Dinsel ve metafiziksel geleneklerin bütüncül yaklaşımlarının aşılmasıyla, modern toplumlar, bilimsel nesnellik, ahlak ve yasalarda evrensellik ve sanatta özerklik gibi nosyonlar üzerine kurulmuşlardır. Kapitalizm, endüstrileşme, şehirleşme, metalaşma, mekanikleşme, akılcılık, bilimsel ve teknolojik ilerleme, ulus-devlet örgütlenmesi modern toplumun temel nitelikleri olmuştur. Modernizm eleştirilerine dayanan postmodern yaklaşımlarda modernliğe ait düşünceler ve kurumlar eleştirilmiştir. Postmodernistler büyük anlatıların reddine ve farklılık ve çoğulculuğun vurgulanmasına koşut olarak toplumda her türlü bütünlükçü kavramı reddetmişler, bütünlükçü karakteri nedeniyle ulusu ve ulus-devleti eleştirmişler, fakat politik anlamda toplumu ayakta tutacak ilke ve temeller sunmamışlardır. Çoğu postmodernist görüşün aksine, ulus-devletler postmodernitenin siyasal alanının en önemli aktörleri olmaya devam ermektedirler. ; After the transformation of the holistic approaches of religious and metaphysical traditions, modern societies have been grounded on such notions as the scientific objectivity, universality of law and ethic and autonomy of arts. The main characteristics of modern society have been capitalism, industrialization, urbanization, commoditization, mechanization, rationalism, scientific and technological development and nation-sate organization. In postmodernist approaches the ideas and institutions of modernity have been criticized. Parallel to the criticism of the meta narratives and the emphasize on differences and pluralism, postmodernists rejected all holistic concepts including nation and nation-state, but they did not develop principles and grounds providing poltical order in society. It seems that, counter to the most of the postmodernist views, nation-states maintains to be important actors of the political realm of postmodernity.

ÖZETBaşlangıçta ekonomik birliktelik üzerine kurulan Avrupa Birliği, günümüzde her alana nüfus etmekte ve pek çok alanda ortak politikalar uygulamaktadır. Avrupa Birliği'nin ekonomik, sosyal, kültürel, siyasi ve politik alandaki tüm uygulamalarının nihai hedefi ise üye ya da aday ülkeler arasında Avrupalılaşmayı sağlamaktır. Birliğin ortak eğitim politikaları ile yürütmekte olduğu değişim ya da hareketlilik programları bu amaca açık bir şekilde hizmet etmektedir. Günümüzde en yaygın olarak bilinen Avrupa Birliği eğitim programlarının başında ise Erasmus değişim programı gelmektedir. Bu çalışmanın amacı, Avrupa Birliği ortak eğitim politikalarının Avrupalılaşma süreci üzerindeki etkisini Erasmus değişim programı çerçevesinde incelemektir. Araştırma genelinde, bu alanda çalışmalar yapan bilim adamlarının son yıllarda popülerliği artan Avrupalılaşma üzerindeki düşüncelerine ve tanımlarına yer verilmiş ve Erasmus programının etkisini daha yakından inceleyebilmek için daha önceden bu programdan yararlanmış Türkiye ve AB vatandaşlarının katıldığı bir anket uygulanmıştır. Elde edilen sonuçları daha iyi analiz edebilmek için bu alanda bilgi sahibi olan Türkiye Ulusal Ajansı uzmanlarının görüşlerine başvurulmuştur. Yapılan bu araştırma, Avrupa Birliği ortak eğitim politikalarının bir parçası olan Erasmus değişim programının Avrupalılaşma üzerinde önemli bir etkiye sahip olduğunu ve ülkeler ve vatandaşlar arası entegrasyonu güçlendirdiğini ortaya koymaktadır. Diğer çalışmalardan farklı olarak bu araştırma, konusu bakımından daha özel bir alanda farklı araştırma yöntemleri kullanılarak yapılmıştır. Son olarak, bu çalışma Avrupalılaşma konusuna ışık tutmakta ve Erasmus değişim programının bu konu ile olan ilişkisine dikkat çekmektedir. The