less expressed and ideally define the democratic conditions in with social interaction takes place. We could find higher education instutions government forms that set more or less emphasis in one of these components, in the IPN, it is the representativity, which is noticed in the role that delegates election and their functions have. The student movement in 2014, which central demands were related to popular sovereignty, was an example of civic participation, limited by this form of goverment. One year later, we ask if there are differences in the democratic conditions perception between freshmen and advanced students, since the socialization process and its conditions subjectivize perception. In order to build an instrument, the previous approach was assumed and several sentences for each component were constructed. A purposeful sample from the bachelors at CICS-UST was selected. The result show a high internal consistency index and an acceptable reliability. The instrument was later applied to a two different purposeful samples of one bachelor. The result show differences in positive and negative democratic conditions perception. It is concluded that civic education at professional education should be focused to knowledge and exercise of rights that enable to solve actual complex social problems.
The article examines the current topical problems of modernization of the education system and the development of modern Russia in the context of globalization. There is substantiated the necessity of the correspondence of the reforms to the historical traditions of the country and the type of society. The authors support the assertion that the limit of the reforms degenerates. As a result, "the reform inevitably turns into its opposite, i.e., a kind of counter-reform". The authors develop methodological principles associated with the idea formulated above. The central idea is that the study of the limits of reforms has become very topical for ensuring Russia's national security. ; В статье исследуются актуальные проблемы модернизации системы образования и развития современной России в условиях глобализации. Обосновывается необходимость соответствия проводимых реформ историческим традициям страны и типу общества. Авторы присоединяются к утверждению о том, что лимит (предел) реформ вырождается. В результате «реформа неизбежно превращается в свою противоположность, т. е. в своеобразную контрреформу». Далее авторы развивают методологические установки, связанные с выше сформулированным тезисом. Центральным становится положение о том, что исследование пределов реформ является остроактуальным для обеспечения национальной безопасности России.
The president of Russian Federation in his annual message to Federal Assembly addressed the tasks of education of next generation and of training of human resources who will work in national economy. The article assesses trends of school and university education, political and economic aspects of interaction of employers and employees in the labor market, refers to some features of psychology and psychologics (a newly suggested term) of public consciousness and behavior. ; В очередном ежегодном послании Президента России Федеральному Собранию в едином ключе сформулированы задачи обучения и воспитания подрастающего поколения, показана острая необходимость ориентации всей системы образования на подготовку достойной трудовой смены в стенах общеобразовательной школы и высших профессиональных учебных заведениях. С этих позиций автор статьи оценивает тенденции развития школьного и вузовского образования, восстановление воспитательных функций, политические и экономические аспекты взаимодействия субъектов рынка и труда. В том числе касается некоторых особенностей психологии и психологики (новый термин) общественного сознания и общественного поведения.
