The text deals with question of European state formation in research of contemporary British sociologist Perry Anderson . Its first intention focus on how modern European medieval and absolutistic states emerged. The article consists from four main parts: (1) Introduction to theory of state-formation. (2) Analysis of structural and analytical connections between state and society in author´s treatise. (3) Third main part deals with analysis of course of European state-building. On this problem we apply specific analytical model, which distinguish causes, components, progression, and impacts on state formation processes. In this case, author analyzes mechanisms of state building in feudal period 9–15th century and period of absolutistic states (16--19th century). This study is an attempt to deliver a comprehensive (geo)political analysis of the evolution of transit routes to supply Caspian oil and natural gas reserves to world markets using the territory of the South Caucasus. In the initial part of the study, a series of transit options prevailing in the two decades up to 2005 is scrutinized; in 2005, the highly debated Baku-Tbilisi-Ceyhan oil pipeline was eventually built marking the shift in interest from oil transit to natural gas transit. Emphasizing the peculiarities of geopolitical competition for the strategically important area of the post-Soviet South Caucasus that has been continuing between Russia, the United States, and to a certain extent also Iran and Turkey, the article seeks to explore the close interconnection of politics and economics, and on some key occasions also the prevalence of the former over the latter, reaching in this regard beyond Caspian projects.

Kam tento vývoj směřuje – to je řečnická otázka, jejíž odpověď stále méně ovlivňují ti, kterým na budoucnosti opravdu záleží.(Z príspevku na česko-slovenskej konferencii o udržateľnom rozvoji a ústupe v Olomouci, 8.11. 2012) ; This paper, presented by Professor Huba, the current Chairman of the Committee for Agriculture and the Environment of the National Council of the Slovak Republic, at the Czecho-Slovak Conference on Sustainable Development and Retreat in Olomouc (8 Nov 2012), evaluates the development in the environmental sphere from the perspective of the past 25 years (since 1987, when the report Our Common Future from the United Nations World Commission on Environment and Development, known as the Brundtland Report, was published), or even 40 years (Stockholm Conference on the Human Environment was held in 1972). It recapitulates its major milestones, in which the author was actively involved at the global, European and Slovak levels at the time of a major society-wide transformation in Slovakia. Where this development leads is a rhetorical question the answer to which is less and less influenced by those to whom future really matters.

Energy security is one of the most topical and important issues, both at the EU and member states level. This is a fact, not only in the context of climate change policy and common energy market design, but also in the light of the dynamics of EU external energy relations, with the latter recently gaining in importance. The Czech discourse on energy security is no exception and mirrors the development in the EU-wide debate. This claim is based not only on the analysis of events and the subsequent debate on energy security in the Czech Republic regarding the period from 2006 to 2010 (e.g. the natural gas crisis, Presidency of the Council of the EU, the question of energy import dependence), i.e. the period between the last two parliamentary elections with minor overlaps, but also on the three applied criteria of national interest – relevance, consensus, and external acceptability. The discourse on external energy relations of the Czech Republic is relevant, shows signs of consensus, and, from an EU perspective, could be considered as acceptable. Therefore, the external energy relations meet the criteria of the Czech national interest.

The article analyses how the standpoints of political parties on energy related issues are formed. The effect of the process of forming these standpoints on energy policy in general in the Czech Republic, the divergence among ideologies (coming out not only from the election programs), and other factors, as well as the parties' ideological continuity in time are particularly emphasized. The analysis comes to the conclusion that energy related issues are important for each political party but not crucial. In addition, it is concluded that parties are internally consistent, their standpoints are based on ideology, and they are all rather constructive in policy formulation. An interesting conclusion is also the fact that energy policy in the Czech Republic is generally highly personalized, thus strongly influenced by particular individuals.

The paper analyses the development of the EU energy policy since the beginning of the European integration and argues that the eastern enlargement and two gas crises in 2006 and 2009 have crucially impacted its evolution. Originally, the ES/EU dealt primarily with the formation and liberalisation of internal energy market, however after 2004 the focus has shifted towards issues of energy security and external energy relations in general. The paper uses the spillover concept to analyse the development of the EU energy policy. It argues that the development of internal energy market was caused by a spillover from internal market as such, while the progress in the area of energy policy after the eastern enlargement was an outcome of efforts to achieve energy security; efforts that resulted in further spillover effects in areas such as diversification, external energy relations or efficiency. The paper thus claims that common European energy policy in its internal and external dimensions started to evolve gradually after the Eastern enlargement.

This paper deals with the issue of building Wales as a unique region in the context of the European Union and its resources. The author focuses on the period after 1999, i.e. the time when devolution took place and when official Welsh representatives emerged via the National Assembly for Wales (NAW). Since then, Wales has entered into cooperation with the EU, in order to gain access to resources provided by the Union. The cooperation is however of a specific kind, since officially, Welsh representatives have to communicate with the EU through the political representation of Great Britain. Nevertheless, by acting informally, Welsh representatives manage to avoid the British government in relevant contexts and communicate with the EU directly. In this way, they are able to exploit the formal and informal rules for their advantage (i.e. for building Wales as a unique region). The main purpose of this text is to show that the case of Wales can be replicated by any region that has official political representation, even if it has only weak representative institutions and has to deal with limitations posed by the existence of a central government.