ultimate goal of economic, social, cultural, politic and political extents of the EU is to carry out Europeanization between member or candidate countries. The Union's exchange or mobility programmes, which are run under common education policies, serve this purpose explicitly. Today, Erasmus takes place on the top in the most well-known EU education programmes. The aim of this study is to investigate the influence of common European education policies on Europeanization process in the frame of Erasmus exchange programme. In this study, the thoughts and definitions of the authors who have studied on Europeanization, which has become popular recently, are presented; and a questionnaire which was filled out by Turkish and European Union citizens, who have participated in this programme before, was conducted to investigate the role of Erasmus exchange programme closely. In order to analyze the questionnaire outputs better, we asked for Turkish National Agency experts' opinions, who are familiar with this study area. This study reveals the fact that Erasmus exchange programme as a part of the EU common education policies has a crucial influence on Europeanization and it reinforces the integration between countries and their citizens. Unlike other studies, this study has been conducted in a more specific field by using different research methods. Finally, this study illuminates Europeanization issue and emphasizes its relation with Erasmus exchange programme. 1990 sonrasında Türk sinemasında devletin görünme biçiminin incelendiği bu çalışmada, ulus devlet olarak Türkiye Cumhuriyeti Devleti'nin temel unsurlarının filmlerde nasıl yansıtıldığı ve eleştirildiği, devlet zihniyetindeki değişim tartışılmıştır. Zihniyetin, zihniyetteki değişim ve bu değişimin devlet düşüncesine etkisinin, Türk devlet zihniyetinin incelendiği birinci bölümde literatür taraması yöntemi izlenmiştir. Aynı yöntemle, başlangıcından 1990'lara Türk sinemasında devletin nasıl göründüğü incelenmiştir. İlk iki bölüm kuramsal çerçeveyi oluştururken, çalışmanın üçüncü bölümünde, ulus devlet olarak Türkiye Cumhuriyeti Devleti'nin temel unsurlarının 1990 sonrası Türk filmlerindeki temsili araştırılmıştır. Modern/ulus devletin unsurları olarak sekülerleşme, milli kimlik, tek dil, ülke/vatan/sınır, sivil ve askeri bürokrasi başlıklarının her birine yönelik bir film seçilmiştir. Bu filmler, göstergebilim yöntemiyle analiz edilmiştir. ; This study aims to explore the appearance of the government in Turkish cinema after 1990's, focusing on how the fundamental elements of the government of The Republic of Turkey as a nation state is represented and criticized in the films while analyzing the transformation within the governmental mentality. The first chapter consists of a thorough survey of the previous scholarly studies which analyze mentality, the transformation within mentality and how this transformation affects the idea of a government and where the Turkish governmental mentality stands. With the same method, the study is carried on by analyzing how the government makes an appearance in Turkish cinema from its very beginnnig to 1990's. While the first two chapters form the theoretical background of the study, the third chapter focuses on the representations of the fundamental elements of the government of the Republic of Turkey as a nation state in Turkish films produced after 1990. A film is selected out for each of the concepts of secularity, national identity, sole language, country/homeland/borders, civil and military bureaucracy as elements of a modern/nation state. These films are analyzed through semiotics.

