The article analyses the modern state, tendencies and problems of education development in Ukraine. The subject of research is the system of education of Ukraine. The aim of the study is to analyze the current state of education, determination of problems and trends of its development at the present stage. In the research were used to general scientific and special methods: analysis and synthesis, analogies and comparisons, statistical, expert assessments, etc. The results of the work. Based on current status of education of Ukraine. Analyzed the main indicators of the level of education financing in Ukraine. Determined that the reasons which negatively affect the development of the education system in Ukraine are: political instability in the country, GDP and GNP, insufficient financing of the education sector (financed mainly only protected entries), inefficient use of available resources and leverage, imperfect legal framework, outdated physical infrastructure, unfavourable investment climate, the ineffective functioning of public-legal institutions, the «brain drain abroad,» and other factors. Conclusions. Comparing education in Ukraine in the first years of independence and today, we can say that it has undergone significant changes, namely in the quality of education, methods of teaching etc. In the world today there are many problems, but we need to begin to solve them with education, although few are fully aware of the basic problems of modern education and ways of their solution. If you do not solve the problem of education, then there is no reason to start solving other problems, because they all come back. Because the education system has a huge impact on the mind, thoughts and feelings. The article is about an emergence and development of inclusive education as a new direction in pedagogical theory and practice. The process of integration of children with special educational needs is one of the directions of humanization of the whole system of education and answers the priorities of state politics. It consists in of: personal orientation of education, creation of equal possibilities to get good education for children, providing ofvariability of education taking into account the capabilities of pupils. The basic issues of development of inclusive education in Lviv are considered in the article: the issues of professional competence of teachers; the issues of co-operation of children with the special educational needs with healthy children; the issues of organization of educational process in an inclusive class. Much attention is given to the current state of inclusion in Lviv. The article gives a detailed analysis of the theoretical developments and practical experience of some secondary schools in Lviv where inclusive education first emerged and continues to develop at a steady pace. The experience of the Ukrainian-Canadian project "Inclusive Education for Children with Disabilities in Ukraine" is described in the article . The efficiency of the educational institutions and modernization and reformation of the educational systems have had priority in politics for the last years. These haven't been completed thoroughly in the Bulgarian educational system. Among the basic problems are the excessively centralized system of school education and the lack of a control system aimed at the idea to humanize education, support, assertive environment, assistance. The article of Ukrainian educationalist N. M. Chernukha reveals the main priorities of the integration unity of teaching and upbringing in modern educational space. It also trace genesis of integration processes in education, especially teaching and upbringing. The author underlines that integration unity of teaching and upbringing in today's educational environment of higher education institutions is the basis of personality successful socialization. According to the author, currently extremely relevant is the problem of effective interaction between teaching and upbringing in the modern university. The optimal correlation between the problems of education and upbringing – is the fundamental pedagogy problem at different times. It was detected that one of the most productive ways of understanding space-time and essential life dimensions is the integration processes in education, addressed primarily to the spiritual possibilities of human, personal's moral and ethical, artistic and aesthetic development, which is a significant and meaningful basis for successful self-realization of modern personality. One of the leading positions in the text highlights the importance of national education, which includes gaining of social experience by the younger generation and students, which was inherited by them with their spiritual heritage of the Ukrainian people. That is why priorities of Ukrainian education is concentrated on formation of personality, which realizes its belonging to the Ukrainian people and modern European civilization. Upbringing of the personality with democratic ideology, who respects civil rights and freedoms, traditions and cultures of the peoples of the world should be national, religious, linguistic choice of every human being. The integration unity of teaching and upbringing in modern educational environment institutions of higher education is a priority of modern educational space, the foundation of successful socialization of personality nowadays.
Is disclosed the essence of education in ensuring social development of young people. The attention is focused on the need to review the content of the state youth policy as for youth education in order to promote its successful social integration and preparation for life in a democratic society . According to experts from the World Bank, one of the four main conditions for the formation of the knowledge economy is education and training that characterizes the availability of an educated and professionally trained population capable of producing, distributing and using knowledge. In the context of market relations, education is an important component and determinant of human development and plays a special role in shaping the intellectual, spiritual, economic potential of the state. Education is the most extensive part of the current state system, its political,socio-economic, cultural and scientific organization. The quality of education depends on the reproduction and growth of the intellectual potential of society, education of citizens, modernization of social relations. Improving the education system is one of the measures necessary to overcome the crisis processes, improve people's lives, establish national interests, and strengthen the state. It can be argued that without the necessary education people can not provide themselves with proper living conditions and be realized as individuals. Education financing is a major lever of state influence on the processes of transformation in universities and the main instrument for achieving positive results in the educational sphere. Financial provision of education is a basic condition for ensuring the quality of educational services, supporting the competitiveness of higher education institutions not only within the state but also on the world market. Foreign experience should be taken into account both in the issue of decentralization of financial security and in the definition of a clear funding formula that would be formed on the elements of transparency and accessibility, which, in turn, will answer the question, on the basis of which indicators higher education institution should receive funds and what quantity Accordingly, the growing interest of society and the state in the issues of the development of the education sector and its recognition as a nationwide priority must be due. Необхідно враховувати зарубіжний досвід як у питанні децентралізації фінансового забезпечення, так і у визначенні чіткої формули фінансування, яка б була сформована на елементах прозорості і доступності, що, своєю чергою, дасть відповідь на запитання, на основі яких показників заклад вищої освіти повинен отримувати кошти й яку кількість. Відповідно, повинен бути зумовлений зростаючий інтерес суспільства й держави до питань розвитку галузі освіти та визнання її загальнонаціональним пріоритетом. Для вирішення завдань, які сьогодення ставить перед системою вищої освіти, потребується суттєве зростання обсягу фінансування освіти.