This article aims to tease out the transformation of communist identity and the sense of legitimacy within the ruling parties of the Eastern Bloc (particularly Poland, Czechoslovakia and the GDR) in 1956. It explores how communist identity was negotiated and reshaped beyond the highest level of party leadership and prominent communist intellectuals and how ordinary party members perceived this ideological turnabout. It seeks to demonstrate how the sense of belonging was articulated in the reflection of the parties' recent past by ordinary party members on a local level: functionaries, apparatchiks, propagandists and local party historians. In the aftermath of 1956, communist and working class identities were seriously challenged by renewed national, ethnic, confessional or regional identities in a steady process of exclusion and inclusion. Examining the de-Stalinization "from below", the study concludes that despite the earthquake-like ideological upheavals a new form of identity emerged among the parties' rank-and-file that, centered around the parties as an imperfect yet heroic collective, secured the sense of legitimacy for the decades to come.

The paper analyses the Europeanisation of election manifestos of major relevant political parties in the Slovak Republic between 1994 and 2010. The changes are examined by means of the two-dimensional concept distinguishing the quantitative and qualitative dimensions of Europeanization; and Europeanisation in manifestos is interpreted as a result of European integration. The authors conclude that the process of the Europeanisation of political parties began a little later in Slovakia in comparison to some of the countries which became democratized slightly earlier (e.g. the Czech Republic). A different pace of democratization, experience with Mečiar's hybrid regime, and the multi-dimensional party system seem to be the main reasons for the "backwardness" of Slovak political parties' manifestoes.

One of the fundamental features of liberal democratic systems is the existence of diverse interests that seek to influence government decisions. It is therefore no surprise that the activities of organized interests present a natural and legitimate part of the democratic process. Nevertheless, we regard lobbyists with considerable skepticism, and the concept of lobbying often has negative connotations. This situation is mainly the result of a growth in the diversification and number of organized interests that often act in informal or unfair ways. Trying to distinguish lobbying from corruption or other illegal ways of influencing people in public office has led many countries to make efforts to level the playing field and the processes that take place in it. The result of these efforts is the introduction of the regulation of lobbying, which may be achieved by means of various tools. The aim of this paper is to briefly map the attempts by the Slovak government to establish rules governing the behavior of organized interests in the Slovak Republic and to identify the preferences of the particular actors in the Slovak political system with respect to the issue of regulating lobbying in Slovakia.

The text focuses on one specific aspect of Lukashenko´s nondemocratic regime – the position and function of political parties. These variables are analysed, among others, by the application of classical terms such as competition, competitiveness, and party system. On the one hand, political parties (including anti-system ones) officially exist and, as such, can participate in elections. On the other hand, there is only a minimal chance for (opposition) political parties to win a mandate by means of participating in elections or to gain a share of real political power. The text tries to find the answers to several interrelated questions: What are the consequences of the above mentioned facts in the Belarusian context, in terms of a theory of political parties? Why does the regime tolerate the existence of political parties? Why do political parties themselves participate in this system? Seeking answers to these questions, the article focuses mainly on the period from1995 to 2008, during which four parliamentary elections took place. However previous and current developments are also taken into account.

The goal of this contribution is to evaluate the relevance of the institutional factors and the influence of the single variables on the corruption. The key task is to find not only suitable indicator of the amount of corruption but also suitable approximants of institutional characteristics, else economical characteristics. The important advantage of this article is its focus also on the corruption measured by alternative ways, compared to the often used CPI. From the institutional characteristic view for the corruption fight seems to be important stable legal background. Not less important is also the government stability and its accountability. In the contradiction with the expected hypotheses claiming the strong and resistant bureaucracy to be beneficial against the corruption fight, almost all executed analysis is based on the contra productivity of the bureaucracy independency on the corruption fight. In the Slovak parliamentary elections of 2010, the reformist centre-right parties defeated the left-nationalist coalition government led by Robert Fico. The election results brought some other surprises – the Movement for a Democratic Slovakia and its leader, three-times Prime Minister Vladimír Mečiar, as well as the Party of Hungarian Coalition were eliminated from the national parliament. Moreover, the election outcome of the radical right-wing Slovak National Party declined significantly. On the other hand, two new parties entered parliament. All in all, the election outcomes show the weakening of the nationalist agenda and the nationalist vote. The paper examines why this has happened and raises the question of to what extent it is sustainable.

It´s about phenomena which is natural and important for some parts of population or on the other hand we can see this identity as the artificial problem. The main goal is connecting with results from the field work. I would like to explain something about moravian political elites according to the non-political activism. It´s also necessary to mark historical processes which are important for present time. The polemic should have done some reflexive view on regionalism, activation of moravian elites and civic movements. ; The theme is crucial to the concrete question, whether moravian identity really exists. After the fall of communist regimes at the turn of the 1990s, a new era of development began in many countries. The transformation from communism wasn't always successful. It is this unfinished transformation which is, as many authors argue, one of the characteristics of post-communism. Post-communist political culture struggles with a number of problems originating in the institutional structure of collapsed regimes. One of them is the high level of corruption. Corruption is not, of course, specific only to post-communist countries. However, as statistical data provided by various organizations show, corruption flourishes in these countries. Moreover, post-communist corruption takes certain forms which are absent in other countries. We may, therefore, classify these forms as the institutional and cultural heritage of communist regimes. The goal of this paper is to introduce the nature of corruption and the causes behind the high level of corruption in post-communist countries; to identify changes which have taken place since the demise of communist regimes; and to present some of the measures employed to fight corruption, as well as the difficulties related to these measures.