ABD, Birleşmiş Milletler'in onayı olamadan Irak'ı işgal etme gerekçesi olarak, Irak'ın zenginleştirilmiş uranyum elde etmeye çalıştığını; kitle imha silahları (KİS) projesini devam ettirdiğini ve El Kaide'yle işbirliği yaptığını, öne sürmüştür. Dolayısıyla Irak Hükümetini, hem ABD açısından ve hem de dünya barış ve güvenliğine karşı açık bir tehdit olarak nitelendirmiştir. Buradan hareketle, Birleşmiş Milletler Güvenlik Konseyi'nin 1991 Tarih ve 678 Sayılı Kararında Irak'a karşı kuvvet kullanmaya izin verildiği ve ayrıca 2002 Tarih ve 1441 Sayılı Kararın 13. Paragrafında, "Irak'ın ciddi sonuçlarla karşılaşacağı" ifadesinin, kuvvet kullanılacağını öngörüyor olduğu iddiasından yola çıkarak, ABD'nin Irak'a Müdahalesi için yeni bir karara gerek olmadığını öne sürmüştür. Binaenaleyh II. Bush Yönetiminin, 20 Mart 2003'te Irak'a başlattığı saldırının ardından gündeme gelen en önemli tartışmalardan biri, ABD hangi hukuksal nedenlere dayanarak Irak'ı işgal ettiği ve bu müdahalenin uluslararası hukuk bakımından nasıl değerlendirileceği hususu olmuştur. Güvenlik Konseyi'nin 1991 yılında aldığı 678 sayılı kararın amacı; Irak güçlerini Kuveyt'ten çıkarmaktı ve 2002 yılında çıkan 1441 sayılı kararın amacı da; Irak'ın silahsızlandırılmasını ve silahlarının denetlenmesini güvence altına almaktı. Ayrıca UNMOVIC'in (The United Nations Monitoring, Verification and Inspection Commission) başkanı Hans Blix'in 14 Şubat 2003'te sunduğu raporlar ve sonraki dönemde de Irak'ta herhangi bir KİS'in bulunamaması, ABD iddia ve tezlerinin doğru olmadığını açıkça göstermiştir. Birleşmiş Milletler Antlaşmasının kuvvet kullanma ve silahlı zorlama yollarının; uluslararası hukukta öngörülen mekanizmalar işletilmeksizin ve dünya kamuoyunun yoğun muhalefetine rağmen Irak'a karşı gerçekleştirilen bu savaş ve işgal, Birleşmiş Milletler Antlaşmasının "kuvvet kullanma yasağı" çerçevesinde oldukça yoğun tartışmalara sebep olmuştur. Ayrıca işgal sonrası, ABD'nin Irak'ta izlediği politikalar ve işkence iddiaları, insan hakları ve savaş hukuku itibariyle de ABD'nin ağır uluslararası hukuk ihlalinde bulunduğu eleştiri ve tartışmalarını beraberinde getirmiştir. ; The USA claimed that Iraq tried to obtain enriched uranium, sustained the projects for mass destruction weapons (MDW) and ganged with El Kaide as the reason for occupying Iraq without the consent of the United Nations. Thus, it qualified the Iraq Government as a clear threat to both the USA and the peace and security of the world. Starting from this point of view, it was claimed that the USA didn't need a new decree to Interference to Iraq since necessary permission was given with the decree of the United Nations with the date of 1991 and number of 678, and the expression stating that "Iraq will have serious conclusions" in the decree dated 2002 and with the number of 1441, article 13 allowed using forces against Iraq. Consequently, one of the discussions which arose after the attack of the Administration of Bush the II on March 20, 2003 was the legal reasons for the USA's occupying Iraq and how this intervention would be evaluated from the point of international law codes. The purpose of the decree of Security Council dated 1991 and with the number of 678 was to take the Iraqi forces out of Kuwait and the purpose of the decree with the date of 2002 and number of 1441 was to unarm Iraq and control the weapons in Iraq. Moreover, the reports of Hans Blix, the Chairman of UNMOVIC (The United Nations Monitoring, Verification and Inspection Commission) dated February 14, 2003 and non-existence of MDW's in Iraq during the following periods has clearly shown that the claims and hypothesis of the USA weren't true. This war and occupation executed against Iraq despite the severe opposition of world public opinion and without trying the ways of the Charter of United Nations about using forces and armed forcing and the mechanisms prescribed in the international law caused dense discussions within the frame of "the prohibition of the use of force" by the Charter of the United Nations. Moreover, the policies that the USA pursue in Iraq after the occupation and allegations of torture and the claims that the USA executed severe violations of law from the points of human rights and laws of war brought the critics and discussions along.

DOI:10.17336/igusbd.97191 ; Bu çalışmanın amacı, yönetişim kavramı ekseninde devletin değişen rolü ve bunun deniz ticareti sektöründeki olası etkilerini analiz etmektir. Söz konusu bu değişim, devletleri etkin yönetim için yeni stratejiler üretmeye ve deniz ticareti sektöründeki paydaşların çıkarlarına daha duyarlı yönetişim düzenlemeleri oluşturmaya davet eden yönetişim süreciyle uyum içindedir. Bu makale kamu kurumlarından ve iş çevrelerinden sivil toplum kuruluşlarına kadar uzanan paydaşların, işbirlikçi düzenlemelerin adım adım hiyerarşilerin yerini aldığı yönetişim ağları içinde faaliyette bulunduklarını iddia etmektedir. Söz konusu bu tartışma, bir taraftan devletin bu ağları yönetme ve koordine etme noktasında kapasitesinin ve rolünün arttığı, diğer taraftan da yönetimin bu rolü üstlenmesini sağlayacak olanın yönetişim ağlarına özgü ekonomik ve toplumsal talepler olduğu sonucuna ulaşmaktadır. ; The aim of this study is to analyse the changing role of state within the framework of governance concept and its potential impacts upon maritime commerce sector. This transformation is in conformity with the process of governance which invites states to produce new strategies for effective governing and to formulate governance arrangements which are more sensitive to the interests of stakeholders in the maritime commerce industry. This paper asserts that these stakeholders ranging from public institutions and business circles to nongovernmental organizations act within governance networks where hierarchy is gradually replaced by cooperative arrangements. This discussion leads to the conclusion that on the one hand, state's capacity and role in directing and coordinating these networks is enhancing, and on the other hand those are the economic and social demands peculiar to the governance network that will compel the state to assume this role.

Cumhuriyet ilanından sonra devleti oluşturan bütün kurumlarda birçok yeni düzenlemelere ve bunun sonucu olarak değişmelere gidilmiştir. Her ne kadar İnönü döneminde bu süreç kesintiye uğrasa dan 1924-1960 yılları arası Türk eğitiminde yabancı uzmanların etkisi daha fazla hissedilmiştir. Ülkemize gelen yabancı eğitim uzmanları 1924-1950 döneminde ABD ve değişik Avrupa ülkelerinden gelirken, 1950'de başlayan Demokrat Parti döneminde ülkemize gelen yabancı uzmanların sadece ABD'li olması dikkat çekicidir. Özellikle bu durum üzerinden Demokrat Parti'ye muhalif çevrelerce ciddi eleştiriler yöneltildiği görülmektedir. Ancak yabancı uzmanlar konusunda ABD'ye yönelişin sebebi dönemin siyasi durumu, küresel güç dengeleri, Türkiye'nin uluslararası lobi ihtiyacından ötürü NATO ya girmesi ve ABD ile doğal müttefik olması olarak gösterilmektedir. Araştırmamızın amacı yabancı uzmanların eğitim sistemimiz hakkında tuttuğu raporların nitel olarak yeterliliklerini saptamak, olumlu ve olumsuz yönlerini ortaya koymaktır. Bunun için hazırladıkları raporlara ulaşılmış ve objektif bir açıdan değerlendirmeye tâbi tutulmuştur ; After the decleration of The Republic, there were many regularitions over the all institutions which had formed the state and, with the result of these, some changes education foundations which are a development problem for modern societies and the system in these foundations were highly effected by these regularitions and changes. While regulations related to the education are being done, the educational system of precedent countries are taken as an example as well as national government policies,too. Consequently, foreign experts from diffrent countries had been imported either via official invitation or non official way since the beginning of 1924, and wanted them to report our educational system. Altought this period was interupted between 1924-1960 years during the İnönü management ,the impact of the foreign expert was felt higly. It is remarkable that foreign education experts came to our country during the period when Democratic Party began in 1950 were only from the United States of America while foreign education experts coming to our country during the period 1924-1950 came from the United States and various European countries. It is observed serious criticisms were directed on this situation to Democratic Party by dissident circles. However, it is shown that the reasons for turning to the U.S. on foreign experts were the political situation of the period, the global balances of power, that Turkey joined due to Turkey's international lobby needs, that Turkey was a natural ally with the U.S durin this period. The aim of our research is to determine the qualification of the foreign experts reports as qualitative, to bring out the reports' positive and negative aspects. Therefore, the reports have been detected and taken into evalution obtectively

Doktora Tezi ; Güvenlik, Uluslararası İlişkiler disiplininde yapılan çalışmaların birçoğunda vazgeçilmez bir kavram olarak yer almaktadır. Bu açıdan kavram ele alınırken kavrama ilişkin değişimlerin araştırılması, incelenmesi ve uluslararası politikada yaşanan olaylarla birlikte değerlendirilmesi gereklidir. Bu bağlamda çalışma, ABD – Rusya Federasyonu İlişkilerindeki güvenlik ikilemini 2001 – 2012 yılları arasında uluslararası politikada yaşanan gelişmeler ve güvenlik kavramının bu süreçte geçirdiği değişim ve genişleme ile açıklamak amacı ile yapılmıştır. Çalışma, tanımlayıcı bir niteliğe sahip olarak ABD ve Rusya Federasyonu arasındaki güvenlik ikilemini, kavramın geçirdiği değişim ve genişlemenin temel dayanak noktalarını eleştirel güvenlik yaklaşımı perspektifinde analiz ederek açıklamaktadır. Çalışma üç ana bölümden oluşmaktadır. İlk bölüm çalışmanın kavramsal ve kuramsal çerçevesini içermektedir. Bu bölümde uluslararası ilişkiler disiplininde güvenlik, güvenlik ikilemi, güç ve ittifak kavramlarının tanımı üzerinde durulurken aynı zamanda kuramsal olarak güvenlik algılamalarına da yer verilmektedir. İkinci bölümde ise dış politika ve güvenlik ilişkisi bağlamında ABD ve Rusya Federasyonu'nun 2001-2012 yılları arasında iç ve dış politikalarında güvenlik algılamalarında yaşanan değişim üzerinde durulmaktadır. Üçüncü bölüm ABD - Rusya Federasyonu ilişkilerindeki güvenlik ikilemini örnek olaylar eşliğinde ve eleştirel güvenlik yaklaşımı perspektifinde ortaya koymaktadır. ; Abstract ; Security is a crucial issue in most of the studies carried out in the Political Science disciplines. While dealing with the concept, the development and the change of the concept are to be searched and it is to be evaluated in the light of the events in international politics. In this context, the study has been done to explain the security dilemma in the relations between U.S. – Russia with the incidents in the international politics (2001 – 2012) and the evaluation and expansion of the concept of 'security' spent in this period. By having a descriptive character, the study has been explained the security dilemma in United States and Russian Federation relations by analyzing the concept's changes and enlargements in the perspective of Critical Security Theory. This study consists of three main chapters. First chapter includes the study's conceptual and theoretical framework. In this chapter, it is tried to explain the definitions of security, security dilemma, power and alliance in international relations discipline and also security perceptions as theoretical. In the second chapter, it is tried to explain the changes on security perceptions of USA and Russian Federation's domestic and foreign policy (2001 – 2012). The last chapter reveals the security dilemma in the relations between United States and Russian Federation in the perspective of Critical Security Theory

Araştırmanın Amacı: İlgili yazında güven kavramı ağırlıklı olarak tek yönlü olarak ele alınıp; örgütsel süreçlerdeki rolü incelenmiştir. İkili güven kavramını araştıran çalışmamızda, işgörenlerin hem örgüte hem de sendikaya bağlı olmaları nedeniyle, güvenin iki yönlü (sendika/örgüt) olarak incelenmesi ve bir tarafa duyulan güven ya da güvensizliğin diğer tarafı nasıl etkileyeceği, konusu önem taşımakta olup; ilgili yazında bu yetersizliğin belli ölçüde giderilmesi amaçlanmıştır. Yazındaki bu boşluğu doldurabilmek için, bu çalışmada örgütsel güven kavramı iki yönlü olarak ele alınıp incelenecektir. Yöntem: Araştırmanın teorik kısmı ilgili yazın taraması ve yararlanılarak araştırma araştırması ise Enerji, Sağlık ve Eğitim olmak üzere üç farklı Kamu sektöründen 553 işgörene anket yöntemi kullanılarak tamamlanmıştır. Elde edilen veriler SPSS ve LISREL istatistik programlarında temel ve ileri düzey (Yapısal Eşitlik Modellemesi) testlere tabi tutulmuş ve sonuçlara ulaşılmıştır. Bulgular ve Sonuç: Yapısal Eşitlik Modeli (YEM) analizi sonucuna göre örgütsel güven düzeyinin bütün alt boyutlarının, sendikaya güven düzeyindeki bütün alt boyutları pozitif şekilde etkilediği, sendika yöneticisine karşı olan güven düzeyinin sendikaya olan güveni pozitif yönde etkilediği ve en yüksek güven düzeyinin enerji sektöründe, en düşük ise eğitim sektöründe olduğu sonucuna ulaşılmıştır. ; Objectives of the Research: In related literature, the concept of trust, approached from such one-way perspective, and its role in the organizational process, has thoroughly been discussed and studied. Our research aims to investigate the concept of dual trust, built upon experience of two-way relations and commitments of the employees towards both sides of their polarised environment to better reflect the character of these dual links with the organization on one, and the trade union, on the other side of this polar structure. Examining the issue of trust from this new perspective will allow to better establish, how exactly, the measure of confidence or distrust, existing in relation with any one side of such environment, can simultaneously be found affecting the relation of the employee with the other side of the organizational system. Thus existing theoretical deficiency is intended to be resolved upon the results of this study, to fill the gap in literature with concept of organizational trust, which comprises of extended model of analysis of these dual, simultaneous relations. Methods: The theoretical part of the study has been developed based on reviews of literature and in conjunction with conducted researches. Field research has been completed by using a questionnaire method, applied to 553 employees from three different public sectors: Energy, Health, and Education. Data obtained has been subjected to basic and advanced tests (Structural Equation Modeling) in SPSS and LISREL statistical software suites and results achieved were evaluated. Results: According to the results of Structural Equation Modeling (SEM) analysis, it is concluded that all the sub-dimensions of organizational trust level affect all the sub-dimensions of trust toward the trade union, the level of trust towards the union leaders, positively affects the trust towards the union itself and, that the highest levels of the trust in general, are seen in energy sector, while the lowest levels, within the scope of this research, respectively, are seen in the sector of educationroblem of the Research: If employees work in a situation of direct and simultaneous relations with two organizations (workplace and a trade union) which are both, competing with each other in conflict of interest. This situation, can be found in literature, described as a 'dual link' (Stagner, 1954). The necessity of maximizing organizational aims through relations with employees on both sides will be seen directly affecting the perceptions and behaviors of employees towards both of the organizations. Within such a context, the concept of 'organizational trust' will also have to be seen as linked to, and in either positive or negative manner affected by these dual links relations. However, when the relevant literature is examined, it is seen that this concept is discussed and approached, either as a trust to the union, or only to the workplace. The concept of trust of the employees, built upon the two conflicting influences and affected by rival organizations, not being previously examined as a concept of 'dual trust', can thus be highlighted, as the problem of this study. In this context, these following conclusions have been reached. It is found that there is a positive relationship between three sub- dimensions of the trust level to the organization and three subdimensions of the trust level to the trade union as a result of an analysis of all the variables through Structural Equation Model. According to this result it is concluded that the level of trust to the organization has a positive effect on the level of trust to the union. These results demonstrate us that being connected to two rival organizations improves perception of trust to the both sides. Apart from this study in related literature, because there isn't a study related to dual trust, making a comparison hasn't been possible. However, Stagner (1954) who asserts dual trust points that two-way commitment shapes with the tendency of perceiving organizations and trade unions as a whole and the tendency of trusting to the both organizations when the working conditions are good. Additionally, the level of trust to the union management's positive influence on the trust to the union is another new relation discovered in this study of research. With reference to this result, it is seen that trust to the manager is the key role in achieving trust to the organization. In the research, it is found that the average level of trust of the employees to the union is , the average level of trust to the work place is . On the other hand, according to the 2000 World Values Survey results (www.bahcesehir.edu.tr) it is indicated that trust towards union is ; trust towards organization . The research has been conducted in three different institutions. Among these institutions, energy sector has the highest level of trust, the second one is health sector and the third one is education sector. The reason of having the lowest level of trust in education sector can be having a higher level of education in comparison with other sectors. Because most of the teachers have bachelor's degree and the lowest level of trust belongs to the bachelor's in our study. Through this study, which is considered the Pioneer study in this area of work, dealing with concept of Dual Trust within three different concepts and improving models with reference to the issue have reached important conclusions. On the other side, by virtue of lack of study on 'dual trust' has not permitted to do a literal comparison. This case can be shown one of the restrictions of this study of research.

İkili güven kavramını araştıran çalışmamızda, işgörenlerin hem örgüte hem de sendikaya bağlı olmaları nedeniyle, güvenin iki yönlü (sendika/örgüt) olarak incelenmesi ve bir tarafa duyulan güven ya da güvensizliğin diğer tarafı nasıl etkileyeceği, konusu önem taşımakta olup; ilgili yazında bu yetersizliğin belli ölçüde giderilmesi amaçlanmıştır. Yazındaki bu boşluğu doldurabilmek için, bu çalışmada örgütsel güven kavramı iki yönlü olarak ele alınıp incelenecektir. Yöntem: Araştırmanın teorik kısmı ilgili yazın taraması ve yararlanılarak araştırma araştırması ise Enerji, Sağlık ve Eğitim olmak üzere üç farklı Kamu sektöründen 553 işgörene anket yöntemi kullanılarak tamamlanmıştır. Elde edilen veriler SPSS ve LISREL istatistik programlarında temel ve ileri düzey (Yapısal Eşitlik Modellemesi) testlere tabi tutulmuş ve sonuçlara ulaşılmıştır. Bulgular ve Sonuç: Yapısal Eşitlik Modeli (YEM) analizi sonucuna göre örgütsel güven düzeyinin bütün alt boyutlarının, sendikaya güven düzeyindeki bütün alt boyutları pozitif şekilde etkilediği, sendika yöneticisine karşı olan güven düzeyinin sendikaya olan güveni pozitif yönde etkilediği ve en yüksek güven düzeyinin enerji sektöründe, en düşük ise eğitim sektöründe olduğu sonucuna ulaşılmıştır. ; Objectives of the Research: In related literature, the concept of trust, approached from such one-way perspective, and its role in the organizational process, has thoroughly been discussed and studied. Our research aims to investigate the concept of dual trust, built upon experience of two-way relations and commitments of the employees towards both sides of their polarised environment to better reflect the character of these dual links with the organization on one, and the trade union, on the other side of this polar structure. Examining the issue of trust from this new perspective will allow to better establish, how exactly, the measure of confidence or distrust, existing in relation with any one side of such environment, can simultaneously be found affecting the relation of the employee with the other side of the organizational system. Thus existing theoretical deficiency is intended to be resolved upon the results of this study, to fill the gap in literature with concept of organizational trust, which comprises of extended model of analysis of these dual, simultaneous relations. Methods: The theoretical part of the study has been developed based on reviews of literature and in conjunction with conducted researches. Field research has been completed by using a questionnaire method, applied to 553 employees from three different public sectors: Energy, Health, and Education. Data obtained has been subjected to basic and advanced tests (Structural Equation Modeling) in SPSS and LISREL statistical software suites and results achieved were evaluated. Results: According to the results of Structural Equation Modeling (SEM) analysis, it is concluded that all the sub-dimensions of organizational trust level affect all the sub-dimensions of trust toward the trade union, the level of trust towards the union leaders, positively affects the trust towards the union itself and, that the highest levels of the trust in general, are seen in energy sector, while the lowest levels, within the scope of this research, respectively, are seen in the sector of educationroblem of the Research: If employees work in a situation of direct and simultaneous relations with two organizations (workplace and a trade union) which are both, competing with each other in conflict of interest. This situation, can be found in literature, described as a 'dual link' (Stagner, 1954). The necessity of maximizing organizational aims through relations with employees on both sides will be seen directly affecting the perceptions and behaviors of employees towards both of the organizations. Within such a context, the concept of 'organizational trust' will also have to be seen as linked to, and in either positive or negative manner affected by these dual links relations. However, when the relevant literature is examined, it is seen that this concept is discussed and approached, either as a trust to the union, or only to the workplace. Son yıllarda hem köklü demokratik hem de yeni demokratikleşen ülkelerde devletlerin, meşruiyet sorunları ile karşı karşıya kaldıkları görülmektedir. Devletler, istikrarlarını korumakta ve toplumsal iç barışı sağlamakta zorlanmaktadırlar. Toplumsal protestolar giderek artmakta ve yaygınlaşmaktadır. Devletlerin toplumsal tepkileri zor kullanarak önlemeye ya da bastırmaya çalışması, kısa süreli olarak başarı sağlasa da uzun vadede devlet ile toplum ilişkisini ciddi ölçüde zedelemektedir. Devletlerin istikrarlarını devam ettirebilmeleri ve toplumsal iş barışı sağlamaları, devlet kapasite kavramı ile yakından ilişkilidir. Devlet kapasitesi'nin kavramsal tanımı ve analizi üzerinde mevcut literatürdebir fikir birlikteliği henüz yoktur. Son yıllarda devlet kapasitesi kavramını tanımlama çabasında sıkça Michael Mann'in yaklaşımına başvurulmaktadır. Michael Mann (1984), devlet iktidarını despotik ve altyapısal iktidarolarak ikiye ayırmaktadır. Despotik iktidar, Max Weber'in (1964) iktidar kavramına denk düşerken, altyapısal iktidar, topluma nüfuz etme (kaynak oluşturma ve dağıtma) ve siyasi kararları uygulama kapasitesi olarak tanımlanmaktadır. Michael Mann'in iktidar teorisi, analitik bir devlet kapasitesi kavramı geliştirebilmek için burada temel alınmakla birlikte, başka düşüncelerle de desteklenmektedir. Mann'in kuramında devlet-toplum ilişkisinin rolü yeterince dikkate alınmamıştır. Bu açıdan Mann'in iktidar tipinin yeni bir tip ile genişletilmesi gerektiği düşünülmektedir. Bu şekilde devlet kapasitesi kavramının anlamı ve boyutları ile bunların içerikleri belirlenmektedir. Son bölümde de Türkiye'de devlet kapasitesi ana hatlarıyla analiz edilmeye çalışılmaktadır. ; In recent years, it has been observed that states in both rooted democratic and newly democratizing countries encounter with legitimacyproblems. States have difficulties in protection of the stability and providing social civil peace. Social protests increase and become widespread gradually. Even states' trying to prevent or suppress the social reactions by force achieves success in short period, it gives harm to relationship of state and society in long term seriously. States' continuation of their stability and providing social civil peace is closely related with the concept of state capacity. There is not any consensus on the conceptual definition and analysis of state capacity in the current literature yet.Approaches of Michael Mann have been frequently referred to in the struggle of describing state capacity in recent years. Michael Mann (1984) divides state power into two as despoticand infrastructural power.Despotic poweris equal to Max Weber's (1964) concept of power, while infrastructural poweris described as capacity of community penetration (source generation and distribution) and capacity of application political decisions. Together with the fact that theory of power of Michael Mannis used as based here to develop an analytical state capacityconcept, it shall be supported with other thoughts. The role of the relationship of state and society is not taken into consideration sufficiently in the hypothesis of Mann. In this sense,it is considered that power type of Mann is required to be extended with a new type. In this manner, the meaning and dimensions of the concept of state capacityand contents of these are determined. State capacity in Turkey is tried to be analyzed in the last section with the main lines.
